It was a misleading name "Chief Magistrates Palace". It was an old military college that had once belonged to a minor Cult of Bellator. It had been forfeited in the middle of the 1800's and turned into a complex where the Magistrate could both live and run his staff from. What it did have however was a vast lawn and it was here that Narcis Zappa awiated the arrival of the various delegates for his proposed conference. The guests would be meet by the Primarch of the Covenant, Octavia Pax, at the International Airport. She would do all the formalities and greetings as you would expect from a Head of State in a nation where religion was both complex and confusing. From there a helicopter would whizz each of them over the city, ensuring views of both the old red roofed town and the new ultra modern glass and steel sides of the capital. Then it would be a touch down where a young military officer would greet them, ensure they were free from the complexities of a harness and then Narcis would greet them. "Good Morning" he said enthusiastically hoping to make a good first impression. "We're excited that you agreed to come. I've some warm coffee inside please follow Lieutenant Hafalsa until I have a chance to welcome everyone else, I'm sure it won't be long."

The blonde haired Jana Hafalsa saluted their first guest and escorted them towards the conference room. "While the Chief Magistrate had coffee in mind I can arrange anything else you'd prefer, juice, tea, water.....please let me know. If I can be of any assistance I'd be delighted to help." She said as she led them into the conference room where there were a series of long rectangular tables formed into a square where tiny flags marked where each nation would be expected to sit.

There were advantages to being a nation that many would say was in decline, people kind of left you alone. Over the past 100 years or so around 30million of your own people had elected to seek a life beyond your own borders. That though had simply meant the vast resources the Gods had blessed them with went further and so while the nation struggled in some respects it was a nation where, if you looked beyond the fairly frequent religious carnage, life could be good. Life in Xerente was dominated by the faith. In a way everyone should have been worshipping Salvatrix for she would one day return and save every soul, others though believed that while the Goddess was powerful other actions must be taken for if she would save us all we need to make sure we survive in the best manner we can until then, that was where the problems started. Those in the Cults of Bellator believed being the best fighters and warriors would increase your chance of seeing this moment, meanwhile those who followed Mendax believed in the use of cunning and guile to position yourself in as strong a position as possible for when she returned. Throw into the mix that not only did the five sub-cults have a love/hate relationship with each other they also had their own sub-cults. Chief Magistrate Narcis Zappa now regretted this as he would need to try and navigate explaining this to an outsider. However he was not alone, thankfully the Primarch of the Covenant would be alongside him. Octavia Pax had the unenviable job of keeping the various Cults inline, a task some said was like trying to herd kittens. Attired in a simple black suiness suit she didn't radiate the image of a faith leader but that was just one of the Primarch's job. She also had a government role, acting as a check and balance to the Chief Magistrate Narcis Zappa who would be dealing with todays business. In truth he was rather nervous. It wasn't the cosy trade talk, or embassy expansion he had imagined but more like an inspection. He knew the Morelanders were rather well connected so perhaps this was a chance to make a good impression.

When the Morelander finally arrived at Xarqueada International Airport he found a group of black uniformed men holding historic looking rifles presenting a guard of honour from the bottom of his aircrafts steps to the two hosts. While foreign affairs were firmly Narcis' field of play he was also aware that protocol was potentially important and so he was happy to allow Octavia to take a lead and she confidently stepped towards King David. "Welcome to Xerente Your Majesty. We're delighted to welcome you. The background to your visit may not be the most joyous but we hope we can ensure you leave happy. I hope your young countryman is OK?" She enquired. "This is Chief Magistrate Narcis Zappa, he'll be doing most of the talking for our nation just with some of the talks likely requiring a religious input he thought it best that I should be here too."

"Your Majesty" Narcis bowed his head. "I agree this may be an unfortunate reason for our meeting but I hope we can make something good come from it." He escorted the King towards a waiting helicopter. "I would normally encourage you to enjoy the sights of Xarqueada, its a beautiful city, however its also a chaotic city in terms of traffic and so we believed it better to take a more direct route." The group boarded the helicopter and Narcis handed everyone a headset. Soon the helicopter’s rotors thundered through the early morning air, casting a shadow that skimmed the green fields crisp with frost. The city stretched like an intricate mosaic, where ancient history and modern life intertwined seamlessly. To the left, the mist covered hills flanked the city. The helicopter veered in towards the city itself, gliding over the terracotta-tiled rooftops of the Old Town which today was little more than a tourist attraction. The unmistakable form of Temples marking the skyline still dominating the heart of the city. Tourists and locals alike appeared as tiny, bustling figures, moving through its historic courtyards and beneath arches that had withstood centuries of storms and war. Beyond the Old Town, the city expanded into modern districts, where glass-fronted buildings and bustling streets signaled the pulse of modern life. The hum of life was almost audible even above the roar of the rotors—a blend of car horns, laughter from open-air cafés, and the faint strains of street musicians performing by the various Temple steps.

