THE BRANCHES OF GOVERNMENT PT. 1
The National Government
The National Government is divided into two "Arms of the Prince": the Civil and the Martial. "The Plantation" as it is refereed to colloquially is the Office of the Prince, which stands above those Arms as the supreme politico-martial authority.
The Plantation/ šah planteshuhn
The Plantation is, for the most part, Interchangeable with the Monarch itself, and is the Luuxlander version of "The Throne". However, even though The Prince is the only acting member of the Plantation, the Immediate Royal Family (IRF) is also considered a part of it. (Especially since most of them live there!) People who marry into the Royal family either by daughter or son, must surrender all personal assets to the Treasury at the time of engagement to be sold to be auctioned to the private sector, or granted to charities. Members of the family who exit the IRF (becoming 3rd-cousin or further from the Sitting Prince through a death or abdication) are granted a 1,000,000L purse, and no longer have access to the Royal Assets. which include (but are not limited to) the Plantation itself, and the Royal homes scattered throughout the country, and the Royal Purse (which is the
suggested Royal Budget for living expenses (and moderate luxuries)).
The Advisory/ šah Avyshree
The Advisory is the highest ranking body of the Civil Arm of the Prince. The Advisory's job is to oversee the daily domestic and foreign functioning of the civilian government. The Advisory is the de facto legistlative branch of the government, but they lack the authority to implement any of their decisions without consulting the Prince. However, the Arch-Advisor or Tanist may sign the bill or executive order into law in place of the Prince. If there is no response from the Royal Office for 14 days, the law is considered 'Passed-by-Trust'. This system however, may be interrupted or discontinued by the Prince himself at anytime without warning. Laws originating from the Prince himself do not have to be supported by the Advisory, and the Prince may pass and overturn laws at will. However, the Prince will usually leave the Advisory to function in his name with exception of big-name issues or those of personal interest.
The Advisory creates and oversees lesser body's of government in the Prince's name. This includes Embassies. Treasury, Judiciaries, National Parks, and etc...
Constitutionally the Advisory has three functions:
- The Advisory votes and selects the Arch-Advisor from among their ranks who acts as Chairman.
- The Advisory votes and selects the Tanist from members of the Immediate Royal family. The Tanist is the heir to the throne.
- The Advisory may vote (If the sitting Prince violates the constitution, or Has national Approval ratings lower than 25%) to Force Abdication of the throne to the Tanist.
The Advisory is made up of two 'houses': The Upper-House and the Lower-House. The Upper-House is made up entirely of member of the Immediate Royal Family (IRF) which are 2nd-Cousins and Closer to the Sitting Prince. A Prince may also grant 2 persons who are not among the IRF lifelong seats in the Upper-House. The Advisors of the Lower-House are elected by popular vote in each province. A Lower-Advisor's term length and any limits to the number of terms are left up to the Provincial governments.
Lower-House, and Upper-House Advisors are equals in political power, the only difference is their methods of acquiring office. This System carefully balances representation of the masses, with the expediency, benefits, and long-term stability of Monarchy. The system also limits political ambition and corruption by investing all real power in the Monarch. Members of the Royal family are the only ones with ability to sit in the Upper-House, and by extensions are the only ones to whom the Highest office is available.
The Martial Arm of The Prince/ šah Slohgahners
The Martial Arm is divided into 3 'sub-arms': The Luuxland National Police Department (LNPD). The Royal Army (LRA) and the Royal Navy (LRN).
These All are branches of the military. The LRA is concerned with all military operations on land and in air. The LRA's main job is foreign operations, but they can and do support the LNPD. The LNPD are concerned with law enforcement on Land, water, and Air. The LNPD also, as the largest branch, maintains the National Defenses,and deals with any humanitarian crisis; they have no authority to perform operations in foreign lands. The LRN is currently Inactive due to a lack of ships, but their main job will be the defense of Luuxlander oceanic waters.
All three were established on August 29, 2018.
