It has come to our attention that we, as neighboring nations, should do well to organize the relationships of our current borderlines. We would be honored for you come to Nanjing to hold talks with President Herminstaat and I, or if you are not available, an ambassador or representative would be equally welcome. If you agree to our offer, please enter the Imperial Republic by air, as there is a massive lack of infrastructure leading into the Imperial Republic in the west. The rest of your journey into the Imperial Republic has been arranged by the Foreign Relations Commision.

Greetings! I accept your invitation to visit your nation. I am well aware of the lack of infrastructure around our border and we would like to adress that, knowing that the borderlines are unmarked due to the  rough terrain and uncharted wilderness. With this meeting, I hope we two nations establish a strong relationship and continue on in the near future.

Along with the King was the official translator for Mandarin, seeing as he anticipated having difficulties. Aside for the translator, the King traveled in his private plane alone. The flight wasn't long, but not as short as he anticipated.

The Imperial Republic had not had any foreigners visit since nearly 200 years ago, at the start of the civil war. That an ambassador was coming, much less a sovereign, put up a large commotion in the republic's news networks. Emperor-Admiral Jingduming had already arranged for a fighter escort to lead King Lapu's aircraft to the Nanjing International Airport. He didn't want to risk the visiting sovereign's safety over the Imperial Republic's treacherous mountain ranges, though luckily it was still spring. He had enough to worry about already, with the cultists stirring up trouble in the North and pirates off the coast. If anything, he was more concerned about isolationist groups disrupting the diplomatic meeting, which was why he had a entire contingent of his own elite Marine-Guard waiting for the King Lapu for when he stepped off his aircraft. An armored car awaited him, ready to whisk him off to the Imperial Fortress, where Jingduming would be waiting. His attention snapped back to the sky as the Quintelian jet glided down from the clouds, the three Chinese F-CK-1As turning towards the airstrip. He waited until the aircraft had safely landed, then put down the viewing lenses and headed inside to his study to await King Lapu.

King Lapu stepped off his plane, looking and observing at the fighters that escorted his plane. At first, they looked like any other fighter from Quintelia or EMAC, but he noticed that the planes were a bit larger. He also observed that the military escorts were all around him, worrying him a bit. He walked, along with his translator, towards the President of China. The King greeted. "Thank you for inviting me to your quite beautiful nation." He said, as he looked at his translator. "Gǎnxiè nín yāoqǐng wǒ lái dào zhège měilì de guójiā" King Lapu smiled, hoping what his translator said was right and his enunciation was correct.

President Max Herminstaat smiled at King Lapu. Bowing, he said in perfect English, “You are most welcome Your Majesty. I apologize for the soldiers' presence. There are isolationists who think that every foreigner is an enemy, so they take to extreme measures to prevent entry, and violent cults, along with terrorist recluses, although-“
He turned and looked at the relatively peaceful airfield, with helicopters landing here and there, offloading rice and various goods from their mountain homes. A small crowd, along with reporters and cameramen had gathered  around the Quintelian jet, though soldiers prevented them from going too close. The expected protestors were nowhere to be seen.
"-it seems that they have neglected to show up. In any case, I trust you had pleasant trip? And please, do bring your translator, as the Emperor is only able to speak mandarin and german."

He motioned to the sleek, armored car that awaited them with its doors open. A police motorcade surrounded it, the officers all wearing in formal uniform, though assault rifles were slung onto the sides.

King Lapu bowed as he was greeted, trying not to offend the culture. When Max explained the cause of the large presence of soldiers and military, King Lapu just nodded, not realizing that the President spoke English. As they walked, he waved at the cameras pointed at him. "Well, I had a fairly decent trip. And yeah, it was right for me to bring a translator. Can't imagine how much I can be lost in translation." He laughed at his own remarked as he stepped into the armored car and joined the motorcade.

Max laughed along with King Lapu as they boarded the motorcade. "Trust me, King Lapu. You will need a translator dearly to understand the Emperor." Recalling King Lapu's glance at the fighters, he told him, "I believe that most of the fighters you are accustomed to are smaller than ours. Our aircraft are built with larger, more powerful and sturdy engines to deal with the frequent violent weather in the mountains and larger fuel capacity so as to cover more range." He paused for a moment, then continued, "Granted, they lack speed and maneuverability, but they make up for it with a large missile-carrying capacity with their large wingspan." He drifted off in thought as the motorcade passed through a large open market, crowds of curious citizens straining to see a foreigner in over a century. The motorcade continued up an ascending road to the Imperial Fortress in the distance, a great mass of concrete and steel, bristling with artilllery and missile batteries. As they neared the Fortress, anti-aircraft and machine-gun nests poked out of the surrounding gardens, popping in and out of sight.

