Subject to Alteration in Line with The Kaedwen Emergency

Kaedwen was always a land of contrasts - from the azure waters and gentle surf of Peniche Bay to the ochre clay of the outback, and the glistening towers of Belmont to the dusty outstations along the Pondhok - and her people have, in recent times, adopted a horrific aspect of this. The peoples of this nation find themselves divided starkly upon lines of ethnicity, decades of inter-communal friction coming to a head as the facade of civility slips away amidst a torrent of violence.

The diversity of the peoples of Kaedwen have, in times now forgotten, previously garnered the moniker of a 'rainbow nation' - but now the rainbow's colours have been washed away, as so much detritus before an autumn flood, and in their place, both figuratively and literally, stands a world cast in the sharp relief of black against white.

Stopping just short of outright anarchy, much of the country nonetheless lies far beyond the reach of the national government in Belmont and their much depleted and far overstretched security forces. Nativist warbands and ethnonationalist commandos hold sway over large swaths of the Kaedweni back country, with its impoverished townships, agricultural outstations and isolated villages. Between some, an uneasy peace exists, while other backwater towns are shaken by gunfire on a nightly basis.

While remaining under a greater degree of central control than the outlands, Kaedwen's handful of big cities have nevertheless been shaken almost to their very foundations. In the face of real or imagined inter-communal violence, metropolitan authorities across the country have endorsed the erection of so-called 'peace walls' - dividing communities upon the basis of race. In many of these newly-created ghettos, the rule of law does not extend far, and the people clamour for others to fill the gap, a process which has resulted variously in the wild proliferation of urban gangs, private militias and 'special police' units.

Only in Belmont does a degree of normality persist. As a new, planned and affluent metropolis, Belmont lacks many of the ethnic fault lines present in other quarters of Kaedweni society, and the populace of the capital have maintained a greater degree of social cohesion than elsewhere. Perhaps more importantly, loyal elements of the Republic of Kaedwen Army - ROKA - rallied quickly around the capital, stamping out armed pretenders with a grim determination.

This is the reality of Kaedwen in 2018; a country riven by internal strife, a government locked in a death struggle with enemies within and without, and amongst it all many millions of personal dramas unfold...

Republic of Kaedwen Armed Forces

The Republic of Kaedwen's armed forces are the men and women tasked with the defense of the republic against her external foes. The ROKAF consists of three branches; the Republic of Kaedwen Army (ROKA), the Republic of Kaedwen Navy (ROKN) and the Republic of Kaedwen Air Defence Forces (ROKADF) - the ROKAF does not possess an independent air force organisation, with aircraft instead being operated by the other services as required. Note that this document pertains largely to the status of the ROKAF prior to the beginning of the 2018 troubles in Kaedwen, though mention of the fate of formations, bases and individuals shall be made where possible.

Republic of Kaedwen Army

The Republic of Kaedwen Army (ROKA) is the largest of the three services, and the most bloodied, if neither the oldest nor most prestigious. The ROKA has previously borne the brunt of the fighting in Kaedwen's Bush Wars, and is largely set up for low-intensity counter-insurgency style operations; though the ROKA cannot claim to possess particularly modern heavy equipment, tough Kaedweni bushmen make for some excellent light infantrymen, particularly when fighting among their native landscape.

The ROKA's reservists are also worthy of note - the famed Commando Establishment - combining the ruthlessness of a militia organisation with much of the organisation and equipment support which comes with being a part of an official arm of the government. Having cut their teeth in imperial-era conflicts, and subsequently been heavily involved in the bush wars, the Commandos are a product of the fierce independence and regional spirits of rural Kaedwen.

Republic of Kaedwen Navy

The senior service, the ROKN languished somewhat since its heyday, with the ROKA fulfilling the greatest part of the Kaedweni government's defense needs - and hence taking the greatest part of the budgetary cake. The ROKN, therefore, consists of a mix of antiquated surface combatants, a more modern submarine force and supporting marine infantry and naval aviation units.

