As a means of dipping our toes in the water so to speak. I want to be sure that both nations are on the same page here. MICA as far as I know is a macrocosm of at least one of those things we have mentioned so llets break this down to the most common elements, the exchange of goods, services and possibly labour, although the latter is later down the line of course Would both of us fine that agreeable?" President Mayama smiled “Ah an insurance policy. I see your majesty. I can be on board with that. So how would you go about doing this, go through parts of MICA and see what parts we want to keep and parts we don’t need? Because the visa free travel seems rather appealing. Many citizens of Biseam travel, work and study in East Moreland every year we may as well make it easy for them and vise versa for your citizens coming to our republic. Going beyond MICA? Your second question is that of a rather tricky one your highness. I mean are you looking for something a kin to a common market? As in having common external rules for tariffs? Or something like that in terms of universal trade rules that both or all members of MICA share when it comes to outside parties of the agreement? A common currency? Right now I am just gauging what your thoughts are, because if it is between our nations then I can agree to some of those things, but if going beyond MICA with the other members is your goal I will be more than happy to attend and give my support of the matter, we just need to know what that means for both EM and Biseam.”

President Mayama politely replied "Certainly your majesty. Biseam has for a long time remained a peaceful and neutral country formed of the foreign policy initiative of armed neutrality. We have however always willing to extend our commercial and trade ties. THus this year we have signed on to be a member of MICA, there is still approval pending but we have lodged our papers and stated our intention for that agreement. THe AKO however many members of the Federal Diet have been debating that and have decided that joining the AKO as an associate member is a good way to at least dip our toe in the water. However I believe it will probably be at least another decade before Biseam decides to become a full member, depending on the policies of the next President."

“Ah the Capital? Yes, the capital is Cheol?” President Mayama replied “It’s rather modern. High-rises everywhere, apartment complexes and business offices. It’s said to be the most crowded city in Biseam. Our is only 60 years old. We became a republic after we separated and quit being a Huiss colony and were given our independence. On the 8th of April we celebrate this anniversary, with fireworks and parades around the city of Cheol and other major towns. We have winter solstice at the end of the year, or what our Christian community calls Christmas. Of course, we have New years eve and new years day and the rotation of the lunar calendar every February, however the date changes every year, that’s met with fireworks and food festivals everywhere.” He then drank his coffee.

He then went on “Those are however only the nationally recognized ones, different regions and towns have their own festivals too. The major harbor city of Port Banhaander on the west coast of our nation is known for its fish, it celebrates this fact at the Adehaim Market within the centre of their city by having their commercial fisherman participate in a competition of who can catch the most and of course the winner go the spoils, that’s for a week. Needless to say that market gets rather busy. Many of our regional and rural communities like to celebrate changing of the season through various food festivals. Then there is the city of Shuto, it’s a city within the southern coast of the nation, it’s a major education centre and many university students like to hold this thing called ‘Hell Week’ where alcohol for students is half the price throughout the July periods when they finish their semester exams…I know this because…”

He then sighed in mild frustration. “Well your highness you are a parent, I’m sure you know how children can be with their first taste of freedom and low priced alchohol.” He said while remembering his son’s early days in the late 90’s to mid 2000’s when he was out partying with his friends and all the then Former Foreign Affairs Secretary and Now President Mayama had to clean up after.  He then switched the topic “I do like the look of the possible Biseam embassy. My nations diplomats should find it most excellent and convenient when its near the People’s Park, and great establishments with excellent coffe such as this.” 

He noticed the King was kind of struggling physically. But politely didn’t say anything or acknowledge it. He didn’t want to offend his host. Instead he will just let the King dictate their travel after all, President Mayama was a guest in King David’s East Moreland.

It is with great hope that Biseam could be admitted into the Mhorish and Illumic Co-operative Agency for the benefit of Biseam as well as the other members of the organization. We will comply to the fullest extent with the organisations charter in the interest of reciprocal economic benefit. Biseam is a small but vibrant economy with huge stakes in the technological and automotive sector and feels that joining such an organization would stimulate exports and give the wider market another trade partner for their companies to trade with.

