With it being Lodjain's turn to be the chair of the CNN Council it was left to them to officially open the Conference and their current chair was Princess Anfisa. "You Majesties, Highnesses, esteemed guests welcome to the CNN HQ. I'd like to begin by thanking our Cenneg hosts for their hospitality in hosting this conference. The meeting of the CNN is determine the future direction of the organisation so that it remains relevant to the state of modern Mundus as well as adapting to allow us to respond to any situation we may face. You have all helped form the agenda of the talks and so I suggest we should get down to business. The first point is for us to examine the current charter and determine whether it is still fit for purpose or requires changes. With that I open the floor to the delegations before us."

"We would also like to adapt the visa section of the charter. Currently it sits at 90 day maximum for no visa. We've seen several people from our nations working well together and effectively a three month maximum stay should be extended. We also think their should be a cut off point to not allow last minute trips to take advantage of the relaxed situation as this could be a security risk"

King Finley spoke for the Cenneg first. "We support the East Moreland suggestions."

He then allowed Professor Lee McRae to take over.

"We would like an addition making to the Charter. I think it would come best under the Science section. If accepted it would become 7.7 and 7.8 respectiveley."

7.7 - The CNN's Super-eye satellite system shall be the joint property of all CNN nations. No nation may task the satellite without the permission of all voting nations.

7.8 - All projects undertaken by the Science Council which produce new patents shall see those patents become the property of all member nations at the time of their filing become equal owners.

Lubos Kubick spoke on behalf of the Lodjains. "As part of the charter we would like to develop a long term strategy for command of any CNN operations. We're talking a decade down the line here though. We therefore would like to add the following to the charter."

East Moreland have been perhaps the most active military in the world over the last five years or so. The Cenneg posses one of the biggest, the Maori a military developed from decades of guerilla warfare and in the last few years our own military have come on leaps and bounds. There is much we can learn from each other."

King David and Sir Harry had been quietly discussing things.

"This Officer Training Centre I think is a good idea. Its been a long standing practice that no officer in East Moreland may progress past the rank of Captain without doing some kind of secondment to another unit in the military or some sort of specialist training course. This will give us another oppurtunity and be something that will help integration if ever we have to commit to some kind of operation similar to that which the CTO undertook in Marseille. I would though insist on this centre being in either Ui Cenneslaig or East Moreland. The Lodjain military have had to modernise their training techniques and the Commonwealth of the Iwi have some very experienced senior officers but have not really seen a traditional officer training programme. Both the Cenneg and ourselves have a long tradition of officer training centres."

"It is our belief that for the Science Council to work to the best of its abilities they will want to pull in specialist work from private business. If these companies believe that their hard work is to be absorbed by the Science Council then they may refuse their support. It is only fair those that innovate the future benefit from their work."

"We have no issues with anything proposed." King Finley explained, "We believe that East Moreland should take a lead on the officer training centre location. The first meeting we had about forming the CNN we talked about spreading its bodies across the member states. We have the HQ, if this facility is to be established it should be in one of the other three nations."

With the matter of the charter being dealt with it was now time to turn to the next issue on the agenda. "The agenda says that we now focus on a Security Review. As such we should each outline what the status of the percieved threats to our nations are and what can be done to tackle them as an organisation. As far as I am aware we have no ongoing military operations by any nation who is a member although I understand the Cenneg have mobilised two units towards their borders and the Morelanders have ongoing operations against the WMRA and then an involvement in refugee operations in Ubirekkland. Are there any other?"  Princess Anfisa asked.

