Founded in the fires of the 1904 Bai Dao Ge Ming Revolution, the Longdi Socialist Republic replaced the old Dragonaii Empire with a five-branched republic built upon the ideals of syndicalist socialism, detailing much political power to the various trade unions within its provinces. With the goal of building a society within the ideals of its founders, the republic constructed its democracy with welfare, democracy, and education in mind. The industry has been slowly dragged to modernization in the long years since but at the cost of economic growth and the environment. Now with the Market Socialist Party currently in power, it remains to be seen how the Republic fares in the modern setting of Mundus' politics.

Insurgents Seek Negotiations

Insurgent forces in the Imperial Army 1930-pattern dress eating a meal during negotiations
Good morning.

The Imperial Armed Forces have announced that the combined SANE forces against the anti-government insurgents have successfully quelled the majority of resistance in the eastern pocket, with major leaders in the area reportedly willing to talk terms of surrender for remaining forces in the area. As a gesture of goodwill, negotiations with independent cells have already resulted in a ceasefire while disarmament and terms of demobilization are sought out. Current reports provided by the government have outlined terms that include post-war employment and the forfeiture of all weapons as well as a suspension from participating in office until further notice by the Ministry of the Interior. Combatants will be allowed to retain pre-war pensions and their rights as citizens will be restored during post-war investigation. While the state of acceptance by the receiving diplomats is currently unknown, it is widely projected to be in favor of acceptance.

The estimated damage to the area is estimated to be at around 14-17 million IM, officers of government calling the extent of effect to be "surprisingly minimal." Though much fighting took place in the urban areas, the majority of combat is shown to have taken place in structures and sectors abandoned after the Civil War, many awaiting revitalization for expected population growth in coming years, delayed by the conflict. This in turn has widely prevented civilian casualties and allowed for a more or less continued function of regional populations even with the conflict raging a few blocks away. Nevertheless, about 489 government personnel casualties have been counted, with about seventy deaths in military, police, and Deep Interior units, with six non-combatant deaths and around 2,500 casualties for the PLF, mainly wounded with an unknown number dead. Even so, military commanders are calling the operation a success, with several military forces already redirecting attention to the other pockets at the West and Central areas of operation.

The conflict itself has exposed a very large weakness in more than just the SICR's society as a whole that needs to be addressed- the sheer availability of arms in the Nestland has allowed for a small political situation such as the ascension of his Imperial Majesty to escalate to a full-scale insurgency. Instead of protracted demonstrations, our nation resorted directly to violence when a large number of citizens were met by a policy they strongly disagreed with. The Emperor-Admiral has expressed that he has plans to resolve this, in the form of a proposed policy known as The Party Educative State, modeled after the 'political tutelage' philosophy of the Civil War's middle era. How this will impact the future of the SICR and to what extent remains to be seen, of course, but with the planned constitutional convention to be soon open to the international community, there is no doubt that it will find plenty of opposition from both within and abroad.

Power Lines To Lower BMS Cut As Insurgents Take Outskirts Of City

Destroyed OC-era MBT, knocked out by AT fire of the 13th Mech. Infantry of the National Army

The word ceasefire is well not included as of now in the dictionary of insurgents as a major offensive action towards the major city of BMS has seen significant progress in successfully seizing the unpopulated outskirts of the city from defending forces of the government, even with air support and superior numbers. While the reason for this failure is being placed mostly on poor preparation, government forces have still managed to successfully hold the southern downtown areas leading to the major industrial and commercial districts. The brave actions of both local law enforcement to Wilderjager ranger teams have turned the fighting into a stalemate with both sides creating a no-pass zone across the intercity limits and streets, where snipers have reportedly set up shop in.

Even more concerning events have taken place in the western half of the nation as at least fifteen Civil War-era OC armored vehicles were encountered during the fighting, being somehow restored to action by insurgents, alongside a number of vintage Imperial Army armored cars recovered from a scrapyard at the outskirts of BMS. Swift counterattacks by government and SANE forces disabled their attempted deployment, but concerns have arisen as to what to do with the large number of remaining war equipment so easily acquired for use by anyone trained proficiently.

The civilian population has meanwhile seen minor displacement impact, most moving to the northern outskirts' residential districts that have seen similar issues with post-war abandonment. Work for most remains only marginally affected, alongside a reluctance by the insurgents to fire on the city proper with artillery. However, power did cut out for several hours for several sectors of the city as power stations located on the hillsides of the outskirts, prompting residents to simply switch on civil war-era block gas generators to keep the lights on until power could be rerouted.

Inflation On The Horizon As Civil Conflict Drags On

There is a worrying prospect of economic damages being sustained by the national economy as the conflict progresses, forcing further government spending in addition to a full century's worth of prior civil war. The IM is not expected to hold up as prices begin to climb for basic goods. As a result, many citizens have unsurprisingly continued to maintain community gardens and have even opened up private emergency stockpiles from bunkers to sustain themselves while the economy staggers.

There is call to request loans from SANE allies while the conflict progresses, but as for domestic action, the government has already begun implementing a stricter food coupon system and is deploying the National Emergency Stockpiles to alleviate the pressure to ensure that basic necessities are met. Meanwhile, taxes are being raised on high-income households to help pay, as well as distributing bulletins to encourage  the use of public transport and communal housing with family.

