After making himself comfortable, the President addressed her question.

"Our proud and unique Québecois heritage is built upon three fundamental societal groups; French-speaking settlers, natives tribes and other groups from all corners of the world. Such a mixture of different cultures is clearly expressed through our diverse cuisine and music, for instance. It hasn't always been easy and perfect making sure that peace and harmony exist between all people, but the end result today is based on a political concept created by the early architects of our welfare state. Known as the "People's home", it can be summarised in one quote dear to many hearts: "The good home knows no privileged or misfortuned, no favorites or undesired. There no one looks down on the other. There none try to gain benefits on the others expense, the strong do not oppress and plunder the weak. In the good home reigns equality, kindness, cooperation, helpfulness." In short, Quebec declares itself to be an "indivisible, secular, democratic, and social Republic". All of this is built upon a diversified and post-industrial economy, where substantial natural resources such as hydroelectricity, forestry, and mining, have also long been a mainstay. Finally, we're fanatics when it boils down to maple syrup, comedy and ice hockey."

Maximilien shook hands with Madison, with a complimentary nod and smile. "Madam Chair Pryde, thank you so much for receiving the Québecois delegation, it's an honour to be here and I'm looking forward to the discussions." He kindly gestured her to lead the way, his ears receiving a reminder about the procedures henceforth regarding possible Quebec membership.

"Such a procedure is to be expected, and reasonable as well," he said, indicating that the conditions were clear from the get go. "There aren't any inquiries that one could think of as of now, but I appreciate your question, the President continued to smile. It was only a mere moment before the process towards Quebec becoming a CSU member began.

When President Maximilien Boucheron arrived at the CSU HQ, he felt confident about the mandate given to him by the people. It had certainly been a goal of his to firmly entrench Quebec in the world community, and there wasn't any doubt in his mind that this is what the average Québecois truly wanted as well. Why else did they vote for him and his coalition to begin with?

As soon as the motorcade finally arrived at the HQ, the President and his entourage proceeded to enter through main entrance and were immediately directed towards a waiting area. As head of state and head of executive of Quebec, it only made sense that he was the one to personally discuss the membership application, rather than the foreign minister. A sign of genuine commitment would've been noted by the host as well, which was important enough if everything went well.

President Maximilien Boucheron recently adressed a session of the National Assembly, giving a lofty outline of his five-year term and set a determined tone for what is to come, which lasted well over an hour. The new president cast himself both as the agent of change Québec wanted and as his country’s rampart for thriving in a new world order. Boucheron spoke, among other things, about the investments the coalition government already has made. The government parties consists of his own socialist Quebec Solidarity, the Green Party and the Liberal party, led by the liberal Prime Minister Marie Seydoux as part of an agreement.

"Quebec must be a country at work. Investments are now being made in new housing and infrastructure, in entrepreneurship and in training people for jobs. This is how unemployment is pushed back. The needs of Quebec schools are now being met with investments in the teaching staff, more employees, smaller groups of children and in an equal school. This is how knowledge results can be raised. We take the lead in climate work ". In conclusion, Boucheron spoke about his vision of "a society that holds together and where people exist for each other". 

Such comments should be understood in the context of the Republic switching a right-wing led government after many years to a left-wing one, the former advocating for tax cuts and increased privatizations, whilst opposing full membership in intergovernmental organisations for the fear of losing perceived sovereignty. The former governmental policies are considered to be controversial within Québecois society today, causing both praise and distress depending on who you ask.

CSU discussions in Rokkenjima and creation of a new regional/intergovernmental organization
Boucheron also mentioned about his upcoming trip to Ashinxao, Rokkenjima, where it's expected that discussions will be held with Ms. Madison Pryde, Chair of the Council of Head of States of the Cross-Straits Union, for the purposes of integrating Quebec as a member state of said organisation. "Threats such as the climate crisis, pandemics, terrorism and organized crime cannot be solved by an individual country," he said when emphasizing the importance of possible CSU cooperation with Quebec. Aside from economic benefits by gaining access to an enlarged market, he further added that "CSU cooperation will make Quebec stronger and more secure."

