The Contracting States,

Recognizing that wild fauna and flora in their many beautiful and varied forms are an irreplaceable part of the natural systems of Mundus which must be protected for this and the generations to come;

Conscious of the ever-growing value of wild fauna and flora from aesthetic, scientific, cultural, recreational and economic points of view;

Recognizing that peoples and States are and should be the best protectors of their own wild fauna and flora;

Recognizing, in addition, that international co-operation is essential for the protection of certain species of wild fauna and flora against over-exploitation through international trade;

Convinced of the urgency of taking appropriate measures to this end; Have agreed as follows:

ARTICLE 1

1.1 - WMO will annually draw up a list of species of flora and fauna which are considered to be endangered. This shall be known as WMO's Endangered Species Registers (WMOESR)

1.2 The WMOESR will be drawn up using advice from various national agencies and compiled by a staff at a central WMO HQ to be located in Portworth, East Moreland.

1.3 Once published nations will be expected to give endangered status to any species of flora or fauna on WMOESR

ARTICLE 2

2.1 Nations agree to establish a law to ensure the protection of endangered species. 

2.2 Laws should be designed to prevent the trade, transportation and use in manufacture of endangered species in the same way as the

Definitions

For the purpose of the Act, unless the context otherwise requires:

(a) "Species" means any species, subspecies, or geographically separate population thereof;

(b) "Specimen" means:

(i) any animal or plant, whether alive or dead that is on the WMO's Endangered Species Registers (WMOESR);

(ii)  for any species included in WMO's Endangered Species Registers (WMOESR), any readily recognizable part or derivative thereof

(c) "Trade" means export, re-export, import and introduction from the sea;

(d) "Re-export" means export of any specimen that has previously been imported;

(e) "Introduction from the sea" means transportation into a State of specimens of any species which were taken in the marine environment not under the jurisdiction of any State;

(f) "Scientific Authority" means a national scientific authority designated in accordance with Government Policy

(g) "Management Authority" means a national management authority designated in accordance with Government Policy

ARTICLES

1. No specimen may be imported into East Moreland unless the following criteria are meet
 a) A valid export licence has been granted from a Management Authority from the state of origin
 b) A valid export licence has been granted from a Scientific Authority from the state of origin.
 c) The specimen is not to be used for commercial gain.

2. No specimen may be exported from East Moreland unless the following criteria are meet.
 a) A valid export licence has been granted from a Management Authority from the Kingdom of East Moreland
 b) A valid export licence has been granted from a Scientific Authority from the Kingdom of East Moreland.
 c) The specimen is not to be used for commercial gain.

3. Any specimen pre-dating this Act must be registered and a certificate of authenticity issued.

4. Any production containing material gathered from WMOESR registered animals will require the same certification as laid down in Articles 1 and 2.

5. Captive breed animals may only be transported should the following criteria apply.
 a) A valid export licence has been granted from a Management Authority from the state of origin
 b) A valid export licence has been granted from a Scientific Authority from the state of origin.
 c) The specimen is not to be used for commercial gain.
 d) The specimen is not part of a private collection.

6. Any Captive breed animal is liable to seizure and repatriation to its state of origin or a Scientific Authority within the Kingdom of East Moreland, unless it meets all of the criteria of Article 5.

7. Any medical products using WMOESR Registered animal material are banned from entering or leaving the nation unless
 a) A valid export licence has been granted from a Management Authority from the state of origin
 b) A valid export licence has been granted from a Scientific Authority from the state of origin.
 c) A certificate of authenticity has been issued.

8. No animal on WMOESR may be exploited in East Moreland for commercial gain.

9. No animal on WMOESR may be used in the production of medicinal products within the Kingdom of East Moreland.

10. Any person found in breech of this Act is liable of up to 5 years imprisonment and/or a £EM50,000 for each specimen found in breech of the Act.


2.3 Nations agree to establish, if they have not already,  an agency within their own boarders to enforce legislation relevant to the protection of endangered species.

2.4 These enforcement agents will be given the power to effect arrests in accordance with national laws and commence when necessary prosecutions of offenders.

2.5 Enforcement agents may be serving Police Officers but must have received specialist training for this role.

ARTICLE 3

3.1 WMO will be funded by a combination of charity contributions and government funding.

3.2 Each nation of WMO will provide a minimum of five and a maximum of fifteen members of staff to work at the central HQ. This people will be responsible for collating the WMOESR and gathering intelligence from the enforcement agents in their own nation and if necessary sharing it.

3.3 WMO will be overseen by a Chairperson appointed from an election within the staff members at WMO HQ. They will serve as Chair for 12 months before a re-election takes place.

3.4 No chairperson may serve more than four consecutive terms

3.5 The chairperson will represent the organisation in all its dealings with national governments.

3.6 Each WMO nation will appoint a National Patron, whose duty it will be to promote the work of WMO in their home nation.

ARTICLE 4

4.1 Any nation may join WMO as long as it meets the following criteria

a) It can provide evidence of attempts to preserve wildlife.
b) It has in place a law as stated in Article 2.2
c) It agrees to abide by all terms of the charter.

4.2 WMO retains permission to recruit its own investigators and enforcement agents who may deploy to any nation that is a member. While operating in a nation they must comply with all local laws.

4.3 WMO retains permission to operate its own fleet of ships. These will be registered in the Union of Nordic People. This ships will be used to respond to disasters threatening wildlife (E.g Oil Spills). They will operate under the command of the Chairperson and shall be granted automatic access to territorial waters of member nations, unless the situation warrants their restriction. Should the disaster not be in a WMO nation they shall operate under advice of the home nation.


Member nations

Any nation wishing to join must be compliant with Article 4.1 and ratify the charter.
