BACKGROUND

The Federation of Atonesinla began as a pagan federation of tribes led by a Marshall-Prince. This office rotated between the leadership of the main three tribes. Around 150 years after formation Christian missionaries arrived in the Federation, culminating in Marshall-Prince Niclas I of Tir y Tywysog's conversion and the decline and rapid Christianisation of Atonesinla. In the years Atonesinla slowly centralised, removing the old rights and privileges of the tribes and attempting to build a unified Atonesinlan identity.

When Marshall-Prince Mihangel III called a meeting of the tribes, known as the Cyngor y Llwythau (Council of the Tribes), and announced the abolition of the rotating leadership (instead replacing it with female-preference primogeniture) and announced that his daughter, Mari of Tir y Tywysog, would be his heir it was the final straw for the minor tribes of Mynyddoedd yr Angylion (one of Atonesinla's provinces), who rose in rebellion (demanding the restoration of rights of the tribes, the empowerment of the Council of the Tribes and an elective monarchy) and who were soon joined by a few of the larger tribes. The Atonesinlan Civil War lasted for 7 years before the tribes of Mynyddoedd yr Angylion were crushed.

Post Civil War there were harsh reprisals for those tribes that had risen against the increasingly-centralised state. Members of those tribes were treated as traitors and as lesser to the other tribes. However, the world moved on and slowly but surely the idea of representational, national institutions began to take a hold in Atonesinla. Following a disastrous defeat in a war Marshall-Prince Niclas VII, nicknamed Mad Prince Nick for his erraticism, paranoia and occasional bouts of screaming, was forced to abdicate, leaving his 8 year old son Rhodri on the throne. A regency council was quickly established and bowed to growing unrest by convening the first Senedd y Genedl (Senate of the Nation). For the next 200 years the monarchy began to fade into a purely ceremonial and constitutional role, leaving true power in the hands of the Lord-Protector of the Privy Council, a role that would over time become the position of Supreme Senator, akin to a Prime Minister. In 1909 the franchise was extended to all men and women over the age of 24.

In 1928 Atonesinla faced a war where many of her children died. Rising anger against the government spilled over into rioting and a general strike following the massacre of the Students Movement. Few dissented when the military under Tywysog-Llyngesydd (Prince-Admiral) Lloyd Morgan stepped in, seized control of the Federation and sued for peace. However, a humiliating peace treaty, rising ethnic tensions, a faltering economy and the reluctance of the military to hold elections (plus the absence of a national symbol to rally around, following the disappearance of the Marshall-Princess and her family during the confusion and rioting) meant that even fewer dissented when the Symudiad Ffederasiwn Organig (Organic Federationist Movement) under Stithulf Deorwine and Fr. Tomos Andreas marched on Tir y Tywysog on 2nd October 1939, aiming to seize power for themselves. Lloyd Morgan acquiesced, exhausted mentally and physically, his last act in office being to formally sign over the state apparatus.

The SFO established a government with Stithulf Deorwine as Acting-President and Fr. Andreas as Supreme-Senator. In 1943 a new constitution was drawn up, the key elements of which were:

->Government ministers would be drawn from all tribes, with amount of ministers belonging to a particular tribe being proportional to size of tribe, and all racism and bigotry against other tribes, and against ethnic and cultural minorities, was outlawed, to be harshly punished.
->Catholicism was to be actively promoted and Christianity be the state religion, though freedom of religion was guaranteed.
->Executive powers were to be split between a cabinet led by the Llywydd-Wladwriaeth (State-President) and the Cesar (Caesar, head of state).
->Members of the cabinet and the Llywydd-Wladwriaeth are to be appointed by the Cesar and approved by the Tŷ'r Dirprwyon.
->Legislative powers were to be vested in a tricameral legislature called the Cyngor y Wladwriaeth (State Council). The lower house was to be the Tŷ'r Dirprwyon (House of Deputies), a chamber elected via the highest averages method voting system, with the franchise being all men and women over the age of 21. The middle house was to be the Senedd Llwythau (Senate of Tribes), essentially a revived version of the Council of Tribes. The upper house, with the final say over laws, was to be the Senedd yr Offeiriaid (Senate of Priests/Senate of Clerics), the senators of which were to be selected by parish priests and bishops.
->The cabinet and Cesar could bypass the Cyngor y Wladwriaeth and rule by decree, however all laws were subject to approval by the Senedd yr Offeiriaid.
->Divorce was outlawed, although separation was allowed in cases of abuse and such.
->Complete equality between the sexes was guaranteed.
->Abortion was completely outlawed in perpetuity.
->Marriage was strictly defined to be between a man and a woman, although visitation and such rights were granted to all other couples.
->The government pledged to follow the principle of subsidiarity.
->The SFO was to be legally granted the status of leading party, and guaranteed 45% of seats in the House of Deputies and Senate of Tribes, though the right to form political parties and campaign freely was guaranteed so long as the parties followed the principles of the constitution.

The Constitution was signed into law at Easter 1944.
In 1968 the SFO lost its majority in the House of Deputies for the first time, leading them to form a coalition with the socially democratic Parti Democrataidd-Lafur (Democratic-Labour Party).
In 1972 the current national anthem was approved.

