BACKGROUND

The Queendom of Chesera was officially established in early 2019, after long journey of exile for the Cheres people. Originally the result of a civil war of a far off country, the then 1 million Cheseren were sent out of their homeland as opposed to mass execution. Asking a Chesian about their history before the start of their exile is extremely taboo, as the Cheres people consider the start of their history a year after their escape from what they call the "Land of Before." They then wandered for 150 years, before finally settling in their now present state.

Cheres High Council

Members of the Cheres High Council are democratically elected representatives who are elected every 7 years under normal circumstances. Each representative must be between 21 and 65 years of age, permanently reside in the Queendom of Chesera, and as of 2019, have graduated from an accredited university. Each representative is head of a respective sub council for their respective department (for example the Representative for Defense is the head of the Defense Council and acts similar in style as the Queen does with the Cheres High Council), with each sub council made up of 15 councilmen elected every 2 years under normal circumstances. Some Representatives have multiple responsibilities, each of which as its own council, so it is not uncommon for Representatives to be the head of multiple sub councils. Councilmen and Representatives have an unlimited amount of terms, so long as they adhere to the restrictions of office.

While members of the Cheres High Council meet to discuss topics and issues that the nation deals with, they do not have the final say of legislature. The final decision resides with the Queen herself, who can choose to accept the advice of the Representatives or do what she feels is best for the country. In modern day Chesera, the Queen rarely ignores the Council's advice, and tends to value their input on every matter presented.

Unusual term conditions
Exceptions to the 7-year election rule are as follows

Shortening
If an Honorable Representatives term is shortened, an emergency election to elect a replacement will be announce two weeks before the scheduled removal of the Honorable Representative. The election will be held on the Honorable Representative’s removal date, and he/she will serve until the announcement of the winner of said election is made. The new Representative will serve until the next nationwide elections.

Shortened terms are only provided and enforced if:
•   The Honorable Representative is found guilty of crimes against the state.
•   The Honorable Representative passes the allowed age restriction.
•   The Honorable Representative dies while in office.
•   The Honorable Representative is personally removed from office by her Majesty, the Queen.
•   The Honorable Representative resigns from office.

Lengthening
If an Honorable Representatives term in lengthened, an election will be announced subsequently with the announcement of the elongated term. The election will be held on the Honorable Representative’s removal date, and he/she will serve until the announcement of the winner of said election is made. The new Representative will serve until the next nationwide elections.

Elongated terms are only provided and enforced if:
•   The Queendom of Chesera is in a state of unusual circumstance.
•   Her Majesty, the Queen declares that the Honorable Representative receive an elongated term, by which he or she can only receive an extension of a maximum 2 years.
•   The elections result in a tie, in which a second election will be held between the tying campaigners 2 years after the initial election, leaving the original Representative in office for that time period.
