THE COUNCIL OF ILLUMIC NATIONS
Determined that the Illumic region should remain one of peace and stability
Convinced that the future of a region is best determined by those from the region.
Committed to working with all nations of the Illumic
The signatory nations of this document agree to abide by the following terms;
ARTICLE 1 – MEMBERSHIP
1.1The Council shall be open to all nations with a home coastline touching the Illumic Channel. These nations shall be referred to as Permanent Members.
1.2Any nation believing they have a significant involvement in Illumic affairs my apply to become a Associate Member of the Council.
1.3Each Permanent and Associate Member shall appoint an ambassador to the Council which will be based in Northfort, East Moreland.
1.4Members fitting the criteria of a Permanent Member shall automatically be admitted into the Council. Those nations wishing to be Associate Members must provide a letter to the Council outlining their case for joining. Should a majority of Permanent Members approve the application the nation shall be admitted.
1.5Both Permanent and Associate Members may propose matters for debate on the Council.
1.6Both Permanent and Associate Members may debate matters on the council.
1.7Only Permanent Members may vote.
1.8The status of Associate Members shall be renewed every October 1st by a majority vote of Permanent Members.
ARTICLE 2 – ROLE OF THE COUNCIL
2.1 The Council shall exist to conduct the following discussions.
a) Resolutions to conflicts between member nations
b) Co-Ordinating responses to emergencies within the Illumic Region
2.2 The Council shall be empowered to draw up potential resolutions in regard to those issues highlighted in 2.1
2.3 These resolutions shall be discussed in Council and voted upon by Permanent Members
2.4 Resolutions are not binding.
2.5 The Council shall oversee and approve by majority vote of permanent members the actions of associate bodies of COIN.
ARTICLE 3 – ASSOCIATE BODIES
3.1 There shall be the following Associate Bodies of the organisation.
a) The Illumic Economic Forum (IEF) with Headquarters in Silverhills, East Moreland
b) The Illumic Science Forum (ISF) with Headquarters in
??
c) The Illumic Cultural and Educational Forum (ICEF) with Headquarters in Elderstone, Eswen
d) The Illumic Security Agency (ISA) wth Headquarters in
?
3.2 Each Permanent and Associate Member may appoint a representative to each of these Bodies.
3.3 Each Associate Body may present resolutions to the Council at their discretion.
3.4 Each Associate Body must present an annual report to the Council on their actions and requirements for the next 12 months.
ARTICLE 4 – The Illumic Economic Forum (IEF)
4.1 The IEF shall discuss the promotion of trade between members of the Council of Illumic Nations.
4.2 Member nations shall lower tariffs for other member nations to a rate equal to the lowest rate of tariffs of a non member nation.
4.3 The IEF shall host an annual Business Expo to promote Illumic based companies.
4.4 The IEF shall consider the use of economic sanctions as a resolution to conflicts, they shall vote on their implementation by all COIN members. This vote shall be non binding.
ARTICLE 5- The Illumic Science Forum (ISF)
5.1 The ISF shall discuss the promotion of the study and development of all Sciences in the Illumic Region.
5.2 ISF shall promote the exchange of scientific ideas between Universities.
5.3 Member nations shall share scientific data so far as it does not damage national security.
5.4 ISF shall host an annual Science Fair to promote and showcase scientific advancements.
5.5 ISF shall host an annual prize giving to reward those in the science community making great contributions.
ARTICLE 6- The Illumic Cultural and Educational Forum (ICEF)
6.1 ICEF shall promote cultural and learning opputunities for all Illumic citizens.
6.2 Member nations shall take part in an annual High School student exchange programme.
6.3 Member nations shall permit students from all Illumic nations to study in their nation as long as the following criteria are meet.
a) They have meet the minimum entry requirements of the course
b) They have enough funds to pay for their course and accommodation
c) They have no criminal record
d) They are not considered a threat to national security
6.4 ICEF shall host an annual Cultural Festival.
6.5 The 4th November shall be Illumic Day in each member nation and events promoting Illumic culture and traditions shall take place.
ARTICLE 7 - The Illumic Security Agency (ISA)
7.1 The ISA shall promote the sharing of criminal and terrorist intelligence between member nations.
7.2 Member nations shall each appoint a permanent military officer to the Agencies HQ.
7.3 Member nations shall be obliged to warn other members of any impending attack against their sovereign territory.
7.4 Member nations shall confirm whether citizens of their nation have criminal records on request from other member nations.
7.5 Member nations shall deport for trial those accused of crimes in other member nations so long as the following criteria are meet.
a) Evidence of potential wrong doing is presented.
b) Any trial is to take place under the Mundus Convention Univeral Rights conditions guaranteeing a fair trial.
7.6 An annual anti-terrorism exercise shall take place for all member nations.
7.7 Nations agree to share best practice ideas for stopping cyber crime.
ARTICLE 8 – Further Provisions
8.1 Each nation agrees to abide by the terms of the Fair Seas Concordat.
8.2 Each nation agrees to co-operate to keep the Illumic free of piracy.
8.3 Member nations agree to inform other nations of military exercises outside their own EEZ at least 24 hours in advance.
8.4 Member nations agree to inform other nations of non-Illumic military forces activity on their sovereign territory at least 72 hours in advance.
ARTICLE 9 – Signatures.
The following nations hereby agree to abide by the terms of this charter in good faith. Any nation wishing to cancel their membership must provide written confirmation 7 days prior to terminating their responsibilities.