The effects of the conflict are not expected to be lasting, but the Emperor-Admiral has noted that being safe is better than being sorry. It is not well known what living conditions are like for the insurgent-held zones at this time, but it can be expected that diet is no doubt consisted mostly of meager rations, and outdated living quarters with little or no pay. Resistance is projected to be non-effective by mid-2021, by most estimates, by then which the economy should see restoration with haste as SANE allies assist in rebuilding.

The Colonel chuckled darkly, his arms crossed, hellpistol at his side, lasgun on his back. "Pray we have a good one. Inquisition has a nasty habit of executing those who serve under or beside them in my experience. Good ones will give us medals for a job well done, the nasty ones will downright purge us all upon finishing the mission. Tech-priest is probably some Mars technician or analyst. Just stay out of their way and don't get on their bad side- you want your gun to work, after all." He looked towards the men under his command, the PDF squad nervously shuffling about. If they had been in his old regiment, he'd have had given them a few lasguns than the autoguns they carried...

"In any case, just keep your wits about you. I wish I could've obtained a few krak grenades for whatever we're doing, but no matter."

He turned back to his men, half-facing his arbites colleague as he instucted his men to go over their equipment a final time.

"A Turn Of The Decade"

Congressman Guo Haimen made remarks on the state of the nation during an address to the public on the reformation of the Electorate by his Imperial Majesty, of which is expected to see a full reorganization by the end of the week. The speech went over the subjects of both foreign and domestic policy, declaring the current party system outdated and suggesting for reformation of the government system, with political parties reserved to an advisory role, among other details, such as emphasis on funding educational reform. It also declared the nearing end of 2020, urging a greater role in international politics, namely dismantlement of slavery in Tamora in a different approach.

"It is likely that the sanctions implemented by foreign nations at the call of the Rokkenjiman state only encourage the growth of slavery within the Empire of Tamora- after all, it is those unable to sustain themselves that ultimately end up in shackles and a life of servitude. No doubt that these economic chokehold only serve to damage existing economic opportunities and relationships within the nation, forcing more to sell themselves into a life of slavery. Therefore with this understanding in mind, I propose a different approach: why not dismantle slavery by creating jobs? Tamora relies on the raw strength of this unpaid labor- we should make it our duty as fellow human beings upon Mundus to educate and empower those unable to, cleansing the rot of forced labor from all lands."

The speech ended by lastly touching upon the tenuous future of the SICR itself: the civil conflict will undoubtedly end soon, and with it, the old government of Civil War-era political compromises and deals. The current Electorate's congress should make steps to not secure future ballots for their seats, but instead to make room for Demobilization's resolutions to ensure a complete and successful transition to a true republic's administration and ensure democracy's survival in the Nestland.

The Congressman was met with mixed responses; many feel that the subject of Dragonaii-Tamoran relationship remains an unsteady one with Rokkenjima's clear stance on the matter, others that such a goal is lofty and unrealistic, among other concerns of destabilizing the status quo of political parties to a rather untested and shaky political system.

Democratic Reformation Convention To Be Held In Nanjing

Proposed flag for the reformed Royal Republic

With Jinlu's successful defense and the successful offensive by SANE forces dividing the PLF forces in half, Nanjing is no longer under threat of siege. With this victory, the Emperor-Admiral has announced his intention to go forward with the planned transition towards a functioning democratic state. A multitude of foreign powers have extended offers to the government to assist in the process, including New Derusmia, whose participation in the civil conflict has been instrumental in the success of the ongoing offensive.

The convention will be held at the Imperial Palace's Eastern Meeting Annex and is planned to to take several days to plan out, where the Emperor-Admiral, a section of the public, and the current Electorate will be in attendance to discuss the formation of the SICR's new government structure. Among the subjects to be discussed will include the viability and implementation of a national constitution, as well as a properly moderated legislature.

If the convention is a success, a fully functioning government structure will be produced and allow the proper development of the Nestland into a modern state. There are multiple hurdles however, including much fear of foreign ulterior motives in the meeting that may destabilize or weaken the leadership for the foreseeable future.

With many foreign nationals and their leaders in attendance, security has been ramped up to the maximum, with members of the Deep Interior screening all attendees, in addition to limiting public participation to live broadcasts. Imperial House Guard, in addition to the Imperial Marine-Guard will be handling further security inside the complex itself.

Southern Line Progress Steady

HSR on Southern Line testing completed section

Recent reports from the Department of Transportation and Nationalist Army (responsible for the administration of the Imperial Engineering Corps) have confirmed that current work on the Southern Line rail line is going smoothly, with around twenty-three kilometers of rail now repaired and fully servicable.

With much of the infrastructure lining the route being Civil War-era supply lines, there have been concerns of their safety- however the government has reassured such worries are unfounded with the work detail having been tasked with the dismantlement and revitalization of the rail line.

Other worries about PLF attacks have been informed of protection provided by government military forces in the region guarding the progress, though a recent incident regarding a misplaced bag on site that was mistaken for an explosive did set many on their toes. Regardless, recent efforts by government forces to reinforce IFC units already present is doing much to quell this concern.

Work is expected to be completed by this December, connecting Quintelia and possibly soon Kodumaa to Ui Cenneslaig through the SICR.

Jinlu Holds!

Allied/Government forces are shown here in light blue, PLF holdings in red.

