Rokkenjima Dispatches Destroyer To Xćth


IRN Defiance has been dispatched to Xćth in response to Slava Lavosk's nuclear aggressions.

Imperial High Command has confirmed reports that IRN Defiance would be deployed to Xćth in response to the nuclear activities of Slava Lavosk, assisting with efforts underway to ensure Xćthian vessels are prepared to intercept nuclear threats from the rogue regime. This program of assistance presently does not have a set date for its closure, while Imperial High Command has stated that "so long as Xćth feels the presence of Defiance is required, she shall remain stationed and ready should Slava Lavosk seek to target our friends and partners in the region." The destroyer is capable of providing ballistic missile defense, something which the Imperial Rokkenjiman Navy is keen to neutralize.

Pyrena Castle has called on President Kravec to cast off his nuclear arms, with insiders reporting divisions in the approaches sought by various powers. Rokkenjima has pursued a course which sees Slava Lavosk disarming, whether of its own volition or through force if necessary, while other powers have pursued a more moderate approach. "If the powers sat at the table today had been sat at the table where Stalin threatened the world with GR-3, we'd likely have been reporting on countless deaths as the world pandered to the demands of one man." said an official who was not authorized to speak with the press on ongoing developments.

"We've seen more prompt action and outrage over the Clysperis incident than Slava Lavosk single handedly derailing the global disarmament effort," the official continued, "while Seaforth, who had the information in hand regarding Kravec's program, decided it was better to sit on it and allow him to develop this capability." The frustrations are apparent on both sides, however, the Kingdom of Tytor has supported Rokkenjiman efforts thus far in applying maximum pressure upon the Kravec regime, while other allies have sought the pursuit of some form of deal. "The only deal that is required is simple: Kravec gives up his nuclear arms, or they're taken from him. There's no scenario in which Rokkenjima will abide a nuclear-armed Slava Lavosk."

A Rokkenjiman View Of Mundus: 2019

The RBC presents the fifth edition of this long-running poll which provides a look into how Rokkenjimans view Mundus.

What State do you view as the greatest threat to global peace and security?

Slava Lavosk easily topped this year's poll as the greatest threat to global peace and security following its test of a nuclear weapon following the universal disarmament of Mundus' nuclear powers. 79% of Rokkenjimans named Slava Lavosk as the top threat, with the Bene Gesserit and Borland Separatists receiving the remainder of the votes.

Which nations do you view as Rokkenjima's closest allies?

With the spectacular failure of LISA Tytor, Dartfordia, Seaforth and Lahkzovia were viewed as Rokkenjima's closest allies. The Holy Empire of Achkaerin made its first top 5 appearance in years despite lingering issues in the bilateral relationship, some of which persist to this day. The emergence of the Kingdom of Tytor from a period of isolation has catapulted it in this current poll, with 87% of respondents stating Tytor as Rokkenjima's closest ally. This follows Tytorian support for strong measures against Slava Lavosk following their nuclear test, and reverence for the history of cooperation and friendship between the former CSTO allies.

Likewise, 64% of those polled stated that East Moreland is biased against the First Empire and its Empress, up from 57% in the previous poll.

The Rokkenjiman-Dartfordian 'special relationship' was highlighted yet again, with 68% of Rokkenjimans holding a favourable opinion of Dartfordia, while 71% considering the Kingdom Rokkenjima's most important bi-lateral relationship, down from 87% last year. Dartfordian wavering toward Rokkenjima and an apparent "syndrome of throwing Rokkenjima under the bus to appease foreign powers" tampered down Dartfordia's support from previous years considerably. This has seen a record high 27% of Rokkenjimans viewing the Kingdom negatively.

Do you support the foreign and military policies pursued by the Empress?

In previous years 72%, 77%, 78% and 74% stated their support for the foreign and military policies of the Empress.

In 2019 75% of respondents supported the foreign polices of the First Empire, a change of just 1% from the previous year.

41% (up from 31%) of respondents approve of the Empress' handling of relations with East Moreland, 58% (down from 69%) view closer relations with Achkaerin are most beneficial to the First Empire, and 73% feel that international cooperation is failing due to in-fighting and increasing competition between Mundus' leading powers. A full 84% stated they felt that Rokkenjima was being "thrown under the bus" to the benefit of powers such as East Moreland and Achkaerin, and called on Pyrena Castle to "address the issues and stop playing nice."

Do you support Rokkenjiman membership in the Cross-Straits Organisation?

Support for continued membership in the Cross-Straits Organisation (the CSU) remained little changed, with 80% supporting Rokkenjima's continued membership.

What is your opinion of the Kingdom of East Moreland and its relations with the First Empire?

Last year our focus turned to King David, who was then viewed favourably by 37% of Rokkenjimans. Today, 29% of Rokkenjimans hold a favourable view of the Morelander monarch, while 57% hold a favourable view of East Moreland itself. Repairing relations with East Moreland remained a flat priority, with 31% stating it should be a top policy goal of the Empress. 68% responded that the diplomatic efforts of the First Empire could be best spent elsewhere. These numbers indicate that a majority of Rokkenjmans hold King David accountable for the fallout in relations, and their shattered status to this day.

International Developments Precede Imperial Address


The Empress outlined measures to combat Slava Lavosk aggression and preserve peace amongst other international developments.

As the Imperial Address nears Empress Beatrice has provided an update in which she announced the submission of a Resolution before the Commonwealth Treaty Organisation in response to the aggressive maneuvers of Slava Lavosk while highlighting a "period of renewal" for the Mundus Development Bank. Her remarks to the RBC follow a working session with the Imperial Diet.

"The First Empire has submitted a Resolution to the Commonwealth Treaty Organisation which will ensure that operations designed to deny Slava Lavosk avenues for acquiring new material or exporting material are closed, while also ensuring that materials which could enable the military of Slava Lavosk to present a yet greater threat to international peace are denied to them. These vital tasks, and this crisis before us, I believe shows that the Commonwealth Treaty Organisation does indeed have a role to fulfill in the modern era. Now is not the time to leave the Commonwealth, but to shore it up and position it so that it may be even more capable of addressing monumental challenges such as those we presently face."

In related international developments the Empress stated that the Mundus Development Bank would receive "necessary renovations and re-invigoration, ensuring that it is capable of serving the mandate upon which it was founded. This will also see the First Empire transition from offering International Development Grants (IDG), reserving their utilization for only the most at-need peoples of Mundus, and instead focusing upon long-term loans through the Mundus Development Bank which ensure the long-term solvency of the Bank while providing those amongst us who have the least a fair opportunity to advance their position. This dual-tiered approach will enable programs of assistance which are fair and capable of addressing present, and future, challenges."

Following speculation that the Imperial Rokkenjiman Navy may have missile submarines operating in the Sea of Kyne, questions which were posed to the Empress by reporters, the Empress offered neither confirmation or denial. "The operations of the Imperial Rokkenjiman Navy are determined by Imperial High Command, I am not involved in the day-to-day operations of the IRN. By now, you should also know that speculation about Rokkenjima's deterrence efforts is not a topic this Government comments upon. I recognize that speculation is natural in times such as this, however, we should instead remain focused on the facts at hand and respond to Slava Lavosk in a manner which best defends our values against the chaos they wish to unleash upon Mundus."