As the helicopter climbed higher, the view extended to the rugged peaks of the hills that formed the border with Abertone, their gray limestone faces streaked with patches of green. To the south, the green forests of Marjan jutted out from the mist their evergreen trees maintaining an otherwise missing spark of colour in the white dusted landscape. Joggers and cyclists braving the cold morning were visible from above, tiny dots weaving through a natural escape that seemed worlds away from the city’s vibrant core. Ahead, the Primarch's Palace building loomed—a modern architectural anomaly on the outskirts of the city. Its sleek, angular design and metallic sheen contrasted starkly with the red roofs and ancient stone of the Old City. Security vehicles surrounded the building like chess pieces on a board, their positions strategic and unwavering. Banners of the six Gods fluttered from the buildings roof. As the helicopter descended, the faint scent of damp soil gave way to the sterile, metallic tang of the landing pad. As the rotors stopped a young man hurried, head bowed, towards the door and opened it just as the blades locked into place. "Your Majesty" he helped unstrap King David before holding the door for him. Now free of their transport the Primarch and Magistrate took the King inside the building which despite its name was just 20 years old. "The old one was destroyed by earthquake then fire. It's on the opposite side of the city and being turned into something of a tourist trap." Octavia added as they made their way to her large lounge used for when she normally meet with the various Cult leaders. "So King David where would you like to begin?"

Narcís Zappa
Chief Magistrate

Narcis was 69 years old in 2024. He comes from a long line of military officers that can be traced back to the 1700's. His family have been amongst the nations wealthiest for several hundred years after finding seams of gold and silver on their estates. As a result Zappa Mining Ltd, currently run by Narcis older brother Henri, has brought the family many oppurtunities. At the age of 18 Narcis joined the Navy and served onboard submarines until the age of 40 working as a propulsion and reactor engineer.

After leaving the Navy he ran as mayor of Albaterra and won with around 60% of the vote as he was the only candidate standing with no clear religious affiliation in the city which is much sought after by most of the Cults. He was clear to ensure that the policies followed maintained the cities neutrality on religious matters. He was also successful in making the city budget more balanced and allowing greater investment. After five years in the role he was approached to work as a member of the Ministry for Financial Affairs alongside being a spokesman for veterans affairs. At the age of 52 there was an unscheduled election for Chief Magistrate and Narcis put his name forward. He did well in the initial first ballots however when the main vote came he finished 5th out of 8 candidates. The winner, Jocasta Henra, appointed him as Chief Financial Officer though and he did much to cut government waste.

At the age of 57 he stood again for Chief Magistrate this time with Henra's personal seal of approval. This time he won with no need of a 2nd round of voting having gained 52% of the nationwide vote.

Octavia Pax
Primarch of the Covenant

Octavia was 54 years old in 2024. She was born into a wealthy family who were determined that she would become either a doctor, lawyer or priestess. She was sent to the best private schools and had extra tutition. When she reached the age of 18 she attended the nations finest University for Theology and Law having ruled out being a doctor after finding science highly demanding in school. She graduated at the age of 21 with near perfect grades in Theology and began training for the Priesthood. She was approached several times by followers of the Cult of Voluptas but opted to remain loyal to the Mother of all Gods, Salvatrix. She worked her way up through the ranks and in 2021 was appointed as the Primarch of the Covenant which is the highest rank within the nation and acts as one of the two pillars of the government. She has tried to reign in some of the more extreme of the Cults and this has made her not the most popular of leaders.

Sevius Noregia
Primarch of Dolar

Sevius was 51 in 2024. He became the Primarch of Dolar in 2014. He had worked as a medical GP since leaving University until in 2007 joining the Priesthood. His new approaches to the Cult helped see a huge increase in membership. While he embraced matters such as suffering rituals he also realised that many turn to the faith due to mental health issues rather than spiritual ones. As such he has introduced support programmes alongside worship in hopes that the faithful not only make up for the sins they have committed but also are able to function well in society as previously followers of this Cult had been seen as slightly asocial.

Evelina Calligaris
Primarch of Avaritia


Evelina was 58 years old in 2024. She became the Primarch in 2019. She had grown up in a wealthy family who ran several businesses including a copper mine complex, gold panning and food processing. Evelina attended University and became an accountant splitting time between working for the families associated businesses and preaching. She took over management of the Cults investments for a few years before throwing herself fully into religious affairs.

Primarch of Mendax


Alex is 77 years old as of 2024. He became the Primarch in 2008. He had previously been a member of the Priesthoods educational programme. He had taught various modules on philosophy and theology. He has been a spokesman in the media for various causes connected to the worship of Mendax. He has pushed for various programmes that promote deeper education as he believes having deep knowledge would allow a person to better manipulate others into following the ways of Mendax

Marika Aludano
Primarch of Voluptas

Marika is 51 years old in 2024. She has been the Primarch of Voluptas since 2017. She was an orphan brought up in the Cults orphanages. She has spent her whole adult life within. She was a great dancer and taught Priestesses at the Cults main temple. Since becoming Primarch she has ensured the expansion of the Cult via ensuring its strong financial basis by investing in several industries making some concerned that the Cult is becoming a “brand” and not just a faith.