Despite determined attacks by anti-government forces, the strategic metallurgical city remains in Imperial hands. After several tense of months of intense street-to-street fighting, insurrectionists have been pushed back and out of the city limits entirely, where government and SANE allied forces can now engage without the threat of civilian casualties.

Around sixty-five servicemen and women have lost their lives in the course of duty taking the city, while a further two hundred and twenty-five are wounded in action. The Imperial Armed Forces has stated that most of these casualties are the result of IEDs, of which encountered have ranged from simple phone or radio-activated munition bundles to refurbished Civil War-era roadside mines. Measures are being taken to increase the ability to detect and disarm these hazards, but analysts have highlighted the military's overall overreliance on older defensive doctrines and moved too quickly during the offensive.

It is suspected that the SANE and government forces will next move to assist the forces defending Heisen-Dumingjia, though an unexpected major assault by both National Guard and Nationalist Army, assisted by the Special Response Groups of the Deep Interior and allied armored SANE forces has pushed through insurrectionist forces in Wangdu-Essen Provinz, severing western DLF forces in half. The success is reportedly already causing chaos amongst insurrectionist ranks, but these are yet to be confirmed.

Public opinion of the new government and current civil conflict remains divided, but a recent poll conducted by the University of Eltenbacht has shown that over 65% of the nation current reign, 17% divided, and the rest choosing not to answer. It is unknown just how many government-sympathizers to insurrectionists ratio in the occupied zones.

National Forums Formed By Imperial Decree

During an Imperial Palace press conference today, it was revealed that the Imperial Archives, Libraries, and Universities had been reformed into several new organizations or absorbed into existing branches of the government. These include the National Forums, a public debate organization for use by primarily students and academics alike to discuss the state and solutions of the administration. It is hoped that through the implementation of this institution that education and understanding of the national situation is more more widespread and complete through cooperative discussion.

The Forums will consist of three levels of debate: constructive, educational, and argumentative. Constructive debates will suit to seek a resolution for the chosen issue, educational will be to inform and educate attendees over a certain topic of discussion through collected information by the attendees and separate truth from fact, or if not possible, areas of known or possible certainties. Argumentative debates will discuss the complete knowledge of a controversial topic and attendees will each pick or create  their own side and defend it constructively. The Forums themselveswill consist of rooms to house up to a dozen or more debaters in more major disputes, but "casual" debates between smaller groups can be done as well.

Consisting of both physical structures with construction slated to begin in November for each province and now-complete digital discussion boards, it is expected that the political discussion system will soon find its way into the education system, most likely those in preliminary-college schools. A national debate is also scheduled soon over the topic of slavery in Mundus, notably for Tamora and related discourse of international response on the matter. The debate will be available on Imperial Public Broadcasting Station 4 and live on television.

Reenactors In Nanjing

A group of reenactors from the historic 113th Division pose with their equipment

Recently a coalition of veterans memorial groups and their youth successors (including the Veterans of the Sixteenth White Sun Offensive, Sons of the Venerable Imperial Grand Army Veterans, Old Moon Offensive Association, Honorable Broken Sun Warriors Organization and Bloody Rivers Offensive Memorial Association) have engaged a weeklong reenactment from October 4 to October 10 in remembrance of the Thirty-first Grand Fall Offensive in 1938. Around three hundred attendees are participating outside Nanjing in the historic Battlefield Erchang National Park Memorial Site, many recording the event on GoPro commercial mountable sport action cameras.

"It's a way for us to remember the war and those who died in it," Corporal Han Yujing told us as he leaned on a trench shovel by a freshly-dug foxhole. "Some things you can't learn by just reading the books and listening to grandfather about. You have to get out here in the sun and feel the kind of emotions the soldiers felt ninety, eighty-so years ago. Sure, our cardboard blanks for our rifles and cannons don't do justice to what actually happened, but I should think that's enough detail when we spend the day performing suicide charge after suicide charge. The sounds is what really gets to people." He's dressed in the Imperial Engineers' fall garb, with a thick cloak in alpine camoflauge with his sleeves rolled up. A light submachine hangs from his shoulder, which he says is remarkably realistic for number of times it's already jammed. The participants 'respawn' if they die via a sort of honor system, something that the reenactor says has been adhered to very fervently during the event.

When asked about his own family's service, the young man mentioned his father. "He was an assault trooper in the Eighteenth Infantry Division and came home at the end of the war without several fingers and a good part of his hearing. Won a bunch of medals for it. Even though he passed away a couple years ago, he'd always sit me on his lap and tell me about the war and all the times he'd sit in the freezing snow for solid months at a time waiting for the attack order, but also the good memories, like when they'd celebrate the lunar new year with the rare mooncake."

The event will last the rest of the week, with equipment supplied by both the National Museum and veterans organizations, with spectators watching from the various sources on both social media and reporters covering the action live.

The minister considered the offer, slowly starting, "Well... if you could set that minimum number to draw in the local workforce and guarantee employment for primarily younger individuals so that they have some experience to back them for their future careers, then I can see to that the Imperial Engineering Corps make a visit and restore the site to use."

Turning to listen to Sarah, he nodded attentively, listing, "Well, for the license, the government demands a 20,000 IM ($10,000), while the sale of the site itself will take around 220,000 IM ($110,000). The price is open for negotiation, if you so desire."

