Diplomacy and Events / Re: The Plot To Destroy Rokkenjiman Democracy

Peter half smiled as he sat down next to Lucinda, he knew that persona far too well and wasn't the biggest fan of it, he'd always preferred the genuine Lucinda, he was one of the few who knew her from those times.

"The last time you called me sir would be what twenty six, twenty seven years ago?" he said "You remember it?" he giggled a little "Of all the things my children have done to make me proud of them, high up on the list is that they paid attention in school, never got in trouble, never put me in the position of having to get called into the school to have a chat with the teachers... well I say never, there was this one time. Beatrice was twelve and I get called into the school, she'd never been in trouble and I'm wondering what's going on, when I got there with Iona who was sitting outside the headmasters office? A very messy Beatrice in tears, three boys and then right next to Beatrice this scrappy looking girl with dark hair, or to put it another way you, comforting her. I wasn't getting called in because Beatrice had done something wrong I was getting called in because Beatrice had been bullied and another girl had stepped in, beating even the bodyguard we had assigned to look after her. Beatrice's first proper friend, you have no idea how important you are, so no don't give me you not being worth my time."

Peter took a breath, still smiling, "I didn't entirely come here to walk down memory lane with you but it's hard not to." he continued "I remember taking you and Beatrice for ice cream that day, I remember watching you look at each other the same way you look at each other now, I remember when Serenity was learning to talk and she couldn't pronounce your name so she called you 'Luci' and then how Beatrice turned that into your nickname, I remember when Beatrice talked me into getting you out of the orphanage you were in, she didn't know it but she had Daddy wrapped around her finger. I also remember your weird choice in pizza toppings and that getting you to tidy your room was like fighting a war half the time."

Peter handed Lucinda his phone with the photo gallery up "Go on." he said, he smiled as she flicked through it, the album was mostly family pictures there were birthdays, weddings, picnics and so on but right there in the middle of them was a picture of Lucinda in a costume "Remember that?" Peter asked "The school did We Will Rock You for their musical that year and you got to play Scaramouche." he reached into his pocket and pulled out a memory stick "Full copy of the show." he handed it to Lucinda "I remember paying for your singing lessons, which turns out is money well spent and I remember Iona teaching you to play the piano." he indicated the picture on the phone "That's the Lucinda I know, that's the Lucinda that I have always been thankful for just because you've always been there, I may have raised Beatrice but you filled the void she had. Drop the mask and put up your sword, it's time you got to live your life without the metaphorical axe hanging over you and I'm willing to bet I'm not the only person to have said that to you." he glanced at the door and sighed "I can see your shoes Beatrice."

Aurora was slightly confused in how this turn around had seemingly happened. They had gathered here in the frozen south with the idea that the Pharoah would be trying to convince them to let them into COSNAT or for some other method of co-operation and here now the monarch of Clysperis was asking them to present a way forward. Gusano were a nation with very different culture and government than many of them around the table and they desired little more than being allowed to muddle through this world and ensure that the Solitude conducted all the rites and rituals required to ensure that one day the God Aetharus could return. It was as far as Aurora could see a strange set up to gather everyone here and then have no requests of the membership. It seemed therefore like the talks would be paused while people thought. Aurora figured she better break the silence. "I'm fortunate to represent a nation that sits among a friendly neighbourhood. Globally our network is not much beyond what is in this room. If we are talking about how we present things to the wider world might I suggest we release a memo of understanding." She quickly scribbled on a piece of paper and then showed it the others.

Quote from: Memo of Understanding
Following a meeting between the membership of COSNAT and the Kingdom of Clysperis the nations involved have agreed that they will, as and when considered appropriate by all parties, meet for discussions on major global events in order to present a more unified response for the betterment of all parties. Furthermore the parties are committed to ensuring all voices within the international community are given volume.

It meant that there would at least be some outcome from the get together but now it was up to the Pharaoh to determine whether they wished any actual depth.

Ktsatskuri, Unitary State of Mktvartvelo

At his arrival, Imperial Liaison for Diplomatic Affairs Gregory McKenna was received by Vazha Virsaladze, the Minister of International Trade and Cooperation. "Welcome to the Unitary State of Mktvartvelo", Virsaladze said.

