Following a request from Chrysanthemum Throne I appointed a Special Prosecutor who assembled a team to investigate allegations of electoral irregularities undertaken in the pursuit of Charles Foster Ofdensen to position his Party, and hence himself, on the path to victory regardless of the costs. This report has shown that in this pursuit the Centre National Committee utilized an array of tactics to suppress the vote in each Rokkenjiman Prefecture, tampered with voting machines, abused a security vulnerability in the YourGov.RK platform which allows verified votes from home and utilized a bloc of artificial votes, a tactic first uncovered in the Referendum which dismantled the Office of the Premier. This earlier case of tampering may seem odd; after all, if Mr. Ofdensen sought the Office of the Premier why abolish it?

This campaign to abolish the Office stems from a conspiracy of Mr. Ofdensen and his loyalists to discredit Chrysanthemum Throne in an attempt to implicate the Imperial Family as the actual culprits. The findings of these investigations have been forwarded for independent verification in East Moreland who have recently verified the military threat which Mr. Ofdensen posed to this First Empire and our neighbours. With verification of his electoral misconduct, and the conspiracy which has engulfed the Centre Party, the Imperial Government will be ordering that the Centre Party be disbanded and those involved will face the full weight of justice. Questions and concerns not already addressed may be directed to my office.

The actions of Mr. Ofdensen have already had several impacts upon Rokkenjiman democracy, bringing up memories of the strong-men who ruled the Federal Republic upon their whims and desires, not in the service of the Rokkenjiman People. It is my official advice to the Empress that new elections should be held, members of the Centre Party be barred from participation in national elections for a period of no less than five years, and the position of Premier remain vacant with the First Empire reverting to the system employed prior to the restoration of the Premier until such a time the damage from Mr. Ofdensen's actions has been thoroughly addressed.

NATIONAL INTELLIGENCE AGENCY

Following the recent events in Rokkenjima elements of East Moreland's electoral body were requested to check for irregularities. With it being likely that such a issue may spread beyond electoral those of us at the National Intelligance Agency were asked to also support this investigation.

It is clear that when investigating voting machines that in strategic locations a significant number appear to have been pre-loaded with a number of pro-Ofdensen votes. As of yet we are unable to ascertain the identity of who did this however we have reason to believe this was done prior to the machines being delivered.

The use of internet voting appears to have produced the possibility that an individual could vote both in person and via the website utilised by Rokkenjima. As such we have found examples of where a large number of votes such as this took place. It is not yet known how it was discovered or whether part of a Ofdensen strategy.

It is also clear that in some districts "vote farming" took place. This is a process by which "vulnerable" members of the community are persuaded to apply for a postal ballot and a "friendly" member of the community offers to fill them in and deliver them for the "vulnerable" person. At this point the ballot was completed in favour of Ofdensen and  then posted.

Between these steps it is clear that what would have perhaps been a closely run election in which Ofdensen would likely not have won was turned into a victory.
