1. The nations signing this treaty agree to the formation and maintenance of the Mundus Atomic Energy Agency, (hereinafter referred to as "the Agency) based on acceptance of all parts of this treaty.

2. The Agency shall seek to accelerate and enlarge the contribution of atomic energy to peace, health and prosperity throughout the world. It shall not knowingly involve itself in any measure designed to use atomic energy for military purposes. For the purpose of this treaty "military purpose" shall be defined as any weapon that derives its destructive and/or lethal force from nuclear reactions or radioactive material. Including, but not limited to, fission, thermonuclear, and radiological weaponry

3. The Agency is authorised by its members to carry out the following duties.

i) Encourage and assist with research, development and practical application of, atomic energy for peaceful uses throughout the world.
ii) Act as an intermediary for the purposes of securing the performance of services or the supplying of materials, equipment, or facilities by one member of the Agency for another.
iii) To make provision to help less economically developed nations access the use of atomic energy for peaceful purposes
iv) To foster the sharing of technical and scientific data relating to Atomic Energy.
v)  To encourage the exchange and training of scientists and experts in the field of peaceful uses of atomic energy
vi) To put in place safeguards to ensure expertise, material, services or equipment provided by the Agency are not used for military purposes.
vii) To put in place safeguards to ensure the use of atomic energy is safely monitored.
viii) To acquire, establish and maintain any facilities deemed necessary for the fulfilment of  the Agencies role.

4. In order to fulfil its duites the Agency shall;

i) Act in a manner to promote peace and co-operation.
ii) Maintain a record of all known fissionable materials held by member nations.
iii) Establish teams of inspectors to ensure compliance with this treaty.
iv) Publish quarterly reports of its activities.
v) not make assistance to members subject to any political, economic, military, or other conditions incompatible with the provisions of this charter.
vi) at all times seek to respect the sovereignty of all nations.

5. Any nation willing to abide by all articles of this treaty shall be considered members and granted all the rights and responsibilities contained within it.

6. The Agency shall establish a General Conference which shall give each nation one seat which may be filled by a representative of their choosing. The General Conference shall be based at the Headquarters of the Agency which shall be in . Each member of the Conference shall have one vote. The General Conference may discuss any questions or any matters concerned in this Charter. Recommendations may be passed with a majority of voting nations. The approval of the General Conference must be gained before the Agency undertakes any tasks laid out in Article 3. The General Conference shall elect a President to act on behalf of the General Conference.

7. The President of the Agency shall represent the General Conference in discussions with nations and shall report back to the General Conference before any decisions are taken. The President shall serve for two years but may be re-elected

8. The General Conference shall elect a Chief of Staff who shall oversee the day to day tasks of the Agencies staff. The Chief of Staff shall serve for four years and may be re-elected. The staff shall include such qualified scientific and technical and other personnel as may be required to fulfill the objectives and functions of the Agency. The Agency shall be guided by the principle that its permanent staff shall be kept to a minimum. Staff shall not seek or receive instructions from any source external to the Agency.  They shall not disclose any industrial secret or other confidential information coming to their knowledge by reason of their official duties for the Agency.

9. EXCHANGE OF MATERIALS

a) Each member should make available such information as would, in the judgement of the member, be helpful to the Agency.
b) Each member must make available to the Agency all scientific information developed as a result of assistance extended by the Agency.
c) The Agency shall assemble and make available in an accessible form the information made available to it under paragraphs A and B of this article.

10. SUPPLY, STORAGE AND TRANSFER OF MATERIALS

a) Each member nations shall maintain a record of material capable of producing more than 25 RAD.
b) Each member nation shall be able to surrender to the agency such materials with 30 days notice.
c) The Agency shall maintain facilities to store such materials.
d) Members may only transfer materials to other member nations. Such a transfer must take place through the Agency. The Agency shall collect the materials and these shall be handed to the recieving nation no earlier than 14 days later.
e) The Agency may at 48 hours notice inspect any facility recorded as containing material capable of producing more than 25 RAD.
f) The Agency may at 24 hours notice inspect any facility recording as containing material capable of producing more than 100RAD.
g) The Agency may with no notice inspect any facility recorded as containing material capable of producing more than 200RAD.
h) Nations must ensure that their storage facilities are safeguarded against;

i)hazards of the weather,
ii)unauthorized removal or diversion,
iii)damage or destruction, including sabotage.
iv)forcible seizure.