Karl chuckled, replying, "I doubt you could do as bad as a job we've already done to it in the last century- but it is encouraged that you enclose an area nearby to harvest the herbs and berries, which are quite common and grow in a span of weeks. A kind of moss that deer eat also sit in patches on rocks by the river, so it would welcomed if those were left alone. Otherwise, as a distillery, I think conservation should be relatively simple enough.

He led them inside past the officers, motioning inside the lit building. "Of course. The building is two stories high, with the large tanks that were used to store the fuel reaching both floors. You'll find ample space to expand on all floors once the old machinery is removed. Would you like to meet back here, or would you rather I give you a tour?"

12
"We most definitely have the capacity- though for the sake of efficiency I think perhaps half the quota for Tamoran immigration be lowered for the initial year so the SICR can make fitting accommodations for their arrival. The quota can then be adjusted as needed in the coming years. Housing, temporary as it may be, will be provided as required- however, given the amount of available space at the moment, I would say that finding a place to settle would be of little difficulty. Much of the nation's population moved to the major cities and towns post-war, leaving large amounts of smaller settlements almost completely unoccupied but perfectly suitable for habitation. SICR engineers can also always assist in the establishment of additional utilities and housing if necessary in that venture.

As for your second question, the government will immediately seek to place emigrant Tamorans as liason officers to help educate the domestic population on cultural differences. It is possible some may have a slightly negative reception to the Manist faith, but given the nation's culture, it is highly unlikely they will be bothered by it. I can guarantee that the integration of Tamorans to the local leadership will definitely be a priority after they finish leadership qualifications to futher assist with their addition to the population.

For the third one, there is no government regulation on how to dress, but it is common tradition and mandated by law in the SICR to carry a gas mask case on the belt at the very least. They are quite easy to obtain, of course, and should not pose a burden. It is advised to wear heavy clothing though and some settlements may require it for health reasons.

As a law, the government will provide three-quarters of the funding for a religious building approximate to its population of devotees. The rest of the funds must be provided by the devotees themselves, but utilities will still be provided courtesy of the local government."

He pursed his lips at the final question, nodding. "The armed violence is focused mainly in the south and as a result immigrants will be given choices for settlement in the northern parts of the country to keep them safe. Nevertheless, the dispute is more of a problem with monarchists and pro-emperor leadership and less about the local population, estimated by the military to end in coming months. I can promise you that the citizenry will not be targeted in any way."

He clasped his hands, adding, "Now, there are of course questions that the SICR's leadership has for this venture. As slavery is highly illegal in the nation, any slave in the SICR will immediately be designated a free person upon arrival and offered citizenship. I'd like to know what policies Tamora has regarding this and would also in that respect, offer immigration to mainly low-income families."

He looked to the side, thinking, then nodded, concluding, "I think that's all at this point." The Minister sipped his tea, allowing her to respond.

Jinduming cleared his throat, leaning forward as began to bring out a map.
"Well, I suppose it's my turn. There are four places possible for Josai to choose from, of which are depicted here." He slid the map over to the president with a smile.

"Like Quintelia's zones, the general economic value of each of the area are almost identical. Again, size and population also vary, but in our case you will find the SICR has dramatically less people and more heavy industry. In any case, I will get to the details." He motioned towards the small specks on the map with his index finger.

"The westermost area, Xiawen, has a total population of 22,340 in several towns within a decently large valley, enough for urban development. Alpine forests line the mountainsides and mouth of the valley, with a river running from the summits through the valley. As a major border settlement, it has access to the Kodumaan-Quintelian border, National Railway System extending to all major cities of eastern SICR and possibly the Southern Line as well, which will revitalize the established rail network already in place. Of course, with the surrounding mineral-rich mountains and wartime interest by the OCDP, the region is also host to a bustling mining industry. The abandoned sectors of the area would of course see major refurbishment if Josai chose it, potentially converting the old airfield into a small airport with options for further expansions."

"The town of Taiyuan meanwhile hosts a population of 14,230 within and around the city limits in a wide grassland, boasting rolling hills and ample room for a city, while holding a rather large fuels industry, of which include biofuels, fossil fuels, and syngas. In addition, it is one of the rare regions of the country to hold agricultural centers, of which both feed and supply the city with biofuel material. More developed industrially and commerically, the city also is home to a small rail junction that also can be converted to join the the Southern Line if Josai chose it, already having connection to Jinlu, Baxi'Dinguo and Nanjing. Power is supplied by a sprawling solar and experimental wind array near the outskirts of the city. It has its own regional airport and a hospital, in addition to nearby access to the Yuqin River, and also a battlefield preserve of abandoned miltary vehicles that took part in the Eighth Battle for Taiyuan."

"In the mountains, the zone of Fuchu city is home to the most people, 104,670, while still having much room to still expand through nearby flatlands. Unfortunately, the region is devoid of much plant life, and even today is still recovering despite the government's best efforts from the effects of chemical and biological warfare. Nevertheless, the area holds major manufactuing industry and remains an important transport junction due to its rail connections that extend to Jinlu, Heisen-Dumingjia, Ermingtua, Nanjing, and possibly the Southern Line as well. What little greenery there is shelters hot springs at the foot of the mountains and a small forest preserve, of which will be turned over to the Ministry of Environment and Natural Resources if chosen. The Yuchang River also runs through the city, running the Heiqiao Hydroelectric Dam, which powers most of the city's utilities. It also has its own hospital and pharmaceutical production"

"And finally, there is the town of Ostklippen at 18,980 in the Hualin delta along the coast, which reaches to the nearby salt basin, making good room to expand. The city also has an airport and is served by major shipping dockyards, along with a small offshore oil-drilling industry. The coast has reddish sand due to iron-rich mountains in the surrounding area. Like most cities along the coast, it receives power from the Altreich Nuclear Power Station inland and utilizes two small hydroelectric dams on the basin's walls for additional electrical supply. The Southern Line will also run through the area and smaller rail lines extend to BMS and Heisen-Dumingjia."

