To:- The Governments of Heyra and Himeyama.

It has been brought to my attention following recent media activity that there is possibilities that both of your nations would be willing to meet with myself in order to try and overcome the current situation developing on the disputed islands in the Mhorish Sea. I therefore propose a meeting between the three nations in order to see whether we can settle this in an amicable way.

I would therefore ask both nations to agree to the following as a gesture of goodwill prior to talks taking place.

1. Both nations do not add military personnel to the islands.

2. Both nations respect the current positions held by each other and do not advance from them.

3. Both nations to make available before talks begin the names of any civilians they have either a) evacuated from the islands b) have been confirmed as dead.

In order to make the talks fair and to ensure the security of all involved I also propose the following.

1. Each delegation be made up of one politician, one military officer and one legal adviser.

2. Each delegation will be collected from their nations capital by the Bakkermaya Air Force.

3. Talks shall take place at the Duchy Hall in Edwinstowe. The Hall is a historical meeting point for when our nations six Duchies disagreed.

4. During the duration of their stay in Bakkermaya each delegate will be accompanied by a member of the Horseman of Jekar

5. Each delegation shall have rooms allocated at Edwinstowe's Temple of Helus complex or within their own embassy.

6. On completion of talks, regardless of result, the Bakkermaya Air Force shall return the delegates to the destination of their choice within their nation.

I hope these proposals are acceptable and therefore allow us to commence talks sooner rather than later.

Hugo took a sip of water looked around and seeing no one else wishing to speak began. "If I may explain the reasoning for the wording the way I presented it and then if still not convinced we shall put to a vote my proposal or the alternative, majority wins out?" he said rhetorically. " First with regards to the death penalty. I believe that if a person is guilty, and the fair trial shall establish that, of a crime and the death penalty is a nations legal punishment then so be it, the person should be deported. I would oppose it if say the method of execution was inhumane and I'd be willing to add a clause on that, however I would see saying what sentences a nation may impose on guilty criminals is interfering in another nations sovereign right to punish criminals. As for the offer of help with this network I'm sure whoever takes control will be grateful for any help."

He next turned his attention to VPFO Therz. "If I may give an example of nations involved, we currently have a dispute between two nations who could be possible members of the organisation. Yourself and Himeyama. You are in dispute over the Mhorish Islands, as such we would investigate, meet with both sides, have a debate, all that kind of thing and then draft a proposal on how we think best to solve the issue. A vote on whether this proposal is to be supported by the organisation would then take place. Now should Heyra and Himeyama for example be allowed to vote they are clearly bias on this matter, also their votes would effectively cancel each other out anyway making their votes irrelevant. Once a proposal has been approved by the majority of the organisation it would be my hope those nations involved would carry it out. What must be remembered however is that we'd have no actual power to enforce it but clearly nations that went against a proposal would suffer diplomatically and in terms of respect." Hugo hoped he'd been clear enough. "Now if no one else has any issues with the charter so far I think we have two votes." He had been tapping away on a tablet and now the projector showed a slide with the following on.

ISLANDS DISPUTE NEEDS SWIFT RESOLUTION

Following the Tsunami that hit Himeyama and the disputed Mhorish Islands a major aid operation has turned into a military stand off. News of an increase in Heyran forces and potentially entrenched Himeyaman Marines have lead to concerns that the situation may boil over and become a shooting war. With this in mind Grand Duke Hugo Lascelles has spoken out at the meeting of the Parliament of Swords. The Grand Duke gave the opening statement of the weekly briefing and stated, "Himeyama sit firmly on Ardia and Heyra have recently attempted to join Ardian organisations, something I'm not 100% convinced on. As such both of these nations would potentially be our neighbours and there is nothing worse than having your neighbours fighting. We currently have no vessels aiding in the aftermath. We had concerns our own coast could have been damaged and so were not as prepared to help others as perhaps we should have been. This puts us in the position that we wish to see both nations get along and have no vested interest in the current situation. Should both sides agree I'd like to try and have both nations sit down and discuss a road map to solving this issue once and for all, be that some kind of agreement mutually agreed, a referendum, or any other possibility. Its a chance worth taking rather than someone pulling a trigger."

The Grand Duke has also explained that his view on the Heyran's joining Ardian organisations is still not cemented. "They have attended talks but we've not yet concluded anything. I'm no Geographer but to me they don't seem to be part of Ardia, however it is clear Mantra is pretty close to Ardia and if they are willing to work to make our continent a better place then I'm willing to give them a fair crack of the whip. I will reserve judgement based on what they bring to the table."