I) Nations found to be in breach of e,f,g or h will no longer be permitted to receive materials from the Agency.
J) In storing its own materials the Agency shall ensure the geographical distribution of these materials in such a way as not to allow concentration of large amounts of such materials in any one country or region of the world.

11. RIGHTS AND RESPONSIBILITIES OF THE AGENCY

a)  The Agency may inspect any specialised equipment or facilities concerned with the production of nuclear electricty. This is to ensure it conforms to international safety standards and is being used for peaceful means.

b) The Agency may enforce any internationally recognised Health and Safety conventions.

c) The Agency may view any facilities operating records to assist in ensuring accountability of materials.

d) The Agency may view and observe procedures involving the by products and waste of nuclear facilities.

e) The Agency may dispatch to any member inspectors to visit any facility as outlined in this charter. Inspection teams must consist of at least ten members drawn from at least four nations. Inspectors may speak with anyone they deem suitably qualified or employed in areas utilising nuclear material.

f) The Agency may inspect any other facility or materials approved by the General Conference.

g) Any nation deemed by inspection teams as interfering in these processes will lose its right to be transferred nuclear materials or equipment.

12. AMENDMENTS, SUSPENSIONS AND WITHDRAWALS

a) The Treaty may be amended at any time by approval of two thirds of General Conference voting members.

b) Any nation deemed to be breaking this charter may be suspended with the approval of two thirds of General Conference voting members. Upon suspension the right to receive material is lost.

c) A suspended nation may at any point petition for its suspension to be lifted only if it has first presented evidence of full complience with this charter.

d) A nation may withdraw from this charter at any time having first given at least 60 days notice.

e) A nation may re-enter the Agency at any time by resigning the Charter.

Constitutional Amendment Act (2018)

An act to amend the Constitution to abolish the Premier and the Regional Assembly, enhance the powers of the Grand Chancellor, provide protections for members during the enactment of legislation, and for connected purposes.

WHEREAS the members of the Independent Order have, after due time and consideration, determined that there shall exist a single Constitution with supreme authority over all laws,

AND WHEREAS said members believe such Constitution has, since its enactment, failed to increase activity with regional governance or gameplay, and therefore believes significant amendments are required,

BE IT THEREFORE ENACTED by Her Excellency the Grand Chancellor, by and with the advice and consent of the Regional Assembly, and by the authority of the same, as follows:

Amendments

(1) After subsection 2a, insert:
“(b) Making any such enactments required for the peace, order and good government in the region;
(c) Appointing Ministers, the Lord Chief Justice and the Roleplay Magistrate, and any other formal positions, where required;”

(2) In subsection 2b, omit ‘Premier elections and’.

(3) Section (3) shall be repealed.

(4) Section (4) shall be amended as follows:
“(4) The Grand Chancellor may be recalled following a referendum of all eligible members of the Independent Order, as defined by law. Should a Grand Chancellor be recalled, then an Constitutional Convention shall be required to appoint a replacement.”

(5) Article Two, including sections 5-13, shall be replaced with:
“Article Two: Legislation

(5) The Grand Chancellor may enact any legislation, including amendments to the Constitution, Criminal Code and Roleplay Rules.

(6) Any enactment made shall be known as Acts of the Chancellory.

(7) The Grand Chancellor must, when seeking to make such legislative changes, publicly post, and announce on Discord, the regional message board and any other relevant areas, the proposed Act in the Conference Hall.

( The Act must remain in the Conference Hall, open for public debate or opposition, for a minimum of 72 hours, unless such an Act would amend the Constitution, Criminal Code, Emergency Procedures or Roleplay Rules, where it must be open for at least 96 hours.

(9) No Act amending the Roleplay Rules proposed initially by the Grand Chancellor may be enacted without the advice and consent of the Roleplay Magistrate, except where the enactment is approved by a referendum of eligible members.

(10) Any eligible member may petition in the Conference Hall thread to block an Act. Should the petition receive two further signatures from eligible members while the Act is in the Conference Hall, then the Act shall be subject to referendum of all eligible members.

(11) Any eligible member may bring forward their own legislation and, with the support of four further eligible members, require the Bill to be brought to a referendum of all eligible members.

(12) The Grand Chancellor may, where authorised or required by law to do so, issue a statutory instrument known as an Order of the Chancellory (herein ‘Order’). No Order shall need prior approval, however, any eligible member may bring forward, to the Conference Hall, a petition to repeal the Order. Should the petition receive four further signatures from eligible members, then the Order must be withdrawn.”