Imperial Bank Announces New Ducat Series

Imperial Bank Governor Josephine Faust presented an "evolutionary update" of the Imperial Ducat in announcing the 2020 Series. "The Ducat remains a polymer-based banknote, with a small chip being present in the Imperial Seal which provides further security and anti-counterfeit measures," Governor Faust explained. "We have presented a more traditional style, however, following a lukewarm reception to the 2017 Series, which focused more on modern and at times abstract backgrounds. The obverse of the 2020 Series will feature the skylines of cities such as Pyrettania, Ashinxao, and Exuperia, shifting away from the 2017 Series obverse which featured various landmarks."

The र20 Ducat banknote continues to feature former Premier Abe, who remains a popular figure throughout Rokkenjima.

The र2 Banknote, which has long been a favourite, features Empress Beatrice while former Premier Abe will continue to feature on the र20 Ducat. Former Premier Hartnell is expected to remain on the र10 Ducat note, however, some have petitioned for Empress Emerita Evanthe to feature instead. "The र5 note is most likely, as it's due for an update," Governor Faust stated. The र5 note features former Premier Koizumi, who is increasingly viewed as disgraced following a series of leaks last year which many attribute to the former Premier.

Pyrena Castle Oversees Aid To Floodwater


United States has been dispatched with food, supplies and volunteers.

With Hurricane Eileen having pummeled Floodwater, leaving twelve dead and damages yet to be calculated, the Imperial Government has acted quickly to approve, and disperse, aid to Floodwater. Dispatching the United States with a full compliment of food, bottled water, supplies and volunteers forms a part of the Rokkenjiman aid effort, while naval and air assets are being utilized to further assist the people of Floodwater. IMS Poseidon has likewise been pressed into the aid operation, where it will provide shelter and accommodations for those displaced by the devastation of Eileen while utilizing its desalination plants to supplement fresh water needs.

"The First Empire stands tonight with the People of Floodwater in addressing this crisis from each angle possible," a statement from the Empress read earlier today. "All assets at our disposal capable of aiding Floodwater are being dispatched, while countless Rokkenjimans have volunteered to assist with the situation on the ground. I shall be contacting Prime Minister Thatcher personally to ensure that our operations are synchronized with the efforts of her Government, especially to ensure that we are capable of having assets prepared and ready to act for those areas which stand in Eileen's forecasted path."

House of Delegates Passes 'Rishiri Future' Measure


Governor Marino has responded to the vote of the House of Delegates.

The Rishiri House of Delegates has passed a Measure which would require Governor Marino to "secure an amendment in the Rokkenjima-Seaforth Agreement which would allow the Rishiri People a referendum on their future. QAMB not only made Rishiri Rokkenjimans feel safe, it was a central piece of the Rishiri economy. Governor Marino has done a good job to diversify the Rishiri economy in the absence of QAMB, but it was still a loss which resulted in a rise in unemployment which would not have occurred otherwise," read a joint Statement of the Delegates.

"Many families moved to Rishiri to be closer to their loved ones serving at QAMB, while others moved here to serve in the Office of Illumic and Cotf Aranye Affairs, the centre of Rokkenjiman diplomatic efforts in the Greater Illumic Region. Rishiri is not Seaforthian, its People are Rokkenjiman, and we very much hold a right to self-determination which must be respected by the Government of Seaforth. This Measure ensures that Governor Marino will act on behalf of Rishiri Rokkenjimans and ensure their interests are maintained."

In response to the measure Governor Marino has stated that "When I was appointed by the Empress it was because of my past interactions with Illumic powers, as well as my capability in guarding the interests of the First Empire and her People in the Illumic. If the Delegates demand stronger action to ensure that the will of the People is respected by foreign powers, even if that should include the Kingdom of Seaforth, I will see that is brought into effect as well. We shall see these discussions initiated at a most appropriate time, and I am thankful that the Delegates have not attached an arbitrary deadline for their conclusion."

Interestingly the Measure also calls on Governor Marino to "secure the services of the Independent Diplomatic Corps to assist with and represent Rishiri interests in any negotiations and see a favorable resolution to Rishiri concerns." Comment from the IDC was unavailable at time of publication.

Ministry For Economics And Commerce Provides Progress Update
Ministry Projects Bump To GDP Growth

The Ministry for Economics and Commerce has reported that efforts of the Imperial Government to increase the ease of entities, from Rokkenjima or abroad, to do business in Rokkenjima have been largely successful. Centred around the Ashinxao Free Trade Zone (AFTZ), itself based within the Tri-City Megalopolis, the Ministry has decreased the burdens facing businesses in moving goods and raw materials into, or out of, the First Empire. "Entities which establish a presence within AFTZ do not face the same customs and duties as entities which do not, offering an avenue for shipping goods and materials to and from the First Empire. Furthermore entities which are certified by the Ministry as Certified Trade Partner see these same benefits applied to their operations which reach further into Ardia, with no duties or customs imposed upon their goods and materials which cross a Rokkenjiman border into Ardia. This provides a low-barrier corridor for businesses seeking the best avenue for non-Ardian entities seeking to establish themselves in the vast Ardian markets," said Usagi Tsukino, Minister for Economics and Commerce.

Minister Usagi added that "Combined with the resources and space available for establishing operations at the International Trade Centre in Exuperia, the Ashinxao Business Campus which will cater toward hosting high-tech industries, and an auxiliary connected to Ashinxao Port which will see additional industrial capacity added for more industrial applications, the AFTZ shall soon be ever greater capable in serving as the foreign destination of choice for non-Ardian states seeking to operate within our continent. Ashinxao's existing port and air connections, world-class infrastructure, and leading data speeds ensures that businesses remain connected abroad and need not fear a failure in domestic utilities in the conduct of their operations. The Ministry stated it will be taking applications for "businesses who wish to become CTP certified in the coming days. Those which hold space in the International Trade Centre, as well as those listed upon the Exuperia Stock Exchange, will see a 'streamlined' approach taken to their certified status as we shall have already established a working relationship with such entities. Another component of the CTP initiative is a status of states as Preferred Trading Partners (PTP) which would confer similar streamlined processes for businesses originating from a PTP. Combined with planned investments in domestic spending across the Rokkenjiman economy, and the increase in commerce these initiatives shall bring with them, the Ministry projects significant growth in the Megapolis and the broader Rokkenjiman economy in the coming quarters."

When states act with this level of force against their neighbours, especially in cases where one party cannot refer to the other without quotations, it raises the matter of concern to a continental level. In the absence of remarks which indicate where the SANE alliance stands on the actions of one of its members and silence before the Ardian Assembly which is presently discussing this present crisis, it is natural for the international community to be concerned. Recent statements from the SICR and New Derusmia offer a mixed bag, and that's unfortunately what we've been left to work with."

Is The Empress The Ghoulette?