DUCHESS OF WELLOW TO BE APPOINTED LEAD SWORD
First Female to hold position



Duchess Anna Davidson was today announced as the Lead Sword for the next term of the Parliament of the Swords. The Lead Sword is a symbolic position that acts as a kind of link between the Grand Duke and the Parliament of Swords. Under Bakkermayan Law the Grand Duke is only permitted into the Parliament chamber on the occasion of his weekly statment and ceremonial times of the year. Traditionally the Lead Sword was a noble selected by the Grand Duke who would sit in on Parliament meetings and relay the information to the Grand Duke as well as offer both the Parliament and the Grand Duke advice. Today the post is largely ceremonial and the holder tends to remain in position for only a year before a new one being selected. In the almost 550 years of the position existing no woman has held the position.

The 32 year old who has just completed five years service as a signals officer in The Army was picked by Grand Duke Lascelles because, "she exemplifies dedication to the Six Dukedoms and has managed to juggle her duties as Duchess of Wellow, a military career and various good works in the charity world. It is my hope she can use the position to continue these good works and I wish her well."

Duchess Anna will be sworn into the position in the next week and has said, "I would like to thank Hugo for this responsibility. I realise the ceremonial aspect of it is most important but out of everyone he could have picked I am overjoyed it was me. I think I represent all of Bakkermaya, my ancestory see's Lodjain, Morelander and even some Paracambian, but Helus is in my heart. I hope I can be blessed with the wisdom of Frossaj.

Hugo saw the document and his eyes widened as a child seeing their birthday presents. "This is a very generous gift, it's beautiful" he said as he held the document delicately. He'd have loved to have had it framed and on his wall in his office but it wasn't truly a gift to him it was a gift to the country and so it would probably end up forgotten about gathering dust on the wall of a museum.

"May I see." Duchess Rhiannon asked and Hugo handed the document over, "Wow" she said without thinking of where she was or the company they were keeping. "Forgive me" she blushed and looked at her feet. "Its just such a pretty and thoughtful gift. Thank you Your Divine Majesty" Rhiannon hoped she'd dug herself out of the hole she felt she'd put herself in.

"As for your Majesty" Hugo took over "We understand you're a former dancer, so we thought a musical gift being best" He handed over a small silver box that when opened a ballet dancer shot upright and began twirling while music played. "We have also arranged a trip to the ballet tonight, hopefully celebrating progress we've made in our talks." Hugo hoped the Queen appreciated the gesture that they'd looked into her background a little. The gift exchanges done the group made their way into various cars and where whisked into the city of Harby. As they wound through the narrow city streets they came to the Ducal Palace.

The Palace was more of a fortress that had been built initially by the Lodjains. It was now Rhiannon had to take a lead, "Your Divine Majesty this is my home now and I must admit its beautiful but it was built by your people. It's far wall was the scene of a rather bloody battle that saw many on both sides die" The car had stopped in the courtyard now and Rhiannon walked alongside Klara, "I think it is here the two of our nations should unite and show the past is the past. We have had a small memorial stone placed on the wall, dedicated to the dead of both sides. I would like to invite you to join myself and Duke Hugo up there and offer a prayer. If you wish to not do so that is fine, it was just an idea for a symbolic burying of old issues." Rhiannon stood at the bottom of the steps hopeful that Klara would accept.

It seemed like they were beginning to pick up momentum and Hugo was feeling a little bit more optimistic about where this was going.

"OK so, if I may" he turned on the text to type on his tablet and began to recite what he had scribbled down.

"We, the nations of Ardia, in order to create a more prosperous, safe and united continent agree to the following.

Section 1

1. There shall be an Assembly of Ardia based in Edwinstowe, Bakkermaya. This assembly shall be made up of one voting delegate per nation. Nations may nominate any individual deemed qualified to address the Assembly on their behalf.

2. The Assembly shall meet once a month to discuss issues of importance. Should two nations feel a matter requires immediate review it shall meet within 6 hours of the request being made.

3. The Assembly shall discuss options for solutions to problems facing Ardia and shall vote on recommendations. This process shall include the settling of disputes between Ardian nations, in those cases the nations involved may not vote but may take part in discussions.

Section 2

1. The Ardian Assembly shall also create a criminal intelligence sharing network. Each nation shall appoint one individual to act as a liason.

2. It is expected that nations co-operate with foreign investigations and make intelligence avaliable to other nations so far as.

a) Doing so does not endanger ongoing investigations.
b) Doing so does not endanger national security
c) Doing so does not breach any other international agreement.

3. Nations agree to extradite criminal suspects if they are presented with reasonable evidence and are assured that torture will not be used to extract evidence and that the accused will get a fair trial.

Section 3

1. The Assembly shall establish a network for Genocide Awareness. The aim of this network is to gather information about the genocides Ardia has experienced in order to bring perpetrators to trial and to ensure the memory of victims is kept alive.

