General Secretary Tai Wenjien thought for a few seconds. He thought that perhaps it was best to stay away from trade matters while the ADSN is figuring stuff out. "Alright then, Prime Minister Konishi. We can discuss other matters. The second agenda is more in line with defence policy, more in the areas of intelligence sharing and a possible extradition treaty. Would that be a more flexible topic Prime Minister?"

"Well Prime Minister Konishi we're mostly adopting a gradual foreign policy transition. My government is more concerned about further economic development. We managed to bring Jiayuan out of a spiral of a failed state,  to a middle income country, to becoming the 5th largest economy. But that was fueled mostly out of investments in education and high value exports. What we want is to be able to conduct FDI activities in Fusan,  One of our Ambassador's inis in the mdiddle of treying to come up with an trade deal with the ADSN but we also want to have deals with a greater dimension with other nations as well. Regarding tarriffs and travel, we have been told that it is better if we approach nations seperately with issues such as those rather than the wider ADSN, as we feel that if we can a[[roach seperate nations we can better guage on who we can trust rather than signing the broader agreement. I hope this makes sense Prime Minister Konishi."

"Integration is not on the cards, the ASDN Charter does not even look at integration between our own economies. We have maintained tariffs and we have maintained checks on imports. We have merely streamlined things to ensure those willing to work together in a spirit of friendship can with ease. You arrive here today asking us to go out of our way to make a special arrangement for you within our organisation. We have a statement that your not looking for friendship and you've offered nothing in return. I began my approach by saying with rights comes responsibilities. You have so far asked for rights but offered to take no responsibilities. What do we get in return for accommodating you?"

We have not asked for drastic changes,, freindship is subjective. If you need to put a label on it then we see this as, strategic partnership. Or professional partnership. As I have asked in my previous question. If the framework you have is not flexible, then is there a process where we can meat half way? I have offered an idea that requires little effort with observer status I've even asked if there is anything you want Jiayuan can provide to make this happen. I will also ask if this is impossible, some kind of ADSN and Jiayuan economic agreement. You can have your internal frameworks, and your procedures as we can still be trade partners and we can figure out the details either here or defer another meeting ti hash out the finer details if you wish? We can remain outside of the ADSN while enjoying mutual trade or processes of trade such as tarrifs?. The details can be looked over now or in another meeting. if you wish. Jiayuan will not join thee ADSN in anyway, but be an external economic partner with it? Does that go against any principles or sensibilities here?"

The Ambassador cleared his throat.

'I will address the questions made here, perhaps in a more forthright manner. First was asked the issue of trust. Jiayuan is not a country that trusts easily. We believe that trust has to be earned over time and something that cannot be assumed, and the devil is in the details. Thus we believe that measures should be taken outlined in any agreement. Seeing as trust cannot be garunteed by anyone dispite rhetoric we are willing to detached from the notion of joining as an internal member and eventually be an external trade partner. if need be. Secondly, As for caring about our concerns, we aren't asking for anyone to take our concerns in full consideration, but merely granting us a chance to outline them, and then the nations within the ADSN are free to interpret them as they will. Thirdly, accommodation in a lower tiered membership looks like its not possible despite alternatives given to what that model wiould look like. To that end, that question is now a dead letter. So I propose if there is any nation here willing to, at another time and place, ask asked before, to negotiate a trade deal with Jiayuan, where we can go over the finer details and concerns?"

Ambassador Wen-yi then took a sip of water.

"Thats fine Ms Gianni, but you are under a misconception. Trust and friendship was not a goal, that's an assumption. We never made our intent of being a full member. We have no made any illusions of that. What we want is to trade with the ADSN as it as already a ready made market, we've made that clear a few times now. I have made it clear that a full membership application was not our goal. but if I need to repeat myself then fine.. I have proposed a lower tiered membership of some kind as a means to make it easier without changing the initial framework. However, if that is impossible then Here is what I ask. In order for greater economic integration with the rest of the ADSN, what does my nation need to provide, what would it take for Jiayuan to economically integrate with their ADSN neighbours? As I might have to make this point clear, again we are not wanting to change the framework, we'll not drastically anyway. But what do we need to do in order for Jiayuan to economically, and again I will re-iterate, 'Economically' intergrate with the ADSN? If lower tiered membership is no possible?"

