If one where to travel through Arrakeen International Airport any other day you'd find the place crawling with stoneyfaced, machine gun carrying members of the Kaitaine Defence Force, tanks would be parked outside and not a single member of staff would look approachable. The last few weeks however things had been different, the staff had been trained in customer service and the number of firearms on display had been diminished, and even the few that were carrying them seemed happy to see so many foreigners. That didn't stop the scrutiny on the way in, long lines existed at passport control and the ever present chance of being subject to a search by customs meant it wasn't the smooth entrance many travellers had been used to.


Yanni Tawfeek was dressed in the Royal Seleucid colours and was thrilled to be watching the games, he had in his grasp tickets to a few of the final days events and most importantly the Closing Ceremony, this was his second trip to Kaitaine, he'd been to watch the opening day but business had taken the 45 year old back to Seleucid. As he was making his way through towards arrivals a member of the KDF, a pretty woman in a smart uniform approached. "Excuse me sir, if you wouldn't mind I'd like to look through your bags, nothing to worry about" she gestured towards a series of tables, her body language making it clear this was an order and not a request.

The woman made polite conversation as she carefully removed the belongings from his bag and unfolded them before refolding and piling them neatly. It was when she opened a leather bathroom bag that she ceased the politeness, a leaflet that the Bene Gesserit had produced. The woman spoke into a radio and soon the man was sat handcuffed in an interview room. "Mr.Tawfeek" a smart suit wearing man spoke as he entered the room, "I'm Peter McKinnon, Mind telling us why you have a copy of this leaflet?"

"I didn't even read it. They were handing them out at the games and I just slipped it in my pocket."

"Hmm" the man sat down, "Now you see for something so insignificant its strange that it found its way into a washbag. What is also surprising is you then left our nation and then came back."

"Yes I had business back home and sadly couldn't stay." Tawfeek was shifting uneasily in his chair.

"What also intrigues me is this" Peter placed a small carved wooden box on the table. "What are you doing with this?" He used his pen to flick the lid open revealing a bright red powder.

"It was a gift for my daughter."

"You're daughter" Peter's eyebrow lifted, "What did you daughter want with this?" he asked.

"It was just a nice box" He had brought it in a market place a few days ago a woman had a stall selling trinket boxes and the like, he'd asked if she had anything smaller for his daughter and the lady had brought this out, it was what she called a Spice Pot and he'd intended to toss the red powder and wash it out but he'd forgotten to do so and without seeing his daughter he'd returned for the games, the box still in his bag. It was now landing him in worlds of trouble.

"That is a religious spice called Melange, it belongs to the Bene Gesserit faith, a faith we believe is a terrorist organisation." Tawfeek shifted nervously, he'd heard of the Bene Gesserit and what happened to them here in Kaitaine. "This made me check you out sir" Peter continued as he reached into his pocket and removed a sheet of paper that he unfolded. He placed it on the table, "Then I found this, you sir are a wanted man. You actually flame-throwred a school?" A poster advertising the fact that Tawfeek was someone the Iwi had claimed was a military officer during the Maoir Genocide peered back at them. "Now to stop me sticking you on a plane and heading to The Iwi I need to get a member of the Bene Gesserit faith in my prison cell, one who sold you this will do."

Tawfeek blabbed everything he could in the hope that this Peter wouldn't send him to the Maori.



Evening of the 26th October 2018

The cell Tawfeek had been in was freezing, it was white tiled roof, floor and walls, a horrible smelling toilet sat in one corner and a plastic roll mat was on the floor as a bed. The Seleucid guest in the room had spent much of the evening freezing in a grey prison issue set of overalls his ear peaked as the sound of footsteps came down the hall, they stopped outside and the heavy sliding metal door disappeared to reveal Peter, the man from the airport. "Good news Mr.Tawfeek you're getting out of the cell" he breathed a sigh of relief.

"You got her then?" he asked.

"Oh no.....your not being released. Its just the flight to Hunter's Bay leaves in three hours and I'd like you to have a shower before you get there." Tawfeek tried to claw at staying in the cell as two muscular KDF men dragged him out, as his right hand caught the door frame one of them used his prison club to smash the grip, Tawfeeks hand breaking on impact. Tawfeek was dragged out the cell, stripped naked and hosed down before being put in some of his own clothing and taken to the airport. Peter went with him as the aircraft mainly full of Maori supporters made its way home.

