World Leaders,

I am honored to be authorized by my people to conduct a International Civil Aviation Conference in our capitol of Harbordale, Victoria. The conference aims at establishing a treaty on International Civil Aviation in the following areas:

* Establishing firmly the freedoms of civil aviation
* Elaborating upon civil air traffic control
* Maintaining state sovereignty over airspace
* Ensuring national aircraft regulations maintain relatively uniform to facilitate international commerce
* Establishing the rights of states to search international aircraft landing or departing, without undue delay.
* Other generalized procedures and policies to ensure uniform international commerce and free travel
It is our hope to see as many representatives as possible and a successful meeting.
