The Council of Albion

The Council of Albion was formed in October 2016 in order to act as a regional agency to bring prosperity and security to the continent. The HQ is in Gaia, Lodja.

The organisations members abide by the following charter.

Quote

We, the sovereign nations of Albion, hereby agree to work together to bring peace and prosperity to all people of Albion. To achieve this aim we, the undersigned nations, shall abide by the following Articles.

1. Membership of the Council is open to all nations with sovereign territory in Albion and who have signed this charter. Should 60% of active members oppose a signature within 48 hours that nation may not join the Council.

2. Each member nation is to appoint an ambassador to the Council. This person may be selected using any method the signatory nations deems fit.

3. The membership shall appoint a Chairperson in rotation by order of signing. The Chairperson shall run the organisations meetings for the duration of 6 months.

4. The Council shall meet to discuss issues of concern presented to the Chair for debate. The Council shall be free to make recommendations and vote on resolutions.

5. The member nations agree to remove all visa's for travellers spending less than 120 days so long as the travellor has no criminal record and is not deemed a threat to national security.

6. The member nations agree to ensure no member nation pays higher tariffs than non member nations.

7. The member nations agree to discuss with each other before any nation declares sanctions against another nation.

8. The member nations agree to permit students meeting an institutes entry requirements to be considered on the same grounds as a home national.

9. The member nations agree to maintain armed forces for their defence.

10. The member nations agree that should one nation be attacked the organisation shall consider military support in a session of the Council.

11. Member nations agree to refer any disputes between them to the Council for mediation. The verdict of the Council shall not be binding.

12. Member nations agree to maintain active embassies in each nation. The embassies shall be considered sovereign territory of the operating nation and the ambassador shall report to the Head of State of the host nation within 24 hours of being given written notice.

13. Member nations agree to share information regarding terrorist threats to another member nation.

14. Member nations agree to deport suspected criminals so long as the following conditions are meet.
a) Evidence sufficent to prove suspicion of the crime is presented with the extradition order.
b) A trial will take place under conditions set out in the Mundus Convention of Universal Rights.
c) The suspect is considered mentally and physically fit enough to stand trial.

15. Member nations agree that (insert date) shall be Albion Day, and that they shall host events promoting and celebrating the cultures of all Albion nations.

16. Member nations agree to co-ordinate Naval patrols against smuggling and terrorism.

17. Any nation wishing to leave the Council must give 30 days written notice.

- The Charter of the Council of Albion was signed by the Prime Minister and Foreign Secretary, acting as plenipotentiaries for His Majesty, and was ratified by a vote in both Houses of Parliament;
- It shall bring forth legislation to implement into Dartfordian law the relevant provisions concerning Articles 6, 8 and 14 of the Charter; and
- At the end of the objection period, Sir Jonathon Ashdown shall be appointed as Ambassador to the Council of Albion.

To the Council of Albion

With our nation having island homes close to Albion, some mixed in between the islands of Paracambi we wish to apply for membership of this organisation. Our unique position in the world could be of use to the Council as our nation spans two continents, Ardia and Albion. It is our hope this may help both continents by bringing them closer together.

I therefore await the Councils decision with hope.

With regard to the admission of Vinitsìa the Queendom of Lodja believe that for now it should be paused. By this we mean that we do not wish to formally reject their admission however we can not in good faith support it.

We have two reasons for this stance.

The first is that by refusing to recognise marriage from non-Catholic faiths the admission of Vinitsìa place Albion citizens from other nations visiting in unenviable positions. By this we mean that should for example a married couple from Lodja visiting Vinitsìa have one of them become ill the rights of their spouse as next of kin would not be recognised as their marriage would, to our knowledge, not be recognised. Furthermore failure to recognise marriages other than those conducted under Catholic traditions could have potential impact on issues such as diplomatic immunity. It is in our view vital that issues such as these are cleared up prior to allowing a nation to become a member and take advantage of the privledges membership brings about.

Our second reason is we have yet to be able to determine the Vinitsìan stance on key issues of international diplomacy. While they have confirmed their intentions to be supportive of many key matters of international law by signing several key treaties we are yet to see their views on issues such as the Runavik situation, those of Water Nomads, status of groups such as the Bene Gesserit or various other key matters. It is in our view not prudent to perhaps support a nation being admitted to a group that is harmonious before knowing their outlook on global issues.

We therefore at this time could not find it possible to immediately admit Vinitsìa however we are more than happy to work with them to clear up the issues we have and ascertain whether we believe they would be a strong partner to the organisation.

Free State Communique

Salutations to my most dear fellows of the Council of Albion,

On behalf of the Free State, I hereby sign the Charter of the Council of Albion.

Forestalling any comment, as I have no doubt concerns will be raised regarding the wider situation in the Merinan region, the Free State wishes a peaceful resolution for all parties and no further part in the conflict. Furthermore, I would gladly present myself before the council - either in person or virtually, circumstances permitting - to make the case for my country, should you so with.

STATEMENT ON THE SITUATION IN LODJA TO THE COUNCIL

As by now you will no doubt be aware the recent attack on the Queendom's heart by Leopold Hamsik has had devestating effects. We have so far seen Prince Isaak and six members of the Conclave killed, several members of the staff from the Palace of the Goddess killed and the East Moreland Embassy in Gaia destroyed killing and injuring many more. We have seen over the hours since the attack a series of communications, many from nations who are part of this organisation. We wish to reassure you that this situation will not and must not change the Queendom's commitment to this organisation however it sadens me that we must now ask for a series of measures from the Council's membership.

1. That any and all assets belonging to the Hamsik family in your nation be seized with immediate effect and that any bank accounts be frozen.

2. That any member of the Hamsik family found in your nation to be detained pending investigation into their involvement with the attacks.

3. Should HMDS Morelander enter your waters assets from the Lodjain military be permitted to persue it.

4. We request that no attack be made on HMDS Morelander unless it presents a threat to life in your own nation. Currently there are at least 7 hostages onboard and we fear any attack could result in their deaths.

5. Nations share with us any intelligence they may have about the attack, its organisation or its perpatrators.

We hope the Council can see its way to granting these five requests.

The Kingdom of Tytor wishes to note its discomfort with the idea of targeting an entire family without cause due to the actions of one of its members, as such goes against Tytorian laws regarding due process of law.  Tytor will, therefore, accept the first two requests conditionally, requiring evidence of a particular family member's involvement before taking action against them; obviously, Leopold Hamsik, being the leader of this putsch, will satisfy this requirement.  The remaining three requests will be accepted without reservation.