In addition to the above units, the ROKN maintains control of the Marine Infantry Brigade (which, with its three Marine Infantry Battalions, is far weaker than a regular ROKA Brigade), two squadrons of F-17 Sea Shikra fighter-bombers for anti-shipping duties, two squadrons of H-6 Sea Eyra utility helicopters for rotational ship- and land-based duties and three anti-ship missile batteries equipped with MAS-77 Theseus anti-ship missile launchers.

Republic of Kaedwen Air Defence Forces

The ROKADF provide high-level air cover and undertake airspace policing duties, and as such may see themselves deployed in support of either the ROKA or ROKN, though will only operate independently in order to defend against a strategic air offensive - a threat which, fortunately for all involved, has not to date been employed against Kaedwen. To achieve this, the ROKADF primarily deploy interceptor squadrons - equipped with the F-19 Raecc fighter - and heavy surface-to-air missile batteries equipped with the MSA-78 Perseus missile system. Additionally, the ROKADF maintains its own supporting arms, including civil and mechanical engineering teams, the airfields protection ROKADF Regiment, air traffic controllers and signalers.

12 squadrons of F-19 Raecc interceptors are flown by the ROKADF, with another 15 air-defence batteries currently operated. The ROKADF Regiment, in a similar arrangement to the marine infantry, has a unique organisation, being a single battalion with six largely independent companies and no heavy supporting arms.

Kaedwen Climactic Overview

In terms of climate and landscape, Kaedwen is most famous for what is known colloquially as 'the bush' - areas of arid, rolling grassland and low scrub, although the term is often used to refer to any rural or undeveloped region of Kaedwen, including landscapes more rightly discribed as savanna - though in reality the Kaedweni climate is rather more diverse than this would suggest. In the far south, the Mallee and Yarra districts are rather more tropical in character, particularly along the south coast, while in the far north the valley of the river Tab on the Valokchean boarder is far more temperate. Wollengong and Ekka, on the south side of the Saint Anselm Strait - the seaway which divides the nation of Kaedwen in half - are prime bush country, which on the other side of the strait Midvaal and Gourdoever are more savanna-esque, but nevertheless the countryside in these places is still referred to as 'bushland'  (or 'bushveld').

Kaedwen's population is largely concentrated along the coastlines, where most of the large cities are to be found - although a 'large' city in Kaedwen is many times smaller than the larger of Mundus' mega-cities (the capital of neighboring Valokchia, for example, is home to almost as many people as Kaedwen entirely!) - leaving the interior largely inhabited by rural communities, both settled and nomadic in nature, with large parts set aside as national parks for wildlife preservation.

Armed Nativist groups - freedom fighters or terrorists, dependent upon the semantics one wishes to adopt - were amongst the key players in the Kaedwen Emergency. This document contains an admittedly inexhaustive list of the names of these groups, their various acronyms and nicknames, as well as short details of their aims, areas of operation and methods. Note that, regardless of exact affiliation, most are simply referred to as 'ethnic insurgents' by the majority of the Kaedweni security forces tasked with opposing them.

Political Parties in Kaedwen - An Outline

As a conventional parliamentary democracy, Kaedwen has her fair share of political parties, factions and pressure groups. The main political parties and their typical stances are outlined below:

National Liberal Party - Current National Assembly Majority - Traditionally liberal and laissez faire, the National Liberals are one of the oldest and most established Kaedweni political parties.

Democratic Party - Current Loyal Opposition - Socially liberal, but more authoritarian in nature than the National Liberals, the Democrats rank as the closest contenders for power.

Green Party - Minor Party - Environmentally focused, but also proponents of social welfare and inter-communal reconciliation.

Kaedwen 2019 Update

Since the events of The Kaedwen Emergency, Kaedwen has remained on edge. Intermittent rioting and violence has plagued several inner city area, and race relations are still poor. Large-scale violence has so far been averted, though sporadic attacks have been launched against security forces in remote outstations. And a RoKN attack submarine - RoKS Gorgon - remains officially unaccounted for, having initially been belied sunk following an incident in the Krimeton during August 2018.