Finally, Boucheron revealed another goal of his, intended to be accomplished within his first Presidential term: "For the sake of world peace and prosperity, this government aims to create an inter-governmental political forum for cooperation in the Rodinian Sea Region." According to him, it will function as a coordinator of a multitude of regional actors in the areas of three long-term priorities: a regional identity, a sustainable & prosperous region, and a safe & secure region. "It shall focus on themes such as societal security, sustainability, research & innovation, as well as countering human trafficking," Boucheron further added.

Given the great controversy behind the United Soviet Rodina in terms of its historical relations with and actions towards other neighbouring countries, it remains to be seen as to whether such a goal is even possible of accomplishing in the first place. Still, Bouceron remains positive about the prospects. "It will naturally require extensive negotiations with all potential countries surrounding the Rodinian Sea Region, but as you say: never say never."

Politics of Québec: Political system

The political system of Québec consists of an executive branch, a legislative branch, and a judicial branch, based on the framework of a semi-presidential system determined by the Constitution. Executive power is exercised by the President of the Republic and the Government. The Government consists of the Prime Minister and ministers. The Prime Minister is appointed by the President, and is responsible to Québec's parliament, the National Assembly. The government, including the Prime Minister, can be revoked by the National Assembly through a "censure motion"; this ensures that the Prime Minister is always supported by a majority of the legislature.

The National Assembly passes statutes and votes on the budget; it controls the action of the executive through formal questioning on the floor of the National Assembly and by establishing commissions of inquiry. The constitutionality of the statutes is checked by the Constitutional Council, members of which are appointed by the President of the Republic and the President of the National Assembly. Former presidents of the Republic also are members of the Council.

The independent judiciary is based upon civil law system which evolved from the Napoleonic codes. It is divided into the judicial branch (dealing with civil law and criminal law) and the administrative branch (dealing with appeals against executive decisions), each with their own independent supreme court of appeal: the Court of Cassation for the judicial courts and the Conseil d'Etat for the administrative courts. The Québecois government includes various bodies that check abuses of power and independent agencies.

Québec is a unitary state. However, its administrative subdivisions—regions, departments and communes—have various legal functions, and the national government is prohibited from intruding into their normal operations.

Félix said, being fully aware that Janna happened to be a STEM person herself, albeit a naughty one at that. It was only a matter of time before the chairlift finally brought the duo to the higher peaks of the Siyongou Alps. He suddenly laughed out loud as soon as he was reminded about the incident during the family's New Year's Eve fundraising event involving spiked wine.

"That shit was hilarious I must admit, and brilliant too...I mean, who would've thought that it wouldn't occur by inviting you there at all." He smiled. "As for Alexandra...her anger has mellowed down to a miniscule level, so you'd be safe by the time her eyes are gazing upon yours once more. Otherwise, there's nothing much remarkable to say about the family, other than life moving forward per usual circumstances...What about your Mama, how has she been handling things as of late?" He asked.

Félix chuckled as soon as Janna paused; at least she was someone whom he was familiar with. "Well, I'm glad to hear that you and your sister are still the same...more or less." The prince slightly teased Janna, catching her mischievous smirk in the process as she made a joking remark of assuming something about him. He shook his head before continuing: "It's my crisp tan which messes up the perception of myself as a person, no? I don't blame ya' one bit, though to be fair, it's equally easy developing one on the snowy slopes with a bright sun gazing down upon ya'. Besides, growing up in a landlocked country filled with hills and mountain ranges really does have an impact on one's own persona."

Félix leaned a bit closer towards Janna. "I'd rather hang out with a cute model here in the messy snow, and sipping on hot cocoa-infused liquor, rather than getting sand in-between my toes and salty water in my eyes...As for your...Oof, now that's a tough one." He leaned back to his original position, not sure what his comment would be considering she really did seem like the type to thrive in this environment; quite the tricky lady in other words.

"As for my original purpose here...Y'know, the usual nanobiology conference gathering the smart brains from all over the world to discuss about what the future holds in store for us, yadda yadda...Naturally once it was over, I couldn't leave Siyungou without trying the slopes so early on when winter has just arrived." He smiled.

