FORMAL REQUEST TO THE DEMOCRATIC NATIONS OF MUNDUS

The SICR's previous government was the result of a war-torn nation reliant on the mercies of the powerful within the national leadership. My father did what he could, purging much of it during his own reign by cracking down harshly on crime and corruption. What follows now is my hope to reform the nation into a republic- I have however noticed that the SICR's model of a democratic society is inefficient and bureaucratic on it's own and as a result, I am inviting democratic nations of Mundus to send advisors to assist in recreation of what will be the foundations of the Dragonaii Republic of China.

The aim of the conference will be to achieve the following aims: (1) The creation of a new Legislative Chamber led by elected officials chosen by the local populace through a popular vote. (2) The writing of a national constitution to detail the rights of citizens and the basic laws of the nation. (3) Establishment of a functioning elected monarchy selection system. (4) Implement new political stances on international organizations.

Due to the unstable environment of the current political climate, all transport to the conference will be either by escorted by fighter aircraft or be by HSR lines extending from neighboring Quintelia or Kodumaa. Imperial troops will be present to ensure your safety during both trips.

The Yach Governate offers its unbounded condolences to the Republic for the present crisis and the events which caused it. We know the pain which arises from civil conflict and are willing to supply support in any meager way we can. This brings us to the current situation: While the Izhitsan federal government has had serious faults, individual provinces of Izhitsa, Yach included, have managed to establish stable, yet innovative republics capable of standing and adapting for more than 100 years. If you accept, we are willing to supply one of our finest scholars of constitutional law, Irhad Saidi, who has recently been advising several representatives of our people in the creation of a new Izhitsan constitution, but has expressed frustration at the slow pace of progress on that front. He has indicated no small amount of enthusiasm for this undertaking.
Be advised that, should you accept our offer, this information should not be made public, as this mission has not been authorised by our comrades in Eastern Izhitsa, who have shown little more than a lukewarm attitude toward the creation of a democratic society and may see this as an attempt to establish unilateral relations with another country.

The Kingdom of Tytor has watched recent developments in the Second Imperial Chinese Republic with great interest.  As we have not yet formally done so, allow me to extend my government's condolences for the death of your esteemed father.  As your nation emerges from its period of mourning, the actions you take now will define the next era in its history.

Accordingly, on behalf of Prime Minister Madeline Thatcher, I wish to relay the Tytorian government's confidence that any movement toward democracy is a step in the right direction. Therefore, it is my pleasure to inform you that Tytor will be sending a delegation to assist in the achievement of the reforms set forth in your gracious invitation.  As I myself am unavailable, this delegation will be led by my junior minister, Marcus Belby.  He will be accompanied by Professor Cecil Worthington and Dr. Samuel F.
