To:- The Watchers of The Second Imperial Chinese Republic of the Ming-Brandenburg Throne

We have seen in recent days the creation of your organisation reported by the media. There are many parrallels between yourself and the scholars of the Bene Gesserit faith, the Missionara Protectiva. We have for close to 15 centuries sought out knowledge, kept historical records and employed scholars to research a wide range of subject matter. We are always happy to help others develop their knowledge and beleive that sharing information is the only way to allow the world to prepare for the great catastrophes that are to come to Mundus. If you are willing to exchange information then I would be delighted to open our libaries to your organisation and support the project that you are undertaking.

If you are willing to accept this offer then please feel free to visit our Chapterhouse School in Cantabria where a group of our scholars will be happy to support your work.

To the Bene Gesserit Missionara Protectiva of the Cantabria Chapterhouse

The Imperial Watchers would welcome such a prospect, especially exchanging information. Our mission is far more than just copying texts however, for we seek to find and understand all pieces of culture across Mundus, so that instead of judging simply on the actions of a leader, we can understand how and why they think that way. Our mission is also to record all pieces of cultural history, including those in the fields of literature and the arts, and safeguard them in the Vaults of Knowledge hidden beneath the Imperial Libraries. This is done in a similar ideal as to your organization; we also fear a destructive international conflict, but in the sense that the common people’s would forget their identities and mistakes of the past.

We would be happy to exchange information in your Cantabrian chapterhouse. A team consisting of a Watcher-Librarian and several Watcher Archivists will be sent to exchange, with an ample supply of our last few centuries worth of information.

The Cantabria Chapterhouse may not have been as well known as its sister school in Ui Cenneslaig but it was just as well served by its team of Missionara Protectiva. The scholars there had a vast collection of documents, some still in their original leather bound tomes. It was simply because one of the most respected Missionara scholars was resident now just outside the small town of Henford where the school was located that they had been selected for this first contact with an organisation which on paper seemed an almost identical group to their own. It was this lead scholar, Amy McIntosh, who waited now along with Duchess Louise Harkonnen one of the most Holy Houses within the Bene Gesserit faith. Amy was in her 80's now but while her body had shrunk and hunched over her mind was as rapier sharp as it had ever been. She wasn't really a scholar anymore, she was almost an oracle sitting in her office planning the schemes of study that the students needed to follow, working out which Missionara was needed to go and study at other locations. She was essentially responsible for the future of the Cantabria graduates and therefore the most high ranking member of the Missionara within Cantabria.

The duo waited along with several drivers to greet this new organisation.

Watcher-Librarian Huadixue had been in the Watchers for over half of her life, but never had she been outside of the Imperial Republic before. Accompanied by four Watcher Archivists, they sat quietly chatting in the UH-60, all wearing the trademark lab/trench coat and bulletproof vests of the Watchers. The Watchers had existed for decades, but only now did they make their presence known to the world. The Watchers in the helicopter had all been a senior member of the Imperial Archives at one point, the Crest of the Libraries embedded on their left shoulder, the Watcher insignia on their right. Huadingxue had been briefed by the BIS to be extremely respectful to their hosts, for they had been around for longer than the Watchers, and if there was one thing that the people of the Imperial Republic respected, it was seniority.
They had departed Eltenbacht two hours ago and were about to land, Huadixue signaling the rest of her group to pick up their datapacks, really just large external data drives for their tablets.
The helicopter touched down on the helipad and Huadixue stepped out, strode evenly to the Missionara Protectiva, and bowed. Her fellow Watchers followed her example.
 
"Thank you both for allowing us to your great center of learning, Scholar and Duchess. We are both honored and eager to explore the knowledge that you have collected over the centuries. Allow me to introduce myself and my compatriots: Watcher-Librarian Huadixue of the Imperial Archives and Archivists Paulus Einkauft, Wernher Xi, Mia Gelt, and Dingjueli. We have brought with us digitized Imperial records of the cultural and historical significance of the last few centuries."

She straightened, waiting for the duo's reponse.

"Its a pleasure to meet you both" Amy McIntosh extended a hand, "This is Duchess Louise, she represents House Harkonnen one of the most important families within the Bene Gesserit faith, and herself at one time quiet the scholar."