Along Virsaladze, Zurab Namoradze, who was fluent in East Ardian languages, accompanied them to the car which was waiting them.

"Unless you have another preference", Virsaladze said with a smile, "the Prime Minister is awaiting at his office".

As the visit was not considered as an official visit under the official protocol, there will not be an official reception and the customary press conference, Virsaladze explained McKenna. "The Prime Minister is confident that discussing this affair in person would, if not solve our differences completely, at least reduce any misunderstanding about the nature of the problem and the steps required for a normalization of the relation between our nations".

Heavenly Palace, Hwangjin

The Grand King continues to discuss the details of the Assembly of Notables with the State Council. An unexpected appointment is announced.

Grand King Wonhyo: Let's go back to the amended draft.

Deputy Chief State Minister Oh: Yes, Your Grand Majesty. As we said before, about forty-five members will be directly appointed by Your Grand Majesty. It is my understanding that the the Privy Council and the State Council will nominate a considerate number of candidates to help you with that task.

Chief State Minister Jungjin Um: That's right. Obviously, the nomination is not a requisite, but we have met and have had a number of prominent individuals during our service all these years, so we are prepared to suggest a number of men who are well-known for their loyalty to the Crown.

Royal Secretary: Your Grand Majesty already suggested certain names, of course, but I am certain most of those names may be already mentioned between the candidates.

Chief State Minister Jungjin Um: I would not be surprised, and even I would expect such circumstance, of course.

Grand King Wonhyo: Excellent. It would be still interesting to see if there was any omission in such list.

Chief State Minister Jungjin Um: Of course, Your Grand Majesty. If we mistakenly overlooked such obvious choice, we will be gladly but disappointingly stand corrected.

Grand King Wonhyo: We will see then. You can continue.

Deputy Chief State Minister Oh: Yes, Your Grand Majesty. The remaining sixty-five members will be equally divided in two groups, half of those for candidates and electors from the eight rank to above, and the other half, for those between the ninth and fourteenth rank, in both cases indirectly elected. I have ordered my ministry to prepare a report for each candidate, in case if it was considered necessary to block any of the candidates.

Grand King Wonhyo: Alright. Let's leave that for the end of the process. That would may give some valuable information.

Deputy Chief State Minister Oh: Yes, Your Grand Majesty.

Grand King Wonhyo: Is the organization ready?

Chief State Minister Jungjin Um: I believe so, Your Grand Majesty. It is difficult to say, of course, because such process hasn't even been tried in decades. So the logistics needed to be reorganized. But I trust the efficacy of our state servants, as well as the experience of our Governors. As you know well, there are seven provinces where the process will be absent so that gives us the chance to avoid a bigger challenge, at least this time.

Grand King Wonhyo: I know, Chief State Minister. In any case, if everything goes according to plan, and the experience is successful and fruitful enough, they process can be started in those provinces in six months.

Chief State Minister Jungjin Um: Of course, Your Grand Majesty.

Third State Minister Hongju: On my part, I have suggested the Privy Council a number of candidates from those provinces who have proven their loyalty in those recent circumstances, for your consideration.

Grand King Wonhyo: It will be interesting to hear about them, in that case. Next time, if the assembly proves their utility and service, of course, they may have their second meeting in better circumstances. At least that's my wish. I feel this problem have existed for too long.

Third State Minister Hongju: Yes, Your Grand Majesty. We will do as much as it is possible.

Chief State Minister Jungjin Um: I hope so as well, Your Grand Majesty. It will not be a easy challenge, however, as we were forced to postpone our operations as consequence of the problems in the northeast and, of course, your unfortunate situation which was luckily only temporarily. For that reason, however, we lost some valuable weeks of preparation.

Grand King Wonhyo: Indeed, I am aware of that. But that problem can not continue permanently. For that reason, I have decided that the Third State Minister should be leading the operations in person, this time. I feel this way he may be able to deliver a positive conclusion to this problem.

Third State Minister Hongju: Your Grand Majesty, you surprise me with such appointment.