STATEMENT FROM ROYAL SELEUCID

Today we have seen another of our citizens handed over to the Commonwealth of the Iwi in order to face trial. Yanni Tawfeek was a young army officer who served during the Seleucid occupation of the land today known as the Commonwealth of the Iwi. During that time he had no specific responsibility and was a mere Lieutenant in the Artillery. He was honourably discharged and was mentioned in dispatches for his good conduct on numerous occasions. This arrest and deporatation smack of nothing more than the ongoing Maori vendetta against our nation and must not be allowed to go unpunished. It is time that the world did everything we can to stop this foul murder that will inevitably take place unless we do something. This is a call to action to all well meaning people on Mundus.

Early Afternoon 27th October 2018

The prisoner was loaded into the van at the Hunter's Bay Prison complex and would, just like the other Seleucid criminals be taken to the nations Supreme Court to be formally charged, the route was one that had been travelled by three other Seleucids who had found themselves in a similar situation. Yanni Tawfeek trembled in the back of the van as the gaggle of reporters literally swarmed the van, photographers thrusting cameras up towards the windows trying to get a picture, it was of course a waste of time as the prisoner was sat well below the high windows. Two guards sat in the back laughing at the failed attempts signified by the flashes illuminating the rear of the van. The vehicle had a trio of motorcycle outriders helping it through the city as it took the man to hear the range of charges against them.

As they turned onto Gilbrooke Plaza, the large square in the city centre that lead to the court house the sloped park that lead up to an old colonial building erupted with the sound of an explosion, split seconds later another followed by a crash as the prison van rolled onto its side the RPG blast having flipped it onto one side. A barrage of small arms fire came from the hedge lower down the slope and the motorcyclists fell in the hail of lead. One of the four men advanced and placed a shape charge on the back of the van yelling in Seleucid. The charge blew the doors open and while Lazaros Dimitriou, a Major in the Seleucid Royal Commando unit would have preferred the doors to have been the correct way up he had prepared for several eventualities. Already they could hear the sirens of police and guessed they had about two minutes, he clambered in, shot the two stunned guards, grabbed their keys and bundled Tawfeek out the back door. By now the RPG firing Sgt. Argyris Michelakos had turned up with the Totoya Hi-Lux and Dimitriou almost threw Tawfeek into the back. Even before the Major had clambered onboard the other three Commandos in the rear bed had pulled thier commanding officer up. They had a route out they'd planned months ago, they'd asked permission to try this during the trial of Gamal but it was felt the chances of success where not quiet what they should be, but now desperate to stop another Seleucid dying Prince Heydar had given the code in his announcement, "This is a call to action to all well meaning people on Mundus".

The Hi-Lux made its way into an industrial estate, they switched into two vehicles and headed out again heading towards a small airfield generally used for private jets. The staff didn't expect a grand tourer and a sports car to come blasting towards the gates and were even more shocked when Corporal Silas Marinos and Lt. Christos Antoniou firing machine guns out the windows. "Shit" Squadron Leader Nicolaos Pachis muttered under his breath from the cockpit, the checks hadn't gone as quickly as he had hoped and he was behind schedule. He guessed all that was left to do was fire her up. He punched button after button and the aircraft purred into life, several other crews waiting for their passengers jumped back in surprise both from the sound of gunfire and from the aircraft engine, one poor man nearly getting sucked into the jet intakes. Pachis taxied out the hangar and towards the runway. He was moving at a brisk walking pace and noted how the cars pulled up at a safe point at the edge of the taxiway, they sprinted the short distance out and onto the aircraft clambering aboard and helping each other up. The last of the four Commandos onboard was Lazaros Dimitriou who shut the door as Pachis pushed the throttle forward and pulled up into the skies.