Kaedwen 2020 Update

As the two-year anniversary of the Kaedwen Emergency approaches, the events of that crisis are beginning to fade from the popular consciousness, though many of the issues which sparked the violence still remain without proper resolution, having been lost amidst the security crackdown of 2018. Increasingly, the view of Kaedweni public life is expansive - of engagement with the wider Mundus community - as opposed to the introspective malaise which has hung over the country for the last few years. The missing Kaedweni submarine - the RoKN Gorgon - was found, floating abandoned off Zimalia in the Illumic, and has since been reconditioned and returned to service. Of the mutineers, however, there was no trace; the RoKN officially lists the entirety of the ship's company as missing, though the survivors know they are hunted men.

Republic of Kaedwen Secret and Intelligence Services

TOP SECRET: The following, unless explicitly stated, is taken to be controlled information - NOT public knowledge!

The Republic's secret intelligence-gathering apparatus has its origins in the Bush Wars of the mid 20th Century, where a monstrous game of cat-and-mouse was played between the Republic's forces and the Nativist insurgents and their foreign suppliers. Two main agencies emerged during this conflict: first, the Strategic Intelligence Service, which, as the name suggests, dealt primarily in high-level intelligence operations, and, second, the Defence Intelligence Agency, which operated a significant humint network, in addition to running a semi-legal programme of targeted assassinations against Natavist leaders, becoming embroiled in significant controversy after the war.

Both organisations were wound up after the end of the Bush Wars, as part of the 'peace dividend' savings. As a replacement, an office was established under the Ministry of Defence with a wide-ranging mandate, but limited budget. This was the Office of Defence Intelligence (ODI), the organisation which now forms the Republic's principal secret intelligence service. While the ODI has subsequently seen fairly significant expansion in size and capability from those early days, and moved to its own headquarters at Woolworth House, near Mount Lowe, in 2003, the name rather stuck.

In its modern form, the ODI functions in much the same way as any other secret intelligence agency on Mundus, though does retain a special penchant for murder inherited from the old Defence Intelligence Agency.

Unusually, the ODI maintains its own special operations units - known officially as Special Operations Groups - which enjoy a kind of semi-detached relationship with the Kaedweni Army's own special forces, the Long Range Reconnaissance Group (LRDG). These SOGs essentially function as small companies in the military sense, each with three sub-unit detachments, each bearing a randomized two-digit identifier. Generally, each group specializes in undertaking a certain kind of operation, and a large degree of freedom exists for group commanders to tailor their units to suit their needs, so they are generally not interchangeable.

Group 'S' Suvla - the counter-terrorism group, Group S undertakes the kind of activities one might picture when one hears the phrase 'Special Forces', largely of the sneaky beeky variety, and operating almost exclusively on home soil. S-11 is the original ODI SOG, setting something of a template for those which were to follow - though H-22, arguably, maintains a greater link with the DIA's euphemistically named "Direct Action Teams" - along with S-15 and S-73.

Group 'H' Helles - the "direct action" group, Group H are something of the inverse of Group S, with a long tradition of marginally legal killing and sedition, either at home, against the remaining Natavists whenever trouble does flair up, or, on occasion, abroad. Group H could be said to be something of a 'fight fire with fire' approach to countering terrorist groups, and have the strongest ties with the LRDG, whom most often provide the support group for Group H operations. Helles' troops are H-22, H-42 and H-96.

Group 'B' Beersheba - the close-protection group, Group B oversees the protection of the Kaedweni government and key officials, as well as visiting VIPs, in concert with the Belmont Police Force's Close Protection Group. Sub-units are: B-19, B-52 and B-87.

Group 'K' Krithia - the "subversive activities" group, Group K are an offshoot of Group H established during the Kaedwen Emergency of early 2018. Their remit is the formation and support of friendly irregular forces, outside of the official Commando militia system. Though not specifically intended for action abroad, per se, there exists a certain pool of opinion within the Kaedweni intelligence community that Group K has, in effect, been geared towards this kind of operation. Krithia's troops are K-66, K-84 and K-99, with each of these being rather larger than any other group's establishment, each almost a lightly-armed platoon.

Publicly, the Office of Defence Intelligence's activities are mostly classified, though some of the counter-terrorism activities of Group S are fairly well known, at least on a superficial level. Groups H and K are almost entirely unknown, outside of those 'in the know' and a select group of conspiracy theorists, and, if their activities were to come to light, they the Kaedweni government would almost certainly deny any knowledge or involvement.