It was Lubok Kubik who would speak on behalf of the Lodjains. "At present there are no Lodjain troops conducting operations other than routine patrols of the Alucard in order to help ensure the Water Nomad situation is under control. As you are all no doubt aware small groups got themselves caught up in the kidnapping of the sister of the Vice-President of Kaitaine, this was resolved by working with Bakkermaya, Kaitaine and ourselves. Since then the Water Nomads have been behaving themselves and we believe that this kidnapping was an isolated incident by a small group of manipulated Water Nomads. We've put steps in place with TUNA to ensure the region is kept secure from other such attacks as well as allowing any of the group who wish to settle to do so. As you are now doubt aware we have recently worked with the Council of Albion to put in place measures to try and bring a settlement to the Merina civil war. This situation has the potential to be more volatile because of Tamoran intervention however we are confident that should limited military action be required the Albion nations are more than capable of dealing with the situation. I would however like to pre-emptively request that should military action begin in Merina with the Council of Albion we can utilise the Super-Eye satellite.

The Lodjain military has shown great improvement over the last twelve months. Training programmes are up and running utilising the processes put in place by the East Moreland military. Additionally the removal of the high command means we are confident that moving forward the corruption that was once rife in the military is over. The acquisition of the HDMS Morelander drone carrier has brought a useful addition to our military and in the coming year we will be looking at phasing out other older machines in the air force. That concludes the Lodjain security review"

Sir Harry Samuelson refered to his notes. "Presently we have East Moreland troops engaged in two active operations. The first is a refugee operation in Ubriekkland. Currently a variety of naval assets belonging to the REMNS are convoying refugees out of the region for fear of religious persecution. Currently the operation is going fine, there has been no use of force by either side. The second active operation is along our border with Vaguzia. Members of the WMRA have been attempting to carry out a campaign against our neighbours to the west and naturally we can not permit this. There have been concerns of those crossing the border to prepare and launch attacks and so one of our Legions is deployed there. We have also been utilising our air force in order to carry out strikes. In addition to these two active operations we have three passive operations. The first is against the Truthsayers in Seitch. We believe that it is from here that attacks against our nuclear waste convoys originated as well as the kidnapping of one of our diplomats. We are engaging in intelligence sharing with the government of Kaitaine but this sharing is limited only to information relating to the Truthsayers. We believe this is an issue we may need to discuss in more detail and as such have scheduled it in for AOB. Our second passive operation is against the Borlanders, currently they have no prolonged attacks taking place however we are constantly monitoring that situation and as always we would urge those in this room to maintain a watch against them as it is not unknown for the Borlanders to also target friends of East Moreland. The final passive operation is against the self proclaimed Principality of Northern Borland which is in effect within Zimalia. Our concerns are that it may be used as a base to launch and plan attacks. We are further concerned as in recent months Tamora have begun supporting the Zimalian government and while that is not something we are concerned about at the moment we have seen Tamora intervene with military support in other parts of the world and so we'll monitor the situation there. In terms of our military we are determined that it maintains its stance as a cutting edge military force and shall during the next twelve months be releasing several new acquisitions, naturally as our allies we would be willing to share access to these with our CNN friends."

Seth McFinn would be the one giving the report of the Cenneg military. "Currently we are involved in three operations. The first is our long standing commitment to manage the Celtic Protectorate. That agreement has several more years to run and despite recent negotiations between ourselves and Royal Seleucid the manpower involved there will not change until the conditions are fully meet or the agreement reaches its pre-determined end point. The other operations are essentially holding actions, we have Solemani on our Northern border and the SICR on the Eastern which are both experiencing different forms of government destablisation. As such we are concerned about people flowing over the border either to escape the crisis, which we will deal with, or to take advantage of the territory to engage in activities against the governments, actions we will not tolerate. Additionally we stand ready to help with evacuations from Ubriekkland should the East Moreland government give the call for help."