"A fair enough question. But one that comes with so many assumptions. What I am proposing is merely an observer status or association, such a type of membership is not unusual throughout history. As for mutual trust, I state that it does need to be earned and not just signed with paper in matters of the defence of the state itself. Defence and Security policy deals with the prospect of the physical welbeing of the states people and the very existance of the state as we all know. The death of the state is nothing new to us. As for your previous question for Jiayuan baring ill will towards anyone just because we view it as our right and our own business to decide whom we let into our waters, that is an incindiary assumption. One that is made in pure speculation and is rather offensive. Jiayuan has not displayed or stated or has given any indication that it has any illwill towards any nation here. We understand that it is not that easy to just accept a new member, particularly one that has values that might not be comparable such as ours. Which is the reason why we are willing to forgo voting rights. Think of it this way, if Jiayuan were to have something happen to it, no nation here would be obliged to protect it or or have any obligations towards it, nor do we expect any nation here to come to our aid. You can even come together and kick out Jiayuan via majority vote if need be without us stopping you, this is to your advantage in that route. WE just beleive that defence and security policy is a bridge too far in this respect. If Jiayuan was in the initial meeting we would've raised this concern, but we weren't so we are raising this matter now. How we are viewing this is basically as so. the ADSN is already a ready made market, so this summit here is a way of streamlining the process instead of approaching each nation individually and repeating the documentation process over and over again. We do apologise if our policy on mutual freindship is not comparable but national security and defence, but it is what it is. If however an ADSN and Jiayuan trade access is not comparable then we have another idea. Observer membership to the degree that a Jiayuanese ambassador be allowed to sit in on ADSN meetings and be able to voice Jiayuanese concerns, but have no voting rights. and that is it. Nothing more."

"Certainly, article one we don't see needs to apply as we are willing to forgo voting rights. As for security we do not see it conducive to our security policy as a matter of trust. We cannot guarantee that a situation in the future would arise where we might want to conduct a joint naval operation with an outside state against any member here. Call it paranoia if you want to but who we decide to let into our waters is our own business. Same with sharing intelligence. Jiayuan doesn't see that level of trust as something to be signed in faith, but has to be earned with action. Again, call it paranoia or mistrust if you wish but when it comes to security policy, we prefer to operate on this basis for now. It is as you say, the document signed here operates on the assumption that all nations seek full friendship,  we however do not have that goal of friendship, at least mot in the full sense. Its more of economic and trade partnership, the point of me being here today is to see if there was a way to streamline the process of signing a lower tiered membership as a means of not having to conduct trade summits individually, but rather sign in on a lower tiered agreement here as a more efficient way of integrating with Albion more widely rather than piece by piece. That is the goal.I'm sure if anyone here was in our situation they would see it the same way. Once again, we are not asking for everything, We don't even really need voting rights a said we are willing to forgo those on the council. But security policy is a situation where my government likes to keep its policy closely guarded."