"No, I just think that your fighter jets aren't capable of stealth and look like a bit outdated compared to those being sold by EMAC." King Lapu replied, still looking at the jets. "And I don't think your planes have more hardpoints than any other jet in Quintelia. Though thanks for pointing out that the fuel tank is bigger." The King replied, seemingly to silence out the simplified 'exolanation' the president gave. "Not to be offensive or anything though." King Lapu continued while looking at the defenses on the Imperial Fortress. "How often are you attacked by insurgents and is your nation even stable enough?"

Turning to look at where King Lapu had indicated, Max replied, "Oh, the problem is not insurgents nor a question of stability. This is, after all, the original main central headquarters of the Imperial Throne, and so we placed defenses all over Nanjing during the civil war, mostly during the Battle of Nanjing. In fact, the outskirts of the city have a similar defenses, simply covered by the heavy foliage. They are simply a reminder that we, as a nation, are not as invincible as we think ourselves to be, and that no nation is. As for our aircraft, yes, they do lack firepower and stealth. You are correct, they are a few years out of date, and they are rather flimsy compared to the aircraft of other nations. In all honesty, we use only use them for artillery spotting and mountain operations."
As they neared the Fortress, a massive set of armored doors slid open, revealing the lit hall into the atrium of the complex. A pair of soldiers in ornate dress guarded the door to the elevators, parting as the motorcade pulled to a stop. A soldier popped the door open, and stepping out, Max indicated King Lapu towards the elevators.

"Wouldn't it be less expensive to dismantle defenses down here than just having a few soldiers roam around the streets just like East Moreland? Just saying though." He remarked. The King nodded along on the additional comment on the jets, observing the artillery with a distasteful feeling hiding under his face. He followed the president inside the building, with the translator following closely.

As they stepped inside the elevator, Max turned and casually replied, "Oh yes, it would be far easier to dismantle all these emplacements and simply have small patrols, instead, which was our original doctrine, but it was the - " Max shifted uncomfortably -"unfortunate cause of death for our previous monarch, who was killed by suicide aircraft. These are merely precautions. But then it is a Fortress, no?" He stopped as they reached a well lit corridor, to the end of which was a a heavy oaken door, which a sentry opened. Inside, the Emperor stood waiting, three cups of steaming tea waiting on a large table. The Emperor steeply bowed as per custom, and said, "Greetings, King Lapu. I trust President Herminstaat has given you a warm welcome?"

"Ok, I see your reason on putting such an overkill fortress. I'm sorry on hearing that. If you mentioned that your previous monarch was killed by kamikaze a few minutes ago then this conversation wouldn't even start." King Lapu said, a bit more worried and anxious now upon learning that the building he was in was struck by terrorists or insurgents or whatever these people called them. His anxiety went down upon seeing the Emperor and a few cups of tea, a better assurance of his safety during the meeting than all the artillery outside. The King bowed in respect, not knowing if it is the customary thing and replied. "Oh of course, the President and I had a few discussion on your military assets and such, so it's pretty much a welcome warm." He chuckled at his own remark as the translator replied in a contrasting monotonous voice, opposite of the lively voice of the King.

The Emperor returned the smile, then gestured for King Lapp to sit at the table. “I guess from from what President Herminstaat has told me, you most likely have heard of ‘insurgents’ killing the last monarch.” He glanced at an ornate rifle in a open case displayed near the window.
“Let us simply say you no longer have to worry about them... in any case, would you like some tea? I believe we have matters to discuss. I believe we have a massive, rugged border to discuss.”
He and President Herminstaat both politely waited before down in accordance to ancient custom.