It was time for the final security review and in some ways it may be the most complex. It was left to Hori Pohatu to explain. "The Commonwealth is still on standby. We have problems with the Seleucid of which you are all aware. It is vital that we do not permit their war criminals to find safe ground however that is difficult. We'll strike where we need to in order to ensure they are brought to justice. We realise however the Seleucid are not willingly going to hand them over. Additionally we are also responsible for helping ensure the security of southern end of the Matilda's. Additionally we have seen the Seleucid attack our security forces in the past, currently we've the Rokkenjimans harbouring several of their operatives. We've seen the Seleucid invest in their military over the last 12 months and now this is something we ourselves must look at doing. While we are keen to retain an arms industry within the Commonwealth we shall be in the coming months be looking at asking our friends in this room to perhaps aid us. We pruchased the Dragonling some time back off the Morelanders and have been pleased with how its gone, we have also purchased some ships from the Cenneg which are serving admirably. What we lack however is the high tech solutions the other three of you have. I hope that in the coming days we can look at our procurement situation. That concludes our security review"

Princess Anfisa checked the notes to make sure everything had been recorded and that there was nothing to follow up, apart from the idea of closer connections in acquiring military equipment, something which would be covered in the trade section, there was no reason to not move things on. "The next focus for discussion is Education and I believe Mr.Coxovich has a proposal.

"Thank you Your Highness." The Lodjain Education Minister stood up. "It is my understanding that students would like in many cases to experience studying in another nation. We have had in place for a while the idea that a foreign language from another CNN nation must be taught in our schools. Eventually this will filter up to those at University and as such having the chance to study abroad for a part of their degree would be appealing. What I suggest is that we have two things. The first is that we allow students to transfer credits between our institutions on the basis of teaching hours. For example if say a Lodjain University insists a student have 60 teaching hours in a module an individual could spend part of the time in East Moreland and access 60 hours of teaching there. That could be a full module, part of a module etc. I think financially it may be easier for students to spend only a part of their time in another nation rather than the whole of the course."

"The second idea we wish to put forward is an annual STEM based Summer School. We have four subjects,  Science, Technology, Engineering and Maths. Each year we host one subject per nation. Students can apply and places be split 25% to each nation. It would give an oppurtunity for nations to give future workers in STEM industires the once over and an oppurtunity for them to make contacts in their field. What do we think?"

There were a few hushed discussions before Taika Sevesi responded. "Are we expecting each nation to specialise in one branch of the STEM summer school or would it rotate. I think personally I would like to see it rotate round as that way we can each get a good look at the graduates soon to enter the workplace, we can also set things up in such a way that there can be some benefit to the host nation. So for example the Commonwealth have a decent maritime engineering outlook, we would if given engineering focus on that which sadly if it was always here would mean things like civil engineers may not get an opportunity. If the schools are rotating then we support this idea."

"Excellent" Princess Anfisa looked down at her notes. "The next issue is one that I am concerned about. The founding charter of this organisation called for there to an annual CNN Festival. As of yet there hasn't been one. We've all been very absent minded in that regard. I think it is very important that we ensure we fulfil what the organisation said it would and therefore would like to suggest that sometime in August we have the festival." The Princess had naturally spoken with her nations government prior to the conference starting and now saw her Queen take to her feet.

"I would like to offer the Isle of Tyr as a host. Its an island that we've invested quiet heavily in for tourism purposes over the last few years however we've yet to really launch the work we've done. I think we'd be ideal to host it. The weather is amazing all year round, its in the middle of the Alucard meaning its as close to in the centre of three nations that are members as possible and I believe we can ensure the best entertainment of the CNN is showcased while providing guests with a spot of autumn sun for many."

David smiled as he would have enjoyed the festival coming to Northfort however he understood what the Lodjains were trying to do with their islands, "Having been to the Isle of Tyr on several occasions I can vouch for the island being a beautiful place and I certainly think they would host an excellent festival, additionally it is something that would boost the local economy for sure. We do not intend to put forward a Morelander city as host but rest assured wherever it goes we'll be fully involved in making it a successful event."

With the schedule moving on to space operations it was perhaps natural that following the hand over from the Princess the Cenneg would take the lead and Professor Lee McRae took the floor.