2. The Network shall be overseen by an individual voted for by the Assembly. "


With that Hugo finished, "If I may explain that despite President Colbert proposing a Maori takes control of this network I think that may not be the most sensible of moves, I apologise if this sounds out of order but its a matter too close to their heart and my experience is that can cloud judgement. Now I'm not saying a Moari shouldn't head this, but I would rather have the right individual for the job rather than someone picked for their nationality. So I now welcome comments on the draft we've put together or new sections for the charter."

MCUR REFERENDUM TO TAKE PLACE

Grand Duke Hugo Lascelles today has confirmed that he will not sign the Mundus Convention of Universal Rights, instead he will refer the matter to a national referendum which will take place in two weeks time. Explaining the decision the Duke of Edwinstowe said, "Our nation is rather varied and as such I wish the decision we make to be reflective of the people. They will be given the final say on the acceptability of the MCUR following its redraft. Every Dukedom will vote and an overall majority, plus a majority in each Dukedom will be required for the MCUR to get my signature."

The document gives protection to a wide range of rights ranging from same sex marriage, to gender identity. The new legislation if accepted would make it legally possible for someone to change their gender on national documentation as well as making it illegal to discriminate on grounds of religion. The Grand Duke explained, "While our nation is not one I would describe as being inhumane we do have some peculiarties that may not be compatible with the MCUR. Our nation at the moment says it is neccessary for the Grand Duke to be a believer in Helus, my understanding is that this would be against the MCUR. Our people will therefore determine whether they wish our nation to permit our leader to not be a follower of our faith in the future." Around 20% of the nation do not follow either the Cult of Helus or Helusan and as such are not permitted to hold elected government positions, be the holder of a Duchy or serve as an officer in the military.

Priestess of Helus for Edwinstowe, Abigail Scott, said, "Our nation was founded on the principles of Helus, our military is run by the Code of Canley and as such this document could have profound impacts on our nation. Therefore I urge all Cultists in Bakkermaya to vote against this document, we must not erode our nations foundation to appease liberals."

Hugo rubbed his brow. This was just as messy as it had feared, it seemed not many had high hopes for these talks and what he had heard didn't really fill him with confidence. He took a deep breath. "OK, we seem happy to recognise in the past that things have not worked out because of the way major players have acted towards each other. We need to start off with that idea of nations being actually open to each other as a basis. Now while everyone finds space fascinating I have no doubts its a rich mans play thing. Space exploration is and will continue to take place regardless of what we do here today, take the Cennegs for example without an organisation they have placed a series of observatories not just across Ardia but across Mundus, I believe there is one in Heyra, another in Lodja and one being established in Quintelia. Nations such as ours do not have a space programme, and nor do we intend to start one. The issue I have with our talks focusing around starting an Ardian initiative is we have the Cenneg and Rokkenjiman programmes and their rivalry has caused issues before. This just creates another arena for their competitiveness. We need to focus on ways of us actually becoming a continent of co-operation, not a continent of blasting expensive objects into space." He hoped he had made his point but if as to support it he added one final thought, "If we can't get an organisation of Ardian nations to get a train from Gowu to Claith then perhaps we shouldn't focus on getting to Nergal."

With that little moan out of his system and the Triarch in place he figured they should start. "I think a good place to start should be with establishing a mechanism for diplomacy. I am therefore proposing that we forum an Ardian Assembly. Each of us around this table commits to posting a permanent representative there appointed by their head of state. Should a crisis break out the Assembly can gather and help smooth communication and organisation between us all. Should for example Sirinisi and Quintelia have a disagreement this Assembly would act as arbiters between them. We are currently in the process of moving our Ministry of Education to a new building as so I suggest that we use its former office in Lindale as its base of operations.

It had been quiet a long time since the people of Lodja and the people of Bakkermaya had meet officially. To the best of Grand Duke Hugo Lascelles knowledge it had been when in the 16th century an agreement had been signed between the two nations that made Harby, or as it was called at the time Harbagrad an official part of Bakkermaya. In effect it had been since the 12th Century after the Horseman of Jekar had turned up accompanied by a flock of willing missionaries and began converting the island while subduing it by force.

Today's meeting however would be happier or at least that was what Grand Duke Lascelles hoped. He had invited the government of Lodja over to discuss relations. The two hadn't really been at each others throats ever but then again they'd never been friends but with Hugo now pushing to have Bakkermaya part of Albion it was time to start making friends on that continent. It was with that thought in mind he'd gone to the island's Temple of Helus where he'd spent the last hour in contemplation and prayer. As he finished he found sat at the back of the Temple was the island's Duchess, Rhiannon Farmer. Her ancient ancestor had been one of the Horseman of Jekar who had first landed on the island searching for King Paul. Her family still had a line back in East Moreland and that was something the Farmer family was proud of. "Good Morning Hugo" she said as the pair exchanged a greeting series of kisses on the cheek. "The Lord God have any advice?" She asked as the pair turned and headed for the exit into the bright sunlight.

