Desiring to create an organisation that is capable of responding swiftly and fairly to international incidents.

Determined to ensure that all nations are represented evenly.

Committed to using international co-operation to support improving living standards for all people of Mundus

Hopeful
of presenting nations with an avenue to follow a peaceful path.

The signatory nations of this document agree to abide by the following Articles.

1. Nations agree to form a CMA Council. This shall consist of one member representing each nation, any member may put forward a proposal for vote regarding any issue of concern. These issues will then be debated and voted upon by the Council.

2. The Council shall be chaired by a Chief Councillor who shall administer debates in the Council as well as representing the organisation internationally. This person shall be in term for a one year period [note]Three months in RL[/note] and chosen by rotation in alphabetical order. The Chief Councillor may be appointed by their own nation using any criteria deemed fit.

3. Should a Chief Councillor receive a vote of no confidence from 2/3 of member nations they shall stand down and their nation forfeit their tenure of the position.

4. The CMA shall establish a system of school exchanges designed for 15-18 year olds. These shall take place annually between all members. Furthermore the CMA shall establish a network of teachers willing to travel abroad to help train and support teachers in other countries.

5. The CMA shall establish a Scientific and Research Council. This Council shall hold regular seminars every six months to allow the scientific community to share research. The CMA further agrees that it shall, in so far as national security permits, make data from government funded space missions available to all CMA members. Additionally this Council agrees to share information regarding the spread of disease.

6. The CMA establishes a International Disaster Team (IDT) which will support nations declaring medical emergencies or natural disasters. They will be tasked with carrying out humanitarian work when directed by the CMA Council. The IDT will appoint a liason to work alongside the existing independent Joint Emergency Team (JET)

7. CMA nations agree to share information regarding potential terrorist activity.

8. CMA nations agree to, when requested and confident of a MCUR compliant trial will take place, deport suspected terrorists once evidence of potential crimes has been presented.

9. The CMA will establish a Mundus Cultural Festival, which will be held annually in one CMA nation. This event shall be open to CMA and non CMA members alike. Furthermore the CMA agree to work with the Cultural Exchange Treaty Organisation to help preserve historic artefacts and landmarks.

10. The CMA Council shall make recommendations for peaceful solutions to problems whenever possible. Military force may only be by means of Peacekeeping. These missions shall be commanded by an appointed person voted on by the CMA Council.

11. Any nation willing to abide by this charter is permitted to join at any time.

12. Any nation may become an observer member at any time. An observer may take part in debates but may not propose resolutions or vote. Observer nations may also join all sections of the Charter.

13. A nation may leave the organisation by tendering their resignation in writing to the Chief Councillor.

4- Do all within their power to help both sides of this conflict accept the East Moreland Four Point plan around peace talks.

This wasn't something Amelia Whitaker (https://independentorder.net/index.php?topic=49.msg817#msg817) had ever imagined herself doing, being the Emperor's cousin did occasionally thrust her into the spotlight but the advantage of not being in the immediate family was that she could usually pick her moments but over the last few years as she'd got to the point of not having anything else to prove, having made her name independent of her cousin's position she'd taken on some Royal duties, being the interim ambassador to the CMA was the latest one and was a position she'd hold until Achkaerin formally left the CTO.

"If I may just make a point of clarification point two refers to the election issue being a matter of contention between the Lakhzovians and the Utman, this is not accurate the election issue stems from the refusal of the Kadassa regime to release the results (http://w11.zetaboards.com/Independent_Order_NS/single/?p=10034140&t=11360387), Kadassa claims that this was due to electoral malpractice but Achkaerin isn't so certain of that. There is a serious belief that the concerns of electoral rigging (http://w11.zetaboards.com/Independent_Order_NS/single/?p=10031522&t=11360387) did become manifest, it is entirely possible that the Democratic Alliance won the election and that the withholding of the results allowed tampering as described by the Free Mundus Network to take place.

I make this clarification to point out that the election issue and that of the Utman are two separate issues so the two sides mentioned in article two should be the LNCP and the Democratic Alliance.

Apart from that I have no arguments with the resolution as it presently stands. I will also add that should a humanitarian operation become necessary Achkaerin does have assets in the area that can if required be made available for such an operation."

"It is our concern that regardless of the election issue the only way to now turn back from electoral malpractice, fraud or other mistakes a re-run may be the only way forward. If that is to get a result that is recognised the Utmen may dispute the results of it, by allowing them a say in the invigilators then we remove a potential argument. We are however happy to remove that and go with the other three options if it is better to do so in the view of the majority. So unless anyone has any objections we shall remove Article 2 and proceed with the other articles, unless anyone has any other arguments or are we happy with this now?"

"We're not disputing the need for a re-run, I'm simply making the point that the Utman are potentially not necessarily party to the disputed election as that would be the Democratic Alliance. However having listened to the point made I accept it and believe we can proceed with all four articles but I would like to see some mention of the Democratic Alliance in there."