"Given the name of our Grand Duchy, as well as the animal symbol on our coat of arms, it's safe to assume that it would be a lion in its nature, representing courage, strength, stateliness and valour. This is partially the case however, and one could describe it as an animal composed by two beings. The second one would be the white stork, as its espouses purity, motherhood and renewal in one's life. You see, the white stork is a main feature of Lionbourg and is part of our rich folklore, where they are mostly found on roofs of houses, churches and other public buildings. The presence of a nest on a house is believed to protect against fires, and grant good luck in general."

To all members of the Ardian Assembly,

The Grand Duchy Lionbourg is officially shocked and appalled by the decision of the First Empire of Rokkenjima to impose such strict sanctions on the Heyran Republic regarding the alleged matter of Heyran support for Tamoran slavery through “economic black holes”, which has demonstrated to be based on nothing but unfounded accusations and hearsays threatening to destroy Ardia’s unity and stable economic foundations. This so-called “evidence” has not been provided or described in detail through a thorough investigation, conducted by respective nations’ law enforcement and judicial networks for instance, which is clearly contradicting the entirety of Section 2 in the AA charter, in addition to breaches of other Sections already laid out by the Heyran Diplomatic Corps.

The Grand Duchy of Lionbourg deems these imposed sanctions to be reckless, irresponsible and unjust due to failure of adhering to proper diplomatic, investigative and judicial protocol, threatening the economic fabric encapsulating many a people, as well as damaging the credibility of the First Empire as a country of great repute and trust. It is our hope that the Rokkenjiman government realises that this is a grievous mistake that ought to be rectified, following the recommendations of the AA if the majority of members are, rightly, in full agreement with the Heyran Republic, a fellow Ardian country whose track record concerning the preservation of human rights is outstanding.

It's certainly a lot to live up when it comes to achievements akin to other respected countries known for their commitment towards spreading values such as human rights and promoting humane economic progress. With the help of said countries and vice versa, however, it's our firm belief that so much could be accomplished through the exchange of ideas benefitting the many for the greater good." She ended.

Our quintessential sectors would be banking, steel, and wine production, though evidently enough we've managed to diversify it to such a significant degree, that other sectors such as telecommunications and life sciences are now playing a greater role, for instance. The Grand Duchy could also act as an additional role model for successful and fair resolution of inter-cultural conflict to other regions of the world, through the CSU whose membership is diverse in of itself. Lionbourgers may be considered to be one ethnic group and nation today, but in the past we had to reconcile with ourselves when we had to contend with different cultural spheres interacting with one another." Lionbourg Cuisine

Lionbourg's cuisine reflects the country's position between the Latin and Germanic countries, influenced by the cuisines of neighbouring A.S.A and New Derusmia. Recently, it has been influenced by the country's many Armenian immigrants. Most traditional, everyday Lionbourg dishes are of peasant origin. Despite that, Lionbourg food is synonymous with conviviality, the dishes are substantial and served in generous portions and it has one of the richest national kitchens in Ardia.

Lionbourg has many delicacies. In addition to French-style pâtisseries, cake and fruit pies, lots of local pastries include the Bretzel, a Lent speciality; Quetscheflued, a zwetschge tart; verwurelt Gedanken or Verwurelter, small sugar-coated doughnuts; Äppelklatzen, apples en croûte; Kougelhopf, yeast based cake with raisins; German-style cheesecake (called fromage blanc tart); Mont-Blanc; Knödel, bread balls with various ingredients such as apricot, plum or chestnut; Strudel, layered pastry; Kaiserschmarrn, fluffy pancake with raisin and sugar; and Streusel, crumb cake. The festivities of the year's end involve the production of a great variety of biscuits and small cakes called bredala, as well as pain d'épices (gingerbread) which are baked around Christmas time and manala (a brioche in the shape of a little guy) which are traditionally baked for Saint Nicholas Day (on the 6th of December). Lionbourg's cheese specialties include Kachkéis or Cancoillotte, a soft cheese spread.

Fish from the local rivers such as trout, pike, and crayfish are the basis for dishes such as F'rell am Rèisleck (trout in Riesling sauce), Hiecht mat Kraiderzooss (pike in green sauce) and Kriibsen (crayfish), usually prepared in a Riesling sauce. Another favourite is Fritür or Friture de la Sansretour, small fried fish from the River Sansretour, accompanied by a local white wine.

