Imperial Navy Trade to Rokkenjima and Ikhan

As with this message, we inform you by the advice of Shipfather council and decreed by the Ubrriekland Emperor.
We the Ubrriekland Empire offer a trade of 12 destroyer class ship to buy from either Rokkenjima or Ikhan.
As all trade any requirement for the trade can be negotiated.

The Empire of Ikhan is willing to sell three of it's Nikra-class Air-defense Destroyers as well as three of it's Admiral Viras-class Guided-Missile Destroyers for ₰6,192,918,400, however, it is willing to allow for Ubrriekland to pay this price over the next ten years to compensate for this higher price. Of course, if this is also impossible to work with, we are willing to sell eight destroyers from the previous generation that have been recently decommissioned for, say, ₰2,192,918,400 (10,837,607,200 riek).

Having reviewed your request I have determined that the Pārśa Class may be of interest to your Navy. At present we have ten of these vessels in the Imperial Rokkenjiman Reserve Fleet, five of which are eligible for sale to a foreign power outside of the Cross-Straits and Major Non-CSTO Ally member states. This sale shall be dependent upon Ubrriekland's status as a signatory of the Uppsala Convention, committing to a non-transfer agreement (meaning that the vessels shall not be sold to any other nation or entity) and, upon the end of their useful life, they shall be scrapped in an environmentally responsible fashion, which Rokkenjima has facilities capable of ensuring.

In recognizing the present state of recovery which Ubrriekland finds itself in the First Empire would views this as an opportunity to offer assistance to a fellow Ardian state. Therefore the First Empire will offer a discount on each vessel, bringing the price down to $1bn per vessel. So long as 50% of the cost of each vessel is paid up front we shall consider the outstanding balance as being covered by a long-term, low interest loan which may be repaid over a period of fifteen years.

Considering both nation offer, unfortunately we could only afford only from one of the country. Because of that we would love more description of ship classes from Ikhan and it advantage and if Rokkenjima could wait and might be add more to the offer to insist us to buy from rokkenjima. while at it we will review againts our budget and hope to hear more detail in 2 days.

Recognizing that this is an expensive purchase the First Empire believes that options are available to offset the costs of the purchase by Ubrriekland. One manner is applying for an International Development Grant, which would offset the funds used to purchase these vessels somewhat while providing funds for other spheres of Ubrriekland spending. Please see below for which needs this Grant is applicable to:

I.     Eradicate Extreme Poverty and Hunger
II.    Achieve Universal Primary Education
III.   Promote Gender Equality
IV.    Reduce Child Mortality
V.     Improve Maternal Health
VI.   Combat Disease
VII.  Ensure Environmental Sustainability

Please take some time to review the above perquisites and, should Ubrriekland be facing needs in any of the above areas, this avenue may be pursued.

Thank you for your patience for our respond. By our emperor decree we wish to buy one of each nation, Rokennjima and Ikhan latest ship ( Pārśa Class and Admiral Viras-class) which we will put to test first. i hope this can be agreed by either of you and we hope this will be a start for our longterm friendship in the future. now with do believe we need your final price and agreement with when the ship can arrive in our military port.

Following a review of recent events the First Empire has determined that a withdrawal of the Pārśa Class is mandated. Once ongoing issues have been addressed we may review the situation again, and determine appropriate engagements between our nations.
