At a recent meeting of the Cross Straits Commission it was reported that Rokkenjima's representative to the CSTO has tabled the matter of the future of the former WARSAW space station Spetnaz as a topic of discussion having also received a query from the ISEA about Cross Straits cooperation in the area of space exploration. Having reviewed previous proposals for the Community, the Commission hereby tables for consideration the Cross Straits Space Exploration Agreement of CSSEA for short, we choose this wording as opposed to Cross Straits Space Agency to remove the imagery and implications of there being an overarching body that members space agencies answer to (the word "agency" suggests a physical entity) we seek to propose an agreement that allows the Community to pool its resources and to explore the great expanse of space while also allowing members to work with nations outside the community as well. The resolution to establish the CSSEA and the proposed text of the CSSEA is included for your consideration and reference.

CSR-1: Creation of the Cross Straits Space Exploration Agreement Resolution

The Membership of the Cross Straits Community agree the following

1. The amendment of article 3 of the Cross Straits Charter to add "Cross Straits Space Exploration Agreement" as a Cross Straits Body with its own charter to be agreed upon passage of this resolution.

2. As this resolution is an amendment of the Community Charter it shall require a two thirds majority of those voting to pass. If it fails to pass then the proposed Cross Straits body shall not be established

The Cross Straits Space Exploration Agreement

Preamble

The Parties to this agreement affirm their beliefs in the peaceful exploration of space and all discoveries thereof being for the benefit of all peoples and nations.

1. The Parties undertake to settle any dispute arising from this Agreement in which they may be involved by peaceful means, using uninvolved Cross Straits Community members to mediate if necessary.

2. In order more effectively to achieve the objectives of this Agreement, the Parties agree to maintain and develop their individual and collective capacity to explore space through national space agencies and other such entity's that are not inconsistent with the principles of this Agreement.

3. The Parties will consult together at the request of one of their number to discuss matters pertaining to the exploration of space. Such meetings shall occur as soon as is possible between the appropriate persons, whether that be in person, virtually or in a hybrid format.

4. Discussions relating to occurrences of breaches of the Outer Space Standards Convention shall be delegated to the Cross Straits Treaty Organisation.

5. The Commissioner for Science and Innovation shall represent the Cross Straits Space Exploration Agreement to the Commission and shall be entitled to sit in the meetings described in article 3.

6. Any nation may apply or be invited by the members to join this Agreement. To become a Party ultimately requires a majority vote of the membership, along with any domestic ratification and/or constitutional practices of the applicant nation.

7. Nothing in this agreement shall prevent members from engaging in space exploration projects and agreements with nations outside the Community.

Having reviewed the amendment and the terms of the proposed Cross Straits Space Exploration Agreement, we have determined that they are acceptable to the DNSA and to the Empire of Daitō as a whole. With our own programs ongoing, we believe that international cooperation will allow for a greater presence for all our nations in Low Mundus Orbit and beyond. Furthermore, it is our belief that the former WARSAW space station, Spetsnaz, could in theory serve as a building-block for this agreement, should the facilities aboard prove amenable to being modified from their original militaristic purpose for use as a platform of scientific discovery. An international village in outer space, as it were.

Come what may, the proposal has, with the recommendation of the DNSA, been formally approved.