Meat dishes include cold Éisleker Ham, from the mountainous north of the country, first marinated for a couple of weeks and then smoked for several days, as well as Speck (dry-cured, lightly smoked ham). It is usually served thinly sliced with chipped potatoes and salad. One of the most traditional of all Lionbourg meat dishes is Judd mat Gaardebounen, smoked collar of pork with broad beans. The pork is soaked overnight, then boiled with vegetables and spices. Served in copious slices together with the beans and boiled potatoes, it is considered to be a national dish of Lionbourg. Another gastronomic symbol of the country is undoubtedly the Choucroute, a local variety of Sauerkraut. To make it, the cabbage is finely shredded, layered with salt and juniper and left to ferment in wooden barrels. Sauerkraut can be served with poultry, pork, sausage or even fish. Traditionally it is served with pork, Rosenbourg sausage or frankfurters, bacon, smoked pork or smoked Morteau or Montbéliard sausages or a selection of pork products. Served alongside are often steamed potatoes.

A most famous dish is the Baeckeoffe, made from potatoes, vegetables, as well as three different meat (pork, lamb and beef). Everything is cooked together in the oven in a terrine with white wine and herbs during several hours. Hong am Rèisleck/Coq au Riesling, consists of browned chicken pieces simmered in white wine with vegetables, spices and mushrooms. Huesenziwwi or Civet de lièvre is a jugged hare dish served during the hunting season. Herrengröstl consists of potatoes, beef, onions and speck. Fleischschnacka is made from cooked meat stuffing (usually the remainders of pot-au-feu), eggs, onions, parsley, salt, pepper rolled in a fresh egg pasta. Cordon bleu is a dish of meat wrapped around cheese (or with cheese filling), then breaded and pan-fried or deep-fried.

The recent conference gathering scientists and researchers of nanobiology in Siyungou went splendidly well, much to Prince Félix de Lionbourg-Aquilae’s delight and satisfaction, having done his fair share through speeches and presentations about the future possibilities. In any case, feeling that it would’ve been a shame to leave Kodumaa so soon, decided to stay a few days in the region to savour its winter specialities. Like many VIPs and other privileged visitors, Félix had been residing at the Royal Suvd Resort. Lionbourg may have had skiing facilities, though the mountains in Kodumaa happened to be quite exciting and it was well worth it exploring something different.

Enjoying a traditional Siyungou breakfast in his room which included the Khuushuur dumpling, Félix felt the urge to spend some fun at the snowy slopes and as soon as he was finished with his tea, proceeded to put on his one-piece suit hinting at white and blues colors. With skiing gear ready to be used, a few bodyguards accompanied him to the nearby chairlifts, maintaining an appropriate distance which acted as a compromise between security and privacy. At first, he didn’t pay particular attention to the person standing next to him carrying a snowboard, most likely a woman judging by her figure and size. Standing last in line with no one behind them as of that moment, the Prince hopped on the chairlift alongside his newfound partner.

He took the opportunity to soak the entire view in, admiring it as he was being lifted upwards to further heights. “Spectacular, isn’t it?” He suddenly commented, finally turning his gaze towards the lady; his expression was a combination of surprise and happiness, as he simply couldn’t believe it at first. “No way...Janna, is that really you?”! Félix immediately kept his voice down, as to not be attracting additional, unwanted attention from those sitting forward or behind them. Their families had known each other for quite some time, and the relations could’ve only been described as positive. At least he would be able to share the fun with a recognisable face, if she was up to it.

“Shit...How long has it been since? It’s great seeing you here anyways...Where’s Yasna by the way?” He asked curiously.

Altkirch Town hall

The Sundgau region is one Lionbourg's southernmost regions, located at the crossroads where the county's borders touches both A.S.A and New Derusmia. Its picturesque fertile loess soil has traditionally favoured a non-specialised agriculture, with crop production being largely organised into strips. The main crops are maize, wheat and colza. In medieval times, monks raised carp in the small valley ponds and carpe frite (fried carp) remains a regional speciality. The images of two carp also appear in the coat of arms of Sundgau.

