Addressing Nuclear Concerns Following the mutual disarmament of the nuclear arsenals of Rokkenjima, East Moreland and Achkaerin the First Empire called for an effective and enforceable non-proliferation program, a call which had went unheeded by the Holy Empire and the Kingdom. However, with news that East Moreland was exploring further potential in the field of nuclear arms and the developments from Slava Lavosk I feel that it is time that each of our nations address this matter with the seriousness it demands. As I stated some time ago for our nations to disarm without implementing a strong non-proliferation mechanism is a fool's errand, and dooms this most historic event to ultimately fail. Furthermore, as the three powers who held onto these weapons, it is our responsibility to ensure our disarmament is not for naught.
To these ends the First Empire shall propose two things: the International Non-Proliferation Agreement (INPA) and the International Verification Authority (IVA), which shall work in tandem to ensure that the efforts of our nations to remove these weapons from the face of Mundus is not an effort undertaken in vain.
The INPA will seek to ensure that the proliferation of nuclear technology does not lead to the further development of nuclear weapons by any state, with its measures being enforceable by the community of nations. It shall recognize that any state which would develop nuclear weapons following this disarmament would be a threat to the collective sovereignty of all nations, and would empower the community of nations to act in a manner to remove that threat. The INPA would also limit the types of technology which would be shared, to ensure that non-nuclear powers do not bring these weapons back into existence.
The IVA shall supplement the INPA, inspecting the disarmament efforts of the nuclear powers while also being called upon to investigate cases of suspected weapons development programs. The IVA shall be comprised of an independent team which shall operate under the sanction of the international community to ensure any manner of bias is removed from the equation. This ensures that all states which held nuclear weapons are indeed in full compliance with their commitments, while also ensuring that should a state be suspected of constructing these weapons an independent body is in place to present its unbiased findings to the international community.
In the coming days we shall release more details surrounding the INPA and the IVA, however, I firmly believe that the commitment and involvement of the Achkaerinese and the Morelanders would send a message to all states that our joint commitment to the complete and irreversible disarmament of nuclear arsenals is firm and unmovable. We must also show that this is not a matter with which petty politics will be played, but one which sees a unified dedication to the principles under which we relegated these weapons to the pages of history.
A draft treaty shall be made available in the coming days, from which it is my hopes we may move forward in carrying out our joint responsibility.