"Nothing beyond not messing up" he replied to the youngest of his nations six leading nobles. She'd inherited the Dukedom of Harby just a year earlier after her father had died and while her mother, Sarah, still did the day to day running of the place it was Rhiannon who was the formal face of the island. "You ready?" Hugo asked her as they climbed into their car.

"Yeah, what is there to be nervous about, meeting a foreign monarch who claims she's some fake Goddess." Rhiannon slid into the seat behind the driver to allow Hugo to sit beside her.

"Well for a start don't say that in front of them." Hugo laughed as the car began its journey to the islands airport which in truth was not the best equipped to deal with international flights but due to serving also as a military airfield was capable of receiving a diplomatic aircraft or two. As they arrived at the airfield the car was meet by outriders from the Horseman of Jekar. The welcoming committee stood ready to greet the representatives of Lodja.

THE SIX DUKEDOMS


EDWINSTOWE

The Dukedom of Edwinstowe was the initial settlement of the settlers from East Moreland. The current Duke is Hugo Lascelles.


The city is dominated by the Twin Temples, one dedicated to Helus and one to Jekar. As tradition dictates the Temple of Helus has the higher tower.

ELMWOOD

Having moved through Edwinstowe the missionaries and Horseman of Jekar began setting up settlements in Elmwood, an area given its name due to the large forests dominated by the Elm. The biggest settlement is Fairfield.


The current Duke of Elmwood is Aidan Wilkerson

CARTMEL

Geographically the largest of the six Dukedoms it was spread into after rumours spread that some Ardian natives had captured King Paul leading the Horseman of Jekar to campaign there followed by missionaries. The largest city within the Duchy is Lindale


The current Duchess is Paige Seymour

WELLOW



Having heard rumours of King Paul being in Albion the Horseman of Jekar began their trip across the Sea of Alucard and established trading and supply ports. As always they were followed by missionaries and soon the island swore loyalty to Bakkermaya not Paracambi.

The largest city is known as Wellow and it is currently the seat of Duchess Anna Davidson

WALESBY



Taken over as the Horseman and Missionaries continued to head towards Albion. The island was again acquired from Paracambian rule as the population converted to the Cult of Helus.

The largest settlement is Rockley which is where William Lynwood is the current Duke

HARBY



The final Duchy to be added to Bakkermaya this island was taken from Lodja following mass conversions. It was while on Harby the Horseman of Jekar heard of King Paul's death and subsequent warnings and so halted their advance towards Albion.

Hugo shifted a little nervously as the first of his guests approached, the Empress Beatrice Anselmo of Rokkenjima. It was rather awkward as he knew that for any Ardian organisation to work he'd need both Rokkenjima and Ui Cenneslaig and beside the fact that the two nations didn't particularly get along that smoothly he also had to contend with his own faith. Here was a woman deemed unfit to be a guardian to King David's children, a woman the High Priestess of his faith had effectively said was without honour. He was though a realistic, Beatrice would one day be gone and he hoped that whatever they created would outlast that. He thought of it as being like cleaning a fridge that had been left too long, you hold your nose and get that milk bottle of what was now mould thrown away and then get it back to working order, and that was how he would deal with Beatrice. He picked his words rather carefully.

"Thank you for your kind gift Ma'am" The Duke said as he accepted the mead, "I'm sure that will be enjoyed on a cold night this coming winter and thank you for the offer of showing me Rokkenjima" he said formally with only the hint of a bow. "Mr.Cole" the Duke extended a hand to the man and shook it warmly, "nice to meet you" he added. "As for the views I personally prefer them than looking at the thing, I think whoever choose the colour scheme must have been sadly drunk.....maybe too much mead." He smiled as an aide lead the Rokkenjiman delegation inside to one of the rooms on the top floor where a circular table was set up. Six sword mottifs were laid into the top in a gold colour with tiny shields embossed at the point inbetween.

"Chief Councillor" Hugo smiled and shook the mans hand warmly between two of his own, "A pleasure to have you here, I hope we can achieve what your previous talks haven't, maybe I can learn a little about the issues we've had in the past." He moved round shaking hands with the others, "Please feel free to wander the grounds, explore. The castle itself is often used by our government so most of the people you'll find wandering around will be happy to answer any questions you have about us or our country." He handed them over to a care of another aide who deposited them in the same room as Empress Beatrice having formally announced their arrival to the Rokkenjimas although this probably was unnecessary.

