To:- His Highness Prince Joshua

I am writing to you following my recent meeting with your acquittance Tim Carpenter while I was visiting East Moreland. I am aware that you do not know me. My name is Anna Davidson and I am the Duchess of Wellow, I also currently have the honour of being the Lead Sword of Bakkermaya, a role that while mainly ceremonial requires a significant amount of time away from my homeland of Wellow. I am therefore currently in need of a Governor for my island while I am away because of my duties. It was my desire for Tim to fulfil this role as I wish my Dukedom to develop internationally and wished for a strong experienced diplomat as well as a follower of the Cult of Helus to take the reigns in my absence.

I would be willing to offer you and your family a home on the island of Wellow fitting for that of a Governor in addition to a salary befitting the role. It would also be my hope that should you enjoy your time on Wellow the house would become the property of the Rhodes family sealing a friendship between Wellow and Seaforth.

If this is something you would consider and are interested in I would like to meet you in the city of Wellow, from where the island takes its name. This will give you an opportunity to ask any questions you may have, explore the island and at the same time allow me to assess whether the Governorship is in safe hands.

Forgoing his usual military fatigues, Joshua Rhodes sported a well cut suit for the exploratory interview. He was quite intrigued by the invitation and he came on the strength of his own curiosity, the call of Helus and the word of Tim Carpenter. Eschewing the formality of an official party, Joshua travelled alone except for his aide de camp and his security detail...and Frossaj. The Helite God of Justice shifted in his seat next to Joshua.


"It's too damn warm here." Said Frossaj. "I'm sweating my bollocks off."

"It's not that bad." replied Joshua.

"The hell it isn't. Why do I have to suffer because Jekar's donkey wallopers can't read a damned map. They weren't even close to going in the right direction."

Joshua chuckled and rolled down the power window, smiling at Frossaj.

"That's not going to help you twit. It's warmer outside than in."

"I like the sea air."

"Crazy Seaforthians."

"Could be worse. I could be talking to the God's"

"Ha ha. Very funny, you little shit. Now listen. I don'y know what the Lead Sword has in mind for you, but this could be an immense opportunity for the Cult of Helus. The beginning of a union between the Eldest Sons, the Lost Sons and the Born Again Sons of Helus."

Joshua turned from the window, fixing Frossaj with a look and raising a questioning eyebrow.

"Not literally, you idiot. A union of faith. Now listen close to the Duchess. Ask your questions and weigh her words. Perhaps it is not time for this....but perhaps it is."

The SUV pulled to a stop at it's destination. Joshua and Frossaj exited at the same time; Joshua fixing his suit jacket and walking up the steps to the meeting place, while Frossaj walked to the rear of the SUV and continued down the street and into a crowd of people oblivious to his presence, though one man corrected his dog for barking at nothingness.

Anna had gathered together her Ducal Council, the six elected officials and herself ran the day to day affairs of the island and Anna traditionally had taken a rather hands on approach. She'd been encouraged by Sir Peter Henderson to give them more responsibility andthe  tall greying 70 year old former Horseman who represented the city from which the island took its name kind of had a point. Anna wasn't really a political figure she was more a figure head and while she wanted to keep busy it was best she delegate some of her powers. The problem was for the next 12 months she'd be largely gone on various trips with the Grand Duke, it was a golden oppurtunity to learn the big job of Grand Duke and put her homeland on the map.

Anna was rather looking forward to the meeting and meet Joshua at the top of the steps. "Thank you for agreeing to this meeting." she escorted him through the garden and to the patio at the back where a large table waited. "I thought it would be good for you to get a handle on Wellow before we sit and discuss the offer I'm considering. I mean if its too warm for you then perhaps you'd not be up for the job." As they rounded the side of the house the quiet chatting of the six councillors came to ear. "The Ducal Council are like my little Parliament, between the seven of us we can set economic policy, education policy, health and various other areas." She waited for each of the six to introduce themselves, the last being Peter Henderson.

"Your Grace" the older man extended a hand, "Welcome to Wellow. I have to say when The Duchess here explained her crazy plan of recruiting a foreign Governor type I was worried, especially when I thought we may get that hippy Carpenter, but a armour veteran I can live with" he pointed to his veterans badge of the Horseman of Jekar, "We may have only had little tanks but Helus knows I loved the excitement, still its all flashing lights and computers now" he seemed a little sad at the thought of the mechanics of it all going. "Please take a seat." he offered Joshua the seat next to him.