With the Empress filling in for Dethklok in previous times many Rokkenjimans have asked whether the Empress is the mysterious 'Ghoulette', playing keyboards and other instruments for the band Ghost.

For her part the Empress has declined to confirm such speculation. "I follow Ghost, admire their utilization of a variety of instruments, and attend many of their performances," the Empress said to the RBC. "As an organist, harpsichordist and guitarist, music is a part of my daily life. However, even the Empress of Rokkenjima is not privy to whom is in Ghost."

Pyrena Castle likewise declined to comment on similarities between the touring schedule of Ghost and travel arrangements for the Empress.

Rokkenjiman Government Reports On Aquitai Diaspora


A view from Aquitaine, which boasts a significant population of Rokkenjiman expats.

In a new report to the Imperial Diet on the subject of Rokkenjimans living abroad special attention was granted to those Rokkenjimans who decided to build lives in Aquitaine. According to recent data on the subject upwards of 2% of the Aquitaine population was comprised of by Rokkenjimans, many who had fought against the Masreilles government in support of Aquitaine independence which had been silenced since the 1960s. "Rokkenjiman Aquitai have contributed greatly to the future of Aquitaine, with many entering into the field of business and commerce following Rokkenjima's swift recognition of Aquitain independence from Marseille.

"The Rokkenjima-Aquitaine relationship is one of vast importance to the First Empire," a spokesperson for the Ministry for Foreign Affairs shared with the RBC. "Rokkenjima's defense of the Aquitain right to self-determination ensured that any process in the post-Alys era of Marseilles ensured that the Aquitain nation could exist free of undue influence. This relationship continues to this day as one of mutual respect, especially as many Rokkenjimans who fought for that freedom chose to build their lives and fortunes in Aquitaine. Our relations with the Grand Duchy continue to be those built upon a foundation of mutual respect and trust between our Peoples."

CSTO Flag Flies Again From Palace Ansemi


The Cross-Straits Treaty Organisation Flag flies once again following news of the revival of the venerable alliance.

During the Imperial Address, in which the Empress announced the reformation of the Cross-Straits Treaty Organisation, the Flag of the CSTO was once again hoisted above the Palace Ansemi. In a ceremony attended by Princess Euphemia the flag was raised as the Empress announced the news in her Address the flag was gently raised, unfurling in the autumn breeze above the Palace. A flurry of officials and junior staff would shortly file into the Palace shortly thereafter, marking an official resumption of duties toward the Cross-Straits Treaty Organisation. In a process determined by consensus the rejoined members are slated to determine a Secretary-General.

Some circles suggesting Rokkenjima may nominate retired Marshal-Admiral Henry Cole for consideration for the Office, given his presence during the previous era of the Cross-Straits Treaty Organisation and knowledge of the inter-operability which was achieved between the allied forces through ICON. "As Rokkenjima rejoins with two of her closest allies we've some administrative work to see the CSTO re-awakened, so to say," a Pyrena Castle shared with the RBC. "Regardless of who is ultimately selected to fulfill the role as the first Secretary-General since the reformation, Rokkenjima remains confident in their ability to guide the CSTO into this new chapter of its history."

Reactions to the development were received with a mostly popular opinion, with many Rokkenjimans approving of the measure. Scenes of Novincian-Rokkenjimans and Tytorian-Rokkenjimans being embraced by native Rokkenjimans was not uncommon in viewings of the Imperial Address, with some simply saying "welcome home, brothers" to their long-esteemed partners. The confident tone of the Address was also well received, with a majority of Rokkenjimans welcoming a turn from the "apologetic" tone of the previous address. "Rokkenjima is saying we're back," one Pyrettanian man said, "our allegiance with the Conglomerate and rejoining with natural allies brings the lost chapter to a fitting close."

Rishir Concerns Mark Response To Address

The Rishiri reaction to the Imperial Address has been largely positive, with many in Rishiri taking the renewed Rokkenjiman presence in the Illumic region as a reassurance of their right to self-determination. "With Rokkenjiman vessels in the Illumic and Krimeon seas, not so far from our shores, we can rest assured that Seaforth will not try to subject us to their rule," one man said following the Address. Another, walking from an establishment in Elpidiana, was likewise optimistic.

"I don't trust Seaforthians to uphold our freedom, that's Rokkenjima's responsibility. Closing QAMB was stupid, forcing Rokkenjima out of the region was stupid, and now the roosters are coming home to roost. Our protectors are back, and they're stronger than ever before. I mean before King Andrew had a veto over Rokkenjiman operations in the Illumic. Now? If he even inches on Rishiri's status as Rokkenjiman, our Empress has no roadblocks to stomping him. Our future is secured."

Endeavour Strike Group En Route To Sea Of Antalin


IRN Endeavour is en-route to the Sea of Antalin for exercises to the South.

IRN Endeavour has been deployed to the Sea of Antalin for a series of exercises in the Southern Sea, according to Imperial High Command. Following a transit of the Strait of Shaw and a brief passage through Quinntopia Bay, where a bottle of Quinntopian Vodka will be cast into the sea, after which Endeavour is set to conduct a port of call in the Sinsu city of Mŕndái; a main economic capital of Sinsu and a city with port facilities capable of handling such a visit. Speaking with the RBC a spokesperson for Imperial High Command explained the decision for the visit, especially as tensions remain between the Republic of Sinsu and the Second Imperial Chinese Republic.

"Endeavour's visit to Sinsu comes at the invitation of the Republic of Sinsu and offers her crew an opportunity for some mid-journey maintenance, some rest and relaxation, and a way for Rokkenjima and the Sinsu Republic to build amicable relations between each other. We are grateful that the Republic of Sinsu has invited Endeavour to visit the fine city of Mŕndái. Endeavour is expected to test several aspects of her endurance far from the First Empire, thus to allow this opportunity for any repairs or adjustments to be made in the safety of harbour is a gesture the First Empire shall remember. Regardless of tensions between the Republic and the SICR, the Republic of Sinsu is an independent nation which has the sovereign authority to authorize whomever it should desire to visit its ports."

Following her port of call a series of exercises involving operations in the southern sea shall commence, none of which are expected to involve munitions of any sort.

Endeavour Arrives In Mŕndái


Sailors "man the rails” aboard the IRN Endeavour as it pulls into Mŕndái, Sinsu, for a port call on her voyage to the South.

IRN Endeavour made her scheduled arrival to Mŕndái, Sinsu for a port of call as she travels south for a series of endurance exercises. The port of call follows an incident which saw thousands of shells rain down upon the Republic of Sinsu, fired from the SICR in a display of aggression Pyrena Castle has characterized as "the greatest display of aggression in Ardia since the depths of the Era of Toshindai Aggression." The Imperial Government brought the matter before the Ardian Assembly and, in later meetings of the Government, has called for "the establishment of formal diplomatic ties between the First Empire and the Republic. Throughout our history we have long been a friend and ally to republics and those defending their right to self-determination; free to determine and chart their course through history as they see fit."

