BACKGROUND
Vevinia consists of six clans and a clanless diaspora. The Government consists of the High Chief, the Council of Elders which consists of two representatives from each clan. Clan representatives are democratically elected within their clans and then they must go through training to help them achieve a higher level of wisdom. High Chiefs must go through similar training but it is more extreme as they must sacrifice their clan identity and therefore their family in order to remain impartial when considering political issues. Every 10 years - after the current High Chief has served for 8 years - each clan elects a potential High Chief, all candidates then proceed through the training which takes 2 years, then the new High Chief is chosen out of these candidates by the current Council of Elders and the incumbent High Chief.