It was in the region's capital, Altkirch, that the Lionbourg government decided to hold the meeting, a modern town with an original spirit and strong dynamic commercial base catering to 15,000 people. It also happened to be located at frontlines of the past which saw a lot of wartime action, which was deemed to be more fitting enough. Its town hall, despite being small in size, was known for its beauty and wrought iron balcony; this was where the upcoming talks would take place.

Arriving at Ashinxao International Airport in a C-24 Antilon, it didn't take too long for Prime Minister Céline Lentz and her close staff to fly from Lionbourg to Rokkenjima, considering the short distance was hardly relevant enough to begin with. This visit to the CSU HQ would hopefully be a quick affair to complete, and she'd likely spend a single night or two at the most in the city. Naturally, the Lionbourg head of government could've assigned this to the foreign minister, though she felt that this would be handled better in person, in addition to her being an ardent supporter of integrating the Grand Duchy with the Union.

As soon as the motorcade finally arrived at the HQ, Lentz proceeded to enter through main entrance and was immediately directed towards a waiting area, where the Secretary-General would sooner or later accomodate her for an interview. She sat down for a moment and rested her eyes, patiently waiting for the important event to begin.

e-Lionbourg

e-Lionbourg refers to a movement by the government of Lionbourg to facilitate citizen interactions with the state through the use of electronic solutions. E-services created under this initiative include i-Voting, e-Tax Board, e-Business, e-Banking, e-Ticket, e-School, University via internet, the e-Governance Academy, as well as the release of several mobile applications.

e-Residency
Lionbourg became one of the first countries to offer electronic residency to people from outside the country, a step that the Lionbourg government terms as "moving towards the idea of a country without borders." Under this program, non-residents can apply to have a smart ID card issued to them by the state, providing the same access to Lionbourg's various electronic services that a physical resident would be given. Use of the card for authentication with these services requires a four digit pin code. The card, in conjunction with a separate pin code, also allows e-residents to digitally sign documents over the internet.

While e-residency provides access to these services, it does not grant physical residency, the right to enter the country, or the ability to use the smart ID card as physical identification or as a travel document.

Technology
The data for e-Lionbourg is not stored centrally, but instead uses a data platform run by the government called X-Road to link information from local hosts. The system is backed up on servers in NAN, which is governed with the same protections afforded for a diplomatic mission. The system is designed to allow the government of Lionbourg to function even in the event of an foreign invasion.

Individuals are able to access all e-Lionbourg data about themselves, and all queries to the system are logged.

Functions
Lionbourg paramedics have access to an e-ambulance app, which - via X-Road - allows medical personnel immediate access to patient medical records. The system is also used for telemedicine.

e-Lionbourg enabled electronic voting via the i-voting app, which used an I.D.-card-based system to cast ballots remotely. In 2014, approximately one-third of all votes were cast using the app.

The project aims to provide personal genetic information service sponsored by the state. It aims to minimise and prevent future ailments for those whose genes make them extra prone to conditions like adult-onset diabetes and cardiovascular diseases. The government plans to provide lifestyle advice based on the DNA for 200,000 of its 2.5 million citizens.

Lionbourg's armed forces may be the smallest within the SANE community, though what it lacks in size manpower-wise, it makes up for in quality concerning training and equipment. Besides being willing to provide troops for SANE, the Lionbourg Army educates and trains its soldiers with a view toward their reintegration in civilian life after their voluntary military engagement. Public support for SANE as well as the Assembly of Ardia is generally outstanding. The need to secure peace by building and maintaining stability, sometimes far from Lionbourg's borders, is well understood by the population. Therefore, recruitment for the Army is working very well.

With that stated, we would like to issue a request for the New Derusmian Ministry of Defence, in terms of permitting the Special Forces Group of Lionbourg to conduct some of its training in the Unified Socialist State. Our concerns have primarily been about the SFG's amphibious capabilities since it has been a challenge to find a foreign partner being willing to allow sea access, suitable for tactical diving and underwater tasks such as demolition, to name a few exmples.

We thank the New Derusmian Ministry of Defence for a swift answer., and would be humbled and grateful if this request would be granted.