Sports in Kaedwen


Every country has its core cultural tenet, a cornerstone around which its national identity is formed. For some, this is a common religion, while for others this is a legacy in the arts, or fine cuisine, or an ancient code of honour and brotherhood.

For Kaedwen, this is sport.

Rugby is the most popular sport in Kaedwen, primarily Union, though League traditionally predominates in many working-class areas, followed by cricket and the unusual Kaedweni-Rules Football. Association Football ('soccer' - such as to distinguish it from the 'footie' of Kaedweni rules) is less popular, though also prominent, as is almost any game which one can play on a beach, with Volleyball, for example, being far more popular on a casual level than the competitive circuit. Many sporting clubs and associations - both those privately run and those operated by local authorities - combine a number of activities within their umbrella organisation.

If sport can be considered something of Kaedwen's 'national religion', then these associations are her temples. Municipal sporting facilities, including gymnasia and swimming pools, form a large part of the expenditure of many local authorities, generally being considered as vital a public service as water supply or the electrical grid. Moreso in many places, as much of rural Kaedwen sources its own water from deep boreholes and wells, even generating electricity locally in some of the smaller and more isolated ranches and townships.

Sporting competition in Kaedwen may be generally divided into three pools, depending upon circumstances. First, there is the amateur pool, encompassing any competition in which the participants are not paid, with small exceptions made for where associations are permitted to cover players' travel expenses for away games. Though many amateur games will not draw a crowd at all, some do draw large numbers of spectators, with the most prominent of these being the annual Regional Rugby Challenge Cup, contested by each of Kaedwen's nine regions as a microcosm of international competition, strictly including non-professional players only.

The second tier of Kaedweni sport is the professional level, which variously includes teams closely related to amateur associations and, to a lesser extent, independent commercial sporting ventures. These are less widespread than their amateur counterparts, with only twelve professional Soccer teams forming the Kaedweni Football Association Premier Division, compared to seventy-two amateur outfits competing in the lower three divisions of national Kaedweni football.   

The - more or less nominal - third tier is constituted by the various Kaedweni national outfits, largely dominated by the Kaedweni national rugby team.

Republic of Kaedwen Defence Research Establishment


Despite the somewhat antiquated nature of some of the Kaedweni armed forces' equipment, an agency does exist with the purpose of developing and procuring new assets for the RoKAF. This is the Defence Research Establishment, an arm of the Ministry of Defence which has enjoyed intermittent funding over its long history. While the organisation lacks a certain amount of coherence of vision, and, indeed, a good number of projects have never produced anything of note, just occasionally something useful does come out of the DRE. Below are a selection of the DRE's present projects, in various stages of completion:

  • SSK International Equipment Integration - A number of off-the-shelf products are offered by one of Belmont's emigre corporations, the Dijeli SSR International. Standing for Saewoo-Sto-Royal Klatchan Armouries, SSR International is the overseas arm of the Dijeli industrial conglomerate formed from the merger of the three companies shortly before the closure of the Federation's borders. Of particular interest is the JAS 49 Shrike aircraft as a replacement for the aging F-17 Shikra. This is also a convenient justification for porting more bits of Dijel into Kaedwen.
  • Medium Utility Airframe - A project to create a family of aircraft on the basis of a commercial light/medium jet. Primary variants under consideration are a maritime patrol aircraft, geared towards anti-submarine and anti-shipping missions, and an airborne early warning type carrying a substantial radar array. OOCly, these are some concept images from Saab that I thought looked fairly interesting (and practicable).
  • Family of Heavyweight Vehicles - Aimed at replacing the RoKA's inventory of largely 70's vintage tracked AFV's with a new family of heavy fighting vehicles - including an MBT, IFV, APC and Engineering Vehicle - all on the same basic chassis. The concept follows that, for a heavy force operating with MBTs, all elements need the same level of protection in order to be able to operate effectively together in high-threat environments. OOCly, this combines elements of a couple of projects: the MBT element coming from this image of the Russian Object 195 (a prototype armed with a 152mm gun), the IFV portion from France's Leclerc T40 concept of an IFV with heavy-duty protection, while the APC and Engineering ideas both steal from the IDF; Namer and Puma are both based on MBT hulls, albeit of differing types.
  • Next Generation Individual Weapon - A direct copy of H&K's G11 project from the 90's; it's a neat idea that was well advanced IRL, but never saw general issue. Looks pretty sci-fi too.
  • Tactical UAVs - Bit late to the UAV party, but the smaller variety (ranging from this to this to this).
  • Family of Light Vehicles - Some of these renders seem to contain interesting ideas, in the approximate weight category of CVR(T).
  • Tactical Missiles - Including anti-tank weapons (with conventional HEAT warheads as well as high-velocity kinetic projectiles to defeat APS and the like, plus something more general-purpose.
  • High Energy Laser - a small-scale laser weapon as a countermeasure to UAVs, sensors, optics and the like, based on the American MEHEL (described in more detail here.