"I keep my hand in when I can" Louise said extended her hand. "Cantabria is the second most significant Chapterhouse of our faith. The Chapterhouses are also refered to as Lifeboats, the original Chapterhouse is located on a tiny island just a few miles off the coast of Kaitaine, but since the communist take over no Bene Gesserit has set foot there. When our faithful determined we'd protect our faith they sent the Four Holy Houses, ourselves, the Atreides, the Corrino's and the Fremen into exile and we got to come to lovely Cantarbia" by now they'd reached a series of cars which would take them to the school.

Huadixue was ushered into the lead vehicle alongside the Duchess and Amy. A smartly suited woman took the drivers seat while an almost identically dressed. "The ladies in the front are Truthsayers, one of the other branches of the Sisterhood, they are our paramilitary and provide security advice for the Holy Houses and schools. The car left the airport and headed down a series of leafy lanes. The school was more like a small village a series of houses where the staff lived, there was then what looked like an old medieval wall surrounding the actual school buildings, a series of old fashioned looking buildings modelled on old Christian monastries. Around the other edge was a series of more modern buildings science labs and sports facilities. Students were walking back and forth between the buildings, those students aged under 14 dressed in smart grey blazers and skirts, those older wearing uniforms similar to that they would be joining once they turned 18. The cars entered through an old fashioned looking gateway and stopped in front of one of the buildings where a series of girls mainly dressed in blue tunics with white piping were coming and going, each clutching a pile of books. "This is our Grand Library here, we have smaller subject specific ones in each of the areas of the school but here is where we keep the good stuff." Louise explained, several of the girls had noticed her and nodded respectfully as they walked past. A young student was on her way out as the party approached, she stopped and held the door open allowing them to enter the main chamber of the Grand Library "This is the 2nd largest of the Grand Libraries, we managed to get much of our knowledge from the original Chapterhouse smuggled out before the fall, the largest one is in Claith and posses some 50million items ranging from a single side of paper articles to heavyweight encylcopedias, documents from all continents on Mundus"

Amy had been here countless times, she'd spent literally years sat at the desks now filled with students scribbling away with piles of books next to them almost all wearing the blue Missionara jacket. "We have some private study rooms downstairs." Amy lead the way towards a small spiral staircase at the bottom was a series of glass cubicles, older women wearing the blue jackets were busy at work on laptops.

"Hi Auntie Amy" a cheery voice came from one of the open doors, "Oh, didn't realise we had company" she said with a surprise. Amy crossed and hugged the woman in her late thirties by the look of it.

"This is my neice Neamh, she's one of our Missionara and she's currently working on?" Amy asked.

"I'm compiling some family histories of people they are thinking of marrying into the Fremen family." she said proudly it was a highly significant job for a Missionara and could determine the future of the Holy Houses.

"Well good luck with that" Amy said, "I'll check on you later." the pair parted and the group made their way to the far end where a large conference room was located. Everyone was shown a seat and then Louise began talking.

"From what we know you essentially are a government run organisation that serves the same purpose as ourselves, except we've had a 800 year head start. This means we've got quiet a lot to offer, around 200million articiles of knowledge and raising, take Amy's neice Neamh, by the end of today she'll have made that number 200,000,001. There is probably no organisation on Mundus so prolific in producing new learning. We are always delighted to share with interested parties but we've never done it on such a large scale. We've never had an outside organisation working inside a Chapterhouse so we have a few questions. First, what do you intend to use all this information for? We'd also like to know how you are connected to your nations government, are you part of a Ministry, the military, a seperate organisation? We'd just like to know who we are dealing with."

Huadixue shook both their hands, then followed them into the car. She attentively listened to the Sisterhood members explain their history, and quietly noted the schools, impressed and shocked that anyone would leave their centers of learning out in the open, where they would be so easily prone to bombings, but then again... these Bene Gesserit didn't experience a century-long civil war, did they? She quickly shook off the thought, and continued listening, politely nodding to the student as she exited the vehicle.

As they entered the library, her colleagues looked about in amazement, never having seen any other mass collection of information beside the underground bunker libraries of the Imperial Republic. She suppressed a smile forming on her lips as she watched Amy hug her niece, remembering her own son, a optimistic but somber Librarian working in the Imperial Archives back home, around Neamh's age.