The private jet was a good one, purchased from EMAC just two months earlier and registered in Northfort to a man who ran a agricultural company. The Seleucid Intelligence services had set up small companies across Mundus years and years ago and now one was being useful for once. The jet kept low, at some points just a few feet above the tree tops, Pachis was more used to flying a multi-role fighter but EMAC made this jet well and it was kept hidden by the terrain. He took them East to the coast, turned south and cut through Helgaran airspace, finally they entered Rokkenjiman airspace while the Iwi were still sending patrols North to try and stop them returning to Seleucid airspace. With the airfield in sight Pachis put the aircraft down. It was likely by now the media would have reported the rescue and Tawfeek's face was well known. As Pachis shut things down it was left to Major Lazaros Dimitriou to present their credentials.

As Seleucid military officials it is our belief that being sent to the Commonwealth of the Unified Iwi, where our flight originated, would see us executed following an unfair trial. This is because of the systematic racism apparent in The Iwi. Of the 2million Seleucid living in The Iwi, most the illigetimate children of Seleucid and Maori couples, it is clear that racism is an everyday occurence. 82% of Seleucid's under the age of 18 experience bullying at school, Seleucid citizens are five times more likely to be unemployed, Seleucid citizens are six times more likely to be stopped by police and only 10% of Seleucid applications to join Iwi's are accepted. It is therefore clear that to not grant us asylum is the equivalent of passing a death sentence onto us. We therefore selected your nation for the claim to asylum because of your support for ending the barbaric regime of murder being carried out by King Piripi.

It took just three hours for the Iwi to announce the escape, after all social media was awash with footage taken by people in the local area as the gunfire had sounded out. King Piripi made an announcement soon after

"Today we have seen an attack on our sovereignty and by connection that of Kaitaine. Here we have a man lawfully arrested, extradited and detained on the most horrific of crimes released by force. The news of the death of four members of the nations Police and two civilians in the escape sshows the Seleucid murderers for what they truly are, a nation that has time and again acted in a manner not supported by international law, yet we are seen as being the one in the wrong. We demand the return of Tawfeek and his accomplices wherever they happen to be."

The airfield at Sonne was relatively quiet when compared to the larger air facilities throughout the Empire, making the arrival of this plane highly unusual. Director of Operations Yui had notified regional authorities of the unannounced landing, bringing the small group of IRA stationed nearby in to assist if necessary. Flanked by these servicemen she reviewed the letter, aware of the news reports which were nearly inescapable. "If you have any weapons I would ask that you present them to the IRA stationed here," she said as she motioned to the men to her sides, "then we'll get you inside; I imagine the higher-ups in Pyrettania will be taking you down that way. Given the circumstances I do hope you won't take offense to remaining in the charge of the IRA until we can get things figured out."

"Welcome to Rokkenjima," she said as she entered her office and made the necessary calls.

With news of their arrival Marshal Admiral Cole issued instructions for the Seleucids to be transported to Pyrettania, while the Empress summoned the Vicegerent for urgent discussions which would consist of the Vicegerent, Cole, the Director of the Imperial Diplomatic Corps and herself. Once all were present in the Imperial Council Chambers Beatrice wasted no time. "So, as you are all aware, we've a plane full of wanted Seleucid individuals," she could feel the pressure of the room change as she continued.

"I will start by stating that extradition to the Commonwealth is not an option; if we were to extradite these men would most certainly face what we know shall be a most brutal and certain death. At the same time, we must recognize where there is a mandate for justice and ensure that Rokkenjima does not serve as a refuge from justice. We'll need to ascertain with Rokkenjiman and allied intelligence what we know of these men and then figure out where we go from here. Emerson, if you have any information to report, I feel that would be most helpful in getting out of the way."

"Our guests will be arriving in Pyrettania within the hour," Cole added, "gives us some time to lay the groundwork of a plan before their arrival."

Emerson shook his head with disbelief, six people on the run from the law, six people who regardless of how this played out would have to face some sort of justice and somebody thought moving them into a densely populated city was a good idea?

"First they should never have been moved to Pyrettania, they should have been and should still be put in a detention centre or secured location until we have all the information we need to make a decision. Second no one in this room, no one in the Palace, no one in the government should be meeting them it is not yet our decision and frankly we can do without headlines of 'Rokkenjima harbouring war criminals'. Third we need to be very careful because we only know the charges against one of the men." Emerson said "We don't know anything about the other five men, we don't know what if anything they did during the Seleucid occupation and as a result we don't know if they're even being looked for in regards to that, however they have committed a crime in the last few hours the only question is what is that crime?