"Now I know you probably have as many questions for us as we do for you" Anna took over, "But I thought if we started with some background. Wellow is the largest of the Bakkermayan islands, we have a population of just over 4.5million of us. Ethnically we're a wonderful mix of Morelanders, Paracambians, few rouge Lodjains too. Religiously we're roughly 60% Cultists, 30% Helusan, and the rest are a mixture of Vodou, Rastafari and a few Christians, we've even a small enclave of Odinists down on the south coast. We've a decent tourist industry, I mean who doesn't like a nice warm beach. We've also got a mixture of some older established industry such as some cotton farming and coffee, but we've diversified in the last few years into things such as software development, micro-electronics and the like. The average household incomes around $41,000 but cost of living is relatively low. So anything else you'd want to know?" Anna poured him a glass of iced water with a sprig of mint floating in the jug while she spoke.

Joshua shook Henderson's hand.


"The Rhodes have been armour for a long time, since the first tanks in fact. Andrew is the renegade, choosing Infantry, but he was always a little odd." Said Joshua sitting down. "You get used to the lights and at it's heart, it's still a driver at the yoke and a gunner with a trigger. War changes. Warriors stay the same. I daresay there was even a time when warriors thought horses were good for little more than running messengers and carrying the shield wall to the battlefield. The Horsemen of Jekar showed them differently, eh?"


Joshua listened as Anna briefed him on the demographics of Wellow comparing them to his own mental notes. Joshua wondered at the close comparison between the Seaforth's own Royal Council of seven Dukes and the ducal council here in Wellow. When she had finished, Joshua smiled and drank down his water.


"I'm quite enjoying the weather here, usually when I'm in a place with weather like this I'm on deployment. I do have questions, however. The first being why a foreign goverenor? What will that gain you that one of the surely capable people of Wellow cannot provide? The second immediate question is what will the roles, responsibilities and authority of my position be? I would make a poor figurehead or ceremonial governor and from experience...responsibility without authority is often disastrous. "

As Duchess it was Anna's place to respond to Joshua. "The reason for a foreign governor is simple really once you understand Bakkermaya. We're a nation keen to be seen on the international stage more than we have been. I suppose historically you can say the Six Dukedoms has kind of always followed East Moreland but a little behind, they end their abscence on the international stage, we do but sadly about a decade later. Now here in Bakkermaya we want to close that gap quickly, that means learning from the experiences of others. People like myself and Henderson here haven't had the oppurtunity to deal with the worlds leadership. Now as Wellow has the oppurtunity to make contacts around the world to aid us with certain issues and investment an experienced foreign diplomat can open new doors. Take for example if I'd have appointed one of the members of the Council as Governor while I'm Lead Sword, they are unlikely to have the Empress of Rokkenjima's phone number in their address book, I suspect you will have. You being governor will open more doors for us internationally, and once those doors open the Council and myself will need some solid advice. As for the role, well its a new one so I guess we're kind of making this up as we go. What I had in mind was essentially two main tasks, first overseeing the Council, making sure for example if a hurricane hits Wellow that's what their discussing and not something unimportant. The second task would be to approve or veto legislation made by the Council. Those would be the day to day matters, beyond that it'd be a case of being the figure head of Wellow, getting us noticed around the world etc. Now I'd still be around occasionally but for my duration as Lead Sword I'd hand over my power of veto or approval to you. The only other real authority you would need would be to call for elections which are technically three years away, however should something happen like for example one of them get hit by a bus, you'd have to run that process. So essentially it means you have the final say on education, health care, taxation, trade, immigration and a few other small bits and pieces for the island. As the Council is made up of six people and you're chairing their meetings you also get to tie breaking vote if ever its needed. I hope that answers your questions?" Anna asked.

Anna looked around the table they all knew she'd more or less made up her mind since returning from visiting East Moreland, especially considering the reference. "I think with what we know and what we've seen here, added to that the glowing reference from a certain Mr.Tim Carpenter that we've got the man we need, so if your happy I'd like to name you as Governor starting from as soon as you're ready to move into the old Militia Commanders house, its been used as a kind of guest quarters for VIP's for about fifty years since the militia's became a little redundant. Its large enough for your whole family of course and we'll make arrangements for a car to be put at your disposal." Anna placed a key on the table, "Welcome to Wellow Governor" she said extending a hand with a smile.

Joshua took Anna's hand and shook it warmly, excited to start a new chapter...well, maybe a sub chapter...in his life. He knew Evanthe and Josiah would be just as excited as he was to move to Bakkermaya.


"I'm excited to work with you and the Ducal Council. I know Evanthe and Josiah will love their time here as much as I. I will need a short time to select a replacement for myself in Somerset. As Duke of Somerset I was both the head of the civilian government and Military Commander. It's a unique position and thus it's a short list of qualified people, all of which I know very well. I expect to assume my duties here very shortly.