He graciously accepted the ingot from the priestess and thanked her. “I do like the overall feeling of this temple. Like something ancient but positive is lingering here. I would come back here later though. I must say the idea behind the ingot is rather fascinating, probably because I used to be rather good with the sword in my school days. We used to practice a lot with Kendo sticks however. It’s a different style to sword play but I’m sure the principles cross over, that however was a long time ago.” He said with a wistful chuckle

He then came to a decision which he told King David “Your majesty If we may. A walk would do me some good. I have been sitting throughout most of the day. These old legs can use a good stretch. Let’s go with the latter option. “He said with a smile on his face and his usual calm and soft spoken demeanor

He was a rather tall man standing at 6’2 in his early 60’s and with dark jet-black hair with some silver strands throughout his hair line. He was wearing the usual conservative jet-black business suit. He was alone with only 10 secret service guards around him. He greeted King David II “Indeed it was your majesty. Government of the Republic of Biseam

Biseam is ran under a semi presidential republic in conjunction with a parliamentary democracy. and has been operating under the same system since the April referendum of 1959 when the current Republic of Biseam was declared and officially stopped being a colony of Huisslandia. However since the birth of the republic the Biseam has been under the governance of one political party which is simply called the United Biseam Party.

The Biseam United Party

Ideology: One Nation Conservatism, Civic Nationalism, Communitarianism, State Capitalism
Description:  The Biseam United Party has been the governing party since the independence from the Royal Federation of Huisslandia.  THe Party was formed out of an attempt to form a pluraiistic democracy however many party’s and various independent politicians ended up emalgimating into the BUP in its current form over various years of continued electoral dominance, transforming Biseam from a dominant party state to a straight up one party state. 

However unlike many one party states the BUP came into office by electoral means and doesn’t have a record of excersising violence to maintain its dominance. Instead to maintain power it has engaged in inclusive policies towards party membership and soft reformist policies towards Biseams political landscape in order to be a big tent party. The means of doing this have been tryinging to get people with dissenting political views to join the party rather than compete over electoral means, as well as allowing the polulation at a state and local level to participate in a direct democracy on issues pressing to their communities.

•   Biseam’s secularism is paramount
•   Recognition and Equal rights of the LGBT Community
•   Allowance of dual citizenship
•   Multiculturalism
•   Freedom of Movement
•   Full Press Freedom (However will be sued for libal if stories are found untrue and are vigorously factchecked)
•   Freedom of Speech
•   Freedom of Assembly
•   Right to Private Property
•   Independent Civil Service
•   1year of compulsory military service after finishing high school
•   Government having the authority to nationalize businesses
•   Workfare and upskilling programs for the unemployed subsidised by the government to curb labour and skill shortages
•   Keynesian government intervention in times of economic crises
•   Universal access to basic healthcare with optional private insurance wwhich can be paid for via insurance premiums via commercial health funds.
•   A minimum wage of $15.20 per hour
•   Tax funded education for all citzens up to the university level, but has to be paid back later through student loan taxes (Kind of like Australia’s HECS-Fee Help system)
•   National pension fund and retirement fund system


Due to their policies being so universally inclusive and all encompassing the BUP has cemented themselves of being a big tent party to the point that they have become the only political party to ever govern the young republic. It has been noted that on the international stage that the BUP governs in the form of a pragmatic if not soft dictatorship due to their all-encompassing presence in the in the country’s political sphere. The BUP hasn’t criticized or endorsed this view but rather prefers their policies do the talking for them and instead like to focus more on long term economic development and planning over debating political theory.

Government Administration

Executive Branch: The head of the executive branch is known as the President. THe President is responsible for the day to day administration of all federal government departments and agencies and the nation in general as well as the administration and formulating federal government policies. The president is elected into office via a general election every 10 years and can only serve 1 term (10 years maximum). The President has the power to appoint his cabinet members and is the supreme commander of the armed forces and has the power to make laws and push legislation through the Federal Diet.

Legislative Branch: The legislative branch is headed by the institution known as the Federal Diet. The Federal Diet is the supreme law-making institution within the Republic of Biseam. The members of the Federal Diet are elected by their constituents at a municipal level once every 5 years and have no term limits. The Federal diet has the power to declare war and peace and to approve or veto the executive governments federal budget, as well as approve amend or get rid of any legislation. All legislative action must be taken via a majority vote within the floor

Judicial Branch: The supreme judicial body in Biseam is the High Court of Biseam. Headed by 7 Chief Justices. All Justices are appointed and are expected to serve their terms of office until the retirement age of 70. The High Court is the final Court of appeal and have the power of judicial review in cases of clashing legislation or if a piece of legislation clashes with Biseam’s constitution. The Chief Justices are appointed by the Federal Biseam Bar Association to ensure full judicial separation.