(6) Article Three, including sections 14-20, shall be repealed.

(7) Section (22) shall be amended as follows:
“(22) The Roleplay Magistrate shall be appointed by the Grand Chancellor for an indefinite term. The Roleplay Magistrate may be dismissed by the Grand Chancellor, or may be recalled following a referendum of all eligible members of the Independent Order, as defined by law.”

( In subsection (23c), omit ‘Regional Assembly’ and insert ‘Grand Chancellor’.

(9) Section (26) shall be amended as follows:
“(26) The Lord Chief Justice shall be appointed by the Grand Chancellor for an indefinite term. The Lord Chief Justice may be dismissed by the Grand Chancellor, or may be recalled following a referendum of all eligible members of the Independent Order, as defined by law.”

(10) In subsection (27b), omit ‘, Executive, Regional Assembly’.

(11) After subsection (27b), insert:
“(c) Ensuring all Acts and Orders of the Chancellory are made in compliance, and are themselves compliant, with the Constitution, Criminal Code and Roleplay Rules.”

(12) In section (29), omit ‘Regional Assembly’ and insert ‘Grand Chancellor’.

(13) In section (29), omit ‘Zetaboards Terms of Service and Terms of Use’ and insert ‘Forum Terms of Service’.

(14) In section (30), omit ‘, with the exception of members of the Regional Assembly.’

(15) After section (30), insert:
“(31) An eligible member is one who has been a member of the forum for a period of at least 45 days, has made more than 20 non-spam posts on the forum, and is not serving any form of sentence under the Criminal Code (2013) or the Forum Terms of Service Act (2015).”

Consequential provisions

(16) All previous Acts of the Assembly shall henceforth be known as Acts of the Chancellory.

(17) Any power, authority or responsibility derived from other statutes for the Premier or Regional Assembly shall henceforth be considered powers of the Grand Chancellor.

(18) Existing Orders of the Executive (herein ‘Executive Orders’) shall remain in force, however the power to make such Executive Orders shall be depreciated and vested in the Grand Chancellor’s power to make Orders.

(19) The Grand Chancellor shall, by Order, amend the explanatory note of the Constitution to bring it in to line with the Constitution as amended by this Act. This must be done within 6 months of this Act coming in to force.

(20) All article and section numbers in the Constitution shall be renumbered accordingly.

Explanatory note (not part of Act)

This Act is a major rewriting of the Constitution. It repels Articles 2 and 3 to abolish the Premier and the Regional Assembly. It replaces it by empowering the Grand Chancellor to make ‘any such enactments required for the peace, order and good governance of the region.’ It states that when the GC wants to enact a law, it must be posted in the Conference Hall for 72 hours (96 for Constitutional amendments, Criminal Code and RP Rule amendments) and empowers members to oppose bills/present their own.

Looking at the direction of where the poke came from, Charles was met with none other than Millicent, Finally he immediately accoused her, In his head, And looked for the right moment to strike, Giving a hard poke into her right knee and sitting Innocent and acting as if he was listening to the adult.

"A harsh reality, Indeed, But the people of Neu-Uburiz can go through their hardship, They are famed for their stubbornness for a reason.." King Hans said while keeping the last part to himself, Hans did notice something in the end of his field of view, Charles glaring at the Cascadian girl, Millicent, If i recall correctly, Once Hans turned to see whats the problem, He was met with the face of his son, Innocently looking at his father, Hans was creeped out for a second there but dismissed the incident as his mind playing tricks with him.

"It would be wonderful to talk to the Admiral now, Maybe we could work out a meeting with one of your advisors today for the future." Said King Hans smiling at Maria and waiting for the Admiral to come and hopefully start a conversation to kill this agonizing silence, After he said that Najm was still having his usual glaring contest with Charles and Youssef minding his own business and being the Anti-Social person he usually stays as, As the four minded their businesses and slowly ate their food, They waited for what could be an interesting conversation with a High Official from Neu-Uburiz, Their neighbor and close sister nation with the complex cultures mildly intertwining into a good neighborhood.

As Admiral Matilda arrived, King Hans stood up to greet the foreign official, Prompting the other three to do the same, While the Admiral saluted Hans, The King Simply shook her hand and greeted her, Laughing awkwardly at the mentioning of the incident done by Millicent and Charles, He sat down while the other three greeted her and promptly sat down with the rest of the party.