In other Naval news Imperial High Command has confirmed that IRN Elsa, herself an Endeavour Class Aircraft Carrier, and her associated Strike Group would be deployed to the newly christened Queen Adriana Military Base upon its completion. "Elsa is perfectly suited for a forward deployment to the region and will serve the mission mandated by our agreements with the Conglomerate well, and with distinction. It is our intent to see elements of the naval forces of The Conglomerate integrated into our forces, promoting interoperability and kinship between our respective forces. Discussions with our colleagues in the Conglomerate will allow us to figure out just how that will work, and we will have an update for you once that process has concluded."

RK-79 Slated For Upgrades

As Rokkenjima embarks upon a project to modify its two Megitsune Helicopter Carriers to operate as more traditional aircraft carriers the Imperial Rokkenjiman Navy is focusing efforts on its present carrier-borne fighter: the RK-79 'Efficacy'. In future carrier air wings Imperial High Command intends to maintain three squadrons of Efficacys and one squadron of a new, stealth-based fighter, into the foreseeable future. In the mean time, however, the Efficacy is to be updated to counter the stealth capabilities of fighters in the inventories of potential adversaries, such as the Tamoran Su-57. With the fifth generation component of the carrier air wings expected to be a light, multi-role fighter, the Efficacy will be equipped with new long-wave infrared search and track system. While stealth fighters minimize their radar cross section to avoid detection utilizing infrared tracking systems makes such fighters in an adversaries inventory more vulnerable. A spokesperson from Abstergo's Defense Solutions Division said the IRST sensor is "...a key capability which Efficacy will bring to the carrier air wing: a counter-air, counter-stealth targeting capability."

Alongside these enhanced sensors, newly built Efficacy fighters will incorporate new engines capable of outputting 26,400 lbs compared to the 22,000 lbs of previous models. Biennial hardware and software upgrades to the fighters AESA radar and Integrated Defensive Electronic Countermeasures suite are also slated to be provided by the Defense Solutions Division. Backporting of the upgrades to existing Efficacy fighters is an option which will be discussed between Abstergo officials and the Imperial Government for consideration in future military budgets.

While the capabilities being added to the RK-79 may pale in comparison to the IRN's intended fifth-generation fighter these upgrades will ensure that Rokkenjiman carrier fleets are not so vulnerable as they once were to attacks by fifth-generation platforms of potential adversaries. "Through modifying Efficacy to specifically counter enemy stealth fighters the Imperial Rokkenjiman Navy is increasing its odds against such platforms in the interim as it prepares to field a fifth-generation fighter alongside those aircraft presently in use by the IRN."

In related military news Imperial High Command has sanctioned further tests of Gremlin, a high-energy microwave weapon system which was initially developed by Pyrena Defense Solutions before its consolidation into Abstergo Industries. Designed to be both powerful and compact Abstergo is positioning the weapon for utilization upon drones and various missile platforms. These tests are to follow tests last year which saw Gremlin tested at a remote testing facility in Rokkenjima, with the present round of tests to be sea-based to determine Gremlin's capabilities at neutralizing anti-ship missiles and disabling enemy forces at sea.

Abstergo Ramps Up Production Of Gremlin As Tests Declared Successful

Abstergo Industries is reportedly increasing production of Gremlin, a weapon which utilizes microwave energy to incapacitate the air defenses and electronics of an adversary. With design requests that included a weapon which is both "powerful and compact" the engineers of the Defense Solutions Division took over the work initiated by Pyrena Defense Solutions, an effort which today is bearing fruit. "With the most recent tests of Gremlin declared a success the Imperial Rokkenjiman Armed Forces will be ordering a variety of Gremlin weapons to ensure this tool is capable of being utilized across the spectrum of Rokkenjiman military power. Removing the assets of a potential adversary from the board before they may be utilized against Rokkenjima and her forces is a crucial element in ensuring success in our operations abroad."

Microwave weapons effectively shut down electronic systems, even those with shielding designed to protect against traditional EMP systems, through bombarding a target with pulses of energy between 300 and 300,000 megahertz. "An amount of directed energy on this magnitude both interferes and overloads electronic circuits; the higher the energy produced effects a greater disruption of the targeted system. Even physical damage can be achieved by very high-powered microwave weapons. Whether we are talking about communications systems, vehicles, generators, missiles and other electronics, for a few examples, the end goal of such a weapon is to shut down and disable the electronic capabilities of the enemy."

While the defensive capabilities of the system have been touted by the Defense Solutions Division the offensive potential of the Gremlin system have also received attention. "One could envision a drone or cruise missile capable of disabling sophisticated enemy defenses such as SAM and anti-ship missile batteries while frying enemy radars, communications and control systems, and even neutralizing other electronic warfare platforms. Enemy vehicles left paralyzed, such as tanks and personnel carriers, would give one further advantage to our forces in the field. In many ways we were inspired by Raytheons CHAMPION missile; one wouldn't be inaccurate to say that we've taken inspiration from the Seaforthian playbook."

Imperial High Command has selected the F-35C, to be dubbed the RK-80N, for service aboard Rokkenjiman carriers.

In related news Imperial High Command has confirmed the purchase of two dozen F-35C aircraft from Sinsu's Umbrella Corporation, including a license to construct more of the planes locally. "The F-35C will operate from our Megitsune carriers, presently in the process of being converted from a helicopter platform to a more traditional aircraft carrier," a spokesperson for IHC shared with the RBC. "We will also be seeing the F-35C, or the RK-80N as it will be classified in Rokkenjiman service, utilized upon our existing carrier fleet alongside the RK-79. Future collaboration between Abstergo and Umbrella is expected and, as two entities which supply military hardware to our respective Armed Forces, I am excited to see the work they may accomplish together."

The F-35C meets the needs of the Imperial Rokkenjiman Navy to operate from the Megitsune Class and, as a fifth-generation stealth fighter, is expected to complement the indigenous RK-80. "Recognizing the heavy investments which Rokkenjima has made in the Serranidae class submarine the Imperial Rokkenjiman Navy has ordered the construction of five more units of the submarine," the update from Imperial High Command continued. "These submarines will replace the five oldest Ruby Class submarines presently in service."

Imperial Diet Approves Ruby Sale

The First Empire is set to sell five Ruby Class Submarines to the Kingdom of Tytor, according to recent reports. The subs, the oldest of the Ruby Fleet, are described by IHC as "still holding many years, perhaps decades, of useful life before them. Imperial High Command is certain they will serve many more useful years under the Tytorian Royal Navy." As the new Serranidae submarines enter the Rokkenjiman Fleet a Ruby Class shall be released to the Tytorian Royal Navy. "Given the age of the Tytorian submarine fleet, we are confident the Ruby Class will significantly enhance their capabilities," our source continued.

Empress Responds To MAEA Concerns


Empress Beatrice set the record straight on the Tytorian Ruby sale.