Her attention came back as Louise asked the question, and she responded, "Your concern is understandable. We are officially the Watchers of The Imperial Archives, Libraries, and Universities. Our organization's primary role is to record and take part in the current happenings of the international community. But we are here to record and transport as much unbiased recorded information as possible back to the Imperial Republic to be copied and stored in the Imperial Archives and Libraries. Essentially, the fancy names are just another way to say that we copy down records and literature to put in both our libraries and doomsday bunkers. This is for the sake of future generations, so that the mistakes of the past are not repeated again and so that they should enjoy the same works of the imagination as we have. We plan to teach, and if necessary, reteach other nations' people their traditional culture that they might have forgotten over the ages, for both reflection and for preservation of cultural identity. As for which government branch, we are a crosspoint of both the IFC, the Imperial Fortress Corps, and the Imperial Archives itself. So we are military, civilian, and Ministry, but consider us independent of the Imperial Republic in all but name and origin."

Duchess Louise was satisfied with their answers and so communicated to Amy in Doublespeak that all was acceptable. "Very well" Amy smiled, "We can make rooms avaliable here for a week in the first instance, they'll not be luxurious, they'll be the rooms vaccated by the girls who have just recently graduated. They'll essentially be twin rooms with a desk, bed, wardrobe, locker and bathroom. Nothing fancy but they've been home for the girls for the last three years of their studies here. They'll also be some ground rules. First you may not remove any item from the library. Second you may only access original historical copies of the documents we have with a Missionara officer present, that'll not be hard to arrange as there are plenty here and they'll be as interested in whatever your looking at as you are. Third, should you make any notes, commentaries or any original writings based on your time here we will require a copy to be added to our collection here. Forth you can't take any images of any of our students, staff or the school buildings. Finally while you're here we'd request before you leave that one of your give a lecture on a topic of your choice to our Year 13 class of 17 year olds, the next generation of Missionara Protectiva." she handed over the rules they'd just run through. "Now if this is agreeable we can let you start your work today." Amy waited for a response, "For now this gives you access to just Cantabria, the biggest of our libraries is in Ui Cenneslaig, should this first contact between us go well then perhaps we'd be willing to open up our other three libraries and who knows even the private libaries held by families like the Corrinos."

Huadixue considered Amy's terms and said, “That seems alright. We have similar rules in the Imperial Libraries, though the only difference is that just about everything is above ground. I don't see why we would need to take photos of any students facilities, or staff anyway, unless we were on a BIS investigation, and my last commission was nearly twenty years ago. As for a lecture, we'd be happy to provide for your students.”

One of the Watcher-Archivists, the rather elderly Paulus Einkauft, stepped towards Huadixue, leaning on his cane.

“Librarian, if I may...”

“Please do.”

“In the interest of both of our parties, let this meeting be confidential. We put much at risk by venturing out of our home, and we fear not only the EMIS, but potential...”

He looked at Huadixue for a moment, then turned back again.

“But potential attack by a group known as the Remnants Collective. Former Oriental Commune Special Forces. Please, don't let word of our meeting spread any farther than it has.”

He stepped back to his original position, his steps revealing a limp.

Huadixue curtsied towards the Missionara Protectiva, then said quietly, “I believe I owe you an explanation. Archivist Einkauft was a member of the first generation of Imperial Watchers during the War of Black Blood. He was unfortunate to witness the massacre of his entire expedition after someone informed the Oriental Commune of their position. He has been afflicted with mental trauma ever since.”

"I'm sure we can keep your prescence here rather quiet" Duchess Louise explained "It would probably have been best had your team been all female, that way we could have loaned you Bene Gesserit Sisterhood uniforms and you wouldn't have stood out, in fact we should probably do that for the women in your team. That way if anyone is casually looking at the site then you're covered, and the fact men would be walking around with someone with uniform it would probably suggest that they are relatives of the girl."

"I'll see to it" Amy left to go and make the arrangements.

"As you mention the EMIS can I ask what your stance is on their calling the Sisterhood terrorists? I know this may be a little blunt but its important our people began making ways in the world and it is much easier to do with nations where we are not called terrorists because of some ill thought out actions of some." Louise asked.

"I apologize for the inconvenience that this has caused the Sisterhood. As for our stance, we will do - and are authorized by imperial orders - quite literally anything to acquire certain articles of historical significance if we are unable to create or loan it, and so we, therefore, operate free of government edicts and certain policies, despite being a government agency ourselves. However, there are a few conspiracies that we would like you to disprove, both for the sake of understanding and curiosity. These, of course, come from anti-Bene Gesserit nations, and hence we are extremely doubtful, especially in the case of The Soviet Republic of Kaitaine. As I'm sure you know, communism is an extremely sensitive topic to those of the Imperial Republic. Anyway, despite my doubt, do you use child soldiers? Is it true you attack civilian areas and kidnap girls for recruitment? And-"
Huadixue took a deep, irritated sigh and forced out the most outlandish accusation she had heard from the news networks of Mundus.
"-do you loan out children as prostitutes to foreign nations to garner politicians' support? I sincerely apologize for all offense this has caused, and can assure you that my entire team was equally humiliated and shamed to be the bearers of these almost certain lies."