Primarch of Bellator


In 2024 Erasmo was 50 years old. He is a former member of both the nations military and also the Bellator Temple Guards who provide security at Cults sites. He entered the Priesthood after leaving the military 15 years ago and quickly rose to prominence within the Cult. He is said to have hospitalised two of his rivals for Primarch before the rituals and by having the almost unnanmamous support of the Bellator Temple Guards became the Primarch in 2021. He has placed an emphasis on followers serving in the military and has a deep hatred for the Cults of Mendax which have lead to open conflicts from time to time

Amalia Rogetovi
The Primarch of Salvatrix



The current Primarch is Amalia Rogetovi. In 2024 she was 70 years old. She has been the Primarch for 18 years. She has worked her way up through the ranks of the clergy.
She has spent a lot of her reign trying to subdue conflicts between the various Cults while promoting more to worship Salvatrix directly. She has sought, unsuccessfully, for the Primarch to have a direct role in government but this has been overruled by several leaders. Many have accused her of nepotism with her daughter Andona being rapidly promoted with the service of Salvatrix.

THE DARK UNDERBELLY OF XERENTE

The chaotic nature of Xerente means that there is a significant amount of "shenanigans" that goes off within the Federation while the government do take steps to handle some of this there is a significant amount of turning a blind eye on both religious, xenophobic and corrupt reasons.

DRUGS

Legally drugs are only available in NarcBars, a licenced premises. When entering an individual is given a card of some sort, upper class ones tend to use a digital fob while other less sophisticated ones utilise simple paper cards. When buying substances a record is made and each bar must employ someone with qualifications in pharmacy. Before selling the requested substance the employee must check what, if anything has been sold and then make a decision over whether to permit a further purchase. An individual may not substances out of the NarcBar and it is suggested that no-one leaves for an hour after taking something.

While it may seem that these measures would mean there would be no black market this is not the case. There are some more "deseriable" products such as heroin and meth that are still in demand. As such a network exists to provide these. In addition some of the wealthier members of society want supplies of narcotics when they host private functions.

SEX TRAFFICING

Prosititution is permitted within the Federation. By law a local council may allocate the status of a "Pleasure District" to a street or series of streets. Some larger cities can have multiple. Within this district it is permissible to open several types of establishment not otherwise permitted. These are brothels, "exotic" performances, erotic theatres and shops selling sex toys and pornography.  The profession of prostitution is one that has strict controls. Anyone undertaking the job must be over the age of 18, must have passed a health and hygiene course tailored for the profession and this must be renewed every three years. Workers must have blood tests every month and must use some form of barrier protection for intercourse. All brothels are inspected at least once every six months by council staff to ensure compliance.

These measures however have not stopped more nefarious happenings. One such is the act of bringing in workers from other parts of the world. Many of these are smuggled into the nation either on visas gained through deception, student visas being the most likely, or by simply by sneaking into the nation unnoticed. Many of these people are promised a chance at greater opportunities and a better standard of life however many never see this and instead are seen as just a more "exotic" worker within the predominantly Caucasian nation. Widespread xenophobia however can make them a target for more underhand forms of prostitution outside the pleasure districts.

SLAVERY

While illegal in all parts of the nation the members of various Cults associated with Dolar and Mendax have permitted slavery to still exist. This is usually on an extremely small scale and a specialised police unit has little success identifying it nor successfully bringing prosecutions. Those kept as slaves tend to be non Xerentens and are often brought into the nation by criminal gangs who take advantage of their poverty or disasters in their homeland. These gangs often blackmail the individual into going overseas for fear of their family being killed or harmed. Most of those in slavery are forced to act as domestic household servants however the Police who do uncover those forced into slavery often discover that physical and sexual abuse is common. The after-care for such victims is usually woeful and statistics suggest that some 60% of those "rescued" are eventually forced back into slavery in some form.

XERENTE NAVAL FORCE (XNF)


The XNF can trace its history back to the 1600's however it was not formed in its current guise until mid 1800's. While primarily a naval force it also has responsibility for duties most nations would consider part of its coastguard and it operates two amphibious military forces. The Xerente Naval Commando force is an elite special forces unit and the Xerente Expeditionary Corps (XEC) is a unit that provides a mixture of security onboard ships and also can carry out small unit actions on land. In addition they also take leading responsibility for most Search and Rescue operations within the nation.

THE XERENTE DEFENCE FORCE

The Xerente Defence Force was formed by merging several different militia groups in 1804, at that time it was called the Holy Forces of the Divine however in 1933 the name was changed. While the nation has no form of national service the members of the the various Cults of Bellator are expected to serve and their branch of the faith does operate a record keeping of service meaning all those aged between 18-30 are expected to serve at some point for a period. While initially most members of the armed forces sign on for an initial 5 year period a special clause exists where a member of the Cults of Bellator can register to serve two years but then have a mandatory three years in the reserve but with much higher expectations of service than regular reserves. For example a normal reservist is expected to give 48 hours of service a month whereas a member of the Cults of Bellator must serve 96 hours and must also undertake a full weeks training alongside any call ups.