"Bakkermaya has, quite simply, jumped the gun," the Empress said following a meeting with leaders of the Imperial Diet. "The Imperial Diet approving of a sale is but one step in the process; without Imperial Assent being granted to the Act it was, at most, a proposal. Had Bakkermaya contacted me with their concerns instead of taking the opportunity to paint Rokkenjima as having violated the MAEA, they would have been informed of my pending decision to not grant Assent to the Act at this time, allowing for proper discussions with the Kingdom of Tytor on the steps which would be upon them to take prior to any Assent being granted to the Act. I share the valid concerns of our Tytorian allies that Bakkermaya has assumed for itself the mantle of speaking on behalf of the MAEA, and that it has inserted itself into a situation without realizing the full depth, or the process, behind it."

The Empress added, "Due to Bakkermaya's involvement Tytor is postponing its consideration of MAEA membership, and has suspended consideration of the sale. It's entirely possible that by the time Tytor decides to take up consideration of the MAEA again that they'll have a submarine of indigenous design under construction. While I am certain that any resultant Tytorian design will be a capable vessel, it's a shame to see this deal scuttled by outside interference. As such, the First Empire will retain the Ruby Submarines in our fleet, most likely involving a refueling and overhaul of the five oldest Rubys."

"With these facts in mind the Bakkermayan assertion that the First Empire has violated the MAEA are null and void," the Empress continued. "As such, there is no reason for inspections to be ordered or carried out and, at this juncture, they would be wholly inappropriate.  Furthermore I would remind Bakkermaya what I stated before international talks regarding the Slava Lavosk crisis: out of all of the nuclear powers the First Empire is the only nuclear power that does not hold its weapons of its own volition. The Rokkenjiman arsenal is one we had the misfortune of inheriting, and one we now have the task of dismantling and purposing for the causes of peace."

"I also find a comparison between an Act of the Rokkenjiman Diet to Slava Lavosk casting off the universal disarmament we had in hand to be disingenuous. Had I granted Ascent to the Act certainly there would unquestionably have been good reason for Bakkermaya to speak out, however, as I stated before this same information would have been relayed had the Imperial Government been approached through diplomatic channels, rather than the media. I shall politely request that Bakkermaya amend their position to reflect the actual situation and, if concerns should exist in the future, to first utilize proper diplomatic channels so that their concerns may be responded to."

The Empress added that other projects are in the pipeline that had received her sanction, including "working to equip the Kingdom with the Gremlin microwave warhead, as well as discussions to expand ICON radar coverage in the Kyne through a new installation in Floodwater. We should also be seeing increased cooperation in planned upgrades to the ICON satellite constellation."

Construction Begins On Queen Adriana Military Base

Construction has formally commenced in the region of Lethe upon Queen Adriana Military Base, according to a release from Imperial High Command. "Queen Adriana Military Base, upon completion, will host forty vessels of the Imperial Rokkenjiman Kyne Fleet, allowing the First Empire a stable and convenient base for the projection of Rokkenjiman power. The First Empire is wholly committed to the joint mission we've undertaken with The Conglomerate to uphold and preserve freedom of trade across the waterways of Mundus. As we've seen in recent times there also exists potential concerns in the Sea of Kyne which demand vigilance and readiness, tasks which the Imperial Rokkenjiman Kyne Fleet will be best equipped to tackle."

"While the original QAMB was, perhaps, a relic of the Era of Soviet Aggression the new QAMB is representative of the common era," the statement continues. "Instability in Lakhzovia has been a concern in the past, thus in future scenarios the Imperial Rokkenjiman Armed Forces will be in a better position to support their Lakhzov allies should the need arise while also ensuring that regional conflicts do not hamper the utilization of sealanes in the conduct of international trade." IHC also stated that efforts were underway to see closer integration between Rokkenjiman and Conglomerate forces.

"The Imperial Rokkenjiman Kyne Fleet will see a number of Conglomerate vessels integrated into the Fleet, while efforts are underway to open ICON access to Conglomerate forces through the issuance of access keys and ICON terminals. Ensuring seamless interoperability between the Imperial Rokkenjiman Armed Forces and a Major Non-CSTO Ally is a task we haven't undertaken in some time, but one we're nonetheless equipped to tackle. The Rokkenjiman-Conglomerate partnership, based in our shared ideals of free and open seas, will serve to ensure stability and open access for all who depend upon the seas for trade and travel."

Crown Princess Calls On Rokkenjimans To 'Fully Mobilize' To Help Tytor


Crown Princess Adriana, who has traditionally shied away from the spotlight, has undertaken an initiative for the Rokkenjiman People as a whole to mobilize behind Tytor.

Crown Princess Adriana has embarked upon a rare public campaign calling upon all Rokkenjimans to "mobilize in the assistance of the People of Tytor." What started with a Tweet in which the Crown Princess called upon Rokkenjimans to "give what could be a life saving gift" via a blood drive being operated by the Rokkenjiman Imperial Diplomatic Corps has grown, with the Crown Princess urging Rokkenjimans of all ages to "volunteer, donate, any little thing that is within their ability to do" to help the People of Tytor following a string of terrorist attacks. "Something that might seem small to you could be that beam of light that one of our friends need right now to make it to tomorrow," she said in remarks to the RBC; "Be their beam of light and change the world today."

The Crown Princess shared a look into the success of her initiative so far. "Blood donations are up across Azukishima, Arovium and Estvua Prefectures to a level where additional staff has been brought in," she said with a smile. "Donations of toys, food, clothing....the little things we all take for granted in normal times but become lifeboats when tragedy happens. We also have the United States standing by in Arovium to take over a thousand volunteers, along with supplies, to Tytor to help in rescue and recovery operations with more joining them to help in hospitals. We're showing that you don't need to be a government to help people, you just have to act on that want to help people to make a difference."

In addition to the efforts of the Crown Princess Pyrena Castle has dispatched assets of the Imperial Rokkenjiman Navy and the Imperial Rokkenjiman Air Force to assist in the immediate aftermath of the Tytorian terrorist attacks. "Rokkenjima stands by its allies in both the best of times, and the darkest of hours," the Empress said, standing beside the Crown Princess. "The people behind these attacks acted from the darkest recesses of the human spirit; in response, countless people from across the First Empire and Mundus have responded from the brightest. No matter the circumstances or the challenges before us, the path ahead is one guided by the generosity and compassion of the human spirit, and our love and concern for the People of Tytor."

Krimeon Fleet Replaces Illumic Fleet

Imperial High Command has confirmed that the Imperial Rokkenjiman Illumic Fleet would be formally replaced in the command structure of the Imperial Rokkenjiman Navy by the Imperial Rokkenjiman Krimeon Fleet. With an area of responsibility which includes the Krimeon, Illumic, Mhorish and Peniche Bay bodies of water, the Krimeon Fleet is to be comprised of a primary force of 40 vessels based at Queen Adriana Military Base, while being bolstered by a further fifteen vessels primarily based in Rokkenjima proper. "As we've seen in recent times security concerns centred around the Krimeon Sea are matters which impact Rokkenjiman and allied interests, demanding of us a stronger pivot toward the Krimeon Sea region. Working in tandem with the Imperial Rokkenjiman Kyne Fleet, and maintaining our history of ensuring the seas remain tranquil for all, this new Fleet will complement and extend Rokkenjiman naval capabilities in this new era," a spokesperson for Imperial High Command shared with the RBC.