Next up where the Celts, Hugo wondered whether he should leave them in the room with the Rokkenjimans but when he saw the low level of the Cenneg delegate compared to the others he realised the problem they may have. Meanwhile a Queen had arrived so on the otherhand that meant they were probably in with a chance especially it being Finley's sister. He bowed to the Queen as she seemed to take the lead, "Your Majesty a pleasure to meet you" he said before gently shaking her hand, "Ma'am" he gave Neasa a nod of the head before shaking her hand, "Please pass on my best wishes to your King" he added before feeling the fientest spots of rain on the air. "If you'll follow me, we'll get inside before this breaks" he said looking up at the greyening clouds.

As they entered the upstairs room he introduced everyone to each other and than took a seat, "We'll give it a few more minutes see if anyone else arrives. Suddenly a great flash filled the skies and a thunderclap soon after. "I hope this isn't an omen" he chuckled as the sound of heavy rain bounced off the windows. "Please , please take a seat" he motioned to the various places where it was labelled for people to speak. "This is our old Parliament of Swords table" he said, "Legend says it was made in 1167 but I'm not so sure" he ran a hand over its well worn surface. "Each Dukedom had one Knight, they sat where the swords are, and they were permitted four advisors who sat where the shields are. Between them they established our nation. I think it would be nice to see something new established what.....851 years after that creation. So while we wait I'd appreciate some insight, your all more experienced with international organisations than me, what went wrong with the other Ardian attempts?"

The Grand Ducal Palace or as it was known to the locals "The Knights Abode" was not really to Hugo's taste, it's bright brickwork annoyed him as he believed it would look far more regal and imposing in grey stone.

He waited patiently at the helipad which sat a little way down the hill, those delegates who arrived at the Edwinstowe airport would be greeted by the leader of the Parliament of Swords, the nationwide democratically elected assembly, a mousey looking man called Harry Monkfield. He welcomed them with the traditional parade of soldiers and then bundled them into a helicopter and flew them to the Palace. Hugo Lascelles was waiting patiently. A pair of golf type buggies waited off to one side but he planned on walking up the short but winding road that lead to the yellow side of the Palace where the talks would take place. He was a little nervous about the meeting and had been pleased by the response. One issue would be the involvement of Heyra, not the whole of Barnacle was under Ardia geographically and even then not all the island was under Heyran control, but he would make their involvement the first order of business having tested the waters with the others. The sound of chopper blades sweeping through the air give a hint of the arrival of the first guest.

It has come to our attention that while successful regional agencies exist for most continents this has yet to translate into one for Ardia. Perhaps it is because of the wide ranging differences between culture, our regions bloody historical past or sheer geographical size. Either way I believe that it is necessary to discuss the future of our continent and in the failed aftermath of the Trans-Ardian Railway find mutually beneficial projects to bring our continent together.

I therefore would like to invite all nations of Ardia to meet with myself and my government in Edwinstowe to discuss this matter.

The nation of Bakkermaya wishes to host this years Pride festival and is successful will nominate our capital of Edwinstowe as the host city. The city is a beautiful blend of old 16th Century and 20th Century design and has a large number of old market squares, making ideal places for events for the festival.

Bakkermaya is a fitting venue for Pride as our nation is fully supportive of LGBT+ rights. Furthermore our nation has a significant number of followers of the Helusian faith which actively believe that the Gods are capable of changing gender and a number of whom had same sex relationships, as a result those visiting our nation are likely to find no issues with being accepted. The nation also places a great emphasis on hospitality and protection of guests as part of our nations adherence to the Code of Canley. It is therefore our belief that we can provide a fitting venue that will be warm and welcoming.

The theme of this years Pride is we were to host is the Future. Over the last decade the LGBT+ rights movement has made great strides yet we still do not have full global equality. The conference side of the event will focus on the next steps of the fight for better rights. In addition the theme of the Future is selected because in the last 12 months we have seen new figures emerge in the fight for equality, Pride 2.0 in East Moreland showed how two young politicians with a limited turn around could make a great difference. This was supported by other young activists across Mundus, this harnessing of the passion of the youth has to be the future of our movement.

The city of Edwinstowe sits upon a large river, therefore this years Pride Parade would be based on boats. Additionally our old market squares will be turned into various zones. We intend to have a zone dedicated to each of the following, Song, Dance, Magic, Comedy, Art, Drama and Poetry. Each zone will be based around one market square which will feature performances from 9am until 10pm daily. Performers from across Mundus will be permitted to apply for a time slot and video auditions held to make it a truly global event. On the final two days there shall be a music festival at the nations main sports stadium which seats 60,000 people. We also intend all public museums and galleries to be involved with the theme and shall be free to enter for the duration of Pride.

Bakkermaya is a nation that has in recent years shirked our responsibilities to the global community while we have dealt with issues at home. This is now over and we must re-enter the global arena. The Pride event would help Bakkermaya by showing the world what we stand for as well as helping showcase our nation.