"Its really nice to see you here, Admiral, A real pleasure indeed, We were just talking about the Neu-Uburiz Crowning of a new Emperor and your involvement, We'd love to hear about your side of the story." Said Najm finally opening his mouth since they found the two kids, He was most thankful that the King didn't cook him or do anything right now, Although he was scared of what to come when they get back to Rashidun, Boy he was right to be scared...

"Blegh that sucks, They made a kid lead their home" Said Charles but whispered yhe last part to his father whose in turn had a chuckle, Najm finally tuned down on the tensity of stares he got from Youssef and Hans, Finally calming down he wanted to start a conversation that could put the other two on ease, Yet there was nothing that could cross his mind at all.

"I might not know your nation's customs, But crowning a 13 years old to the throne? Sounds like a regency problem to me" Youssef said, Breaking the silence and directing the question to Maria.

"Of course, Finally god, Lets get going" Charles, Najm and Hans were surprised, It was none other than Youssef, The most Frostiest person Charles knew, I guess he ticked him off when he yelled about the kidnapping, Hehe.

"Deugh, Right, Well, After you" Said Najm to King Hans, Hans didn't give him any attention and said, "Well then, As Youssef said, Lets get going indeed" He took the hand of Charles and started walking to find an empty big table for them all to sit and have a small chat, Counting on Maria, Who probably stayed here more than anyone of us, He let her take the lead.

The Person waiting in the Airport saw a private jet slowly land, The Man waited patiently for Mr.Dimitry to adjust to the atmosphere, As Arstotozka and Rashidun didn't share same atmospheric style, Parallels even.

Finally reaching the ceremonial car with escorts surrounding it, And so they begin to move to the Tyrrieg Official Ministry building to conduct the meeting with the foreign leader.

After what seemed to be an hour of driving and chatting with the President, The car stops infront of the building that's going to host the meeting, Yet again the leaders are guided inside to a room with two comfy looking chairs, With their nation's flag behind them and a table infront of them, Ready to conduct the meeting.

After being shoved, Charles immediately got an angry look that was directed to Millie, "Oh how surprising, YOU ACTUALLY KNOW WHAT PEASANT MEANS" Immediately he crossed his arms and looked the other way, clearly not liking the lecture he's having and finally spotting none-other than his father, Right as he saw his father he panicked, If he finds out that he wasn't with Najm, Oh boy he's going to be grounded for life, At this point he wasn't thinking and took Millie's hand and ran as far away as he can from his father and find Najm.

At this point Najm was drunk, Not giving a care about anything he started to roam the wedding occasionally pumping with a few guests and muttering apologizes, As he roamed the place he noticed no one other than King Hans, Finally going to his Boss and surprising him as it seems that Charles wasn't with him.

"Najm? Where is Charles!?" Hans exclaimed  excusing himself from the Morelander couple and dragging Najm with him and Youssef strolling behind the Royal.

"Who?" Najm replied drunkly, "My son you good for nothing idiot, You better find him now, Najm, Or you'll see why they call me the Lord of Erikenstin!" Hans whisper-shouted at Najm's ear, Immediately Najm paled and looked at the King nervously, "Y-yes Sire" Once he said that he suggested looking for the Cascadian Premier as he left Charles for her to babysit, As he took lead to guide the King and General to the Premier, Najm prayed that he would find them there.

"Of course I know what a peasant is you nincompoop!" She sighed, trying to ignore the lecture. She didn't really notice Charles seeing his father, and was caught completely off guard by him trying to pull her off, almost immediately nearly tripping. She regained her footing and was pulled along by him, "Where-...Where are we going?" She asked, confused

Meanwhile, James and Minerva had been trying to comb the crowd "So...we left our daughter with some guy saying the kid he was with was a Prince in Rahidun, and the kid then runs off with our daughter.." James sighed, looking over and not seeing the two children due to the density of the crowd. They were nudged by a man who was revealed to be Najm. Not noticing the two men behind him, James remarked "So, are the two of you really royalty in Rahidun or was this some scheme to come after our daughter?" He snarked, His wife quickly noticed the two men behind him, recognizing the King. "James" She elbowed, and he acknowledged his presence. "Apologies, sir." They both sighed, looking around them in the crowd. Minerva finally spoke up "They wanted food so I went back to the line for them, They were right here for maybe two minutes, tops. I told Charles to watch Millie after this 'fine gentleman' ran off with James, Haven't seen them since." She sighed, "I'm assuming your here for simular reasoning, your majesty?"