Five Pārśa Class Destroyers are slated to be reactivated from the Imperial Reserve Fleet for duties in the Imperial Rokkenjiman Krimeon Fleet, with the Imperial Rokkenjiman Navy remaining committed to maintaining the remaining vessels of the class in a status allowing for re-activation.

In related developments the flagship of the Imperial Rokkenjiman Krimeon Fleet, the Endeavour Class Carrier Eleanor Rigby, made a port of call visit to Lethe, affording an opportunity for sailors from the First Empire and The Conglomerate to become better introduced. "As vessels from The Conglomerate will form a part of the Krimeon Fleet, we feel it is essential that we have an opportunity to work together. This visit is the beginning of that process," the spokesperson continued. While construction has begun upon Queen Adriana Military Base, Imperial High Command has stated that construction upon King Leopold Naval Station would be staggered, allowing for a multitude of considerations to be addressed while QAMB is constructed.

Crown Princess Adriana has arrived in St. Elmo's City, Tytor, as a volunteer in the aid operations in response to the terrorist outbreak across the Kingdom of Tytor. "We've seen donations of blood, clothes, toys and food," the Crown Princess said, "and we've seen Rokkenjimans travel to help in whatever capacity they can. Today I join them," she continued. "I'll be working with a local hospital helping in whatever capacity they need me, already I've seen so many people and offered whatever support I could; lifting them up in these dark times, on a personal level, it's life changing."

The Crown Princess travelled to St. Elmo's City with the full sanction of Empress Beatrice. "While I wish I could be there alongside my daughter there are many issues which require my attention in Pyrena. However, I have absolute faith that the Crown Princess is capable of bringing a much needed light to the Tytorian Kingdom in these darkest of hours. Empress Emerita Calls On First Empire, Cross-Straits Institutions To Recognize Rebels As Terrorists


Empress Emerita Evanthe Rhodes has issued a call to action regarding the Clysperi Civil War.

In an impassioned call, Empress Emerita Evanthe Rhodes has called upon the First Empire and the Cross-Straits Institutions to recognize the Clysperi rebels as a terrorist enterprise and for the First Empire to stand for its principles "without bias." The remarks of the Empress Emerita follow in full.

"Roadside executions, violence perpetuated against religious populations and their centres of worship, the looting of the Clysperi cultural heritage; many of these are actions which represent crimes which the First Empire has spoken out against in the past yet the best we can do today is to state our non-involvement? When it was the Seaforth Catholic Church engaging in a eugenics program the First Empire dispatched the Imperial Rokkenjiman Navy, engaging their vessels and assisting the legitimate government in resuming control of the Kingdom. When it was the Followers of Earagon in the United Soviet Russia who faced genocide at the hands of Stalin, the First Empire brought the whole of the international community together to condemn their campaign of religious extermination. If it were not Clysperis facing these horrors, would we be so willing to remain silent and watch from the sidelines as yet another book of atrocities is written in Clysperis?"

"Whether we like it or not, the government of Pharaoh Akasha is the legitimate government of the Kingdom of Clysperis. Whether or not we agree with her policies, the People of Clysperis have shown support and reverence for the Pharaoh and, as a nation which has stood for the right of a People to choose their government and representatives, these are matters which we must respect. The time and date will come later to address our differences with the Kingdom, including the position Empress Beatrice has taken in regards to the Kingdom's stance on the conflict in Kaitaine; that time is not now. When we have reports in hand, verified by our Achkaerinese allies, that crimes are taking place against the Clysperi People at the hands of the rebellion, our first priority must be in addressing the immediate threat: the Clysperi rebel forces behind these atrocities."

"Today, I issue a call to the First Empire to stand up for our values without bias and initiate the process to recognize the Clysperi rebels as a terrorist enterprise under the Terrorist Enterprises Act. With an increasing number of foreign nations openly aiding the rebellion's cause as a legitimate government, first New Derusmia and now the Republic of Fleur, it is my concern that an absence of treating this situation as we would if it were transpiring in a nation which the First Empire holds cordial relations with risks eroding the very principles of order and precedent which have guided the community of nations in the modern era. "I also call upon the Cross-Straits Union and the Cross-Straits Treaty Organisation to begin their respective processes to effect recognition of the Clysperi rebels as a terrorist entity. When the Borlanders sought recognition and legitimacy our nations did not remain silent and, while there may have been a divergence in opinion in some specific matters, I have little doubt that we all knew that the establishment of a "legitimate" Borland nation would have vast repercussions long into the future. We cannot afford to legitimize the utilization of terrorist means to seize control of a nation, its People and resources and expect to hand down a stable and tranquil world to future generations. This is why, despite any differences we may hold with Pharaoh Akasha or her policies, we must at the very least recognize that the rebels aligned against her are indeed illegitimate, we must recognize that those who employ the tools of terror are themselves terrorists, and those who support terrorists are sponsors of terrorism."

We cannot afford to get this one wrong; either we see the Clysperi rebels for who they are, or we grant legitimacy to the position they put forth that usurping the sovereignty of the People through slaughter, purloining, terror and persecution is a legitimate path for those who seek power to obtain it."

Azukishima Construction To Begin Next Year

Abstergo Industries CEO Albert Relkin said yesterday that the Defense Solutions Division had finished design work on the Azkukishima-class ballistic missile submarines for the Imperial Rokkenjiman Navy, with construction on the vessels to begin in late 2020. With production originally scheduled to begin in 2021 Mr. Relkin added it was "a proud moment for Abstergo to see the development of the vessels ahead of schedule."

The Azukishima Class submarines are due to replace the Imperial Rokkenjiman Navy's existing Millennial Class ballistic missile submarines on a like-for-like basis as the vessels are removed from service. "Abstergo is far ahead with Azukishima and ready to build," Mr. Relkin added. "With Azukishima our priorities are speed and efficiency to preserve the capabilities of the IRN, and improve them where improvements can be made."

In addition to the Defense Solutions Division preparing to double in size as its focus shifts to construction of the Azukishima Class, coordination and partnership with Rosa Shipyards is also being seen as a possibility to build the submarines in a quick and efficient manner. The Azukishima Class will operate through the next sixty years, providing "cost-effective, state-of-the-art design and technology to ensure survivability."

The 560-foot (170m) long vessels will be capable of diving over 800 feet (243m) and carry the thermobaric-armed Damocles-N ballistic missile system. Abstergo Industries is expected to deliver 10 Azukishima-Class boats in total to the Imperial Rokkenjiman Navy.

In related developments the Imperial Rokkenjiman Navy will be utilizing Abstero Industries to push forward with the Millennial Guided Missile Project, which will see four of the ten Millennial Class submarines transitioned to fielding cruise missiles in lieu of their current armament of ballistic missiles. These submarines are expected to remain in service alongside the Azukishima Class. In addition to the conversion, Abstergo has stated that work continues on the IRN's request for a supercavitating torpedo, with several examples in the prototype stage expected to begin testing in the first half of 2020.