Internationally our hosting the event would show the LGBT+ community that there is yet another nation that will stand by and fight their cause. Additionally our plan for this years Pride would allow the global LGBT+ community to prepare and plan for the future making global campaigning more effective.

We look forward to welcoming Mundus to Edwinstowe

HORSEMAN TO GO ON ANNUAL PILGRIMMAGE TO EAST MORELAND
King David agrees to meeting

The ceremonial guard known as the Horseman of Jekar are scheduled to undertake their annual pilgrimage to Northfort and East Moreland. The unit which has a direct lineage to the Knights who helped form our nation is responsible for the security of religious sites within the nation as well as undertaking both front line military duties and ceremonial functions. The unit will send 120 Horseman this year, many of them people who have never been to East Moreland before. As usual Brigader Dominic Atkins, the units Commanding Officer will accompany them. The traditional pilgrimage sees the unit visit the Temple of Helus in Northfort before heading to Ostlake to pray at the Temple of Jekar and then making their way to the Gods Forge, a CETO recognised site of global importance, the place where it is believed the first sword was made by Jekar himself. This year 8 of the Horseman will have their Sword Ceremony at the Gods Forge including 23 year old Richard Babbington, the eldest son of the Duke of Rufford, who joined the unit just three weeks ago. "I felt privledged to become a horseman and when the Brigadier agreed that I had done enough in my life to earn my sword I was very excited, he then told me I'd be getting it at the Gods Forge itself and my heart swelled. This is a great honour and I am proud to continue the line of horseman who have done the Gods work."

The unit have also been invited to Northfort Palace marking the first time in over 100 years the King of East Moreland has meet representatives of the unit. It is also the first time in history the Horseman have visited the Palace. A spokesman for the unit said, "While we hold no oath of loyalty to the King of East Moreland this is a man who has in his veins the blood of Raimond Unasson. A man who is a great example to all humans on Mundus and therefore worthy of respect. The King of East Moreland has upheld the Code of Canley throughout his life and as such has shown himself a worthy descendent of Unasson. The Horseman of Jekar are honoured to meet him and look forward to seeing the beautiful Palace."

The Horseman will also visit the Ostlake Military Games for an afternoon.

THE HORSEMAN OF JEKAR

The Horseman of Jekar, otherwise known as the Knights of the Gods, are part military unit and part ceremonial organisation. They are directly descended in terms of their existence from the 150 strong members of the King's Household knights who went in search of Paul the Explorer. Their are many stories of how while searching for their missing King they carried out a variety of good deeds and fought countless evils, it is however hard to tell where the truth ends and myths begin.

Today the unit serves in the military as Light Scouts equipped with rapid mobility vehicles and fighting on foot. To become a member an individual must have carried out five years of military service and have the support of a Priestess to become a member. In the case of non Cultists they must have a screening interview with a serving officer, a Priestess and a veteran, only if satisfied they understand the Code of Canley and will uphold its principles may their application advance. Once past the application stage an individual must past an Advanced Fitness Test which consists of a 10mile (16km) run carrying a 16kg rucksack while wearing boots, DPM trousers and t-shirt. The run must be done in 1hour 50 minutes. They must then complete 55 press ups in two minutes or less, 55 sit ups in under two minutes, finally they must complete a Jerry Can Carry where they carry a 20kg Jerry Can in each hand and must cover 150meters in under two minutes.

Those who pass the fitness requirements are then expected to undertake a six week training course which focuses on marksmanship, ceremonial drill and unit history. Once completed they sit tests in all these and if successful become a Horseman.

A Horseman serves for life. Once they reach an age at which they leave the military they continue to be a Horseman and are expected to attend cultural and ceremonial events and act as a positive role model in their community. They maintain their rank at which they retired from active duty and receive a small annual pension. They are also issued a rifle and six magazines of ammunition which they are expected to keep in good order should "The need to defend the Gods" be required.

The unit are not special forces but as are expected to represent Jekar have often set higher standards for themselves than regular Army units. Their uniform is modelled on that of East Moreland's Red Legion whom they see as their ancestors with all of the original Horseman of Jekar having been members of this now elite unit which was originally the monarch of East Moreland's body guard. There are currently 380 active members of the unit, while a further 6,800 former members are still technically "on roll"

Atkins was born in 1964 in Edwinstowe. He was considered an average student but was a great sportsman excelling at rugby and athletics. He represented his Duchy in both these events and could have persued a career in rugby, however after leaving school in 1982 he joined the National Military Academy to study Military Engineering. He graduated 2nd in his class in 1986 and became an officer in the Army Engineering Corps. In 1996 he applied for the Horseman of Jekar and was accepted working his way up the ranks until assuming command of the unit in 2017.

