Military Defence Initiative Official Report on The Bubonic Plague Outbreak
To the Cross Mundus AgencyThe Military Defence Initiative is an organisation with responsibility for analysing and reacting to international events and situations. Part of this work involves considering worst case scenario's such as being on the receiving end of Chemical or biological warfare as such we were asked to undertake analysis of the current outbreak in respect of the allegations made by the Iwi. The analysis was carried out by Elodie Gliss a First Lieutenant in the Achkaerinese Military who is a specialist in the fields of Nuclear, Chemical and Biological Weapons. The analysis consisted of obtaining samples from ten patients in each of the affected nations (in the cases where fewer than ten patients existed samples were taken from all patients) and then comparing those samples to the sample of the strain used by Royal Seleucid in the 1980's. The following are the conclusions of Lieutenant Gliss:
1. The current outbreak of the disease has been genetically altered to make it more lethal, more contagious and longer living - this would mean as it is a manufactured strain for military purposes that it falls under the definition of weapons contained within article 1.7 of the Uppsala Convention and must not be used by any nations armed forces or militia.
2. The proteins of the two outbreaks are identically altered.
3. The only difference between the two being contained within the Cytoplasm leading us to believe that the infection has been grown in a different environment to that grown in the Iwi in the 1980's - this is not an unexpected finding as the change in circumstances in respect of the occupation are no longer a factor. As the occupation is no longer occurring it is the case that any strain developed by Royal Seleucid today would show this difference.
4. The genetic make up of the disease is 98.8% identical in DNA terms to that used by Seleucid in the Iwi. This is beyond the realms of reasonable coincidence, therefore applying a reasonable man tests leads us to the belief that the diseases share a common source.
5. Blood tests taken from several infected countries confirm that this outbreak shared a common point of origin. The source is as yet unidentified and discovering the point of origin or 'Ground Zero' should be prioritized.
It is the conclusion of this report that the current outbreak is not a naturally occurring version of the Bubonic Plague. Samples taken in relation to the current outbreak and the 98.8% similarity to the historic sample suggest that the strain used originates from Royal Seleucid genetic alteration undertaken in the 1980's. However none of this proves in legal terms that there is direct culpability on the part of Royal Seleucid in terms of the current outbreak as a) suggestion is not proof and b) the exact nature of the current outbreaks origin can not be confirmed at this time. However such an outbreak after such a long period with no infections reported indicates that the current outbreak is likely an intentional event. Of great help at this time to furthering of this investigation would be the identification of a 'Ground Zero.'
However it is the opinion of legal experts consulted that the findings of this report while not amounting to proof do meet the evidential threshold to recommend an inspection of the stockpiles of this weapon, limited not only to Royal Seleucid but any other nation known to possess it.