Maria had left the Ricecrackers behind as she ducked below a cheerfull crowd trying to keep up with the two kids. She wasn't exactly sure what she got herself into, but her Motherly Instincts kicked back in when she noticed the panicked child runnign away as if being chased by an Honeybadger.

She tried to get him to stop before he ran into anyone, or get himself hurt, as she tried to half whisper half call for him: "Hey Charlie, whatever you are afraid of running away now will only make it worse. So take a deep breath and stop!" She shook her head and tried not to cause to much uproar: "And Miss Malificent. Try stop him." After a short moment of reconsideration, Maria added hushed:  "...gently."

"Well....uh..uhm..We have to find the kids! So, Lets split up!" Najm immediately changing the subject and speed walking to hopefully run away from everyone's wrath, Not even taking to steps he was dragged back by none other than King Hans, "Ho ho, Not so fast, You're coming with me, Youssef can go with these two fine couple" Once he finished he started walking to another direction to hopefully find the kids.

Once the scene unfolded infront of them, Youssef simply looked at the couple and said a simple "Yo"

Charles once again stopped not leaving the girl's hand as to be ready to run again, "We have to find Najm before my dad does, Or am toast!" He said looking at Millie "Were toast!"

The two looked at eachother, over to Youssef, then back at each other, shrugging. "Well, if I was two kids at a wedding, where would I be.." They shrugged,  "Mightaswise start looking near the deserts."

"Nuh-huh! We were with my mom, we need to find her or I'm-We're dead!" She pulled against him, meakly being pulled along by the older Charles. "If my dad finds me I'm soooo dead! C'mon!" She pulled, "Who is Najm anyways?"

Maria hurried after them, trying to keep an eye on them and not loosing the little Pair: "Charlie. You are aware that whatever will happen, it will be a lot Worse when you keep trying to run? You aren't a little Baby boy. Take a deep breath and think! You won't find this Najm person if you keep running like a chicken without it's head." She took a deep breath as she started to feel her muscles sour. Running really wasn't her Sport. It had always been her sister Waltraud that was inheried their mothers Athletic Genes. She had inherted her Fathers terrible taste in one Night stands.

Gently trying drag her with him, Both of them evidently not gaining any dominance, "No! We have to find Najm! Is he with your father anyway!?" As he said that he realized someone was following them, He looked behind to see the lady from before and she was gaining on them quickly, "U-uh the lady from before is following us...Is she trying to stop us from finding Najm and your father" He said and was clearly trying to deduce something out of the situation...Is the lady trying to take us away..."Ah! Kidnapper!" He shouted pointing at the lady and running with Millie.

Najm was shaking the whole time, Why wouldn't he, Hans was killing him with gazes, If stares could kill, Najm would have a whole in his head.

Suddenly hearing a familiar shout, It was Charles! Hans clearly hearing it and not liking what it sounded like, "D-did he say a "Kidnapper" Said Najm nervously looking at Hans, Hans didnt wait for Najm and walked faster to the direction of the sound.

"I swear Najm, If i see ONE scratch on him, Ill make it one thousand worse on you!"

"Charles, My name's Charles." Said the boy all-high and mighty, "Well...What now, Your mother is going to be late it seems" Right as he said that he saw a lady walk near them with what seems to be treats, Charles immediately went close to Millie and whispered "Pssst, Hey maybe we should go there and take some of that rice crackers." The boy seemingly a sweet-tooth didnt even wait for Millie to answer and took her hand, Approaching the lady.

"Hey Miss! Can we have some" Said Charles obviously faking a cute face to make the lady appeal to them, Nudging Millie to do the same so they could get this over with.

"Well there is also the matter of spendings, No? I mean do you think its expensive to go to Cascadia? Or is it cheap" Said Najm happily while sipping on some champagne, He was never a wine loving person, He'd prefer beer over it at any time, "Oh Rashidun? I'd always recommend Tyrrieg, Its the cultural hub of Rashidun, Many historical sites are in Tyrrieg and the towns that surround it, Of course there is also the Majestic Capital, Al-Wassad, A really Technological advanced place, You know if you were more of a nerd you'd love it" Replied Najm again sipping occasionally on his drink.