Chief State Minister Jungjin Um: It is certainly unprecedented, Your Grand Majesty, as long as I remember it.

Grand King Wonhyo: There is no doubt that your leadership helped to solve our last crisis faster than one could have expected, or so I was told. I expect you to repeat this success, this time personally. You will be given all resources and assistance you need for this operation.

Third State Minister Hongju: I take that as an order, Your Grand Majesty.

Grand King Wonhyo: I understand that in cases of absence, it is usually the Chief Minister who temporarily take the tasks and powers in absence. However, in this special case, I propose you are granted special powers to choose a temporary replacement during your absence, to one of your closest associate at your disposal.

Third State Minister Hongju: I will discuss it with my team, Your Grand Majesty.

Chief State Minister Jungjin Um: I feel that would be even more unprecedented, Your Grand Majesty. But we will try to accommodate to such orders.

Grand King Wonhyo: I am confident you will be able to do so. I am not willing that more tasks would unnecessarily fall under your shoulders.

Chief State Minister Jungjin Um: My shoulders are prepared to serve you and the state in any circumstances, Your Grand Majesty.

Grand King Wonhyo: I understand this is not an usual appointment. But I am confident that you will be able to organize your departure as soon as this possible. I will be happy to receive you back with similar unprecedented success.

Third State Minister Hongju: Yes, Your Grand Majesty. I can only...give my best for such...new challenge and responsibility.

Empress Chases The Shadow

Joined by researchers the Empress enjoyed 89 minutes of totality, beating a record 74 minutes registered by Dartfordia in 1973 aboard a Concorde flight.

The Empress, joined by Earl Thomas and a concert of scientists and researchers, spent the previous hours chasing the shadow of the recent total solar eclipse quite literally. While the eclipse lasted just 4 minutes on the ground. through utilizing the Imperial Ryūsei Rokkenjiman researchers and the Empress enjoyed a record breaking period in totality, totaling 97 minutes in the shadow cast upon Mundus by the moon. "There will be no pictures from me or Thomas, I forbade either of us from having cameras," the Empress shared with the RBC. "It was our moment, one to remember not to post to social media for likes or comments, just one to remember together." As the camera panned to Thomas, who made an effort to guide them away, the Empress chuckled, "He's not so public yet, do forgive him."

Many instruments joined the Empress and her consort for the flight, which was followed by the older and slower Imperial Concorde, which itself was fitted with researchers and additional modifications, including portions of the upper parts of the airplane being specifically fitted for observation of the event.Whilst the Concorde flies 250 miles slower than the shadow cast against the ground of Mundus the Imperial Ryūsei equaled the speed of the Lunar shadow as it raced across Mundus, enabling the longest period of time spent in totality by any human. ISEA has confirmed that it would share any new findings on the universe garnered through their presence on the flight with international partners.

Outfitted with instruments specified for this flight data from the Imperial Concorde might prove more useful than that from the Ryūsei, however the Empress didn't discount her experience at the expense of that. "Looking at that sight for so long, just, wow," she trailed off, "it was amazing, breathtaking, all in one. It's an event that could change anyone and give them a new perspective."

Solar Eclipse Sweeps East Ardia

Heisuke Nakamura
04/08/2024

Millions across East Ardia witnessed the moon block out the sun during a total solar eclipse on Monday. The Eclipse's path of totality stretched more than 6,500 km from near Miki, Nishihata to Nagato, Tsukishima, crossing more than sixteen prefectures as well as parts of Rokkenjima and Tytor, with many descending on the affected regions to view the relatively rare celestial event. Most of those in East Ardia, but not in the direct path, still witnessed a partial eclipse, with the moon transforming the sun into a fiery crescent. Total solar eclipses happen somewhere around the world every 11 to 18 months, but they don’t often cross paths with millions of people. Fusan received its last taste in 2016 and won't see another total eclipse until 2038.