RECORD ARRESTS DURING TIME OF AVARITIA

Chief of Police for Xerente has today confirmed that a total of 208 people have been arrested for various crimes committed during the period known as the Time of Avaritia. The time period is one where members of the Cults connected to the God of wealth and material possessions strive to increase their own fortunes and impress the God with their own ability to amass both financial excess and luxury items. Typically during the four days that make up this time period you can see members of these Cults engaging in "Get rich quick schemes", gambling and in some cases minor crimes. This year however one cult, known as the Golden Children, saw their nameless leader declare that wealth in Xerente can only be held by Xerentians and as such any foreigner in the country or any foreign business doesn't deserve to hold anything that would be considered wealth. As a result a warning was issued to foreign nationals and businesses across the country. There were reports of house break ins and thefts in some residences belonging to foreign nationals and a warehouses housing stock for a company from Toshikawa saw around $800,000 worth of stock in electronic devices stolen. Police across the nation were kept busy and in several cities the paramilitary Custodes Publici got into fights with groups wanting to break into other enterprises. In one city footage of around 20 members of the Custodes Publici beating a theif with sticks was filmed by onlookers surprised by the actions of the Custodes Publici. The paramilitary security force were tasked with helping secure sites across the nation and acting on intelligence reports however in many cases people believe they have carried out a large number of extra-judicial beatings as a punishment for damaging the reputation of the nation. Courts sat to fast track those caught and charged with 193 individuals being sentenced for a variety of crimes ranging from assaulting a peace-officer, theft and kidnapping. Sentences have ranged from 12 months to 10 years for one group who had tried kidnapping a citizen from Seaforth and demanding their spouse pay for their return. Thankfully members of the Custodes Publici were able to free the kidnapped individual shortly after their ordeal began.

Primarch Evelina Caragalis of the Cult of Avaritia had called for a peaceful adherence to the tradition and since spoke out saying, "The Golden Children are a very small group compared to the millions who worship our God. She guides us to enhance our life and our wealth but not at the expense of others. The Goddess does not diminish blessings upon one person to benefit another. Anyone who in the coming days makes offerings from their new found wealth and knows it is taken from a foreigner during this bedlam then they may as well spit in Avaritias face. As the time of Avaritia came to an end Primarch Caragalis also confirmed that a total of $289,893 was added to the sacred vault within the Temple of Rexfordia in the manner of golden coins, sacred objects and other items.

It was hard to say when exactly the "Time of Avaritia" became so crazy. At first the ritual had been one in which followers of the various Cults dedicated to the Goddess of Excess would compete to boost their wealth and possessions before making an "accounting" at the Temple. In the last 100 years though the materialism had grown exponentially with more and more elaborate attempts at gaining wealth. While for the majority of the members of the official Cult of Avaritia it was those of minor lesser Cults that saw this as something giving them free reign to do as they wished, but only to those outside their faith system. Initially Xerente hadn't really seen much immigration but in the 20th Century things changed, the invention of the aircraft, longer shipping voyages thanks to first steam and then diesel and finally nuclear engines had brought all manner of people to Xerente. That had this year alerted Brigadier Januarius Scordato of the Custodes Publici that something bigger was happening. The Custodes were a kind of ambiguous aspect of Xerente culture. They were members of the military but outside the regular command structure. They didn't serve in full combat roles and instead spent more time preparing for domestic incidents such as dealing with terrorism and riots. Their operations could range from being a scalpel to remove unwanted elements or a blunt cudgel to smash insurrection. His sources spread among the less favoured minor Cults had told him that one particularly xenophobic group, known as the Golden Children, had ruled that all wealth in Xerente was the right of only the Xerentens and that those from overseas taking wealth and material goods were in fact criminals and as all societies know criminals must be punished. That was why two of his teams had been dispatched to the docks in Xarqueada. He had selected all the men himself, all members of the Cult of Bellator, the warriors Cult and many of them despised those of groups such as the Golden Children. They saw them as nothing other than thieves and that they lacked honour. The twelve men waited in two different shipping containers while a spotter kept watch. When the evening began to fall shapes could be seen moving at the port facilities fence line and as the spotter watched them cut a hole in the fence and sneak through he radioed in his observations. The Custodes knew where the group would be heading. A big fat shipment of clothing had been dropped off by some company exporting from the Allied States of Ardia. A van had been left in the port earlier in the day, after all it was easier to break out of a port when all plans were to keep people in. The group had clearly found the right container and armed with bolt cutters managed to break open their target container and soon after a human chain had been formed as boxes of valuable fashion items were being thrown from person to person and into the back of the van. The Custodes waited until the van was around half full before swinging into action and silently exiting their place of concealment. They sneaked as close to the van as possible, they had suspected the group were unarmed as that was the usual case with people like this. They were happy to steal but not generally get violent with those who could out match their violence. Soon the commander of the squad blew a whistle and two flash bangs were thrown. Soon the Custodes were busy wrestling with the thieves and then soon all were in custody.   Brigadier Januarius Scordato should have been happy with the news of the bust but as he reviewed the news it was clear, the Golden Children had gone on a rampage. News had reported several top end cars stolen, a couple from Vanora walking home had been mugged on their door step before their appartment had been ransacked. Following our recent warning regarding verified threats to foreign nationals we have today issued orders that between midnight on Sunday 24th November and midnight on the 27th November the armed forces shall be given patrols throughout all major cities. In addition members of the armed forces have full authority to stop and search vehicles. Anyone not co-operating is liable to be arrested for impeding a peace officer in their duties. This faces a maximum punishment of up to four years in prison per offence. While it is hoped foreign nationals will have evacuated by this time those unable to are recommended to inform their local Custodes Publici network of their location. This can be done by the paramilitary polices own website www.CustodesPubliciGov.org, phone call or stopping a patrolling officer. This will enable those still in country to have their areas more heavily patrolled.