Amy glared at Haudixue, it was rather insulting that she was having the answer for the actions of her faith in their own school. She stepped outside and had a word with the staff running the section of the library.

Five minutes later the door opened and Amy returned with four members of the Sisterhood each dressed in their uniforms. "Rather than hear it from an old woman who graduated decades ago you should hear your answers from some more recent graduates." She opened the door and left.

"I understand you wish for some assurances on our Sisterhood" the first woman spoke, she was wearing the black robes of a Mother graduate but the fact her hair had grown back and the gold circlet around her neck was gone showed that she no longer worked for them on a daily basis. "I'm Abigail Atreidesp" she introduced herself "Through marriage I'm going to one day be the Duchess of Atreides and I'm a Mother graduate, that means I'm essentially a Priestess." she explained. "I understand that you wish to know if we use Child soldiers? Then perhaps Rita can answer that."

A smartly dressed woman in a black military dress uniform began. "I graduated from the Cantabria Chapterhouse at age 18. Did I know about military tactics and practices? Yes most certainly. I was a brilliant marksman and I specialised in field medicine. But I was 18, no longer a child. I wasn't forced to go and fight anywhere, I could have walked away from the Sisterhood but I didn't. For two years I served as a member of the Fava families security detail and then was lucky enough to marry into the family. Out of my class of 38 graduates I kept in touch with them all, two are now dead, killed not in Kaitaine but on the streets of various cities around Mundus by members of the Kaitaine Intelligence Services. One of those agents is dead somewhere in Quintelia because they came for me. Out of the 36 around 10 left the sisterhood and two were deployed to Kaitaine earlier this year. No child soldiers there. East Moreland spout this over and over again. Some of our people went rouge and did them wrong, sadly the leadership of the Sisterhood at the time did little to denounce this and now where all in the mess because of it. We're no different while training here to things like the Air, Army and Navy Cadets oranisations of East Moreland." She finished.

Abigail waited for Rita to finish. "This is Nessa one of our most recent graduates as a Missionara." The young girl wore the blue tunic her hair scrapped back into a tight bun giving her a rather serious appearence. "You should tell them how you came to be in the Sisterhood" Abigail said.

"I was four years old when I walked through the Chapterhouse doors. I knew very little of anything except my Mum said it was important that I get a good education and that this place was where she'd been educated. Her mother was educated at the Chapterhouse in Achkaerin, I believe my great-great grandmother was an escapee from Kaitaine but was a Truthsayer." She began. "The fact you think people are kidnapped is ridicoulous" she said rather disparagingly. "Where are all the reports of mass child kidnappings across Mundus? The earliest any child can start here is four years of age, I can remember things from when I was four, like the teddy bear I got given as my first Chapterhouse friend when I arrived here. If I can remember that far back I'd be able to remember the trauma of being taken, speak to any girl there is none who will have any recollection other than entering a Chapterhouse by love." She thought for a moment, "As for attacking civilian areas I assume you mean Secundas, lets think this through" The Missionara logic was coming across, "Secundas is some few hundred miles South of Seitch where the Free Theocracy is based, its a heavily defended garrison town and there are like with all settlements in Soviet Kaitaine regular military patrols. Even Pravda doesn't report a herd of Truthsayers appearing out of the desert and attacking the city, the people of the city attacked the city......that should tell you something. We don't attack civilian areas, the civilians raise up and take back their homes and if we can we'll help them." The youngster looked across at Abigail who nodded happiy with the answer.

"Now you ask about Prostitues." Abigail shook her head as she spoke. "You refer to our Honored Matres, Keeva here is like Nessa a recent graduate. Are you a Prostitute Keeva?" Abigail watched as the young girl dressed in the figure hugging red uniform blushed.

