On behalf of the Dragon-Emperor Tielin II we would be proud to welcome you to the Majestic Empire. If it is sutiable for you we would like you to attend a meeting between yourself and Lord Kexing at the Boat Palace in Rizhao Provience. That evening the Imperial Family shall attend the provience to hopefully approve of arrangements yourself and Lord Kexing have made during the day.

Kexing was pleased that this meeting was happening in his home province and not in the capital. He was getting old and the constant flights to the North of the nation were tiring. Spring was still working its magic in Rizhao and as such there was still a small crispness in the air. The guests would be shuttled north via a seaplane that would land on the lake at the foot of the mountains that formed the south of Lijiang. Once the plane had made its way to the quayside the Lord waited for his staff to help his guests to land. Despite the creaking of his spine Kexing gave a bow to his guests. "I am excited to welcome you to both the Majestic Empire and Rizhao. We here are known as the Valley of Sunshine however that is perhaps a few weeks away, I sincerly hope that we'll have concluded our business here long before those days arrive but you are always welcome to visit us."

The venue for the meeting was a small marble built Palace that was more like a reasonably sized hall. Even the table around which the meeting was to take place was made out of marble and inlayed with walnut and gold. Most of the time it was open as a tourist attraction but this was closed today for the meeting. Kexing waited for the guests to be seated and then took his own seat. "The Dragon-Emperor has asked me to discuss things on his behalf and will join us this evening for a banquet and hopefully place his seal on what we discuss, with that in mind what would you like to discuss?"

The delegation from Djabidjan was led by President Min Tae-joon, in his first travel abroad after being elected President of the Republic of Djabidjan. Along him, also travelled Deputy Premier Tieu Quang Vinh and Deputy Minister of Foreign Affairs Song Ji-ae, as well as a few assistants from the Ministry of Foreign Affairs.

"It is a pleasure to visit your country", President Min replied, without a trail of excitement in his voice. They observed carefully as they advanced through the palace.

"We can not wait to meet him", Min told Kexing, in reference to the Dragon-Emperor. "As you should know", Min continued, "there are several and important issues that we feel that could be discussed today. But first, it's our view that both our nations have a lot of gain from common understanding and cooperation, no matter how different our countries can be...For that reason, we would like to improve the communication between our nations. We are concerned at some of the obstacles and problems that sovereign and independent nations find in today world. We hope to find cooperation for one topic that concerns us, which is cooperation in national security".

Kexing was interested in what this nation from across Sovereignty Bay had to offer and it seemed from their opening gambit that it was quiet a hefty wish list. The fact that Min wished to emphasis national security was intriguing more than Kexing had expected. "We are always happy to consider ideas for working with other nations and thankfully its becoming easier and easier. I think some of the efforts you have spoken about will be relatively straight forward, but national security is a rather interesting place to begin." Kexing knew of the handful of attacks by Christian groups and the detention centres but hadn't expected it to potentially be a place to start these discussions. The Majestic Empire had seen its share of chaos over the last few years but that had all but ended with the appointment of an Emperor after so long a time. "What co-operation do you think we can have regards to national security?"

"Very simple", President Min replied, as he received a folder from Deputy Foreign Minister Song, ready to share it with Kexing. "We propose the creation of a joint inter-government commission aimed to share intelligence information regarding to national security which could be useful or required for both nations. It is a small step but I hope enough to face the common risks, challenges, and dangers our nations may be facing in this changing world, particularly in the fields of counter-terrorism, fight against organized crime and illegal immigration, just to mention the main ones that comes to my mind".

Kexing thought for a while. "In terms of sharing information of national security I can accept that this may be a good concept. I though then see a few issues moving forward. You talk of counter-terrorism, we're a nation with little in terms of networks for that and we have no terrorist threat of not. As for illegal immigration I think you're more likely to find a citizen of our nation trying to enter a nation illegally than anyone seeking to enter our nation illegally. Now on grounds of sharing intelligence what mechanism do you think would make that possible?"

"This kind of information can be highly sensible, of course", Min replied. "in our case, the communication of information will be processed by the State Department for Military Information, our main intelligence agency, which will prepared to share the required information or documents directly and safely, to those government agencies or officials in your state which are tasked for such role. Regarding meeting in person between officials from both countries, no more than would be reasonable or required. It is not our aim to create unnecessary bureaucracy between our governments, but rather the fluid flow of information between our states".