"I have several announcements for the joint CNN space operations. We have coming up our Moon Dragon project, while it was due to launch in December we've adapted the programme slightly and now that will launch in the beginning of June. It will put into the atmosphere of a moon of Ninurta (RL Saturn) a unmanned air vehicle. Going forward I'd like to present the agreed upon schedule for space operations over the remainder of this year.

Sir Harry Samuelson had been fully briefed of the space situation and so took up the speaking of behalf of East Moreland. "Our Royal Aeronautical Society plan only one individual space mission at the moment. With the Keppler cascade report earlier this year we are going to put a third sweeper satellite into orbit capable of removing older satellites. It is our intention to start trying to make a catalogue of what is redundant up there and start removing it as best we can. For example if we have systems that are now outdated and replaced then we'll remove it from orbit." He explained, "Additionally we plan on using time aboard the space station for more tests of swarmbot technology by supporting SmartWar. It is our hope that while onboard we can set them various tasks in zero gravity and if possible send them on a short space walk of sorts. We are fully supportive of helping train more astronauts from The Iwi and Lodja and are happy to make our facilities available for such a process."

With no domestic space programme of their own Lodja was forced to look to its friends to get its fair share of space adventure and research and it was Coxovich as the Minister of Education who had an interest in science and all things spacey to speak on behalf of the Queendom. "Lodja will not be launching anything this year but we are very excited to be part of the project using the space station and naturally we shall get involved in the astronaut training having recruited several former air force pilots as potential recruits. We will also be opening a second of the Cenneg radio telescopes in the Alucard rather than the main land as the Island of Minor Alucard has a site that will be operational by early September. We would also like to explore a launch of a satellite for monitoring the Alucard island chain for environmental reasons. This will most likely be a project we'd like to run with a combination of the CNN and TUNA if that is possible."

"The Commonwealth is in much the same situation as Lodja in that we are devoid of our own domestic space programme but excited to be able to contribute through the CNN to exploration and research. We've already a long list of people wanting to use our Radio Telescope and of course it will be patched into the network that the Cenneg have set up. While we do not intend to stand in the way of space exploration or space operations I however feel that we must make a point about the Lodjan project, we understand its need and its usefulness however we would not think it appropriate to be done under a CNN flag. Both Lodja and Ui Cenneslaig are parts of TUNA while East Moreland and ourselves would get no use or benefit from the proposed satellite. I think therefore with this being a project that only benefits 50% of the CNN membership it shouldn't be one that two of us are asked to support in a financial sense. Now should the Cenneg or Lodjains believe for example that EMAC or SmartWar can contribute something positive I suspect the Morelanders would not stand in the way of their nations companies selling hardware or technology. I wish the project well but I don't think our people would appreciate us funding such a project when it is one better pursued through regional organisations." Coxovich looked at Sevesi but couldn't help shaking his head slightly. "Mr. Sevesi we are not looking for funding. We are looking for technical expertise. If you look at the membership of TUNA there is only one nation there with any expertise in space exploration and that is the Cenneg. We however think having someone like SmartWar involved could help us even further and for that we will need the help of the Morelanders. It is our view therefore that we should involve the CNN too, especially as if the satellite for the Alucard is effective we may wish to explore a similar thing for other regions and having the knowledge retained in the CNN would be useful. Additionally I don't see why this couldn't help the economies of the CNN. If we make a good job of this project then could there be a possibility that if other outside agencies wished to monitor in similar ways we could establish ourselves as sales men for such a project? Consider our request here more of a courtesey than a request if it helps Mr.Sevesi."

Professor Lee McRae had wondered why this wasn't brought up over at TUNA but understood the point Coxovich was making. "The Cenneg are committed to helping TUNA with its efforts improving the environment of the Alucard. If the members think a satellite is useful then I'll be happy to make our resoruces avaliable. I think including the Morelanders is a smart way forward and we'd be happy to utilise what we learn there in future CNN projects. I hope that allays the fears of Mr. Sevesi"