For those of you without understanding of the Time of Avaritia this is a time for followers of this Cult to undertake various rituals. While the majority of its followers will do so peacefully there are some who believe that during this time period an individual may acquire wealth so long as they do not harm a follower of any of the six deities. We have seen in previous times some more extreme cult members use this to loot foreign business and even assault foreigners. While the previous seven years have gone off without any incidents this year we are informed of a particular threat by hard liners.

GEOGRAPHY OF THE FEDERAL ALLIANCE

The Alliance is made up of 18 members, these are often referred to as Provinces. These are a mixture of small Kingdoms, Principalities, Duchies and a handful of other types. Included in the nation but not counted as Provinces are a number of city states. Each of these has their own internal government with power over regional matters. To make matters more complex however certain provinces are heavily under the control of Cults dedicated to certain entities and even within those there are cities which do not share their spiritual allegiance.

The Saviour and the Five Malevolents


People of Xerente are deep believers that the Universe is controlled by six spiritual entities. Out of these six only one is seen as being able to save humanity, the other five while known as the Malevolents are not truly evil but the nature of them can bring out the worse in humanity. There are many interpretations of how the six interact and the way in which they oversee the human soul. It is however agreed that at some point Salvatrix will return to this mortal world and take everyone to a kind of paradise. There are as a result of this chaotic system a series of Cults that exist, some of the six have multiple Cults and this leads to conflict not just between the six entities but also within those dedicated to just one of them.

SALVATRIX, Light of the Beyond

Salvatrix is thought to be the mother of all the Gods. She created the world and everything in it but with her attention given to the cosmos it allowed her five children to become unruly and delve into the more negative aspects of life. She is said to use her children now as a way of testing mankind. Anyone who can avoid the temptations of her children are guaranteed a place in the highest of  paradises. Others however believe that pleasing Salvatrix is impossible as she is perfection. These people believe that only those lucky enough to be alive at the time of her return will go automatically to the highest paradise, therefore by pleasing and appeasing the five children it is possible to get into one of their heavens and from there work your way into the realm of Salvatrix. Others meanwhile believe we go through a series of reincarnations and must earn the love of all five Gods before Salvatrix's return

Salvatrix's symbols include a Silver Dove which is a symbol of peace and guidance, representing the deliverance of souls to paradise. She is often accompanied by the Eternal Flame which serves as  a beacon of hope, signifying the unending light of salvation. She finally is often portrayed with open hands which show her acceptance and compassion, promising refuge to those who seek her blessings.

Several rituals are dedicated to her including

The Lantern Vigil (Winter Solstice) - Followers light silver lanterns at dusk, symbolizing the goddess’s guidance through darkness. The lanterns are often placed in windows or at altars to invite her protection. At the next sunrise followers proceed to their temples and extinguish their light before relighting it from the temples own "Eternal Flame"

Moon of Purity (Takes place every lunar month) - Followers spend the full moon evening taking vows to live virtuous lives by reciting prayers to Salvatrix under a full moon, seeking her blessing to avoid corruption.

The River of Cleansing (Takes Place at the Age of 12) - Followers go to the river that runs through Xarqueada and undertake ritual bathing ceremony in sacred waters, symbolizing the washing away of worldly sins to prepare the soul for salvation.

Salvatrix’s temples are supposed to resemble ethereal sanctuaries, they are often built from pale marble and adorned with silver and white accents. Large, open spaces allow natural light to fill the halls, symbolizing her purity. The centerpiece is the Fountain of Grace, a shimmering, ever-flowing pool of crystal-clear water, said to reflect the soul’s true form. Alongside it is the Eternal Flame which is kept burning at all times. Statues of Salvatrix often depict her with outstretched arms, welcoming all who seek her refuge. The temple exudes a serene atmosphere, with soft hymns echoing through the air and doves nesting in alcoves.