Our immediate problem though is we need to get a handle on this and then we need to keep control of it, come what may this is going to be played out in the media because sooner or later either we're going to say 'we've got them' or the Iwi is going to say 'they've got them'. The only other thing to be mindful of is the Seleucid part of this equation. For now we should start the asylum process, have the appropriate authorities ask the questions that need to be asked, I'd like to make some calls see what I can find out we're also going to need some legal advice eventually and an idea of a media strategy."

I am certain that Grand Marshal Cole has followed all protocols to ensure their discreet arrival at that facility, yes?" Cole replied with a silent nod, "Unless we desire them to be seen, they shall not be revealed. In the times of the Grand Republican Army we moved countless prisoners in secure methods, without so much as a whisper returning to the Republican leadership."

"Let us see the asylum process through, gather the information which we need, and ascertain when we make things public. It shall be better to control the narrative on this than to allow wild theories to take on lives of their own, especially with the lack of discourse between the First Empire and the Commonwealth."

PUBLIC STATEMENT

Sometime ago a group of well armed individuals attacked a convoy escorting a legally held suspected criminal to court. During this attack the suspect was removed from lawful custody and has now apparently been taken out of the country. It now transpires that the individuals responsible and the suspect are now seeking asylum in Rokkenima.

We demand that their application is denied and that they are placed back in our custody to face justice. This demand is based on three principles.

1. Yanni Tawfeek's chain of custody - Mr.Tawfeek was lawfully detained by Kaitaine for breaching their laws on possessing a controlled substance, namely the substance known as Melange. When his identity was ascertained he was handed over to the Commonwealth of the Unified Iwi in accordance with a long standing warrant. Therefore by granting Mr.Tawfeek asylum you are interfering with the concept of international extradition and going against the lawful processes of both the nation of Kaitaine and the Commonwealth of the Unified Iwi. This sets a dangerous precident that anyone lawfully arrested and given due process may be freed using violence and removed from facing justice.

2. Support for acts of Terrorism - Those accompanying Mr.Tawfeek entered the Commonwealth either illegally or by fraud. Once inside our nation they have used weapons of a military nature to attack and kill members of the Commonwealth Police Force and it is only luck that prevented civilian deaths. To grant these men asylum sets a precedent of nations allowing to become safe havens for terrorists.

3. Denial of Life - The Maori faith teaches that once a person's physical body ceases their spiritual body (Tapu) is born. This Tapu is as much alive and part of our community as flesh and bone. This practice sees the creation of Mokomokai, the severed heads of important people with significant Tapu. An individual becoming Mokomokai are not issued death certificates and therefore are still classed as living. Therefore as some victims of Mr.Tawfeek became Mokomokai yet have not received justice they are not truly blessed with their full spiritual power. As such denying the trial of Mr.Tawfeek is a breech of the MCUR that you have signed. We believe it represents a breach of Article 2.1 "No one shall be deprived of his life " to us as Maori the denial of justice IS depriving the Mokomokai of their life.

Furthermore we protest the claims made by Pyrena Castle that the Iwi is home to "systemic racism". The Rokkenjiman government have accepted out of hand these claims without investigating the reasons behind them. Data can be used to show anything, for example in the Commonwealth their has been a reduction in the number of garden gnomes being sold meanwhile we have seen a raise in sea levels, should we therefore conclude that the humble garden gnome was keeping sea levels low? Data is driven by a story and at no point has Rokkenjima sought to discover that story.

1. 82% of Seleucid's under the age of 18 experience bullying at school - This figure is quiet possibly accurate, however as a stand alone figure it means nothing. Rates of bullying vary across studies (from 9% to 98%). (Modecki, Minchin, Harbaugh, Guerra, & Runions, 2014) and as most Seluecid go to schools mostly attended by fellow Seleucid this can not be used to show systematic bullying. Policies in education clearly make racism an excludable offence.

2. Seleucid citizens are five times more likely to be unemployed. This is again sadly true, however our nation has laws in place which make denying an individual a job on the basis of protected characteristics, of which race is one, illegal. Programmes exist to provide young people of all backgrounds work experience and skills education to support job hunting.