He straightened, concluding, "We can discuss what can be offered in exchange once you reach a choice on an area and then proceed with formal affairs from there."

"Naturally," Karl answered, nodding his head. "Thankfully, the river itself sits within a nature preserve, so any industrial contamination should be minimal. Nevertheless, you are free to divert the amount of water in your zone for your use as needed."

The car rolled to a halt as it arrived on the outskirts of a large concrete structure, its camouflaged paint peeling from years of disuse. Tree canopies of trees hung over the roof, the parts not covered by branches shielded by paled tatters of netting. A large blast door faced them, a pair of government officers standing by waiting for them.

"Ah, we're here. The IFC has already performed several safety checks on it, so you are welcome to examine machinery and the structure of the building as you wish. Are there any questions so far?"

15
(OOC: Apologies, I assumed the opposite was true. It'd be great if you could do so, and sorry again for the miscommunication!)

The Minister nodded, signaling a nearby orderly, to bring them each a good cup of tea. He sipped a bit, allowing his counterpart to begin.

16
Yun nodded. "It was quite fine, thank you. And I must thank you for your kind words towards the late Emperor-Admiral," he replied with a short bow.

He led her through the well-lit halls to the conference room, where a pair of guards opened the door for them, then stepped behind to allow them their privacy.

He allowed her to sit before him, seating himself afterward at the conference table. "As do I. The SICR has much to offer those who seek fortune and a future in the Nestland. In that respect, would you like some coffee or tea before we begin or any sort of refreshment?" He paused, allowing Alya to answer.

17
Yun had arrived early in the morning by a sleepless flight, spending the better part of the dawning sky sitting before the conference table with a cup of coffee, considering his options. Tamora had been a fickle topic within the Electorate. Rokkenjima would have their necks- in both Emperor-Admirals' words- if the naval deal was found out.

He stroked the warm side of the mug, taking a sip. Emperor Jingxingguo had given him a special task before he'd gotten on the plane- make an offer Tamora couldn't refuse. The plan was ambitious in the long run, and undoubtedly a difficult one.

He was still pondering over what he'd been told when an aide had informed him of Alya's arrival. He nodded, rising to greet her at the entrance.

The guards of the embassy were lined up at the door for the two to meet as the Minister appeared at the entrance. He smiled at his counterpart, extending a hand in greeting. "Good morning, Your Grace."

To: President Ebston Feish of the Reunified Socialist Republic of New Derusmia,

I apologize formally and personally for my curt last message. I would like to firstly extend a hand of friendship like my father did before me. I may not have participated in international politics from a public standpoint, but I can say that I have not been idle. After observing the recent events of ND-Clysperis relations, I'd like to offer my own advice on the matter.

Your apology to Clysperis is already humbling, in addition to the jets. I think that the best move possible here is to quietly withdraw from Clysperis politics. Any more action will have serious repercussions due to the rather unforgiving state of Clysperis culture and the clash with international ideals. Any more arms sales should be limited and minor. New Derusmia has achieved redemption- but doing any more and Clysperis will inevitably reach for more.

I understand that this may not be a simple decision, further complicated by the issues of my own nation domestically. I only ask that you consider my suggestion.

With great respect,

Emperor-Admiral Jingxingguo von Nanjing

Jinduming shifted quietly in his seat. As Feish finished, he added, "Of course, in the interest of solidarity, the SICR can lend its industry and some engineers to assist Koduuman efforts on the rail system. If more personnel are required, we'd be only happy to send a full division of the Imperial Engineer Corps to help in the construction. After all, we are all neighbors, are we not?"

To: The Empire of Tamora

To the most honorable Alya Safavid,

The Emperor-Admiral is unable to attend, but it would be my utmost pleasure to arrange a meeting in the SICR Djerb Embassy in regard to such matters. All matters are open to discussion- though of course, must abide by the Freestone Mark as per international convention. That being said, there are a few matters that I can preemptively clarify.

Tolerance of religion is one of the primary focuses of the in-work constitution and as such all minorities are welcome and encouraged to speak about and associate with their chosen religious practice, in addition to the right of constructing religious buildings near or in their residential and labor districts. In regards to confiscation and nationalization of Tamoran assets in the SICR, the Emperor-Admiral can personally guarantee that the only cases in which such cases are possible are few and far in between, highly improbably in the current condition of the government.

I am confident that we can reach an agreement to benefit our nations mutually and prosperously.