Jiayuanese Ambassador Dau Wen-yi took the floor and presented a case to the council. He was wearing the typical blue bysunbess suit, white shirt and navy blue and silver checked tie. He was making a case for his nation to be given a chance for his nation to join the ADSN, but on a half way basis. "Ladies and gentlemen of the council., I am Dau Wen-yi acting on behalf of the government of the Federal Republic of Jiāyuán. My hope here today is to see if I can grant my government a litmus test in relation to the membership within the Association of Dautel & Shaw nations. My country's foreign policy is undergoing a transition, with the election of our new General Secretary we wish to expand our relations.Jiāyuán in the span of 2 generations has gone from an economoic stagnate middle power stuck in a middle income trap to a developed nation within the span of one generation. But more importantly Jiayuan is currently situated right in the middle of Albion with a nation that spans from the Straits of Shaw to the Sea of Alucard, geographically we cant ignore the fact that we are surrounded by the ADSN leaving us to be an economic island, with that said I am hoping that with the guidence of the council. I am hoping if there is a way that Jiāyuán can be let into the ADSN on an observer or associate basis, or if there is some lower tiered membership. THe basis of this is while in principle we have no issue with the treaty, there are some particulars namely in the area of security where we think that our nation has more of a desire to act with more autonomy."

Our nation is going through a transition and reforming the nations foreign policy. Background

Fall of the Zaydrovich Dynasty

The Zydrovich Dynasty lasted 300 years but eventually lost power in Skalvia on 30/04/1970 after nearly a decade of economic freefall and lack of care and represseion given to the northern regions of Skalvia which house many of the nation’s ethnic minorities such as the Chavekians, Yazedis, Lavonians, Estozans and Lithanians. This region that houses the political entities known as Lavonia, Estoza and Lithania is collectively referred to in modern Skalvia and Vynlandia as Balthnia due to their common coastline in Balthnian Sea, formerly known as the Balthnian lake due to the 3 regions being a part of Skalvia that surrounded it.

Balthnia prier to 1920 were 3 different nations, the former nations known as Kingdom of Lithania, the Grand Duchy of Lavonia and the Republic of Estoza where all conquered in the War of Skalvian Succession; where the royal house of Jagelyn ruled both Lavonia and Lithania in a personal monarchical union was purged and the Zydrovich Dynasty took over the two kingdoms in their own personal Union and outright conquered the Republic of Estoza.

The Balthnian region was fully amalgamated by 1934 under Emperor Alexander Suverik Zydrovich VI. The Zydrovich Dynasty’s rule in modern history is usually described as abject neglect. Taxes were higher in the regions with ethnic minorities, and their economies were extracted to further the standard of living for Skalvia’s Rus majority including the Uralic and mostly Protestant Estoza and Balthnian nations of Lavonia and Lithania who are mostly Catholic.

By 1970 the Skalvian economy was in free fall, years of economic mismanagement and unfair tax policies on the nations working class and under class in the nations urban areas leading to a cost-of-living crisis and famine in northern region of Yazedistan bordering Bahia, and the Tashgir region west bordering eastern Rhand. The two regions got to a breaking point leading to rebellions across the nations ethnic minorities including the region of Balthnia. To prevent a full-scale rebellion, a seasoned General named Sergey Vladislav Grogorvich led a coup against Emperor Suverik Zydrovich VI, however the Emperor’s life wasn’t taken, instead a deal was made. The emperor and his family will get to live if they leave the country, the emperor agreed.

The Rise of Sergey Grogorvich

A week later General Grogorvich assumed power by dissolving the Imperial Duma and led a military dictatorship under the short lived Skalvian Federal Republic. He restored civilian rule in 1975 after getting to much negative attention from the international community including his immediate neighbours, most notably the Union of Vynlania due to an influx of refugees and the stories of repression of ethnic minorities and crushing of dissent.

To placate his neighbours concerns he restored the Imperial Duma, in 1975, the same year he founded his own political party simply known as “Skalvia United Party” a right wing party with an emphasis on nationalism and economic renewal. Five years later in the 1980 federal election the Skalvia United Party with Sergey Grogorvich at the head won an absolute majority on 74% of the national vote under the slogan of “One Nation, One People.”

 Vague as it was he won the people over by appealing to the fact that all within Skalvia should be taxed and treated equally including the nations ethnic minorities and everyone having an equal stake in the economy including living standards, he expressed his wish to implement this by stating that he wanted to adopt the more humanistic and welfare friendly policies practised in Vynlandia, however not everyone in the international community was convinced.