Commerce Minister  Wen Yisau looked over and commented "Everything seems o be in order, Except we can do without the donation of $2 billion, we have a solid budge with a rather low deficit, we appreciate the idea but it is not needed . Also section 2-10 does hat man that only fair trade goods would be traded between us? We just need someone to elaborate that?"

The President Jen Lou Suu replied “Yes we need some more explanation on that, as for the sport, football; Taekwondo and ice hockey are very popular we will be happy to host an event with all three of them if you wish?” He said she taking some honeycomb.

The Foreign Minister Munn Jae-Dau also had questions” Section 1-5 [provision 5 is it possible to have that extended in terms of the timeframe in which visas are granted. Many of our people study and work in the ES, perhaps 6 months at time with the allowance of renewal if there stay is going to be longer?”

E do appreciate your nations patience and needed fridnship in the endaver. We have managed to instill economic reforms that have seen our nation grow each year from 5-7%, various means of large infrastructure projects of repairing the damage and improving communications and transportation networks, as well as large investments in educations particularly in the areas of science, engineering technology and mathematics which have fuelled our technology and renewable energy sectors. “

Foreign Affairs Minister Munn Jae-Dau continued on behalf of her leader ”Yes. In which time our government has been focused in finding trade partners, The Ecclesiastical State seemed like the logical place start. When you think about it so man people amongst both of our nations have friends and family within both of our borders, I mean so many people live and work in the ES  and study on exchange between our universities, like myself for instance. Thus our government would like to open up a visa free agreement to further facilitate an ease of movement between both of our peoples”

12:30pm in the early afternoon Celestis International Airport, Celestis, Ecclesiastical State

A passenger plane touches down the schedule is flight 81 from Jyeungsei on what was Blue Crane Airways, Gyeoul’s premier airline. 3 important people in particular where on that flight. All three people where representative of the Gyeoulan government. There was a woman under the name of Munn Jae-Dau, Gyeoul’s Foreign Affairs Minister, a man under the name Wen Yisau the nations Minister of Commerce and Industry nd of course Gyeoulan President Jeon Luu Sou.

The 3 officials made their way off the plane and into a terminal at a low key gate terminal  and with  a small security detail of 15, with 5 Executive Guards for each official. All dressed conservatively in business attire. They were in the land of a traditional ally, one that supported the crushing of communist factions in the north, however started out with rocky relations once Gyoul’s Tzong Dynatic Royal family was purged by the current President’s regime; however relations have normalised over the past 20 years and today was a step further.

A few things where on the agenda today, the Foreign Affairs Ministry wants to get a visa free agreement between the two countries in place as well as begin talks of a potential extradition taty. The Ministry of Commerce and Industry wanted to start a dialogue for a possible free trade agreement, all the documents were in their manila folders, and laptops in working drafts and in order.  A gift was also being closely guarded. A gift of cultural significance, a book, old but kept in perfect dcondition relative to the state that it was in.

Speaking of which didn’t yu study on exchange here too Ms Jae-Dau “Yes, I was here in my second year of undergraduate study…Many years ago. Infact I met my husband here.” President Sou replied “Ah yes you told me that I remember.”

Bio: Jeon Yuu Sou is the President of Gyeoul. His been known for his social market policies which helped Gyeoul steer through their national recession from 2005-2010 and known for his labour market reforms to integrate former citizens of the new fallen Socialist People’s Republic of Gyeoul into the now united Gyeoul economy through various up-skilling and training programs along with affordable housing initiatives. His leadership style is said to be a rather even mix of liberal democratic in terms oof letting local authorities legislate for themselves and authoritarian in terms of economic reforms.

He is however a rather modern leader as he prefers to work out of his office rather than sitting on a throne, and running the country with a council of ministers as well as forming committees made up of federal and local/provincial officials to run a government on a consensus bases for the sake of administrative cohesion. He is also said to be rather approachable with his dry sardonic sarcasm and deadpan demeanour.