BELLATOR, The Red King

Bellator is the eldest of the five children of Salvatrix. He is often seen as a God of War and Violence. His Cults tend to be the most hostile and can at times cause problems within the military as many see this as a way of fulfilling a duty to the God. Followers believe Bellator protects their souls by forging them into “eternal warriors,” ensuring their spirits live on to fight alongside him in a never-ending cosmic battle, immune to destruction. They believe that by showing their ability to fight and be violent they will appease him and earn his favour. He is also known as The Ravager and the Endless Blade. He is often shown as a blood soaked warrior with burning red eyes. His symbols include a bloodstained sword, a shattered shield, a blazing helmet

Rituals dedicated to him include.

The Blood Oath (Usually upon reaching adulthood and joining the Cults)  Followers cut their palms and smear blood on their ritual weapons, invoking Bellator’s favor for strength. In some cases followers will carry this out everytime they purchase a new weapon such as a hunting rifle or knife.

The Flagellation - This is done after perceived failures in life. Initiates endure self-inflicted wounds to prove loyalty and resilience. This is often done by whipping yourself on the back. In some cases where a group of Cultists feels they have failed they will whip each other.

War Feasts, these are spread throughout the year to mark significant events in the stories of Bellator. At these feasts sacrifices (historically animal and human) are made on a pyre while combatants recount their deeds to Bellator.

Temples dedicated to Bellator are often designed to resemble fortifications with jagged blackened walls adorned with ceremonial weapons from fallen warriors. Inside, the central altar is a massive anvil, where offerings are burned. Echoing chants of war songs constantly fill the air. Before the altar is a pit for the collection of blood offerings. Most also have a sacred plaza where ritualistic combat can take place.

Voluptas, the Mistress of Desire

Voluptas is the youngest of the five children of Salvatrix. She is seen as the Goddess of Lust and Pleasure. Her Cults tend to be hedonistic and often are seen as bordering on immoral. Her followers believe Voluptas ensnares their soul with pleasure, preventing its annihilation by weaving it into her web of eternal sensuality. The more pleasure you experience the more chance their is of attracting Voluptas attention and her selecting you.  She is also known as the Queen of Flesh and The Crimson Temptress. Her symbols include a golden chalice, a silken veil, intertwined roses

Rituals dedicated to her include

The Velvet Vigil, this takes place in Spring every year. It involves three nights of indulgence where participants explore carnal pleasures, feast to excess and indulge in other pleasures to honor Voluptas.

The Mark of Devotion is a coming of age ceremony usually done now at the age of 16.  A ritual tattoo symbolizing allegiance, often hidden and intimate in placement is selected and completed by the follower.

The Scented Flame is lit every morning in Temples. Followers burn incense and scented oils as offerings to invoke the goddess’s blessings in their pursuits of pleasure.

Temples dedicated to the Goddess are usually designed to be sensuous, sprawling complexs draped in silk and gold, with softly lit chambers for private worship. Perfumed air fills the halls, and statues of the goddess depict her allure. The centre piece is a large statue of the Goddess nude which is dressed ritualistically every full moon.

Mendax, Lord of Masks

Mendax is the youngest son of Salvatrix. He is seen as the God of Deception. Followers of his Cult try to weave secret lives as they believe that this allows them to protect their soul from harm. They attempt to shield their soul by hiding it within layers of deception, making it impossible for any force to destroy or find. As a result many live relatively isolated and often create false identities for themselves. Mendax's symbols include a cracked mirror, a coiled serpent, a coin with two heads. He is also known as The Whispering Shadow and the False Prophet.

Rituals to Mendax include

The Masking. This is a coming of age ceremony done anytime between 12-18. An individual makes two masks, one from clay is a mould of their own face, the other can be made anyway the adherent wishes but must be made by them. During the ceremony the clay mask is broken and a priest masks the follower with their new mask.

Bargain of Light- Takes place every summer. It is a secretive exchange of promises between followers and priests. The idea is that a follower attends Temple and bringing the God a gift they ask him for something for the coming year, they pledge something in return. This is witnessed by only a single priest and is done in front of a statue of the God.

Festival of Faces - At each new years eve the faithful gather in their masks to have a huge feast and party.

Temples dedicated to the God are designed to resemble a labyrinthine structure with maze like walls and dim lighting. Mirrors line the halls, some of which show distorted reflections or illusions. The centre piece is a statue of the God and collections of masks of respected members of the Cult who have passed on.

Avaritia, Lady of the Hoard

Avarita is the eldest daughter of Salvatrix. She is a Goddess of Greed and Excess. Followers of her cult believe that by demonstrating wealth and materialism Avaritia claims their soul as part of her own treasure, ensuring it remains untouched in her eternal vault of wealth. Her symbols include a golden chain, a locked chest, a snake consuming its tail. She is also known as The Gilded Mistress, Keeper of Keys and The Mistress of Wealth.

Rituals dedicated to her include

Day of Offerings - Usually done on new years day. The faithful present treasures at her altar, which are stored or consumed by fire. It is seen as an investment by giving wealth followers believe they will be blessed with more wealth later in the year.

The Binding Pact is a coming of age ceremony usually done upon reaching adulthood. Followers pledge their loyalty by sealing deals with blood-stamped contracts. These contracts are then stored in the Temple.

