Salutations, I hope this communique finds you in good health and I pass the condolences of myself, my Government and the Preorian people for the deep loss your people have suffered.

As we are both aware recent events have compelled our nations to review our security arrangements at sea, and as with any situation that posses a risk of further escalation we are concerned that our shipping and other neutral maritime assets may be targeted, intentionally or accidentally, by belligerents seeking targets of oppertunity. My Naval Chief of Staff has advised me that the most prudent action to ensure a more permanent and actionable security plan would be to seek to acquire basing for our vessels overseas. As such I write to you to request a review of our proposal to seek a leasing agreement so Republic Navy vessels can be based from the Island of Tsukishima to extend our ability to protect our shipping into the Sea of Kyne and beyond.

I understand that pressing this issue at this time may not be the most convenient for you or your staff as I am sure you have innumerable issues already requiring address. As such my Government feels it appropriate to offer the additional use of bases within the Republic for the Imperial Daitōjin Navy to conversely extend it's range and coverage in exchange for these proposed rights.

I am willing to personally meet with yourself or, if it is more appropriate, arrange to have our subordinates coordinate to ensure that we can come to a mutually beneficial arrangement regarding this matter.

Prime Minister Conway,
   I would firstly wish to thank you for the kind words you have shared. The conflict in the Rokkenjiman Sea is a tragedy, certainly one that should never have become necessary, however, I can earnestly celebrate that negotiations to affect a settlement with regards to the dispute. As it stands, the Empire of Daitō, as always, remains committed to the peace and stability of East Ardia, and for the betterment of her peoples, even those who presently find themselves in opposition to our government. Nonetheless, His Imperial Majesty, the Emperor has authorized that I communicate to you our government's interest in this proposal.

   While historically, the Empire of Daitō has been hesitant—the aftermath of the Great East Ardian War notwithstanding—to allow foreign forces to be stationed within our territory, this is a policy which, for the sake of continued cooperation with our allies and partners, has become unnecessary and perhaps detrimental to the Empire's interests. That you have offered a similar military base within Preoria only provides further incentive to our government, which has long seen the Krimeon and Illumic as a region of strategic and geopolitical significance. Thus, in order to facilitate the establishment of such bases, both in Tsukishima and Preoria, I am prepared to travel to Preoria alongside officials of the Imperial Daitōjin Navy, or if it be your wish, to welcome you to Daitō instead.

   I eagerly await your response, and offer the best wishes of the Empire to you and your people.

I am glad to hear that you have entered negotiations to reach a settlement on the matter, that no more lives be cast away needlessly is certainly something to treasure, peace above all should be the natural guarantee for all nations.

In order to best progress this I believe it would be most prudent for Daitō to host this meeting, I recognize it is an important time for you and your people and would not wish to draw yourself or any of your staff away from home in the event that your presence becomes essential. If the necessary arrangements are made I am prepared to make best haste for Daitō as soon as is feasible for yourself.

Thank you for the consideration of this, it will bear fruit for both of our people.

   Despite formally being at war, the city of Shinkyō seemed scarcely different from how it had been not even a month prior; though the state had been mobilized, and regular drills were underway in the event that the ceasefire failed and Daitō were to fall under hostile attack, most seemed to pay it no mind. Life just went on, albeit at a slightly higher cost of living than normal owing to the disruption in ocean-going trade. And of course, many of signs, screens, and billboards that once bore advertisements for a nigh-infinite number of products and services were now often replaced with patriotic slogans and nationalistic imagery, intended to stir the spirits of the Daitōjin people. Perhaps the most noticeable difference, at least for the Preorian Prime Minister, was the moment when his aircraft entered Daitōjin airspace, whereupon his aircraft was intercepted—albeit scheduled—and escorted by a pair of IDAF-marked J-9s as a safety measure while the jet flew into Ōta International Airport.

   At the airport, to some fanfare, Conway and his delegation was met by representatives of the Daitōjin government, as well as by Preoria's ambassador to the country. From there, they were escorted via motorcade not to the Imperial Palace, but rather, to the Prime Minister's Official Residence, or as it would've been more simply known, the Kantei. Upon stepping out of the vehicle, Sadazane Konishi, the Prime Minister of Daitō, greeted Conway.
   "Your Excellency, it is truly a pleasure to welcome you to Daitō on this most... auspicious of occasions." Sadazane said with a slight bow before offering to shake his hand. "This is Marshal Okimoto Esashi, my Minister of War." He added, motioning to one of the individuals in military dress.
   "A pleasure, Mr. Prime Minister." Esashi said with a nod and a smile. It had been at his recommendation that the Air Force had dispatched those aircraft earlier, if only to provide additional protection in the event the ceasefire were, sadly, broken.
   "In any case, I trust the voyage here was pleasant?" Konishi asked moments before honors were to be rendered.

The Preorian Prime Minister quickly took the hand of his Daitōjin counterpart. It had been a long trip, and even though Preorian executive transport was a comfortable aircraft equipped with all the trappings of any first-rate airline, it had still been an exhausting flight. Wrapped in the anxiety that they were still flying into the airspace a state that was technically at war. The presence of the escorts provided some comfort but it was something that had kept him on-edge as they made the final leg of their journey, he had seen enough conflicts come and go to know that another flashpoint was just one diplomatic misstep away, and if he played it wrong this agreement could end up just another escalation.