Most Sincerely,

Yun Hebing
Acting Minister of Foreign Relations

"The Mie River where Plant 33 is located is a series of rapids. It's moderately sized, enough for it to fit an average cargo ship in by width. The forests themselves grow wild berries, usually mixed into our domestic liquor for extra flavor. That and aside from the other herbs the forest grow are the only quite prominent ones. The main building was upgraded in 1951 for additional strengthening when the Orientals began using better jet bombers, so its structure should be solid. It shut down in 1983 after most of the ethanol-fueled vehicles and equipment in the country were decommissioned. It was upgraded in 1951 for additional shielding when the Orientals began using better jet bombers, so its structure should be solid. Most of the equipment was removed when it was decommissioned though, save a few fermentation vats that were built into the ground and deemed too expensive to remove."

Karl gave each of them a short bow, replying, "Of course. Welcome to the SICR." Straightening, he offered a hand to shake. "I trust your journey was smooth?"

He showed them onto the car, explaining as they rolled out of the city, "Eltenbacht's forests were used as a refuge for most of the fuel or chemical plants back in the days of the civil war. The ones being viewed today were built as part of fuel plants towards the latter stage of the war when they started using ethanol as the fuel for rocket artillery.  Our first one is Plant 33, built in 1934 on the bank of the Mie River."

Eltenbacht's regional airport was nestled in a plateau nestled between a river and the mountain range that bordered Ui Cenneslaig. Hangars were nestled in the safety of the rolling hills, their hangar doors painted with fading wartime camouflage. Eltenbacht was far enough away from the fighting that it was relatively peaceful, with only the occasional fighter making a landing to refuel and rearm. The spring rains had finally stopped around this season, allowing the rare sun to peek out from among the clouds.

Karl Hostäven stood waiting for the Culrain representative on the tarmac, feeling the cool summer breeze blow against his suit. A dark government car quietly waited behind him.

"I appreciate these acts of goodwill," replied Jinduming, nodding. "I would not expect any different from any nation to be militarily prepared for any possible circumstance of war- that is the point of the general staff, after all, aggressive in nature or otherwise. Once again, I shall ensure that my Administration does all that is possible to resolve future issues with Rokkenjima without incident. I shall prepare a statement that will attempt to cool the hearts and minds of my people- though I feel that time would be the best remedy in this situation. The military will be reorganized as due, which ought to prevent most future incidents from occurring in the near or far future. I'm sure the hotline will be quite useful in this endeavor, should any problems ever arise. I too am open to future cooperation and it is my hope that we may write this off in the history books of the future as a brief trip in an odyssey of friendship."

"In the case of future projects, I was thinking perhaps a student exchange could help. It might be appreciative for all of our people to see beyond the walls of their homes. Perhaps a dozen students to the major academies of each nation?"

He took a sip of mead. It wasn't bad at all, a rather surprising change from the rice baijiu he was used to.

To: Sarah Culrain

A site can most certainly be found for your purposes. Units in question are relatively easy to find, most of which are former facilities for the mass production of ethanol for wartime fuel constraints or grain mills, and as such should already contain much infrastructure needed for the distilling of whiskey. We have located a few choice options, of which are all located near local rivers and/or lakes, as requested. I am willing to personally show them to you if you would like to travel to Eltenbacht to discuss the matter further. I too look forward to working with your company soon, should you accept.

Sincerely,

Karl Hostäven

Emperor Jinxingguo Declares New Economic Policies And Military Offensives

Speaking from the interior balcony of Nanjing's Municipal City Hall, the Emperor-Admiral announced several new changes to the Imperial Administration's policies, including several incredibly ambitious projects and initiatives meant to reinvigorate the national economy. In addition to these economic measures, Imperial Military Decree No. 567 has been issued to the Armed Forces, ordering the recapture and stabilization of the Altreich region by "all measures necessary to ensure the peace."

The Emperor-Admiral explained that the nation has "too many jobs and not enough people. We have thousands of factories closed because we simply lack the population to run them. Our civil war has ironically decimated our nation's ability to operate the very industrial powerhouse we assembled to feed it, making us rely on a smaller core of factories and assembly plants within the Blut-Himmel Stadt area. My resolution to this issue is to carry out a policy of political openness to immigration and offering refugees a place to start anew. My father's decision to bring in a foreign population was a step in the correct direction, despite the controversy it brought in the method he used."

In accordance with this plan, the Imperial Administration is offering full citizenship and paid university-level education for any immigrant, with guaranteed housing and accelerated citizenship for family members. Government healthcare is provided by right. Retirees may seek a government pension of 480 IM a week at the age of 60. In return, the government will grant citizenship through a green card after a one-year naturalization period.

Furthermore, hundreds of illegal arms industry workshops have been seized and their resources and machinery repurposed for other industries as means of dismantling the arms trade. The arms themselves are to be melted down for scrap, though there are rumors that the ammunition is being confiscated for military stock use.

In regards to military action, the 4th and 6th Nationalist Army Divisions have been deployed to assault anti-government forces near the major metallurgies of Jinlu, which contains around 23% of the nation's refined metal production. Police and National Guard have been fighting one another in the city's streets for days, both attempting to hold out until the military can reinforce them with armored support. Drive-by attacks by both sides have forced most dragonaii noncombatants to seek shelter in the emergency bunkers even as rioters and soldiers fight in the streets.