Moving forward with the Posture Review Abstergo is expected to perform upgrades to the IRN's fleet of Ruby Class submarines, including an upgrade to its ICON combat data systems, preparations for the new torpedoes, and the capability to carry Gremlin-equipped weapons. A proposal is also being considered for the IRN to acquire more Ruby Class submarines instead of the Serranidae, citing the IRN's increasing responsibilities in the Kyne and Krimeon Seas which are better met by the Ruby Class.

Albert Relkin has formally succeeded Patricius Bateson, no longer serves in an acting capacity as Abstergo CEO.

Albert Relkin, who has headed Abstergo Industries in an acting capacity since the legal woes of Patricius Bateson, has formally succeeded Mr. Bateson as CEO of Abstergo Industries. "The genius and capability of Mr. Bateson in leading Abstergo are not forgotten, however, we're firmly positioned to transition to the future," Mr. Relkin said in a short release. "Abstergo Industries is bigger than any single individual, and we look forward to a new era in delivering upon our promise to work toward a Better Life and a Brighter Future."

Mr. Karapetyan, meanwhile, is expected to succeed Mr. Relkin as Executive President of the Future Technologies Division. "Mr. Karapetyan has done some great work with the Information Technologies Division, however, I feel his talents may better be utilized in ensuring the Future Technologies Division remains focused on what our world will look like ten, fifty, and one hundred years from now and beyond. Leaving my former post in his hands reassures me that we will continue to drive innovation and deliver products and services which enhance the lives of all who use an Abstergo product."

Cross Border Tensions Flare In Recent Times

The Ministry for Foreign Affairs has called upon Toshindai forces to "reign in forces at the border" following an incident which saw Toshindai citizens, joined by Toshindai security forces, throwing rocks and Molotov cocktails across the border into Rokkenjima. This event follows months of unrest at the Rokkenjima-Toshindai border and while none have been injured in the cross-border exchanges the patience of Pyrena Palace is wearing thin. "The displays at the Southern border are becoming routine, despite requests to the Toshindai government to reign in tensions on their side of the border. Should this behavior continue the First Empire will be forced to consider further actions to ensure the safety of our citizens," a statement from Pyrena Castle read.

Tensions have remained high along the border as Toshindai citizens levy blame toward the First Empire for the conduct of their government during the Andean Genocide. "This illogically placed anger does nothing to further the interests of Toshindai, nor do they do anything to foster a relationship with the First Empire as we move forward from the Era of Toshindai Aggression," one Rokkenjiman lawmaker shared with the RBC. "It's my fear that if nothing is done people will die as the Toshindai grow more brazen in their displays of violence. While Pyrena Castle has shown restraint to this point, I feel the time is nearing where more forceful action will be required to restore peace and order to our region."

Pyrena Castle has noted that it is following the incidents and will "review the situation as necessary" with ongoing Rokkenjiman policy. "Should the incidents continue to increase without proper action of the Toshindai government, the First Empire will be required to consider additional security measures at the Rokkenjiman-Toshindai border. We implore our Toshindai colleagues to do more to secure our joint border and restore order before the situation escalates," a statement from the Ministry for Foreign Affairs read.

The Imperial Diet has renewed the annual Emergency Military Assistance Package (EMAP) to the Soviet Republic of Kaitaine as the threat of the self-proclaimed "Theocracy" continues to threaten the territorial integrity of the Soviet Republic. "The Imperial Diet hereby renews र1.081b ($2bn) to be dispensed to the Soviet Republic in its ongoing fight against terrorist Bene Gesserit elements which operate within the sovereign borders of Kaitaine. While the First Empire does not engage in direct military operations against the "Theocracy" we recognize that the Soviet Republic is one of an increasing number of nations on the front line of the terrorist scourge, as such, this military aid is the least which is within our ability to assist a fellow nation in addressing this mutual threat."

While the EMAP program was renewed the Imperial Diet has voted to limit intelligence sharing with the Soviet Republic "to only those matters directly related to the Bene Gesserit threat."

As the First Empire continues the pivot to the Krimeon Pyrettania is keen to bolster ties with its Lakhzovian allies, fostering stronger ties in the region. "The First Empire has long viewed the relationship between Pyrettania and Nakim as one of great importance, with several examples of cooperation and coordination between our nations serving the mutual security interests of the First Empire and the Republic. Empress Beatrice remains confident and committed to the strong friendship she shares with President Kadassa, who has overcome a series of crises to restore peace and order to the Lakhzov Nation, and shall continue to enjoy the support of the Empress in both times of peace and times of adversity," a statement from Pyrena Castle read.

"With Eleanor Rigby to be based in the region permanently as the flagship of the Imperial Rokkenjiman Krimeon Fleet this visit serves as an opportunity for our forces to re-acquaint themselves with each other. In the conduct of operations of the IRKF, cooperation and coordination with Lakhzov forces will be a top priority, with the potential for joint operations in spheres of mutual concern being a natural progression in this pivot." Pyrettania also views Lakhzovia as a key partner in issues surrounding the Rishiri Imperial Overseas Dependency, which itself is barred from hosting Rokkenjiman military assets. With relations souring to a point with the Kingdom of Seaforth, Lakhzovia has in many ways become Rokkenjima's most valued ally in Western Cotf Aranye, a relationship which Pyrettania is looking to invest in more deeply in the immediate and foreseeable future.

In some ways the Rokkenjima-Lakhzovian relationship had been moved to the back burner, with crises resolved and other matters taking the attention of Chrysanthemum Throne. However, looking to the medium-term future, great investments are planned which will bring the Lakhzov Republic to a more prominent focus of the Imperial Government. Furthermore, representatives from the Defense Solutions Division have shown interest in showcasing products for the consideration of the Republic which, as a Major Non-CSTO Ally, sales would already be approved by the Imperial Government.

In recent memory then-Empress Evanthe declared the Pyrettania-Nakim Accord to be "in complete tatters," a position which has certainly changed following the return of Empress Beatrice to Chrysanthemum Throne. The Empress was quick to restore the faith of Nakim in the Accord, offering full support to the Lakhzov Republic as it faced a multitude of domestic crises to a point where talk of the Accord being in tatters has been relegated to the pages of history. "I certainly hope to see Lakhzovia ascend to Cross-Straits Union membership, furthering the bonds of economic cooperation and joint prosperity between our nations," the Empress was quoted as saying recently. "While there is a manner of foreign apprehension about President Kadassa I find it to be largely unfounded; he's gone to great measures to preserve the Republic from its enemies and his moves to see a Utman Autonomous Area realized should put to rest many of the concerns which persist."

IRN Places Order For Two Megitsune Carriers


The Megitsune Class represents the future of the Rokkenjiman carrier fleet, according to Grand Marshal Rowe.