RELIGION

THE CULT OF HELUS (60%)


This religion had a big impact on life in Bakkermaya, it was the early missionaries and members of the faith who carved out the modern nation. As such many common traditions and rituals are shared with East Moreland. The most common form of saying "Hello" in Bakkermaya is "May the Gods Watch over you..." followed by some wish for the person you are greeting.

Cultists believe that in the beginning the Gods created all things, they created a group of people to be caretakers of what they had created. These were known as the Underlords. However the Underlords where blessed with God like powers and rebelled against the Gods in an attempt to form their own world. A massive battle took place in which some Gods were killed, in an attempt to defeat the Underlords the Gods created a second group of caretakers, humans. The humans fought loyally side by side with the Gods and defeated the Underlords. It was at this time that the human called Unasson was deemed to be the bravest and most honourable warrior. He was presented with the God Jekar's sword. Since then all the Kings of East Moreland can trace their bloodline back to Unasson and as such while they have no power in Bakkermaya they still hold a place of respect among the people..

THE PANTHEON OF GODS

The Cult has 8 MAJOR Gods. These are worshipped regularly, unlike the MINOR gods who are worshipped only in specific situations or days of the year.

Helus This is the Chief God. Often referred to as the father of the World. He is believed to be the God who created all things.

Jekar This is the Warrior God. He was the first Legionnaire and stood shoulder to shoulder with Helus. He gave the knowledge of the sword to humans.

Melanar She is the Goddess of Life. It is believed that it was her breath that gave life to the humans Helus had created.

Rolaf He is The God of Death and the Afterlife. It is believed that one day the Underlords may return and Rolaf seeks brave soldiers for the next battle. He has built a Kingdom in which those who have followed the Laws of Canley are allowed entry.

Thiban He is the God of the Skies and Seas. It is believed that he rode a giant Eagle into battle as a result the Eagle is now associated with him. 

Marissa She is the Goddess of Love, Beauty and Health. It is believed that she acted as the healer of the Gods during their battles. She is thought to be the epitome of beauty.

Grasa She is the Goddess of Food and Drink. It is believed that she has the ability to grant great harvests and taught humans the secret of brewing mead and wine.

Frossaj He is the God of Justice. It is believed that after the war was over he presided over the hearings of which humans where to live and die. Is thought to be the wisest of the Gods.

This group of Gods/Goddesses therefore impact many ceremonies throughout the nation.

Weddings are usually presided over by a Priestess of Marissa and involve hands being bound with a scarf made from the participants birth blanket.

Funerals usually involve three parts. First a celebration of the life of the deceased takes place at the local shrine to Melanar, the body is then taken to the Shrine of Frossaj where the family give an account of how well the deceased have followed the Laws of Canley. Finally the body is taken to the Shrine of Rolaf where the body is burnt on a pyre. It is custom that the next of kin stand by the pyre until the flames die down, although this is becoming less popular.

The central part of the faith is the following of the Code of Canley.No-one is sure where the Code of Canley originated from, some say it was given to the people by the Gods, others that King Robert I of East Moreland drew them up in the Alps. Today is has been slightly adapted, it is now accepted that "Man" is readable as "person" and "King" can be substituted with "Queen" , however in Bakkermaya there is a belief this is less important. It also has been formed into a simplified written code has been published known as the Laws of Canley. It is these laws that all citizens must be able to recite in order to earn their sword of honour.

The Laws of Canley

1.It is the duty of every man to protect those who can not protect themselves, even if it costs him his life.
2.Every man must give respect to the Gods at all times.
3.It is the duty of every man to be prepared to defend their nation.
4.Every mans actions must be for the good of the Nation
5.No man must allow his dishonour to stain his families name
6.Every man must honour and obey the King above all others. (In Bakkermaya this part is left out or substituted for Grand Duke)
7.Remember the deeds of our ancestors and add to their greatness.

HELUSAN (30%)

This is an off-shoot of the Cult of Helus and formed in the 1600's as people began to feel more and more distant to East Moreland. They follow the same basic principles of the faith in regards to its origin and pantheon. There are however two main differences. The first is that they believe that the Gods are infact the children of Helus and Marissa therefore these two are venerated above all the other Gods. They also believe that the Underlords were not in fact defeated totally and that they still walk among us in either spirit form, or extremely rarely human form. The Helusan's believe therefore that one must earn a sword and carry it to be prepared for surprise attacks from the Underlords. The Helusan's also believe that the Code of Canley in the form followed by Cultists is a man made code and follow their own slightly different one.

4. It is the duty of all to prepare the world for battle against the Underlords.

7. Keep the Gods in every action.

They Helusan's do not recognise the High Priestess of the Cult as their religious leader and instead believe that men and women can be religious leaders. They have appointed a Prophet of Helus as their leader who is elected upon the death of the previous one by those running Temples.

