Following news of the raiding, destruction and trading of artefacts in Clysperis to fund an armed uprising it is my belief that this organisation must take measures to do what is within its power to ensure this is halted as soon as possible. As such I have recently passed a law for my nation which effectively halts the practice of trading in artefacts from Clysperis and if needed other nations. This law is one that I hope can be further supported by joint action taken by CETO as such I hope that the organisation will support the following resolution.

Determined to ensure that nations maintain control over their own historical artefacts wherever possible

The Membership of the Cultural Exchange Treaty Organisation hereby agree to the following.

1. Should the organisation believe a conflict is being funded by the trade in historical artefacts they may name a nation as a "Listed Nation." following a majority vote by the organisations voting members.

2. From the date of a nation becoming a "Listed Nation" no individual may transfer ownership, export or import artefacts from that nation unless they can prove the artefacts meets the following criteria.

a) It was removed from the Listed nation prior to the nation being listed.
b) It's removal at the time complied with the listed nations domestic laws at the time of removal.

3. Any artefact being discovered in breech of this resolution is to be seized by the nation which discovers it.

4. Seized artefacts will be stored safely by the seizing nation. Nations may place the artefact on display and may carry out non-destructive studies on the artefact.

5. Listed Nations may apply to be removed from the list at any point 14 days from being place on the list.

6. Listed Nations will be removed from the list following a majority vote of voting members.

7. Listed Nations will be able to recover seized artefacts once removed from the list. Once an application to have seized artefacts returned is received the Board of Scholars will determine whether it is safe for the object to be returned. Once it is determined that the object is safe to return to its cultural origin it must be returned within 21 days.


It is my hope the membership of this organisation will review this idea and impliment it in its current form or amended as the expert panel of CETO think best.

On The Morelander Proposal

During the occupation of Rokkenjima by forces of the Ardian Empire it was not uncommon for Rosari Temples to be ransacked and burned, along with countless other examples of cultural destruction were wrought under the Federal Republic even more recently. Although we hold our differences the First Empire cannot condone the reported actions taking place in the Kingdom of Clysperis and lends its full support to the Resolution put forth by the Kingdom of East Moreland.

The reports coming out of Clysperis in relation to this matter are deeply disturbing and concerning. The destruction of any nations history is not something that cannot be condoned and I fully support the spirit of the resolution King David has presented us with, however I would propose that the amendments highlighted below be made or something similar.

5. Seized artefacts will be stored safely by the seizing nation. Nations may place the artefact on display and may carry out non-destructive studies on the artefact. The Provisions of Article 6 of the Cultural Exchange Treaty minus the six month limit shall apply for this purpose.

6. Listed Nations may apply to be removed from the list at any point 14 days from being placed on the list.

7. Listed Nations will be removed from the list following a majority vote of voting members.

8. Listed Nations will be able to recover seized artefacts once removed from the list. Once an application to have seized artefacts returned is received the Panel of Scholars will determine whether it is safe for the object(s) to be returned. Once it is determined that the object is safe to return to its cultural origin it must be returned within 21 days. Notice of the return must be given to the Panel of Scholars by the nation returning the object(s).

On a point of clarification in relation to the amendments proposed for article 2 of this resolution they are proposed to account for both import and export, which I note was mentioned in the original proposal however the original 2(a) only suggested that artefacts being removed from the listed nation, it did not account for circumstances where an artefact from a nation is on display in another state and then placed into transit but that nation being listed before the artefact arrives home so to speak. Therefore the proposed article 3 permits the nation responsible for the transportation of the artefacts to seize them and comply with the resolution.

The other amendments I propose are I believe self explanatory.

With no further additions or suggestions the Achkaerin amended resolution shall be put to the vote and requires a majority of voting members to pass into CETO regulations.

I'm assuming as its now December 5th that this has passed.



With the new legislation passed the Maori representative at the meeting stood and spoke. " The Commonwealth of the Unified Iwi wishes to propose formally to add a nation as a "listed nation". The nation we would like to have placed on the list is our own. It is our belief that the conflict currently underway between ourselves and Royal Seleucid is sufficient to ensure we meet the criteria of a nation whose artefacts are at risk from conflict. Many objects were removed from the Commonwealth territory to be sold off as souvenirs to the Seleucid.  This sale and transfer goes against the laws of the land and the faith of our people. As such we wish there to be a global ban on the sale and transfer of artefacts Maori in origin."

The Kingdom of Tytor notes that tensions alone do not a conflict make.  As there is no state of war or undeclared armed conflict between the Commonwealth and Royal Seleucid at present which would be fundable by the sale of Maori cultural artifacts, we find it necessary, though distasteful, to vote against the inclusion of the former as a Listed Nation under the terms of this resolution.