Drugs LawMost drugs other than alcohol and tobacco are illegal for recreational use, however due to concerns on how to enforce this punishment is generally lenient and the police forces concentrate on arresting dealers, rather than users, for the most part.
Same Sex Marriage   Marriage is defined by the Atonesinlan Constitution as being between a man and a woman. Visitation rights in hospitals and some other rights are granted to other types of couples, however, for pragmatic reasons.
EducationAll children must attend schooling until the age of 16. Post 16 school attendance is optional, but heavily encouraged. University education is free for all poorer students while a loan system is in place for middle class students. Every student is required to undertake civics lessons teaching students about the Atonesinlan political system and every child is taught the precepts of the Catholic faith.
Voting   Universal suffrage over the age of 21.
ProstitutionProstitution is outlawed, though enforcement is limited for pragmatic reasons to keeping prostitutes from offering their "services" on main streets

It is also relatively easy to immigrate to Antonesinla, with requirelements being pretty low compared to most other nations, though there is a quota strictly limiting how many can enter Antonesinla per year and immigrants are heavily pressured to assimilate into Antonesinlan culture.

Gun LawsGun ownership in Atonesinla requires a licence, although a licence is very easy to obtain and very cheap.

Worker cooperatives are encouraged by tax incentives, unions must be granted half the seats on a board, there are large tax incentives and grants for family businesses and other small businesses and regulations for small businesses is relatively lax. The steel industry is nationalised, as is water distribution, and the main electric and gas suppliers. The government tries to encourage a broad ownership of land, with mixed success.

Government


Symudiad Ffederasiwn Organig (SFO)
Dominant Ideology: Organic Federationism

The SFO is the leading party of our great federation. This means, in simple terms, that the SFO will always retain at least 45% of seats in the House of Deputies, the elected house of our legislature. Some minor opposition figures, and those opposed to the stability and security of Atonesinla, have criticised this system. Their propaganda claims that this system is unfair and makes Atonesinla undemocratic. This is of course nonsense. There are many benefits to the leading party system- because the SFO does not need to care about petty politics and popular drama it is able to plan for the long term. It is also unaffected by demagogues and populists who would wish to destroy the developing organic democracy of Atonesinla, because it is not beholden to polls and media spin.
The leading party system merely means that the SFO is able to care for and protect the nation until such a time where the people are ready to participate in true, organic democracy.

Formed in 1930, soon after the end of the Peninsula Conflict, from a merger of the Organic National Peoples' Party and the Catholic Federationist Party, the party quickly gained popularity and mass support, particularly from the long-oppressed tribes of the South. Leveraging this support, in 1939, the Party organised a revolt against the treacherous, totalitarian regime of Lloyd Morgan, marching on Tir y Tywysog and bringing power back to the people. Soon after the first elections to the House of Deputies in 1944 the leader of the Party himself, Caesar Stithulf Deorwine, attempted a coup against his own government. Military and security forces loyal to the young Republic fought back, however, and put down Deorwine's coup. On 1st-3rd October 1944, the five year anniversary of the March on Tir y Tywysog, Deorwine was sentenced to 5 years hard labour followed by 30 years house arrest for the following crimes:
  • Attempting a coup against the rightful government of the Federation.
  • Working with other plotters, in the Party, and with the Morganists of the banned National Fascist League to restore the Lloyd Morgan Regime

Father Tomos Andreas, State-President of the Federation, became acting-Caesar, a position he would hold for 20 years, retiring in 1966.


Parti Democrataidd-Lafur (PDL)
Dominant Ideology: Social Democracy

Since the elections two years ago the PDL has been in coalition with the leading party of our nation. The party was formed in 1899 as a moderate alternative to the Communist Party of Atonesinla. The party stayed relatively minor for much of its existence until gaining 32 seats in the 1968 elections, leading to the formation of a coalition with the SFO. The party stands for social democratic policies, such as nationalisation of healthcare and the expansion of welfare. Supports the leading party system.

Opposition

Symudiad i Ddemocratoli'r Weriniaeth (SDW)
Dominant Ideology: split between Marketists and Reconciliationists

Formed in 1949 as a coalition of Christian democratic and conservative parties, the SDW is deeply divided between its two main factions: the Marketists who support the Economi Agored Dossier, drawn up by some radical members of the party who support little if any economic intervention, and the Reconciliationists who want to privatise some nationalised industry and implement welfare reforms but otherwise keep most economic policies of the SFO ("Reconciliationists" because they want to reconcile with the SFO on economic policies). Supports the leading party system.

Plaid Gomiwnyddol Cristnogol yr Atonesinla (PGCA)
Dominant Ideology: Deweyism

Formed in 1880 the PGCA, Christian Communist Party of Atonesinla, began as the Communist Party of Atonesinla. Power struggles during the Peninsula Conflict led to a ex-cleric, Pawl Dewey, taking control of the party. Under his tenure the party was reformed along "Deweyist" lines, a sort of strange mix of ultranationalism, communist ideology and a strange denomination of Christianity. Known for violent tendencies and unsavoury views, the party was banned in 1946 after the defacement of several religious buildings and several attacks on priests. The party went underground and attempted several risings until the Iwan Cwm Agreement in 1967 legalised it as the Christian Communist Party. Known for its opposition to the status of the SFO as leading party.