However, Jinlu is only one of the two major hotspots where violence is at its extreme, the other being near the outskirts of Blut Himmel Stadt. For the anti-government territory, there is word that the majority of its inhabitants support the Imperial Administration, supported by the refusal of Er'Mingtua police to surrender and join anti-government forces. Some cities are seeing small demonstrations against government actions, but for the most part, there is widespread support for the government. The military has promised that the insurrection's ranks are thin enough to be surrounded and removed from the action if joint SANE and SICR forces move quickly to cut off access to vital infrastructure junctions near Heisen-Dumingjia.

FORMAL REQUEST TO THE DEMOCRATIC NATIONS OF MUNDUS

The SICR's previous government was the result of a war-torn nation reliant on the mercies of the powerful within the national leadership. My father did what he could, purging much of it during his own reign by cracking down harshly on crime and corruption. What follows now is my hope to reform the nation into a republic- I have however noticed that the SICR's model of a democratic society is inefficient and bureaucratic on it's own and as a result, I am inviting democratic nations of Mundus to send advisors to assist in recreation of what will be the foundations of the Dragonaii Republic of China.

The aim of the conference will be to achieve the following aims: (1) The creation of a new Legislative Chamber led by elected officials chosen by the local populace through a popular vote. (2) The writing of a national constitution to detail the rights of citizens and the basic laws of the nation. (3) Establishment of a functioning elected monarchy selection system. (4) Implement new political stances on international organizations.

Due to the unstable environment of the current political climate, all transport to the conference will be either by escorted by fighter aircraft or be by HSR lines extending from neighboring Quintelia or Kodumaa. Imperial troops will be present to ensure your safety during both trips.

Most Sincerely,

Jinxingguo von Nanjing of the Ming-Brandenburg Throne

URGENT REQUEST FOR MILITARY ASSISSTANCE

To the most honorable members of the South Ardian New Electorate,

As the SICR currently finds itself under assault from the domestic forces of anti-government insurgents wielding heavy civil war-era military equipment, I am hereby requesting that allied forces placed on standby by deployed to assist dragonaii forces trapped behind enemy lines. These rebel forces are armed with all forms of small arms, up to various anti-tank and surface-to-air platforms. Wartime doctrine has also allowed for the mass mobilization of anti-government forces with preexisting military training and discipline, coupled with the availability of OCDP and wartime SICR weapons in regional bunkers and stockpiles. Imperial forces have already launched major counteroffensive action, but we have detected an enemy force advancing towards Nanjing from the South. Please, dispatch your forces with all haste.

Kind Regards,

Emperor-Admiral Jingxingguo von Nanjing

Vignettes / Re: Mending The Torn Flag
« on: May 15, 2020, 07:59:02 AM »
The Electorate was missing a good two dozen of its members, having gone off to back the DLF and monarchist forces, yet the noise the remainders made was roughly equivalent. Any original political alignment was meaningless- now all the parties stood side by side against their own former fellow party members, shouting, accusing, and some even trying to force their way past the military police President Herminstaat had ordered inside to keep order, waving their fists, faces flush with rage. He could catch snatches of their jeers- "traitor," "usurper," over the shoulders of his Imperial House Guard as they joined the line of military police, slinging their rifles over their backs as they reached for nightsticks.

Herminstaat himself was shouting down the crowd the best he could to allow Jinxingguo to speak, finally reaching into the podium's cubby for the gun, firing in the air to catch everyone's attention. He ended up shooting about half the magazine before the angry crowds on both sides settled down enough for the new Emperor-Admiral to take the stage. The President nodded to the young monarch, stepping aside for him to stand before the podium's microphone. He cast a quick glance at the balcony above him, where his father had clenched a speech of his own.

He cleared his throat, starting carefully, "I know my media statements this morning were found by many of you to be atrociously hollow, treasonous even. I understand that those of you opposed to me, including those actively opposing the authority of the Throne, feel that I have betrayed our country for power, especially since the circumstances of my father's death were so sudden and suspicious, those fears boosted by my intentions to form a democracy. But let it be understood that I do not intend to demolish the monarchy. I will keep it as the nation's figurehead and executive leader. I will remove the position of President and move all offices of the Executive branch to the service of the royal government. I am holding emergency reelections of the Electorate, and the other departments of the state will be reformed accordingly to the Constitution I have planned. Continued military and political reforms to rid the nation of corruption will be boosted, and I will delve into regional politics to stabilize relationships with Rokkenjima- "

He was interrupted as an older politician spoke up, angrily shouting, "Bullshit! You're just a puppet! A foreign puppet! You'd sooner let us drown in ruin from within by killing your own father and letting them in than-"

The man was cut off as he was seized by several military police, shouting obscenities as they dragged him to the wall, tying on a gag to keep him quiet. He continued to struggle as Jingxingguo continued, "-while exercising caution in diplomatic interactions. SANE will be requested for a trusted source of military forces to assist in suppressing the rebels, while proper democracies such as New Derusmia or others will be consulted for assistance in the development and transition to a democratic society with laws proposed by the Electorate and passed by the Emperor-Admiral, whose serving terms will be lifelong, in accordance with royal custom. Free speech and deregulation of certain laws-"

Once more he was cut off as the half of the entire opposition broke out in protest, hearing snatches as they all spoke at the same time. "-Just another occupation- -How do we know they won't make it advantageous for them-"

One called out louder than the others, jeering, "How ironic that the central government now is democratic, eh? Why don't you go the full road and dissolve the whole Electorate while you're at it? Why not kill all of the opposition, boy? Just like your father, and his father?"