In any case I wish to get to the heart of the matter. The Governor of the Reserve Bank of the UVBR has been talking to me about purchasing ₹250,000,000,000 worth of Rokkenjiman Imperial Duckets. Which equates to a third of our gdp. We have designs to acquire some assets within the continent which we reside in an effort to economically rehabilitate our neighbors in the west of us."

He found himself outside. And greeted the Empress “Apologies Empress. I just needed a place to be quiet. I hope I am not intruding.”

Government of the Union of Vynlandia and the Balthnian Republics

The Union of Vynlandia and the Balthnian Republics (Aka UVBR) is a confederation of constituent states all ran independently from one another brought under one cohesive union under a republican style democratic government. The government is divided into 3 distinct branches of government which operate on a union level.

The Executive Branch: The Executive branch is headed by a collegial body known as the Confederal Directorate who acts as a collective head of government. The head of state is known as the High Commissioner who has no power over the other department directors within the directorate. The High Commissioner acts as a representative of the UVBR’s government internally and externally and the title rotates amongst the members of the Confederal Directorate every year, once the High Commissioner served their rotation term, they will be back to being another director within the Confederate Directorate serving as the director of their respective department.

Due to the collegial Confederal Directorate being a collegial body of the executive government the Union of Vynlandia and the Balthnian Republics is known as a directorial republic. The directorate is elected once every 5 years and each member of the Confederal Directorate can only serve a maximum of 2 terms, thus a member of the Confederal Directorate can serve a maximum of 10 years.

The Legislative Branch: The Legislative branch is known as the Constituent Assembly and is a bicameral body composed of 2 cambers. The Lower chamber is known as the People’s Assembly made up of 466 seats and is where laws are and can be brought into being by legislators or by direct referendum which are known as ‘Citizen’s Initiatives’. Laws become active for consideration when they are voted for via a simple majority.

Once a proposed piece of legislation on a Confederal level is voted on in the People’s Assembly the proposed legislation then must go through a simply majority vote of the upper house which is known as the States General. The States General is made up of 233 seats and members like their counterparts in the People’s Assembly are also elected via general election for 5-year terms with 2 terms being the maximum amount.

The Judicial Branch: The judiciary is headed by the High Court of the Union of Vynlanida and the Balthnian Republics, colloquially known as the ‘Hight Court’. The Court is headed by 7 magistrates all elected by the United Legal Chambers and serve 1 term for 10 years, thus ensuring full judicial independence from the other two branches of government. The High Court is the final court of appeal for all criminal cases, civil cases, and administrative cases (i.e cases involving disputes between government bodies). The High Court also holds the power of judicial review; that is powers to amend, or repeal legislation on the basis of clashes of other existing laws, or if a piece of legislation clashes with the constitution.

Legal System: Inquisitorial System based on a various Germanic civil codes

Composition of the Directorate

The Cabinet also known as the Confederal Directorate as explained acts as a collegial head of state made up of 8 directors of various governmental departments, however, the makeup of the directorate was address in 1935 where the election was put in grid lock for 5 months. To address this problem the constitution was amended to include the composition of the directorate to ensure equitable distribution. The two parties no matter their ideological position which make up a majority of parliament take up 3 directorial positions within the each and the party that follows takes up 2 positions. Should 2 potential junior parties take up equivolent seats then each party gets 1 member each in the directorate.

This has helped moderate the members of the directorate and led to a more cohesive confederal government in general when parties with differing ideological positions on either side of the political spectrum work together, and also ensure wider representation of the general electorate, leading to less polarisation of Vynish and Balthnian society.

High Commissioner Jorman Sygvaldi was wearing a classic navy-blue business suit with a white business shirt and tie, with his wife. An equally tall woman, pale white skin, and long straight dark brown almost ebony hair in a long sleeve burgundy bodycon dress.