To the membership of the Cross Mundus Agency,

As part of General Assembly Resolution #0019 (https://independentorder.net/index.php?topic=391.0) the General Assembly of the Commonwealth Treaty Organisation entrusted the responsibility of chairing peace negotiations to the former Secretary General Sakura Sheppard. As you may be aware there has been an initial agreement between the parties that puts into place a peacekeeping force composed of the following elements:

1) A ground force that is there to protect and police designated operational zones including the Lakhzov-Somerset border region.

2) A no fly zone designed to ensure that only authorized aircraft enter and operate in the airspace above Utman held territory.

3) A customs operation at all points of entry into Utman held areas to make sure that nothing untoward is being smuggled in.

There will also be a humanitarian mission to help provide critical humanitarian aid supplies to those caught in the operational areas. At present what we require the most however is bodies on the ground and jets to secure the skies, this will help with the security aspect of the operation greatly.

I am aware that the CMA and the CTO have not always seen eye to eye but a common goal is shared, a commitment to peaceful co-existence among all peoples, it is in that spirit that I request the support of nations within this organisation. I ask that any willing nations respond as quickly as possible.

Proposed Rules of Engagement

1) All peacekeeping forces will operate in accordance with the Uppsala Convention

2) Peacekeeping Forces shall take responsibility for the policing of the areas marked A-J on the map. However they may travel through Lahkzov areas, excluding the military border area to commute between areas. This responsibility shall include the protection of civilians within the designated areas, the protection of personnel administering and delivering humanitarian aid and supplies and the enforcement of the rule of law within the designated area.
 
3) Peacekeeping Forces have the right to defend themselves if attacked and use lethal force if
a) they are fired upon
b) Armed elements, mobs, and/or rioters threaten human life.
c) There is a clear demonstration of hostile intent in your presence.

4) Non lethal force or a show of force should be used if the security of Peacekeeping Forces is not compromised by doing so. A graduated show of force includes:
(a) An order to disband or disperse.
(b) Show of force/threat of force by US forces that is greater than the force threatened by the opposing force.
(c) Warning shots aimed to prevent harm to either innocent civilians or the opposing force.
(d) Other means of non lethal force.

If this show of force does not cause the opposing force to abandon its hostile intent, consider if lethal force is appropriate.

5) Anyone within a designated zone who is using force which would cause death, serious bodily harm, or interference with mission accomplishment may be detained by the Peacekeeping Force.

6) If an attack against the Peacekeeping Force or one of the designated zones originates from outside a designated zone such as a rocket attack being fired in from outside then the Peacekeeping Force is permitted to neutralize the threat in accordance with the above ROE's.

7) There shall be a no fly zone extending over the designated areas and surrounding areas (marked by red boundary on the map), aircraft assigned to this zone shall be responsible for:
a) Ensuring that there is no military use of the zone.
b) Ensuring that there is no unscheduled transit of the airspace by any civilian aircraft.

8) In the case of violations of ROE 6, Pilots should use a graduated response as follows:
a) Verbal challenges
b) Verbal warnings
c) Warning shots and any other use of the aircraft that may result in the violating aircraft diverting

Should these steps fail then pilots should consider whether firing on the violating aircraft is appropriate.

9) If fired on a pilot has the right to return fire.

10) Pilots shall be informed at each pre-flight briefing of the stated air traffic schedule for the day.

11) The Peacekeeping Force shall operate a customs border at designated points of entry. These points of entry shall consist of:
a) Kinere Airport
b) Border checkpoints on the Lakhzov/Somerset border
c) Roads and trails in and out of designated zones
d) Mooring points for those zones that border Lake Kinoros.

12) Peacekeeping Forces operating customs points shall:
a) Verify the identity of all persons crossing through the point
b) Search all persons, vehicles and luggage crossing through for prohibited items (see section 13)
c) Where necessary take appropriate steps such as detaining the person, seizing the substance etc.

13) The following items/substances are not permitted entry into the designated zones
a) Weapons (whether assembled or components) and ammunition
b) Explosive Agents such as C4, dynamite, TNT etc
c) Agents or materials that could be used in manufacture of a prohibited weapon under the terms of the Uppsala Convention
d) Controlled Drugs
e) Livestock
f) Amounts of money (cash) exceeding $1000.

14) The Peacekeeping Force shall have liaison officers with the following:
a) the Lakhzov Government
b) the Utman People
c) the Joint Emergency Team

15) The Peacekeeping Force's Forward Operations Base is Citadel Camp.

The Armed Forces of Ui Cenneslaig are more than willing to help support this proposed operation, however we will not place our forces under the command of a CTO banner. As such we suggest that the areas labelled as "C i" and "C ii" be policed by forces of Ui Cenneslaig following the same Rules of Engagement laid out by yourself. We will operate independently of CTO forces but Lt.Col McNamara of the Royal Highlanders shall act as a liaison. Should this be agreeable we shall be able to have the first ground forces in theatre within 48 hours and air assets within 12 hours.

Furthermore we shall be asking Somerset and East Moreland to co-operate with our forces on logistic matters.

We hope this proposal is agreeable