The Imperial Rokkenjiman Navy has contracted Abstergo Industries for the construction of two Megitsune Carriers, according to disclosures from Imperial High Command. Grand Marshal Alex Rowe stated that the order was placed "in preparation for the retirement, and replacement, of the Essex Class Carriers. The Megitsunes which will replace them will be constructed to operate RK-80Ns from day one, and will usher in a new naming convention for Rokkenjiman carriers. While plans enacted under my predecessor called for replacing these carriers with two Excalibur Class carriers I have, following consultation with the Empress, determined that replacing them with the Megitsune Class is of greater benefit to the Imperial Rokkenjiman Navy and its ongoing evolutionary period."

Grand Marshal Rowe also pointed to the cost savings his plan produced. "An Excalibur Class Carrier costs र6.4bn, while a Megitsune comes in at a cost of र648.6m. This represents a savings of र6.39bn per carrier without sacrificing the ability of the Imperial Rokkenjiman Navy to project power effectively throughout Mundus thanks to the aircraft and technology which the Megitsune Carriers will be carrying." While the Grand Marshal remains confident in his vision for the Imperial Carrier Fleet some members of the Diet noted their concerns, noting that the Megitsune Class will not carry as many aircraft as the Excalibur Class and, likewise, the Essex Class they will be replacing. Grand Marshal Rowe acknowledged their concerns, but remained unmoved.

"For the next thirty to forty years you'll see the Excalibur and Endeavour Class carriers in the Imperial Rokkenjiman Fleet, they're not going anywhere. If we're going to move the Imperial Rokkenjiman Navy to a more cohesive force, however, the Essex Class is one which requires replacement as an acquisition from the long-departed nation of Kazarovia. The era in which they were acquired gave little thought to lines of supply or the sourcing of parts and repairs, for example. We have in the Megitsune Class a fully-indigenous carrier, built to the specifications of the Imperial Rokkenjiman Navy, and one which we will be able to support and, likewise, one which will be able to best support, the ongoing missions of the Imperial Rokkenjiman Navy in the best manner possible."

"The biggest hammer isn't always the one you reach for," the Grand Marshal continued, "and while we're not looking to acquire two of the largest carriers to replace the Essex Class, the ones which are replacing them will better support a forward-looking Navy. We survived, and I would argue thrived, in the elimination of battleships from the Imperial Rokkenjiman Fleet. We've thus no reason to believe that this transition will be any different."

Endymion Strike Group Deploys To Quinntopia Bay Region

As Nueva Ardian ports continue to be blocked by fishermen the Imperial Government has announced that it would seek cooperation with its continental neighbours, as well as its CSTO allies, to "ensure that a just solution which ensures the Nueva Ardian right to self-determination is preserved, whether that be from parties domestic or foreign who may have other designs for Nueva Ardia." Empress Beatrice discussed the situation further following the statement released by the Imperial Government.

"The People of Nueva Ardia were failed massively before when eyes were turned away from their plight in the worst genocide we've seen in living memory. We cannot again proceed in ignorance of the situation facing the Nueva Ardian People as if the concerns of our neighbours should be easily shrugged off, they cannot. Therefore the Endymion Carrier Strike Group has been tasked with operations in the Quinntopia Bay region to monitor the situation as it develops. The First Empire remains committed to ensuring the unfiltered voice of the People is heard in a new referendum conducted under the supervision of unaligned neutral powers," the Empress said of the developing situation.

"In the mean time it is the position of the Imperial Government that the legitimacy of Melos as President of Nueva Ardia is questionable, thus we will be reviewing present diplomatic protocols towards Melos and determine the best course of action moving forward. We cannot accept the results at face value of a referendum surrounded by irregularities and alleged fraud, especially on a matter so integral to the Nueva Ardian Constitution. Ultimately, if the first referendum was indeed legitimately reflective of the will of the Nueva Ardian People, Melos has little to fear of a referendum conducted under neutral supervision," the Empress continued.

"Supporting the People of Nueva Ardia begins with ensuring that their voice is heard, clearly, in an environment which takes the potential for corruption and fraud out of the equation. There are many neutral parties who hold the capacity and will to ensure such an environment exists, parties who would not favour one outcome over another. The right of all Peoples to exercise their self-determination, to command the destiny of their Nations and Peoples, is one we've fought strongly as a community of nations to extend to all Peoples. Ceding the will of the Nueva Ardian People is not an option; let their voices be heard, unfettered and most certain."

Empress Warns Melos Against 'Excessive Force'


The Empress has warned that employing excessive force against those protesting would cross a line from which Melos could not return.

Following an ultimatum issued by the embattled Melos to the Farming and Fishing unions who have been contesting the results of a referendum which saw Melos remain in power despite Constitutional term limits Empress Beatrice has issued a warning. "Melos has stated that he will be utilizing the Armed Forces to 'open the roads', offering little in the way of what we can expect of such an action. I need not remind him that the world is watching; and should excessive force be utilized against those protesting it would most certainly cross a line. Of course, a solution which involves an independently verifiable referendum would solve present issues, however, this is also a path Melos refuses to allow. These developments only add to the increasing doubt surrounding the original referendum and demand the attention of the international community."

When asked what she meant by 'crossing a line' the Empress continued. "Utilizing armed force against the Unions is despicable, that which is excessive will see Melos cross a line from which point there is no return. We will continue to closely monitor the situation and take all necessary actions to ensure the concerns of Nueva Ardians who feel Melos has perverted the democratic process for his own gains are heard. There is no need for violence, for we have several options before us which would remove lingering doubts and, if the will of the People is truly with Melos, would only reaffirm that. Only if he is not confident he could win a verifiable referendum do his present actions make increasing sense."

With the Endymion Strike Group in the region it is clear that Rokkenjima is keeping a close eye on the situation as it develops. Following the appointment of the Cross-Straits Secretariat it is expected that the Nueva Ardia crisis will be discussed, along with actions the Organisation may take depending upon the actions Melos sets into motion.

Anauša High Commander Murdered In Home


Lelouch Lamperouge, High Commander of Anauša, has been found murdered. Officials suspect rogue agents responsible.

Anauša High Commander Lelouch Lamperouge has been found murdered in his home in Rosa, with officials from the Imperial Naval Intelligence Service (INIS) suspecting rogue Anauša agents as the culprits. "Since its severance from the Imperial intelligence apparatus the Anauša have been a constant topic of discussion and enforcement operations of the INIS," Grand Marshal Rowe shared with the RBC. "With those looking for someone to blame for the institutions fall from grace INIS agents believe that the murder of Mr. Lamperouge is the result of internal tensions. Those responsible will naturally be held accountable under the full force of the law whilst Imperial High Command exercises all options at its disposal in effecting the dismantlement of the Anauša."

The INIS has taken over the role as the premier Rokkenjiman intelligence agency since the decoupling of the Anauša from the Imperial intelligence apparatus. "The INIS, as an institution of the Imperial Rokkenjiman Navy, is at the direct disposal of Her Imperial Majesty," explained Grand Marshal Rowe. "From the early days of the Anselmo Restoration to the modern era, the INIS has served the Empress with steadfast dedication, unwavering loyalty, and an unmarred record. INIS will see that the Anauša is dismantled before it imparts any further damage to the legacy of a once invaluable institution."