"No I'm not" Keeva said firmly, "I'm an Honored Matres, someone the Sisterhood believe has the potential to help bring about the creation of the Kwizach Hadrach, the Supreme Being." she smiled now. "Can you imagine what that feels like?" she looked the guests firmly in the eyes. "Me, a 18 year old girl from Seitch, a refugee of a Bene Gesserit couple who wanted their daughter to live where they could express their faith. I'm not a noble like Abigail or Rita, I have no family connection to a Holy House like Nessa. I'm the daughter of a family still in Kaitaine. I haven't spoken to my family since I was nine years old except my little sister Jennifer who is studying in Cantabria. The Bene Gesserit Sisterhood is my family and they believe that out of everyone who comes to the Chapterhouses other than those with bloodlines of the Holy Houses that I am special. You get monarchies around the world making arranged marriages where both parties realise its not for love but for the betterment of their people. I'm like that, I know I will not probably select who will be the father of my children but I trust my faith to do the right thing and allow this poor refugee to help bring about greatness. I'm no Prostitute, I'm not using my body to win political favour. If everything goes to plan I'll have sex with just one man my entire life and raise numerous children for them. But just like the others here today I could have walked away the day of my graduation and not put on the red uniform."

"Does that answer your questions?" Abigail said taking hold of Keeva's hand reassuringly. "Any more questions?"

Huadixue bowed deeply, a symbol of sincere respect and utmost apology among the people of the Imperial Republic. He quietly rose and turned to her team, speaking in rapid-fire Chinesch-Deutsch.
"As we suspected then. Just the usual propaganda. Tell the Prince Regent to refrain from calling up Wilderjaegern. No need for violence, for our fears are misplaced."
She turned back to the members of the Sisterhood, bowing as she did. "I apologize humbly. I do believe that resolves our issues, save for one other. Is there, by any chance, anything you know about the Soviet Republic of Kaitaine that would confirm them as true communistic butchers, as the Oriental Commune was?"



Behind her, Paulus tried to block out the memory of the work camps he had both liberated and witnessed. He failed though, to bar the one memory that rose when he looked at the red uniform Keeva wore.

He no longer was in the room. He no longer saw Keeva. He was in 1963, when he was young and fit for field rescue duty. He only saw the bloodied coat of a young girl. There was no one wearing it, but the missing bodies of its owner's family around the coat told him that she had been dragged off. A trail of blood led to a blackened pile of corpses.

He blinked, and was back in the library. His legs felt weak, and he nearly collapsed under the weight of his datapack, if not for Wernher catching him and pulling him back up.

He opened his mouth as to utter an apology, but he was only able to weakly cough.
 
He coughed again into his arm, then finally managed to speak.

"Sorry. I... I got a bit dizzy. I'm a bit due for my age."

It was Keeva who answered Huadixue, "My family smuggled me out of Kaitaine when I was 8 years old, the fact someone feels the need to risk their childs life to get them somewhere safe should tell you everything you need to know about the Soviets" she said harshly, Rita placed a reassuring hand on her arm.

Rita took over, "You've just got to look at the recent incidents in Secundas, if you believe Pravda they executed convicted terrorists in the aftermath of an uprising. Our sources tell us it was a slaughter, every man, woman and child who got in their way were killed. We've records of a 14 year old being shot in the back of the head after being found in a house a member of the KDF had claimed to be shot at from. But the issue is this, as much as Pravda is propaganda the world could argue the same about our media publications."

Duchess Louise began to explain, "You see the issue is us getting evidence out, we need to smuggle people in and information out, that's hard. As such we've lots of stories, data and the like stored in Seitch that could be confirmed, but we need to get it out and thats hard. We also can't get independent observers in and we really wouldn't want to, the environment is hostile and we don't want dead journalists on our hands." she explained, in truth she knew that the Truthsayers tactics were borderline in terms of acceptability themselves and having outside eyes looking in on them wouldn't be neccessarily a good thing.

As Paulus seemed to zone out and then complain of being dizzy it was Rita who stepped in, she was a trained medic with the Truthsayers and she spotted the tell tale signs of some kind of episode. "We've a basic infirmary here, perhaps you'd care to let us check you out. I mean its no hospital, mainly hockey injuries, a few sickness bugs and thats about it but we've an actual doctor there?" Rita offered.

Huadixue quietly doubted the Duchess's words, but nevertheless, nodded her understanding. She made a mental note to request an expedition to the contested war zone as soon as she got the chance. She was about to reply when Paulus suddenly stumbled, Wernher hurrying forward to catch the elderly Watcher-Librarian.

She immediately stepped forwards and relieved his datapack to ease the weight, just as Rita made her offer to help.

Paulus shook his head, and replied, "I am most certainly fine, but thank you. Do forgive me. Er... maybe we should get on our way? I don't want to keep everyone waiting."