"Well, before we talk about the main point of the border, can we talk on starting and establishing a treaty between us two." King Lapu said, sitting on the chair as he began sipping the tea. "This is probably the fourth or fifth time I've done this year, so I think this is something we can go through in a breeze." The translator did his job as King Lapu took two sheets of paper, one in english and one in Mandarin, giving the translated page to the Emperor. "So this should be the first part of the treaty, Diplomacy"

Section I - Diplomacy

(1) The parties agree to maintain active embassies with each other. If summoned an ambassador shall present themselves to the host government within twenty four hours of the summons.

(2) Either party may request a twelve hour extension upon receipt of the summons should a level of seniority be required due to the issue concerned.

(3) The parties declare that they shall act in a spirit of friendship and cooperation with a view to further developing and fostering economic and cultural intercourse with one another, each adhering to the principle of respect for the independence and sovereignty of the other and non-interference in their internal affairs.

(4) Should disputes or conflicts arise between the High Contracting Parties over problems of one kind or another, both parties shall settle these disputes or conflicts exclusively through friendly exchange of opinion or, if necessary, through the establishment of arbitration commissions.

(5) The parties shall allow citizens of the other nation to apply for a fast track visas aiding in travel between the two nations for purpose of trade, recreation, and business. These visas shall be available to anyone who meets the following criteria

(a) Has a stay lasting no longer than 100 days
(b) Has a return ticket
(c) Is able to fund the duration of their stay.
(d) Has no criminal record
(e) Is not deemed a threat to national security.
(f) All requirements have been fulfilled in accordance to local laws and procedures when conducting trade and/or business.

(6) The parties agree to the establishment of a system of extradition for persons accused of crimes in one country to the jurisdiction of the other. No extradition shall take place until compelling evidence has been presented and the country who would be granting extradition is satisfied that Articles four and seven of the Mundus Convention of Universal Rights will be met.

"If you'd like to add or erase something from this part of the treaty, I'd welcome it."

Emperor Jingduming carefully read through the document, carefully considering all six terms. Then, considering the distance of the Imperial Republic and unpredictable weather of the mountains, he turned towards King Lapu and through the translator, said, "That all very good and all, though I would like to ask that a summon be extended by twenty-four hours in the case that the ambassador's transport is delayed by the weather. I believe that is all qualm I have.” He picked up his his pen and uncapped it, prepared to sign.

The Emperor nodded politely, capped his pen and read through the trade section. He found the last article interesting, as the Imperial Republic was still intent on regaining Baengming-Hest (Lion's Rock) back. Figuring that they could always switch the trade center, he decided that the terms seemed resasonable. Sipping his own cup, he nodded towards King Lapu. "This seems fair enough. What is the next section?"

I actually do, but we can talk about that later. Examining the document, he looked towards King Lapu. "About these military exercises, we tend to be incredibly destructive when we fire thousands of rounds of artillery, so would you like us to use conventional rounds or air bursting rounds during these exercises? Also, as this is a treaty of friendship, would you add that neither party exchange military information to an outside nation? We'd prefer that our military emplacement remain unseen towards outsiders." He lifted the teapot and motioned towards King Lapu's cup.

"As for the shells during exercises, it should depend on what we're doing. If we would be doing target practice, then we can use a bit of destruction, though not too much as it may cause jungle fires. If we're going to practice maneuvers, then we'd rather not use artillery. As for the next section, it will be a two-parter and will be the last one," He handed the last sheet of paper.

"16 is left blank as it would be where the resolution for the border would be written." He continued, as he accepted the tea.

Emperor Jingduming read the new addition, then nodded. "That will do just fine. As for the exercises, we have a serious lack of ground vehicles. If we have any exercises, they will most likely be with infantry or aircraft. As for the Special Agreements, I would welcome a cultural exchange, though I am skeptical to what sports that we actually have in common that we could play." He and Max laughed, explaining, "Most of the sports in the Imperial Republic are survival challenges in the high mountains. We also have skiing and marksmanship, though I think the only sport we might have in common would be a marathon or a race." Filling his own cup, he concluded, "Other than that, the terms look fair."

"As for sports, I think skiing should be a good one, seeing as we may want our skiers to have a good practice for the Winter Games." King Lapu sipped on his tea. "Now that most of the treaty is done, we now need to discuss the border. As we both know, our borders are divided by the Hiwain River, as we call it in Quintelia. Along the river is a very small, uninhabited valley with think rain forest. The mountains that surround the valley has not been even visited by our government employees to survey it since the ninety's. There may even be one or more uncontacted tribes living in that area. The only time we can see it clearly is through satellite imagery from foreign satellites. As for you, I know that a few of your, let's say dissidents, have been trying to use our border to escape and continue their operations. If ever a few of them go over and survive for some reason, by our constitution, they can apply for citizenship. However, you and I would like to change that, right? I'd like to hear a few of your suggestions before I say mine."