GOVERNMENT STRUCTURE

The nation of Bakkermaya is fully democratic in many regards, however its Head of State can only come a select band of candidates, namely the Dukes or Duchesses of the Six Dukedoms.

LOCAL LEVEL DEMOCRACY - Ducal Councils

Each of the six Duchy's has their own council. It varies in size depending upon the population of the province. It is elected once every four years and many of the Councils stagger elections meaning there is one almost every year giving a good indicator of the mood of the nation. Each province uses a system of proportional representation.

The Ducal Councils propose and vote on legislation. Those that receive approval are then passed up the chain to the Parliament of Swords.

NATIONAL LEVEL DEMOCRACY - Parliament of Swords

Originally set up in  1167 as a way of co-ordinating the activities of the early settlers and missionaries. Today it is made up 180 members (30 from each Duchy) which is elected every four years using a system of proportional representation. This national body takes on legislation passed to it from the Ducal Councils and votes on it. Any rejected legislation is given a report and put aside, it may then be taken up by any of the Ducal Councils for re-examination. Successful legislation is then passed immediately back to the Ducal Councils where it must get the support of four Councils to become law.

THE HEAD OF STATE- GRAND DUKE

The Grand Duke is the elected Head of State. They are elected for life but can be recalled if four of the six Duchy's pass a motion of no confidence and then a public referendum takes place.

The Grand Duke signs into law the legislation which has passed all hurdles outlined. He/She is also responsible for appointing the Cabinet and advising the Councils. He/She is commander in Chief of the Armed Forces and appoints all Supreme Court judges. They also set foreign policy.

Upon the death or resignation of a Grand Duke a new election is called and each of the Dukes/Duchesses of the nation can stand, the exception being the family who last held the position. This rule was brought in for 1934 to ensure the nation did not become another monarchy.

CURRENT GRAND DUKE HUGO LASCELLES




Born in 1970 he became Duke of Edwinstowe in 2010 and Grand Duke in 2016.

He joined the military in 1988 as a Paratrooper and soon found his way into their Pathfinder unit. He became a Horseman of Jekar in 1998 and progressed to the rank of Captain before leaving active duty. He still undertakes a lot of ceremonial duties expected of a horseman. In 2007 he established the Sherwood Award, a youth project which rewards 13-18 year olds for undertaking s set number of hours of charity work, sporting activity and outdoor pursuits. It was this and his exemplarly military record that saw him gain a national reputation that made his election to Grand Duke in 2016 all but certain.

He was raised by his mother to be a Helusan but during his time in the military he converted back to the Cult of Helus.

HISTORY

The nation of Bakkermaya began it's formation in 1140 after the arrival of members of the Cult of Helus arrived on the Horn of Ardia searching for the missing King of East Moreland known as Paul the Explorer. Their search was fruitless however they did establish a settlement on the coast known as Edwinstowe which was named after the King's heir and son Edwin. The search for Paul took his loyal followers from the Cult across the tip of Ardia converting the locals to the faith and attracting a series of Morelander knights keen for adventure. The search for Paul soon took them across the seas to islands in the Alucard which saw a series of naval ports established after rumours of Paul being in Albion sprang up. This search was largely conducted by a group known as the Horseman of Jekar. When it was confirmed Paul had died in 1144 the territory swore an oath of fealty to his son Edwin. However Edwin had recieved the cryptic  message from Paul in a letter which told "of great evil beyond the realms of East Moreland" and that Edwin should "seek not to anger that evil and bring it to the shores of Alba Karinya." Saw these adventurous and missionaries begin to have less and less contact with what they saw as the homeland.

Over the following centuries the nation has remained largely devoted to the Cult of Helus however it has formed some of its own traditions and today the population is split largely into three groups, Cultists (Followers of the Morelander tradition), Helusans (Followers of a less traditional version of the faith) and those following minority religions.

Albanus cursed as he saw the news from Lodja it meant that one arm of his distribution network that had taken decades to build up was crumbling. The lax Lodjain military always meant he could get his hands on various supplies at reasonable prices and in reality he should have known that sooner or later the three men there would drop the ball but it still annoyed him. He had expected the phone call from one or all of them and prayed that they'd just remembered to use a burner phone. The call had come from Givi Sokolov only hours before he'd turned up at Albanus property, "Are you fucking insane" Albanus screamed at him, "You can throw my whole operation into chaos, if anyone saw you come then I stand to lose everything" Albanus had contemplated just shooting the man in the back of the head and dumping the body. It wouldn't have been the first man he'd killed in cold blood but he'd never done so in his own home and so that was all that stopped him. "We need to think of a way of getting you away from here. You must have some plans?" he asked hopefully.