"Thank you kindly for the warm reception, my flight was splendid. I'll admit I had some nerves but nothing a strong glass and the gracious escorts your people provided couldn't settle." He said, nodding his head in a slight bow to both of the men. "It is an honour to finally meet both of you in person. And may I say it is excellent to see that life here goes on as usual despite the tensions." Conway stepped slightly to the side, making way to introduce his most essential companion on this trip. "And may I introduce First Admiral Royce Dyere, my naval Chief of Staff and the architect of our arrangement." The aged man stepped forward, wearing his black and white-trimmed dress uniform and holding onto a small leather briefcase. "We are both deeply grateful for the services provided by your Air Force, as I expected the Daitōjin Forces conduct themselves most professionally." The Admiral stated to his own counterpart.

   Once the formalities were finished with, the Preorian delegation, alongside their Daitōjin hosts, would enter the five-story—six, if you counted the basement—building, which had built in a modernist style just over twenty years prior to replace the previous residence. All around, there was a number of potted plants, paintings, and sculptures which adorned its many rooms, which included portraits of every Prime Minister in the country's history, from Tadasu Yamagata, who took office in 1888, to Sadazane Konishi, the present Prime Minister. Every so often, members of the 301st Military Police Company—tasked with serving in a similar role to the Imperial Guard—could be seen, usually near the doors or walking through the halls.

   In time, the four would enter the Prime Minister's office, at which point, Sadazane would motion for the Preorians to take a seat.
   "So, as I remember, your government was interested in some sort of leasing agreement up in Tsukishima, yes?" He asked, grabbing a notebook and a pen. "Anything I should know about before we consider that offer?"

Conway and First Admiral Dyere took their seats, quickly settling into the deal they were there to propose. The Admiral laid his briefcase upon the table, quickly popping it upon and sifting through a pile of paperwork as the Preorian Prime Minister placed his elbows on the table.

"That is correct, given recent events we believe it prudent to be able to extend the reach of our maritime umbrella into further waters, my cabinet and my chiefs of staff all agree that this is a move that will not only benefit Preoria, but also reflect plenty of opportunities within the Daitōjin scope of interest." Conway stated, before the Admiral slid him a small square note. "Oh, yes, the only thing that you should be aware of before committing to this kind of agreement is that the Republic Navy may wish to base vessels with nuclear power plants at any proposed base. This can be a point of contention and it would be best to make that stance clear. Otherwise I believe our interests in securing basing rights mutually between ourselves provides both of us with a guaranteed and effective boost to maritime security between both of our people."

The Preorian Prime Minister and his Admiral traded some paperwork briefly, they had prepared well in advance to answer any questions that his counterpart may have, and take note of any possible suggestions that they may present.

   Once both Conway and Dyere had taken their seats, Sadazane would do the same, while Esashi remained standing. Beyond their conversation, the office was quiet, save only for the ticks of a clock and the occasional footsteps coming from the halls. It was hardly a distraction for either man, neither of whom had thought, in a million years, that they would be here in their positions. For Konishi, it came as a shock that he was even appointed as Deputy Prime Minister, no doubt as part of some compromise on the part of his predecessor, while for Esashi, he figured his career had peaked as Chief of Staff. But as often it was when it came to the tides of fate, it was difficult to predict where their paths would lead.

   Even so, such thoughts were unnecessary at this hour, as they had since the war began, and so they would be for the foreseeable future. And so, they listened carefully to what their Preorian counterparts had to offer them. They wished to extend their navy's reach, at least in a more permanent fashion than would be provided by a normal patrol, a capability which Daitō likewise wished to acquire for itself. It seemed obvious, then, that a site on the island of Tsukishima, like he had briefly proposed earlier, was suitable for that task. Furthermore, as they wished to secure their maritime trade, it stood to reason that a position near to the major trade routes in the region would be preferable to, say, some island to the south of the island. That meant, of course, that there were but two sites—one in the northeast, the other in the northwest—which would undoubtedly be perfect for that role.
   "The Empire of Daitō is already used to hosting nuclear-powered vessels within its ports, so I suspect that the presence of ones from Preoria will be no more of an issue than what local authorities are already used to." The Daitōjin marshal spoke up, clearing his throat. "That being said, there are two locations which I believe would be most suitable to what you are looking for." He said, passing a map of Tsukishima and its outlying islands to the Preorian representatives. "First, in the northwest, is the island of Takeshima, just at the mouth of Towada Bay. The island has served as the home of a major port for the Imperial Navy—Hirado Naval Station— facilitating joint operations with the Republic of Sipura since the 60s. However, with the reunification of the country with its mainland in 2017, it has lost its importance, though it is largely up to date in terms of facilities."

   For a moment, Okimoto paused, looking over the map once more. "Actually, no, the other site wouldn't work so well, I fear. Too expensive and likely not in nearly as good of a position for what you are looking for."

