Emperor-Admiral Jinxingguo von Nanjing,
The Kingdom of Tytor has watched recent developments in the Second Imperial Chinese Republic with great interest. As we have not yet formally done so, allow me to extend my government's condolences for the death of your esteemed father. As your nation emerges from its period of mourning, the actions you take now will define the next era in its history.
Accordingly, on behalf of Prime Minister Madeline Thatcher, I wish to relay the Tytorian government's confidence that any movement toward democracy is a step in the right direction. Therefore, it is my pleasure to inform you that Tytor will be sending a delegation to assist in the achievement of the reforms set forth in your gracious invitation. As I myself am unavailable, this delegation will be led by my junior minister, Marcus Belby. He will be accompanied by Professor Cecil Worthington and Dr. Samuel F. Jay, each of whom participated in the creation of the present Tytorian constitution, and each of whom specializes in the field of constitutional law.
It is the hope of the Tytorian government that this conference will be of benefit to your nation, and I have confidence that those assembled for this purpose will act in accordance with the goals of freedom and democracy that each holds dear.