Her name was Jaana, she was the former ambassador to Rokkenjima under the later years of Beatrice’s reign and Erly Evanthe’s reign.

She was from Suomiland a constituent state of the UVBR and is said to be rather introverted and preferred one on one situations with dignitaries, however staying under the radar and her signature soft spoken and quiet demeanour has proven to be an asset to the Union.

Now however she was here with her husband to enjoy the atmosphere. She walked up to her husband with a glass of mead. “Dear, have you had mead, its not bad you know.”

He replied “Is that the drink that is...I think it’s fermented honey and varies types of fruits, mixed with water and hops?... I think?”

“Ja, I really smooth and subtly sweet, nice really”

Jorman than took a sip “Not bad.”

He then gently grabbed a glass from the nearest waiter serving the drink.

He then noticed the Empress of Skalvia getting rather friendly with a familiar face.

“Jaana kär…Is that Lars Byland?”

His wife then looked over to the direction. “I believe it is..and...Yes it looks like he is with the Empress of Skalvia.”

“So…Were both thinking it right?”

“Yep, one of our media institutions rising stars is shaking up with the Empress of Skalvia.”

He chuckled playfully and continued to enjoy the evening.

High Comissioner Sygvaldi sighed and rubbed his forehead in exasperation and took another sip of his coffee. “You want your nation to be on the path of redemption. That is what I am hearing. It is a good thought. There are however many people on both sides who have living memory of those times…Myself among them…Buth this is not about me, or us. We won the war, but the peace is still in question. So we need close the door of doubt.”

He put down his coffee stared at the window outside for a few seconds. “I have had this idea in my head for a few months now...Market integration…This isn’t a cure-all your majesty. I am merely offering a chance for free trade of goods and services across borders, lowering tariff and non-tariff trade barriers…We’ll see how that goes and if well, everything comes later. I’ll of course have to sell this to the Confederal Directorate and Constituent Assembly…But for now. That’s all I can offer, but it’s a start.”

High Commissioner drink his coffee. It was stronger than what he usually drinks but it reminded him of the type of coffee that the people of Suomiland drink, and then delicately placed the coffee on the coffee table. He look at her for a few seconds, thinking about his words carefully.

“Empress, or is it…Tanya? I appreciate the sentiment. I do understand where you are coming from. I admit had your father been in front of me right now and not yourself then this would be a different conversation. I am aware that some of the older generations of both of our nations have axes to grind. Since 1998, a new day a new regime under your mother. I can tell however seeing you look over to your daughter, you don’t want her to inherit this legacy.”

He sighed and spoke in a frank tone. “Your nations economy is not as developed as you would like it to be. So far as I know doesn’t have a comprehensive safety net, your nations military is behind to say the least, and to top it off diplomatically your nation is seen as a pariah. You have an uphill battle your majesty…So you want my help? I’m all ears, but first…Tell me Empress, what exactly is it you want? Where do you see Skalvia in the next decade? Or better yet, your reign in general?”

A tall man standing at 189 cm tall (6’2) open the door and got out of the government car infront of the Dacha, he was escorted by his own security detail and the Emoress’ as well at the moment of pick up from Kavov harbour. He got a small cruise ship over the Sea of Balthnia from the harbour city of Talvin in Republic of Estoza.

His name was Jorman Sygvaldi. Elected as High Commissioner of the UVBR, a veteran of the Balthnian War of Independence, a former field medic and then a board-certified doctor 10 years after the war ended.  He was conscripted as a junior when the war started, and by the time the war ended he had lost his older brother and father. His brother was a sniper who eventually got sniped himself a year before the war ended, and his father died to a landmine Infront of him. Trauma which he is still recovering from to this day, he used to have nightmares, but over time they have faded.

Jorman was now 55 and for a long time after it was just him and his sister Kristina who is now an accountant with her own mid-sized firm in the Republic of Danskia, and his mother who lives as a retiree in the Sverigen countryside. Since then, he has made a life for himself. Having 2 children his oldest is 23 who is in his second year of grad school and his youngest is 19 who is in her second year at undergrad.