((OOC: This is mostly just a repository for things I come across that seem interesting, it doesn't really fit ICly for Kaedwen to be able to be able to develop all of these concepts through to a finished product all by their lonesome (collaboration offers welcome  ;) ), so some or all of these may never see the light of RP day, and others will never make it past the prototype stage, or exist solely as 'ideas'))

Republic of Kaedwen Army Concept 2020+


The Concept 2020+ programme is the Kaedweni Armed Forces' project for the wholesale revitalization, including measures to improve equipment, organisation, manpower and morale. The programme is the product of the 2020 Armed Forces review, and aims to restore the ROKAF's deterrent factor through a thorough, if drawn out, series of reforms. The resulting body will, it is hoped, be tighter and more suitable for the defence of the Republic and her allies.

Land Forces

The ROKAF's Land Forces are to be re-organised and re-equipped, though the existing ceremonial regimental system will be retained, and the battalions themselves largely untouched. The new 'General Purpose' brigade structure, combining a heavier armoured and mechanised core element with two lighter motorised infantry battalions, with the former providing the primary punch of the brigade while the light troops adopt the traditional role of such units in providing screening, skirmishing and shaping efforts. Three of these brigades would be grouped - along with supporting elements - to form a division, of which there would be two, with these forming the principal strength of the Land Forces. Maintaining the same quantity of brigades as the current order of battle, the free brigade will form an independent 'light' element as a rapid-reaction force.

The Land Forces' Concept 2020+ structure is tabulated below. The 7/1st (Light) Brigade will be the first to be formed - based upon an amalgamation of the current Brigade of Republican Guards and 7th (Airborne) Brigade - and shall serve as a kind of experimental formation for the implementation of some of the systems proposed for Concept 2020+.

Along with this re-organisation of the regular forces, the Republic's reserve army - the Commando Volunteer Rifles - are to be disbanded; the body has been determined to be too anachronistic, too inefficient and too wound up in the memory of the Bush Wars to be brought forward into the 2020+ structure. The present serving members of the CVR are to be either pensioned off immediately, or inducted into the regular forces, where deemed appropriate. This will produce a leaner, more professional Land Force, under which personnel and personal development will be prioritised, as part of a re-assessment of pay and conditions in an effort to boost recruitment, improve retention rates, and improve overall morale.

In addition to re-organisation, a slew of new equipment is planned for the Land Forces to replace the multitude of legacy systems presently in service. The most prominent of these are outlined below:

  • Individual Weapon System - the K11 is to replace the present inventory of K1 SLR and K2 SMG personal weapons in front line service, with a general switch to a new 4.7x33mm caseless service cartridge. The weapon and its caseless ammunition is still in development.
  • Section Automatic Weapon - the K17 Light Machine Gun is to replace the in-service K7 GPMG as the section's primary sustained fire weapon, and will also chamber the new 4.7x33 caseless round
  • Light Forces' Anti-Tank Weapons - the Precision Top-Attack Munition and Kinetic Energy Missile programmes aim to create two distinct but complimentary means for light forces to defeat armour. The PTAM offers an indirect-fire solution, while the KEM would bypass the traditional means utilised to defeat chemical energy munitions usually employed by infantry.
  • Compact Light Gun - the development of a new 40mm gun for light vehicles, based on a more compact case telescoped 40mm round, aims to enhance the lethality of autocannon armed fighting vehicles against both infantry and AFVs.
  • Future Reconnaissance Vehicle - the venerable K36 Fox wheeled reconnaissance vehicle is to be replaced with two similar machines, one tracked and one wheeled. The K38 Caracel and K29 Blackfoot will utilise the same turret and weapons system, with the former to be deployed alongside light forces and the latter with heavy.
  • Modernised Infantry Carrier - the 6x6 K43 is to be superseded by the 8x8 K44 Ratel II wheeled vehicle family in the motorised battalions.
  • K105 Panther - A new MBT family is to replace the K101 and its derivatives in service, currently under development as the K105 Panther.
  • Future Artillery System - the vintage K33 and K36 SPGs are to be replaced with a more modern system, such as Archer
  • MEHEL - a lightweight directed-energy weapon for use against UAVs is to equip many of the ROKLF's fighting vehicles, in addition to an as-yet undetermined APS and elevating sensor mast.
  • Tactical UAVs - networked sensors, and in particular UAVs - will enhance commanders' tactical awareness. Several types are planned: Black Hornet, T-Hawk, Desert Hawk and Shadow type systems are all under consideration.

It will take some time to develop, procure and deploy all of these systems, and even more before the Land Forces are fully equipped in this nature, though this is the vision which the ROKAF are working towards for their Land Forces.

Republic of Kaedwen Army Concept 2020+


The Republic of Kaedwen Navy will be reduced in size and re-orientated to become a more defensive force focused around the striking power of the submarine arm and land-based air power to deter conventional opponents. The current navy's aviation and amphibious vessels - the carrier Illawarra and landing ship Mallee - will both be paid off, along with the modern Bushranger-class Corvettes, for which a foreign buyer will be sought to help offset the costs of the modernisation programme. The RoKN's frigate force - already approaching the end of their service lives - are to be replaced like-for-like basis with an efficient light design from abroad upon their retirement. The land-based missile batteries will be placed into reserve, while all aircraft not permanently attached to warships will be transferred to the new Air Force. The future RoKN will be organised along the following lines:

Republic of Kaedwen Air Force Concept 2020+


The new Republic of Kaedwen Air Force will combine the aviation assets from the old Air Defence Force with those previously belonging to the army and navy, in addition to land-based area air defence systems. Retaining the 24-aircraft Squadron organisation previously utilised by the ADF, the force will be re-equipped with more modern aircraft, while also gaining additional support assets. Under ROKAF 2020+, the Air Force will be resturctured along the following lines:

-8 Squadrons with the F-21 Nightjar - a light fighter developed on the basis of DAE's Merlin Trainer
-2 Squadrons with the F-23 Shrike - a stealth fighter built by SSK

-1 Training Squadron with the T-21 Merlin Advanced Trainer

-Half-strength (twelve aircraft apiece) squadrons operating AWACS, Heavy Lift, Tanker and Maritime Patrol aircraft, respectively. Spesific models for each of these to be established.

-5 Rotary-wing helicopter squadrons, initially equipped with ex-army air brigade H-7 Utility Helicopters, with these to be replaced shortly with a more modern type.

Institution Spotlight: Belmont International University

Belmont International University (BIU) is a higher education institution located within the city of Belmont, centered around a compact campus in the south-side district known as Little Katamba. The University was founded by Merinan exiles in 1978 as Belmont International College, before achieving full University status in 1983. Initially serving the "coloured" community of Belmont, BIU has admitted students of all ethnicities since desegregation in 1994, though remains proud of its roots in the Merinan expatriate community, and maintains links with Merinan educational institutions to the current day.

The present head of BIU's Anthropology Department, Professor Kwatsi Abebe, is regarded as one of the foremost experts on Merinan affairs. Born to Biathalan parents in Kholda, Merina, Kwasti moved to Kaedwen as a child, and attended BIU as a young man. Now a naturalized citizen of Kaedwen, Kwatsi has been involved with several archaeological and historiological studies on Merina, though he has refrained from involvement since the outbreak of the present crisis in 2018. He has authored such factual works as: "The Tribes of Merina", "The Making of Modern Merina: 1790-1990" and "The New Scramble for Merina", as well as several fictional works set in the country, including the cult novel "Half an Orange Sun".