We have extensive knowledge of the area, in fact because not only do some of our own native tribes live there, but also because as part of the border, we have large amounts of military installations along the border. If what you are asking is geographic knowledge of the valley, we would be happy to provide information and I would personally would be extremely grateful if you could repatriate those fugitives as soon as they crossed the border. But what I have in mind is far more, let’s say, ambitious. The border, on our side anyway, has no formal entrance. I seek to construct a bridge and a railway line into the Imperial Republic through the disused Oriental Commune train supply line. This would allow our nations to travel far more easily than simply flying over the mountains, which I believe would benefit both of us. If there is a mistake, do inform me." Emperor Jinduming shuffled a few books the side and pulled out map of the border. A series of pins showed the path of the proposed train line.

As for the railroad, we'd like to consider first a route that may benefit the whole continent. It would be better for both of us if you consulted with the fellow Ardian nations." The King took a look at the proposed routes before continuing. "Now that you mention it, it's the military base and bunkers that worry me. You see, we are mostly a peaceful and neutral nation. Having military bases near our border would be a bit alarming for us. If you could move these bases a few kilometers to the west, then it would make us less worried with our neighbor."

The Emperor pursed his lips, and cast a look at President Herminstaat, who looked equally uncomfortable about such prospects. Turning back towards King Lapu, he replied, "We would be happy to provide cartographic data, and building the the bridge is welcome as well, but as for a continental trade route, we'll have to have the Electorate decide. Our people are... violently xenophobic at their worst and politely distrustful at best. As for the defensive installations, well, they're permanent structures. We could relocate the military stronghold farther into the country, but as for the case of the bunker lines, the cost of relocating them is astronomical. We could remove most of the artillery pieces and place the majority of the missile platforms into storage if it helps?” He gestured apologetically to King Lapu.

“Well, all I’m going to say is that this continental partnership may bring in some profits for your nation and may provide better communications through your nation.” King Lapu sipped the tea as he continued. “Well, there’s nothing permanent in the world right now so let’s compromise.” He acted smug, leaning back on his seat. “No bunkers or military installations shall be placed within 100 kilometers from our border, with relocation for these sites be a bit funded by me. Civilian settlements, scientific buildings, and radars can remain within the said 100 kilometers from our borders. To make it fair, I shall do the same on our side.” He finished his bargain with a slight smirk.

Jingduming hefted a heavy sigh, and remarked with a hint of amusement, "You won't let me get away with placing military installations with artillery range of past the border, will you? Ah well, I suppose that was only to be expected. Very well, I agree to all terms, as long as you can do just a small favor for me."

He pulled out a blueprint from under his desk and presented it to King Lapu.

"Now, I won't bore you with a history lesson, but before our civil war, we had 'Friendship Villages', small border settlements that acted as border checkpoints and cultural exchange centers. I would like to have one on the Border solely for the sake of making friends with your people, so that my citizens do not distrust your nation to the point where they resort to violence. I shall have the... I beg your pardon, give me a moment..."

He traced his finger over the map and found the blue diamond-shaped marker.

"...The Meihua Arsenal and Stonghold moved slightly west to satisfy your demands. Does that sound good to you?"

"Well, I can have a small settlement built along the road towards our border. Of course, it would take a year to be fully completed and have a decent population of at least five hundred people, but the friendship village will eventually be built to serve as a landmark and a stopover for those that choose to traverse the thick forests." King Lapu responded. "As for the strongholds being relocated, I'm okay with it now. Are there other things you'd like from me or are we done." He asked sincerely as he finished his cup of tea yet again.

Smiling, Emperor Jingduming reached for his pen. "I believe our business here is concluded." He signed the treaty and then offered his hand to King Lapu. "It was a pleasure negotiating with you today, King Lapu. Best of luck to you and your people. I should think that the moving of military bunkers will start tonight. As for you, I sincerely hope that the weather is good tonight."