He didn’t know what to expect from the Empress’ invitation, much less to her own personal retreat. It was autumn, brittle cold setting in and proof that winter was on the horizon. He was wearing a white shirt, charcoal black suit with a red tie. He was greeted with a few black suited security personnel and searched. He was given the clear to go inside.

Both Secretary General Cheng and Secretary of State Yi-Mai bowed reciprocally. Its not what they usually do but they are willing to pay respect in the same custom.b "Ah yes, Prime Minister Heishi, State Minister Haruno. Its good of you to come. Please this way."

They were both then guided through the building to the Secretary General's Office


"Please take a seat." The Secretary General politely asked. They then had some staffers provide a small cart of beverages of tea, coffee, water and various types of alcoholic beverages.

"Now Mr Heishi. the reason I have called you here is because. I feel like your nation and mine has similar outlooks on how we see the world, shared values to a degree and we wish to foster that relationship based on those values. At the moment Jiayuan, perhaps through some fault of our own is rather, well isolated in terms of how we see things, except for the Empire of Daito, with that I hope we can facilitate a relationship based on mutual understanding."

The Secretary General received word that Prime Minister Suketoshi Heishi and Foreign Affairs Minister where in the city. He made the preparations for the Executive Blue Manor which he's staff organised. He was waiting at the front ready to greet the Prime Minister. Secretary of State Wen Yi-Mai arrived soon after saying that both dignitaries were on their way. They had a quiet place in Chingtzou Garden at the back entrance of the manor. Both however were waiting at the front to greet their counterparts.

28th of June, 2022, 9:00am Tiecheng, Taijeeling Province, Federal Republic of Jiāyuán.

Secretary General Guamin Cheng was at the International Trade Centre Building on the top floor in Tiecheng city’s financial district. His job today was hosting a meeting between the leaders of Imperial Federation of Skalvia and the Commonwealth of Lechia. Today will be a historic day. During the Second Skalvian-Lechian War which started in 2015 the two nations with their economies and war machines grinding down to a halt and losses rising and the collapse of the Skalvian economy the new Tsarina at the time; Tanya Ulisi Yvghani I, had called for a ceasefire on the 8th of April 2019, calling an end to the hostilities however the war wasn’t technically over. That deal was brokered also by Jiāyuán in the same building he is in now.

Today however was a different day, a historic day. He got a call a month ago that Tsarina Tanya Ulisi Yvghani I will be here along with the Chancellor Dmitri Dyavchenko will be here to officially end the war with Lechia. Secretary General Cheng was with his Secretary of State Wen Yi-Mai as they made small talk.

“So this obscene war is finally going to end today.” Said Secretary General Cheng

“Well it does take some self-reflection for the Skalvian aggressors to admit that they’ve lost.” Replied Secretary Yi-Mai

“Apparently the Tsarina is at Hwang Hai Hotel in Qing Dao Street , she’s been here for 2 days apparently .”

She chuckled “2 days…What the hell has she been doing this whole time?”

“Well she is a young monarch 34 years old. Apparently she used to be a hedonistic party girl. So who knows, probably waking up from a hangover or calming down off a trip of opium or cocaine…So you know…Whatever.”

Secretary Yi-Mai sighed in frustration “Seriously? Should we send someone to check or get her?”

Secretary General Cheng merely shrugged. “No, she said to me yesterday that she will make her own way here. In any case I hear that Lechia’s Prime Minister is due to arrive in the next hour, you’ve made the arrangements?”

“Yes, I’ve sent staffers and a welcoming contingent to Tieching International Airport early this morning. “

Meanwhile at Tieching International Airport with a security contingent as well as catering and administration staffers at the airport with transportation at the expected tarmac where the Lechian Prime Minister is expected to arrive.