3. Seleucid citizens are six times more likely to be stopped by police. This statistic is again true, however Seleucid men aged between 18-25 are statistically more likely to be in possession of a gun or knife. Therefore they are more likely to be stopped by Police as part of random stop and searches. As most Seleucid also tend to live in more deprived areas of cities they are more likely to be living in higher crime areas, as a result more likely to come into contact with the Police. All Police in the Iwi are required to wear body cameras when on patrol and any individual believing they have been illegally stopped and searched is welcome to sue the Police force involved with the body camera footage forming part of the evidence in the case.

4. Only 10% of Seleucid applications to join Iwi's are accepted. This again is true and is actually proof that systematic racism is not in existence in the Iwi. The concept of an Iwi is a tribe, all members of the tribe must have strong ties either spiritually, ethnically or ancestrally to the tribe. As such for a Seleucid individual to become part of the Iwi they must either a) show a long standing commitment to the native Maori faith, b) be the child of a member of the Iwi who is active in their community and who has undertaken all rights of passage or c) be able to demonstrate a kinship with a member of the Iwi who is held in good standing. In recent times the Iwi's have adopted non Maori members, for example the Pope is a member of an Iwi as he formed a kinship with it's leader and promoted the memory of a deceased member of that tribe who is venerated as a Saint now among Catholics. Meanwhile the Cox family of Achkaerin where too adopted into an Iwi. Both the Pope and the Cox family are of a different race to the Maori and therefore is systematic racism was a barrier to entry then they would not have had this adoption. Furthermore one miss must consider the number of applicants, as few Seleucid apply to join Iwi's rejection is likely to be high. The fact that 1 in 10 Seleucid, just one generation after occupation, are permitted to join Iwi's should not be a cause for concern but should in fact be a cause of celebration as it shows how quickly we are trying to integrate them into our ancient customs.

Having therefore outlined all of the above I believe it is now vital that Rokkenjima reject the asylum application less they set dangerous precidents that will create expectations for terrorist groups believing they can escape justice, furthermore that nations can effectively consign the citizens of other nations to never experience justice based on their own religious belief, a crime against the MCUR which Rokkenjima only recently willingly affixed its signature to.

Regarding Wanted Seleucid Nationals In Rokkenjima

Given the circumstances surrounding the Seleucid individuals, including the very real prospect that their applications for asylum may be an attempt to evade justice, I have ordered that their asylum applications be rendered null and have placed them under Rokkenjiman custody. As I am sure you are aware the Assembly of Ardia does not compel a member state to comply with an extradition request in cases where the death penalty is an option. Furthermore, as per Imperial Decree, the First Empire shall not honour extradition requests to the Commonwealth as there remain very grave concerns regarding the human rights of those accused. I assure you, however, that these individuals (pending an investigation, of course) will face an internationally recognised court of law and that the pursuit of justice will not be hampered.

Furthermore, Pyrena Castle made no claims to systemic racism in the Release, indeed stating "the systemic racism cited by the individuals." Such claims demanded due consideration and do not reflect Rokkenjiman policy views toward the Commonwealth. The First Empire also rejects the argument that it is in breech of the MCUR, Article 2.1.

The First Empire has been clear that it cannot be complicit in the type of actions we've seen carried out by the Commonwealth, and the King personally. Crimes should merit punishment, and justice is a key cornerstone to human society. However, when the tools of justice are torture and brutality one should not expect the complicit endorsement of foreign powers. The First Empire will have no role, direct or otherwise, in condemning an individual to such a fate. The rights of those accused and even convicted of crimes must be upheld just as strongly as any other group, for to deny their rights sets a most dangerous precedent for all.

The Arawa aircraft carrier stood ready in the Kyne, it was the best part of 70 years old and a little rough about the edges but its crew stood ready to get the job assigned to them done. As the time ticked down on the stopwatch on his wrist Captain Mahauta readied himself mentally for what was to come, 24 hours of terror, danger and emotion. Inside the helicopters he and his nineteen men sat cramped among the gear, the flight wouldn't be the most comfortable of their careers and hopefully wouldn't be the last time. The helicopters swept low over the Kyne and at just gone midnight entered the waters of the Tamorans. The helicopters dropped their rear ramps and the Marine Commando's launched their boats, paddling them every bit as efficiently as their ancient ancestors had the large canoes that had brought them to Northern Ardia so long ago. Legend had it that those crews had been searching for the lost Maori tribes when they had stumbled across the uninhabited mainland, taking them away from the tiny islands they had once called home that dotted the Kyne.