Yet while a stunning event in and of itself, solar eclipses hold a special status among many people across the nation, not to mention for the scientific community. In Teido, it is generally believed that eclipses occur when Amaterasu, the sun goddess, is said to retreat into a cave, only being coaxed out through showing her reflection in a mirror and the performance of kagura. In Tsukishima, the Dalseomin hold that Bulgae—fire dogs from the dark realm—cause eclipses by trying to bite the sun and moon. Even among the Yezo of Hokuriku, there have long been stories of a "dead black sun" with "tongues of fire and lightning from its sides" which seem to line up with recorded eclipses both among the Imperial Court—which, owing to its ties to the sun, kept a detailed record of celestial phenomena for millennia—and Ardian observers. Certainly, it can therefore be said that, like societies all across the globe, events such as these have had an immense impact on cultures across Fusan.

This year, Fusan took a keen interest in the eclipse, with NASDA launching a trio of sounding rockets from the Sado Flight Facility in Toshima Prefecture to study how the planet's upper atmosphere is affected during an eclipse. Flights like these have been used to predict potential disturbances to communications which can be caused by a variety of phenomena other than eclipses. At the same time, uchunauts aboard the Deep Space Platform were the first to directly observe a total solar eclipse from their vantage point in lunar orbit, noting a "black dot" moving across the globe over the course of their stay. Finally, a modified AS-2100 supersonic transport spent just over an hour and a half in total darkness at Mach 2.7, allowing astronomers an unparalleled vantage point from which to observe the event.
Air Force Tests Air-Launched ABM

Harunori Kōno
04/08/2024

According to a spokesman for the Imperial Fusanese Air Force, the branch successfully tested an air-launched variant of the MIM-136 SAC-3 missile used on the well-regarded Shishi surface-to-air system. Dubbed the "Air Launched Hit To Kill" or "ALHTK", the missile will be capable of providing a significant capability for defense of the homeland against asymmetric missile attacks such as was seen last year. The ALHTK system replaces the aircraft's pylon-mounted external fuel pods with a pair of similarly shaped external weapons bays, each containing a SAC-3 missile. While further testing is underway, this first test was intended to simply prove that the missile could be launched from an airborne vehicle, with further testing almost certainly already underway. It is also believed that the Navy is testing a similar system with its typically ship-launched HM-2 missiles, further extending the range of its task forces in engaging threats by ballistic and perhaps eventually hypersonic missiles.

Empress Saisei Establishes Global Citizen Initiative

The organization, which focuses on volunteerism, fundraising and dispersing funds to charitable causes across Mundus, is the first project of the Empress Emerita since departing Chrysanthemum Throne.

In coordination with the Rosari Church Empress Saisei has established the Global Citizen Initiative (GCI) which will "combine fundraising and donation efforts with a team of skilled volunteers in a variety of spheres to respond to challenges, both local and abroad. It is my hopes to see the GCI work alongside established forces, such as JET, in responding to crises when they arise while also addressing issues before they become crises. It has always been my belief that one does not need an office, a commission or a throne to make a difference in the world around them, no, the only thing one needs to make a difference is the will to do so. The GCI will empower those who wish to make a difference to do so, whether it be via donations or volunteering in the field. I did not require a Throne to go and feed people, an arrest I proudly wear and declined to scrub from my record, when a Rokkenjiman city decided that feeding the homeless should be a crime. I look forward to the day I'll again be free to engage in such direct means of supporting those less fortunate directly but, for now, directing funds and resources to those who are capable of doing so today is the next best thing," the Empress shared with the RBC.

The GCI moves forward in its operations with र527m ($975m) in its coffers, with Empress Sutāraito donating personally to "ensure the success of the vision proposed by the GCI and brighten the horizons of people through the efforts I'm confident this organization will excel at." Empress Saisei has already been coordinating with local issues prior to the announcement as well as discussions with the Clysperi Kingdom to address some issues which linger in the Southern Lands following the rebellion in the South. "There's a deal of rebuilding that hasn't yet been initiated as well as concerns about poaching as highlighted by the Pharaoh in a recent CSMC article. These are two causes which the GCI is geared toward assisting in and a partnership which I hope will bring brighter days to those we'll be helping," Empress Saisei added.