"We would be happy to accept whatever facilities you have that are available. The majority of vessels making this trip to the available site would be no bigger than Destroyers and the occasional visit by one of our carriers or battlecruisers. The position itself it valuable to ensure our ships can resupply and reach out further south and east and we would be happy to both contribute additional funding to reactivate it appropriate to our needs." The admiral answered before placing a small stack of paperwork onto the table and sliding it across to his counterpart. The topmost paper on the pile was a map, allocating locations of currently decommissioned naval bases in Preoria, with the sheets beneath it containing brief descriptions of each base, it's capacity, port depth, housing and other facilities.

"Feel free to look through what the Republic can offer you in return, we would however recommend RNB Llwynbelan. It is located on the the Island of Arannant at it's southernmost tip. The facilities themselves are modern, and the base was only decommissioned last year in our last defence spending review. It would be the best option for vessels transiting through the Krimeon due to the lack of need to navigate the strait between our mainland and the Island. And I am of course pleased to include the services of nearby towns, it is of interest to our government's economic policy to have that base reactivated as it provided a much needed lynchpin of the local economy when it was still operational. However you are free to look over the other four bases and choose any that are suitable for your purposes."

   For a few minutes, Marshal Esashi looked over the paperwork which he had been provided with, taking the chance to weigh the merits of each potential site. However, no matter which location he considered, he always ended up agreeing with his counterpart that Llwynbelan was, ultimately, the best option for what Daitō needed. Compared to some of the other sites, its relatively modern facilities meant that it would be cheaper to recommission, while its position at the south of Arannant would provide an excellent boost to the country's own power projection within the Krimeon and surrounding regions, not to mention allowing Daitōjin vessels to refuel in the region. Of course, a boost to the local economy was an added bonus for the ex-Preorian base, so it seemed the choice was obvious.
   "I do believe... Llywnbelan-" Okimoto paused, having struggled to pronounce the name, "-will suit our needs just nicely, once reactivated. After all, as you mentioned, its location would allow our vessels to avoid having to transit the strait, not to mention offering a valuable position within the Krimeon."
   "Our government is, of course, likewise prepared to allocate funding to assist in reactivating RNB Llwynbelan to the standards of the Imperial Daitōjin Navy." Sadazane interjected when he got the chance to speak up. "Likewise, I believe that there may be room for investment within the region, however, I suspect that will be a conversation best held at a later date."

The Prime minister smiled, brushing a hand through his greying hair. "Then we both have acceptable locations that ensures our strategic and economic aims are met." He nodded to the Admiral at his side who promptly produced another body of paperwork before placing it on the desk. "What we have here is the framework for a potential agreement, it mostly covers the addressed points, though it brings a new issue to the table. But given how simple the process has been thus far we don't think it will pose a problem. We must agree on the leasing rights to these bases. I propose an initial period of three years to determine the success of this endeavour followed by a renegotiation period in which we can review and reassess to ensure we are both getting the best deal for our respective governments."

The Admiral slid the paperwork across, just like the others it was a simple and direct document containing basic points on which the agreement would ideally be based on.

  • 3.1: Goods entering and leaving the agreed facilities shall enjoy tax-exempt status with regards to tariffs on goods transiting borders provided the destination of these goods is exclusively between the agreed facilities or host-state.
  • 3.2: The receiver shall be responsible for checks on goods entering and leaving the facilities to ensure no prohibited goods transit.
  • 3.3: The receiver shall hold autonomy for law enforcement within the agreed facilities.

   Once again, the two men took some time to review the information they had been given, seeing whether this agreement was acceptable or not. To Konishi's surprise, it largely covered everything that was needed, as given his past experience, such first drafts would need to have changes made. That being said, there was one point, nothing more, nothing less, which rubbed him the wrong way, that being section 3.3, given that in cases where a civilian from, for example, Preoria were to be a victim of a crime on the base at Llwynbelan, local authorities would have no jurisdiction, as would likewise be the case if the roles were reversed. While certainly, as he—having been a lawyer in the Army for a time—was all too familiar with, Preoria, like Daitō, likely had some form of code regarding military justice, perhaps it would be worthwhile to consider a change on that, for the sake of the victims, of course.
   "These terms are acceptable, however, if I may make a recommendation," Sadazane said, placing his finger on the paper, "I believe that, in place of point 3.3, as it presently stands, we should consider to some degree a provision which would allow for crimes against civilians of the hosting country be handled either by both parties or by local authorities. Otherwise, as I said, these key points are certainly acceptable."

The Prime Minister commented, clasping his hands. "This has been a productive endeavor."

   Briefly looking over the newly revised document, Sadazane and Okimoto found nothing else which was needing their consideration. Of course, as Conway had said, there was still a fair amount of legal work to do with it, but as far as they were concerned, their work was largely complete. Naturally, for the old marshal, there was more to do, seeing as, though much of it would be delegated, he still had numerous meetings that would have to occur before while the bases were being established, but that was hardly something he took issue with.
   "The terms of this treaty are more than acceptable." The Prime Minister said with a smile. "Indeed, I believe that it shall serve as the groundwork for a most beneficial relationship between our two countries."
