Skalm is the capital and most populous city of Kazulmark. Its name comes from the old Kazulian word "skallmer" which means shells, as the lakes and rivers in and surrounding the city were once major fisheries for freshwater mollusks. It has a metropolitan population of just over 3.5 million inhabitants. The city sits at the at the juncture of the Drovok River, and the Gnohirf River, which enabled the creation of a large port and harbour area. It is the largest Kazulian-speaking city in the world, and is among the largest cities in Dovani. Today, it is regarded as one of, if not the primary trend-setter within Dovani when it comes to culture, art and fashion. The city is located in the south-eastern part of Kazulmark and is regarded as the principle city of Kazulian design and nature, effectively combining the local flora with the urbanized core. Famous for its historical city-centre, the archipelago surrounding it and within it and for its high number of palaces, mansions and historical site, Skalm is often touted as a grand example of Dovanian city-building. Skalm is known for its high quality of life.

Thanks to its long history of trade and wealth Skalm is regarded as a Capital of Culture for Dovani and is often called as the City of Music. Starting out as a proto-Dovanian settlement, with traces of human habitation dating back to the 3rd millenia BC, with the first permanent settlements being placed around 50 AD. Around the 300's the area surrounding the city was taken over by migrating Kazulians from the coastal plains of the modern-day Fylke of Agatha, resulting in the first permanent settlements around the Kongeelven. Beginning in the 12th century the Kazulian monarch gave the city the privileges of a Fristad (Free city) while they themselves moved around the country. The city became the permanent seat of government when *Name of Monarch* moved his court to Skalm Palace in 1376, ending the process of the Landhoff (e.g country Court). From after the First Kazulian Expedition the city consolidated itself as one of the primary centres of power in the Dovani continent, with its cultural institutions, defences and educational facilities. Moreover the wealth of trade from the Kazulian monopoly in trade with foreign continents meant that immense wealth flowed through the city resulting in the construction of the first Kazulian university in 1398. After suffering from several major fires, the last one being in 1801, Skalm underwent a period of rebuilding, which included the ambitious project of digging free a large part of the governmental district on minor islands resulting in the State Archipelago. In the Golden Age (1824-1910) Skalm underwent further redevelopment which largely rebuilt the city with a more neoclassical and national romantic building style. The middle of the 20th century brought with it the Trident plan which laid out the expansion of Skalm on both sides of the mouth of Kongeelven aswell as on the banks river itself. The end of the long line of conservative governments in 1989, saw a strong urban and cultural renewal, facilitated by investment in new infrastructure and public facilities.

The city is the economic, cultural, governmental and royal centre of Kazulmark and a major financial center with its stock exchange Statsbørsen. The economy has seen a rapid development in its service sector, focused especially on the many new initiatives made by independent companies in the 2000's which included the founding of some of Kazulmark's major companies like Gasstrien and Jansennsbank ASA. Skalm is increasingly becoming integrated with the outskirts of Dreton region, with ferry and helicopter connections to the outer islands proving the base of a growing emigration of families from the city centre to the outlying islands, as a response to this the local government has initiated plans for wider ferry canals to limit the pressure that large lake travel is creating on the surrounding waters. With many bridges connecting the islands and districts, Skalm's cityscape is extensively marine, characterized by parks, promenades, waterfronts and plazas. A former, ancient ban on buildings taller than 10 stories has also given Skalm the aura of a smaller city than it actually is. Skalm's landsmarks such as the Skalm Palace, The Grand Cathedral, Shrine to Sarahae and the Kongens Hage Gardens and the many museums, restaurants, nightclubs and newer cultural hubs are major tourist attractions.

Skalm is home to the Elkcreek University, Oakwood Charter School, University of Skalm, South Fork University, Skalm University of Medical Science, Skalm School of Fine Arts, Skalm University of Marine Science & Technology and School of Accounting and Business Management. The University of Skalm is the oldest university in Kazulmark. Skalm is home to the three rival football clubs FC Skalm, FC Nørreport and FC Østerhavn whose fans often clash in central Skalm. Skalm is part of the top of the most bike-friendly cities in its region and the world. The Skalm metro serves to bind many of Skalm's islands together and alliviates the pressure on the roads and bridges of the mainland. The S-Bane electric trains connect Metropolitan Skalm with its suburbs and outlying towns and hamlets. Its major airport is Skalm International.