Rosari Crusaders will be assisting in operations in Clysperis due to the recent threat posed by Ramose to Rokkenjimans in Clysperis, an issue which Grand Maester Yuna addressed. "With the situation in Clysperis being tense for Rokkenjimans due to the unnecessary and unfortunate threats of Ramose, for the first time in over a century the Rosari Crusaders will be operating on foreign soil in Clysperis to provide security and protection for those representing the best of Islyna's teachings in Clysperis. While both the Rokkenjiman and Clysperi governments agreed that deploying forces of the IRAF to protect volunteers was out of the question both the Pharaoh and the Empress have granted sanction for the Crusaders, in liaison with the Royal Clysperi Armed Forces, to ensure their safety while in Clysperis. By the grace of Islyna and the will of Ma'lia, we'll see that no harm comes to those looking to make a lasting, good, impact for the communities in Clysperis where the GCI will be operating."

While the majority of GCI volunteers are presently Rokkenjiman Empress Saisei has not precluded foreigners from joining the Initiative. "Indeed, I would welcome their participation," she said with a smile, "this is not a Rokkenjiman initiative but one of people looking to better the world around them through service and selflessness. That's not solely a Rokkenjiman or Rosari trait, but one which we are all gifted with at birth. Sadly, some of us forget how to use that trait, but it's never too late to get back in touch with that goodness of the human heart which is universal. The heart is not drawn toward evil, let us show that through this Initiative."

In the 1024th year of the Emperor's Reign
Brought to you by the Office for Media Affairs

EXECUTION TAKES PLACE

The execution of one of the two recently convicted "heretics" has today taken place. Early in March Avitus Seneca and Ulysses Tatius were convicted of attempting to desecrate the Shrine of the Emperor. The two men had both been convicted of treason and sentenced to death by garrote. The sentence of death for Avitus Seneca has however been commuted to life imprisonment on the orders of the regent. The regent released a statement saying "While Avitus is guilty by a jury of his peers of a crime against the very Empire he has in the past served in the Armed Forces with a record of outstanding service and has been a member of our nations volunteer search and rescue lifeboat service. Having seen the evidence of the case I firmly believe that Avitus is a follower in this escapade and not a leader therefore he will have the oppurtunity to spend the rest of his life in prison."

The Regent, while not showing total clemency, did also intervene in the sentence of Ulysses Tatius. Originally Ulysses would have been executed by the garrotte however the Regent ordered a firing squad instead and the execution was carried out at 8am today. A spokesman for the Imperial Prison Service said, "At just before 8am members of the Inquisition Guard removed Tatius from his cell and after allowing him time for reflection and spiritual support was escorted to the execution room. There he was strapped into a specially designed chair and four members of the Guard, selected by lot, carried out the execution. Doctors pronounced him dead immediately following the gunfire and the body will be buried with the guidance of the criminals family."

The Regent said "Some may say this is a harsh way of dealing with someone but lets remember they did not accidently wander into the garden where the Emperors Shrine is, they did not accidently take filming equipment with them and they did not accidently try and avoid detection by members of our military who guard the Emperor. They knew full well what they were doing and they knew, as do all people in the Empire, the punishment for doing so. The grounds of the Shrine even include signs forbidding people getting onto the terrace the Shrine sits on. These men intended to try and damage the very foundations of the Empire and that is unacceptable."

Ortwin Voss hadn't expected that pissing of his Father would pay off for once. Five years ago he had been humiliated in front of a Nation for a silly teenager prank and not been able to go back home through his father pulling strings. By all means he'd been exiled to this faraway nation and outskirt town.

He had enjoyed his time studying marine life here, made friends that didn't remember him as the foreigner teen that got paddled in front of running cameras. He even managed to anger his father by joining the Odinic Order and visiting their Temples, as well as getting himself an enormous vegvisir inked to his back. Now he stood among others, terrified by the armed assailants. He'd still have to find a way to leave this place safely.

He had gained a fair amount of knowledge about the faith, not that he actually believed any of it. Playing along had payed off to get him into places and away from his father's influence. Of course, being the son of the long standing ambassador wasn't that easily a fact forgotten. Yet today, he wished he was anything but. It made him a potential hostage in this situation, especially the longer this dragged on. Slowly walking over to the west wall he waited there. Glancing around the room wondering what would happen now.