Operation Matahourua was simple, get ashore, move inland 10km and locate the farm, this they did with little problem. It was just how the recon photos showed and the group wasted little time making entrance to the bunkhouses that housed the slaves. "We're here to help" Mahauta said quietly as he slid through the half open door of one, his men where doing the same to the others. He started the second stop watch, they'd been told that it would take thirty minutes for the nearest security forces to arrive once an alarm was raised and he figured best to assume the entrance to the bunkhouse would be monitored. "We're from The Iwi, we're here to take you home." he said and watched as a vast array of emotions broke forth before him, some cheered and he urged them to be quiet, some wept, one young girl in his 20's ran and hugged him and he had to wrestle her away from him. "You've five minutes then we need to leave on foot so pack light." Already he could see people looking nervous and he needed to keep things moving. He found the eldest woman in the bunkhouse and urged her to get people organised as he went and checked on the situation. Various NCO's ran up to him giving him the count from the different buildings, he spotted his three men on the hill ready for incase anyone came from the farmhouse area. He kept a running total in his head, "150" he said as the final report came in, they'd been prepared for slightly more but they'd take what they could get. The old woman from the hut approached him.

"I will be staying" she informed him, tears in her eyes, "So will a few others, we are too old to keep up." she said forlornly, Mahauta began to protest but she stopped him by taking hold of his head and cradling it towards her their noses touching in the Maori tradition. "I am 67 years old, I have never seen the Iwi. My daughter and grand-daughter can though but not if I go. We have always prayed to return home and now our children will. Thank you" she said. It was by no means a sure deal but Mahauta understood what she meant. He noticed families weeping and saying goodbyes knowing in all probabilities they'd never meet again.

"Take this radio" he handed it over to the woman, "Hide in the woods, if we can find a van, a truck...something. We'll come back." Mahauta knew their was little chance but he had to do something. Once more the woman gave a reassuring expression, took his hand and gave him a pendent carved from wood. "It is the whale, it will guide you home" she turned and went to say goodbye to her family. A few moments later a column headed back south towards the coast as the first signs of the locals investigating the noise came. Mahauta watched as his men in the rear guard sprang from hidden positions using their war clubs to crack the three farmers skulls. As they entered the nearby woodland he looked at his watch, twenty minutes, it could be a close run thing. From the bunkhouses he could see the elders, around 30 of them waving as they watched their families going.

"Kaua e mate wheke mate ururoa"[1] the words hung in the still night as he pressed deeper into the cover provided by the woods.

It took half an hour to reach the coast, and behind him he had an urge to return for the others, it would have done no good. The old women lay dead, three bullets had killed her as she and the others had tried using farm tools to fight the local police, they would never know but their sacrifice had brought the Commando's an extra twenty minutes or so to take their escapees onto the fishing boats their colleagues on a different helicopter had acquired and brought as transport. The boats where loaded and headed out into the Kyne, as soon as they had left Tamoran waters fighters from the Arawa came into sight rushing to meet them. From the handful of the freed slaves there were screams as they thought it was Tamoran jets coming for them but these turned to cheers as they were told they were there to protect them. It took a further hour for them to reach the carrier from where the process of gathering the escapees on the rear boat launch deck was completed. The fishing boats where scuttled as Mahauta stepped back onto his home-ship. The giant mechanical lift took them up through the bowels of the ancient ship as the lift came to a juddering stop at the top a noise of voices filled the air.

The entire ships compliment was on deck singing and dancing the traditional haka to welcome their bretherin to the Iwi.



OOC- Something like this had been agreed with Tamora prior to his LOA however if he returns and isn't happy I'm more than willing to retcon this. Dave will do some appropriate Tamora sabre rattling.
 1. An opening line of a Maori war song "Don't die like a octopus, die like a hammerhead shark"

Octopus are renown for their lack of resistance when being captured, however a hammerhead shark will fight bitterly to the end, to the point that when you fillet it fresh, its meat quivers. Commonly used to encourage someone not to give up, no matter how hard the struggle is.