Soldiers stepped forward, but the Jingxingguo waved them off, his face stony. He motioned to the restrained legislator. "Let him vote."

Turning back, he shouted, "How many of you are still opposed?"

A few members of the opposition moved to his supporters' side, already aware of his intention.

The rest stood defiantly, still smirking at the Emperor-Admiral. He glared back, then suddenly smiled without emotion. To his satisfaction, their sneers dropped like a stone, looks of horror taking hold of them as he turned to the soldiers facing him. Too late.

"Soldiers. Throw these traitors off the roof. If they don't die when they hit the ground, shoot them." He faced his supporters, some cheering as the others were taken, screaming and flailing. The others looked at him with uncertainty, and at least more than a few tried to act enthusiastically supportive. He waved them off the act, placing a hand on the podium.

"From this moment forward, the Electorate is dissolved. A better system will be devised to replace it. For now, I am taking emergency control of the country. We will reunite the country and build a new one to replace this one. We will fix the torn flag of our ancestors and redye it. We may have marched out in bloody and friendless, but we will prosper with our allies and lessons taught to us from our mistakes. Let us return the nation to the people, for we are them as much as they are us, and the right to their own lives is one that we shall work to improve for all of us, and not simply the government as a nation-state. Long live the Republic!"

The cheer he received was uncertain from some members, but it'd do.

"Right then. If you'll excuse me, I need to ask our allies for help."

As he walked out the door, he heard a scream and loud thump as a body impacted the paving stones a few yards away. A grim sight, for sure, as blood began pooling around the cracked skull.

But rest assured, he told himself, for it will be the first of the last.

THE EMPEROR-ADMIRAL IS DEAD

Following what has apparently been a shocking revealing of his health, as well as final intentions and will for the nation before the Electorate, the Emperor-Admiral returned to his quarters to converse with the Crown Prince, then retired to bed, only to pass away a few hours afterward at 4:03 AM IST, supposedly having requested that he not be disturbed. A panic has erupted even as the Crown Prince has taken the throne, with many politicians supposedly attempting to gain favor with the private monarch by sending gifts of condolence, though the natures of which have not been released to the public.

Furthermore, concerning rumors and reports alike have emerged accusing either the Crown Prince or foreign powers of assassinating the Emperor-Admiral, causing several mobs to gather near regional military arsenals, seeking weapons for they have said is for their own safety. With no guidance from the central government, regional governments have begun accusing one another of plotting against the Imperial Throne, backed by various Electorate members all claiming to have witnessed differing versions of the Emperor-Admiral's last public appearance, ranging from ordering the Electorate dissolved to ordering the National Army to take control. This has resulted in the swift formation of militants and even several local district-officials within Heisen-Draumer mobilizing sympathizing police, National Guard, and National Army units into active duty, attempting to force out or engaging Marine-Guard and still-loyal military forces.

Other counter government forces have chosen this moment to rise up violently, with an organization calling itself the Dragonaii Liberation Front using late Civil War weapons to engage local police and National Guard Units in Ganxi Provinz. Crown Prince Jinxingguo has ordered the military to regroup near local Arsenals, but already contact has been lost with the [REDACTED] and Seventeenth Division. Units of the Imperial Marine-Guard have been deployed to quell the insurrection, but are meeting unexpected resistance against what appear to be large stocks of munitions and well-prepared combatants.

The Deep Interior is currently under fire by "loyalist" politicians, who accuse the BIS of failing to notice the insurrection's activities. Various other organizations under the Deep Interior- for example, departments responsible for political warfare, are also receiving much disapproval for failing to notice the disloyalty of so many politicians and officers.

Even so, the Crown Prince ordered a simple and swift coronation ceremony as he needed to make sure that "Political adjustments are made to the Imperial Administration to prevent further damaging activity, and a resolution to the violent crisis currently underway."

in an equally shocking speech to the Electorate this morning, he has highlighted his intentions to transform the SICR into a republic, promising free elections and freedom of speech to all citizens, as well as a lift on socioeconomic regulations on dragoni lifestyle, such as rationing and draconic punishment. "These acts and propositions were fit for a time gone by decades ago, when hoarding and desertion were rampant. I shall make it my personal mission to see that this nation's flag, tattered and torn by corruption and war, will be mended anew."

His speech also outlined his willingness to work with SANE in the mutual benefit of all members, including more active policies towards regional events. Calling upon Quintelia and New Derusmia, he pleaded, "My father foresaw a future of cooperation, and I intend to carry that out by all means necessary. For that to happen, I need the nation unified, and so I urgently request assistance from President Feish and King Lapu to aid the Nestland in its endeavors to become better than the war-torn, ravaged land that is the SICR."

To the people, he urged solidarity and promised a better future. "We cannot prosper apart. We cannot waste time bickering and waving guns as we have for the last two centuries. We for once have the opportunity to build a future of unity and happiness based not on the occasional flag on a blood-soaked hill, but a grassy valley for which we may reforge our nation anew- let us seize it."

At the end of his speech, he outlined key points that he wished to implement in a future constitution that he would seek to negotiate with the Electorate for. These include a presidential term of five years, with an option to be reelected twice, commercialization of industry (barring military-related conglomerates), a universal right to a fair trial, a standard humane capital punishment, and the reformation of the Ministry of the Deep Interior.
