Ardian Assembly - Noobia Disaster Debate (inc.Noobia)

To:- Members of the Assembly and the Guest of Noobia.

In recent days we have seen confusion over the situation following a natural disaster in Noobia. On the one hand we have reports of mass disaster while on the other we have denials. In the midst of this we have the CNN satellite images which appear to show the coastal region of Noobia has been damaged. We have also seen many generous offers of aid however seemingly challened through both the CNN via Ui Cenneslaig and a Non-Government Agency in the JET. At the centre of any aid operation should be the Noobians. I therefore believe that their fellow Ardian nations should be the ones to work with local agencies. There are also further measures we as a continental organisation can and should be taking in order to aid this situation.

I therefore present to the Assembly and our Noobian Guests the following resolution.

Aware of the situation in Noobia

Concerned about the potentially high loss of human life.

Recognising that most casualties from natural disasters come in the days following it through secondary impacts

Determined that Ardian Nations should support each other in such circumstances.

Convinced home nations must take a lead in any aid operations

The Membership of the Assembly agree to the following.

1. For a period of six months to drop with Noobia all trade restrictions and taxes on fuels, medicine, food stuffs and building materials for at least the next six months.

2. Appoint a military officer to liaise with Noobia to facilitate necessary aid.

3. Request the International Refugee Support Agency to work with Noobia and the Ardian Assembly to evacuate if neccessary those requiring medical aid not avaliable in Noobia.

4. To each provide, according to their own situation funds for support of aid operations and/or rebuilding as required.

Ui Cenneslaig believes that the CNN contingent would be best suited to respond to this situation for several reasons.

1. Their militaries are used to working together having undertaken many military exercises.

2. The CNN have vast amounts of experience in humanitarian operations having lead the aid and reconstruction efforts in Nya Aland.

3. The CNN have common operating systems in many of their assets meaning an ease of operations.

We do however recognise that the decision of who to work with rests with Noobia and therefore should Noobia request only aid via the Assembly we stand ready and willing to support that operation. We firmly stand behind the spirit of the proposal put forward by Grand Duke Lascelles and await the input from Noobia.