The Vault Ceremony. Usually undertaken before major parts of life such as marriage, new children etc. During this followers lock valuables in a ceremonial vault as offerings. Each Temple as such a vault.

Temples dedicated to her tend to have a grand hall filled with valuable items of display. Each pile marked as offerings from donors keen to show their wealth. There are large feasting halls and the centre piece is the ceremonial vault where it is customary offerings to the Goddess are stored.

Dolar, Warden of Wounds

Dolar is the middle son of the children of Salvatrix. He is known as the God of Suffering. Followers of his Cult believe that by enduring suffering in this life Dolar will absorb any suffering they would experience in the afterlife thus ensuring they lived in a kind of paradise. His symbols include a broken chain, a shattered mirror, a wilting black rose. He is also known as the Endless Torment and the Keeper of Pain.

Rituals to him include

The Month of Chains - For a lunar month each year followers wear symbolic chains and endure acts of pain such as self flagellation to show devotion.

Lamentation Hour should be undertaken daily. This is done at temple and is a time of collective mourning, chanting, and symbolic self-flagellation.

The Wounds of Truth is a coming of age ceremony where the individual ritualistically marks their thigh, chest or bicep to show their dedication and commitment to Dolar. This is usually done upon reaching adulthood.

Temples to Dolar tend to try and invoke feelings of isolation. As such they are often dark, oppressive stone buildings with dim lighting and soundproof walls. The main chamber features a fountain of black stone which gives the water the apprearnce of being black, symbolizing eternal suffering.

POLITICAL LANDSCAPE OF THE FEDERAL ALLIANCE

The Federal Alliance is a loose collection of Kingdoms, Queendoms, Principalities, Duchies and city states. They have formed together through various means since the mid 1600's based very loosely upon a religious identity. Today the Federation allows its members to make their own policy on several factors but all have signed up to laws attempting to bring stability and co-operation between them.

At a Federal Alliance level the government is responsible for the following.

1 . Foreign Affairs
The Chief Magistrate is responsible for handling diplomacy, treaties, trade agreements, and defense pacts. These must be approved by the Primarch of the Covenant. Entrance into any foreign treaty must be approved by 3/4 of the Alliances members.

2. National Defense
The Primarch of the Covenant is responsible for oversight of a central military force to address external threats, this also gives them control a Federation wide paramilitary police force called the Custodes Publici.

3. Inter-Regional Disputes
The Chief Magistrate is responsible for arbitration by the central government, especially to mediate violent conflicts or territorial issues between alliance members and also between the various religious cults.

4. Currency and Monetary Policy

The Chief Magistrate is responsible for maintaining a unified currency and financial system to stabilize the economy. This allows them to set a nationwide budget and handle taxation on matters across the whole nation such as income tax, inheritance tax, national insurance and the like.

5. Transportation and Infrastructure

The Chief Magistrate must manage and maintain Federation-wide railroads, highways, ports, and communication networks.

6 . Justice for High Crimes

A supreme judicial system for crimes affecting the entire nation exists. This sees responsibility for crimes that would carry more than five years imprisonment and all treason and terrorism trials. This system utilises judges appointed and overseen by the Primarch of the Covenant.

7.Trade and Economic Policy

The Chief Magistrate has responsibility for regulating trade between regions and external nations. This includes the setting of legislation governing what can be imported/exported and what tariffs if any can exist.

8.Environmental Policy

The Chief Magistrate has responsibility for creating policies that are aimed at preserving natural resources shared across the alliance.

9. Immigration and Border Control

The Primarch of the Covenant may set Federation-wide policies to manage borders and migration this includes establishing a border force responsible for the day to day security of borders.

10. Cult Regulation

The Primarch of the Covenant has oversight to monitor and manage cult activities to prevent catastrophic escalations however this is often ignored by hardliners.


At a Local level the government is responsible for the following.

1.Education

Local leaders have systems so that they may establish curricula reflecting cultural and religious values that are important to their area. This can cause problems because the nation has no single educational standard assessment.

2. Healthcare

Local leaders can set policies and funding. For example some regions permit IVF via the local health care system, others meanwhile only allow it via private providers. This means there is a complex system of providers with variations in quality and focus.

3. Law Enforcement

Local policing forces and paramilitaries exist to maintain order. These are overseen by a local structure. These forces are subserviant to the Education
Local curricula reflecting cultural and religious values.

4. Religious Practices

With different cults holding sway in different areas each region has its own seperate leadership that overseas worship regulations and cult-specific events or holidays. This often can be split between different Cults that can lead to violent conflicts.

5. Local Taxation

The local leadership has the right to set and collect taxes specific to local needs. This includes local sales taxes, taxes on businesses based there and property taxes.

6. Social Services

Local leaders may establish welfare systems or community-based support reflecting regional priorities. This can be social security, food support and housing policies.

7. Housing and Urban Development

Local leaders have a responsibility for the management of local infrastructure, zoning laws, and housing projects.

8. Agriculture and Resource Management

Local leaders can establish rules for farming practices, resource allocation, and trade within local jurisdictions.

