Ardian Assembly - Iwi-Seleucid Situation

To: The Members of the Assembly

With news that Royal Seleucid has captured an Iwi gas tanker we see a Midaranye state effectively stealing from a fellow Ardian nation under the guise of debt repayment. Unfortunately, throughout history, many Ardian states have allowed the Iwi to face a multitude of crises on their own, not even caring to make a statement or take any action to assist a continental neighbour. These actions cannot, and should not, stand. It is time for Ardia to start acting, swiftly and efficiently, when one of our continental neighbours are treated in this manner.

To encourage Royal Seleucid to comply, Rokkenjima feels that we must make sure that the costs of taking the Iwi tanker far outweigh any gain which Royal Seleucid sought to gain from it. Therefore, Rokkenjima presents the following proposal:

Aware of the situation brewing between the Commonwealth of the Iwi and Royal Seleucid;

Concerned that Royal Seleucid violated international laws and norms in boarding, and taking into its possession, a Maori Gas tanker operating in the Sea of Kyne;

Recognising the dangerous precedents presently at play and looking to restore serenity upon the seas to provide for safe and fair trade for all Ardian states;

Determined that Ardian Nations should support their continental neighbours of the Commonwealth in rectifying this situation;

The Membership of the Assembly agree to the following.

1. The Assembly shall render assistance to the Commonwealth of the Iwi, starting with negotiations with Seleucid officials, to see the tanker returned to its rightful owners.

2. Royal Seleucid shall disavow its actions and agree to follow established laws and norms; it shall not take ships on a whim in the future.

3. Should Royal Seleucid refuse to return the tanker Ardian states, and companies under their jurisdiction, will cease purchasing oil, gasoline and other petroleum products from Royal Seleucid and those who support their actions, switching their procurement of oil to domestic producers and the Kingdom of Seaforth to ensure no shortages due to such a switch.

While the Grand Duchy of Bakkermaya would normally have supported the sentiment, if not the delivery, of the Rokkenjiman resolution I feel that the situation has since changed following retaliation by the Unified Iwi. While the people of Bakkermaya can understand the sentiments of the Maori their attack has endangered lives unnecessarily and have inflamed the situation. Furthermore Article 1 is now redundant as the tanker no longer exists. With this in mind and the swiftly chaging nature of the situation I believe that perhaps rather than look for a formal resolution the Ardian Assembly should look at utilising Ui Cenneslaig's unique bond with the Maori and the Seleucid people to bring a peaceful end to this situation.

I therefore propose that we empower King Finley of Ui Cenneslaig or his chosen representative to speak to both sides either separately or together with the end goal being an immediate and lasting cessation of tit for tat breaches of the FSC and address the financial and diplomatic concerns of both nations.

Gowu agrees with the assessment of Grand Duke Lascelles, article 1 of the proposed resolution is now redundant due to the tanker's destruction however on this point we do remind the Assembly that dependent on what the extent of the damage caused by the tanker's destruction is we may have to revisit this in a related manner. We also agree that King Finley is in a unique position to bring about a peaceful solution and should be granted the support of the Assembly. I also believe that as the current Iwi-Seleucid situation is related to the discovery on the Paracambian island of Castries of a bio weapons lab that perhaps Bakkermaya through its membership of TUNA could perhaps facilitate the opportunity to compare the samples found on Castries against the samples of the Academica Bubonic Plague outbreak so as to settle the matter of origin.

Also while not specifically related to the situation as it presently stands I would like to gently remind members of the Assembly that provisions such as article 2 in the original proposal should never be included in Ardian Assembly resolutions for the simple reason that the Ardian Assembly cannot compel a non member to do anything, we can make requests, we can make suggestions and so on but we cannot compel them. This is only noted for future reference.

Following a suggestion from Grand Duke Lascelles the Cenneg are ready to try and speak with both parties in this current crisis.

Should the Assembly approve Prince Lennox will be dispatched to Ipsus while Princess Una would visit the Iwi's capital of Hunter's Bay. They would seek to gain agreement for a cessation of current stances and then invite both parties to Claith in order to meet with King Finley in order to reach a permanent agreement.