9.Cultural Preservation

Local leaders have the ability to establish systems promoting regional languages, arts, and traditions.

10. Judicial Systems for Minor Crimes

Local courts handling civil disputes and lesser criminal cases likely to result in less than five years in prison.


IN PRACTICE

While there are supposed to be clear divisions between local and national responsibilities the often chaotic nature of the country means these lines sometimes get blurred. As a result there are inconsistencies. For example some regions refer many more court cases to Federal Courts than others. Religious leadership also holds a huge sway over the individuals loyal to the various cults.

Every five years the Federal Alliance have elections for the Chief Magistrate. This position is responsible for much of the day to day running of the nation. These elections see a series of votes, potentially three. The first round is a nomination stage. Here each member of the Alliance holds elections where anyone may put their name on the ballot if they are over the age of 30 and have served in either the military, clergy, emergency services, medical or educational iinstitues. If they get at least 10,000 votes in at least three regions they proceed to the 2nd stage. The 2nd Stage is a nationwide vote where each individual over the age of 18 may vote. You select one individual to vote for. Should no candidate get at least 50% of the vote then all but the top two candidates are removed from the ballot and a 3rd run off stage takes place. While it is highly unlikely that a 3rd stage vote would result in a draw provision is in place that if it should happen then the Primarch of the Covenant casts the determining vote. There are no term limits on running for this position.

The other section of government responsibility is the Primarch of the Covenant. They are best thought of as the highest ranked individual in the nation. They are elected and serve until one of three circumstances take place. The first is their death or abdication,  the second is that 3/4 of the Alliance members issue a vote of no confidence in them and for this to happen their must be a referendum of the general public in that region. The final way that they Primarch can be removed is if they are deemed to have violated the sacred covenant that underpins the Federation's religious and political unity. Such a decision must be reached by a unanimous vote of the Council of Monarchs and confirmed by a tribunal of high-ranking clerics from all major cults.

Proclaimed by the Grace of Salvatrix, and with solemn deference to the Five Malevolent, we, the Sovereign Lords, Ladies, and Custodians of the Federal Alliance, do here unite under these sacred tenets. Let this Covenant bind us to a fragile peace, that the will of the Divine Light and the unyielding truths of the Five be honored in their proper measure.

Homage to Salvatrix and the Five Malevolent
All shall acknowledge Salvatrix as the shepherd of souls and the Five Malevolent as the arbiters of human trial. Their influence shall be respected, and their rites shall remain inviolate within the bounds of their faithful regions.

Sacrosanctity of the Council of Monarchs
The Council of Monarchs shall convene under the gaze of Salvatrix to arbitrate disputes between realms and cults. To bring violence into these hallowed chambers is to invite the wrath of gods and mortals alike.

The Covenant of Bloodless Discourse
No realm nor cult shall raise arms against another without first seeking resolution through the Council. The shedding of blood in defiance of this edict shall mark the aggressor for retribution by the united strength of the Alliance.

The Veil of Sanctity Over Worship
Each cult shall be sovereign within its region, and no follower of one shall disrupt the rites or sanctuaries of another. Whosoever violates this sanctity shall bear the mark of the profane and be cast from the Alliance's protection.

The Pact of Defense Against the External
All realms and cults shall unite in defense of the Alliance against threats beyond its borders. In these matters, no doctrine or creed shall supersede the necessity of collective survival.

The Tithing of Balance
Each realm shall contribute to the Federal Treasury in coin and kind. These offerings shall fund the maintenance of the Covenant, including the Custodes Publici, who shall enforce peace and justice without favor to creed or crown.

The Flame of Neutrality
In the Great Sanctum of Xarqueada shall burn the Flame of Neutrality, symbolizing the Covenant’s fragile harmony. No cult shall seek to claim this flame for their own, on pain of banishment from the Alliance.

The Arbiter of Sacred Disputes
The Primarch of the Covenant shall serve as the ultimate arbiter in disputes where the Council cannot bring resolution. Their word, tempered by Salvatrix’s wisdom and the weight of the Five’s trials, shall be final.

Condemnation of Forbidden Rites
Rites that summon catastrophe, spread unchecked corruption, or threaten the Alliance’s existence shall be outlawed. Those who persist in such practices shall face judgment before the High Tribunal.

The Eternal Pursuit of Balance
Let it be known that perfection is beyond mortal grasp, yet we shall strive to temper the passions of faith with the necessity of peace. For in this endeavor, the Alliance may endure, even in the shadow of the Five.

THE FEDERAL ALLIANCE OF XERENTE

The Federal Alliance of Xerente is a nation of dwindling numbers. Centuries of religious carnage have seen in the 20th Century many hurry to leave the nation. This has had two major impacts of Xerente. First it has seen the population fall from around 80 million people in 1900 to around 45million as of the 2020 census. The second of these impacts is a constant series of violent waves of violence between members of various religious cults. Today the various city states and small monarchies have moulded themselves into an Alliance system however this is not without tension between regions.
