Declaration of Sovereignty

Since the earliest records began the people of the Alucard Sea have lead an existence unique to Mundus. Our faith teaches us that water is the source of all life and that the earth that reaches forth from its life giving waves is evil. For as long as anyone recalls we have therefore living on our boats travelling the relative safety of the Alucard Islands, we then have had land dwellers from Paracambi, Bakkermaya and Lodja spread into this region establishing their fixed lives. As such they have claimed these islands and waters which we call home and now we find ourselves denied access to our ancient fisheries, the islands that give resources we need to survive. This prejudice we face has lead to our nine tribes joining together and establishing the Confederation of Water Nomads. I have been elected as High Chief of the Confederation for the next 4 years and each tribe shall appoint someone to sit on our council. We therefore claim nine of the Alucard Islands as our sovereign territory and call for the international community to recognize our rights as a sovereign nation.

The Empire of Paracambi does not recognise the existance of this so called Confederation. We have always tried to allow the Water Nomads to live their life according to their own faith, traditions and culture. They have been provided ample oppurtunity to become active and productive members of our Empire and that offer remains open. We shall help any water nomad who wishes to establish a home in Paracambi do so. We also however retain full rights to our territorial waters and EEZ as laid out under the Fair Seas Concord as well as long standing understanding between Paracambi and Bakkermaya.

Since the creation of the Grand Duchy of Bakkermaya we have always done our best to be respectful of all those residing within our borders and that includes the Water Nomads. Sadly the people of the various tribes have failed to integrate into society. The islands which they occasionally reside on are split between the territorial waters of Bakkermaya and Paracambi and that is assured through international law. Bakkermaya will however not interfere with the groups movement or habitation on these islands in so far as it does not hinder commercial shipping nor pose a threat to good law and order or national security.

The First Empire has long held that all People’s hold an inherent right to self-determination, granted to them by their Creator. Therefore, let it be known on this 17th day of April, that the First Empire officially recognizes the Confederation as a sovereign state.

His Majesty's Government formally notes that the Kingdom of Dartfordia will not be recognising the Confederation of Water Nomads, nor any of its tribes, as a sovereign entity.

While the Government fully supports the right to self-determination, the islands claimed by the Confederation are regarded by Dartfordia as being part of the long-term sovereign territory of the Empires of Paracambi and Bakkermaya. This is therefore an internal matter for the respective governments.

The Achkaerinese government while recognizing the uniqueness of the Water Nomad people does not recognize them as a sovereign state. The reason for this is quite clear - by all accounts the islands in question here are situated within the EEZ's of the sovereign states of the Empire of Paracambi and the Six Dukedoms of Bakkermaya by any interpretation of international law these islands are therefore as it presently stands the sovereign territory of these two nations. To recognize this Confederation as a sovereign state would be the equivalent of saying that you can turn up in someone else's country, plant a flag and say "mine." States should think very carefully before setting that precedent and should consider whether they truly wish to see one of the international treaties that many nations laud applied in such a manner as this.

The Emperor believes that both the Emperor of Paracambi and the Grand Duke of Bakkermaya are reasonable men and are more than capable of working out an agreement with the Water Nomads that is acceptable to all concerned.

I, as someone who is in a nation that was colonized, brutalized, and taken over by an empire from Albion, do send good wishes to the High Chief and his constituents. Personally, I would like to support the Water Nomads as they have the right to self-determination, however, as to be in the good graces of Bakkermaya and Paracambi, I shall not recognize these islands and I advocate for all three of you should meet and be able to work out an agreement.

I would like to express my utmost support towards the Water Nomads and their independence. Shall Paracambi or Bakkermaya provoke the Confederation with military action, we shall reciprocate and support the Confederation militarily and financially. People who have lived on their lands and waters for millennia should be recognized and should be given recognition as an independent nation.

I, President Dominic Colbert of Pardclinnia, would like to support Bakkermaya, and to a certain extent Paracambi, against these Water Nomads. It is without question that these peoples have lived in the waters and islands the two nations claim, and so is the fact that Borlanders have also lived in East Moreland or the fact that Bene Gesserits have lived in Seitch, both of whom are internationally recognized terrorists. If the Confederation of Water Nomads ever involve themselves in any military action against Bakkermaya or Paracambi, Pardclinnia shall be ready to support, although I imagine taking down such a small group would be fairly easy.

Having seen two nations support the claims of the "Confederacy of the Water Nomads" I must on behalf of the Six Dukedoms of Bakkermaya register my disgust with those nations who have granted recognition.

The roamings of the Water Nomad stretch some 4,000 or so kilometers and incorporate many islands. While so far they have claimed dominion over just nine of the potentially 100 or so that make up the Central Alucard Island Chain[1] this move of granting them recognition is likely to embolden them. The recognition of these islands as a nation will also embolden others, I feel the need to remind the international community of its reaction to the High Rock incident. In that incident an individual claimed a single to own a small natural island as its own territory. This island was then declared, in the same manner as how the Confederation has now, to be a sovereign nation in that case the nation of the Kingdom of Borland. At that point no nation supported that claim of sovreignty therefore a precedent was set that no individual or group of individuals may take up residency on an island and simply declare it to be a new nation which disrupts the EEZ of several other nations. If Rokkenjima and Lakhzovia had their way the livelihoods of many Bakkermayans, Paracambians and potentially Lodjains could be endangered. You are also sending the message to other groups that merely stating they are a nation is enough to grant them a place on the world stage, something both nations have opposed in the past. We recognize that the Water Nomads are a highly unusual case however that does not make them an exception to international law. The waters in which the islands exist have, ever since its existence, been contained within the waters of the Bakkermayan and Paracambian control according to the FSC. This is a key document that is a cornerstone of international law and I am frankly concerned to see Rokkenjima and Lakhzovia so willing to rip up this document.

Any of the Water Nomads may claim Bakkermayan citizenship and all the rights, privileges and protections that brings. We shall not condone any encouragement of the taking away of Bakkermayan waters in what amounts to an annexation.

The Kingdom of East Moreland recognises that the people of the Water Nomads tribe deserve to be able to live their life according to their traditional ways. From our dealings with Bakkermaya and what I have heard of Emperor Benson of Paracambi I believe neither leader would seek to deny people this oppurtunity. As such I find it impossible to support the claim of sovreingty by this "Confederation" and I strongly urge the international community not to give certain other groups whom have tried similar things in the past a precedent.  I further condemn the response of  Republic of Socram and Sarandib whom are stoking the fire of this situation with promises of military support in a situation that requires none.

Under the FSC the waters these islands sit in are the EEZ of Bakkermaya and Paracambi and should remain that way with the Water Nomads granted protection by these two nations.

OOC- Paracambian navy is making patrols in their EEZ stopping the water nomads landing on any new islands. Paracambian navy will not permit a meeting in their EEZ of the Water Nomads and any nation. Paracambi will also have its navy on standby following the statements and threats of military support from Socram.

The First Empire shall not be taking a position on the declaration of the Confederacy, and views the situation as one best handled as an internal matter for Bakkermay and Paracambi, respectively. I would however caution foreign powers against a reckless course of military “support” as it presents an unnecessary escalation of what is very much an internal matter of the respective nations involved.

Whilst the government of the Most Serene and Celestial Empire is a proponent of a people's right to self-determination, however we cannot support such a unilateral decision as it sets a dangerous precedent in the modern age. We must urge the Water Nomads to seek to exhaust any and all potential avenues for resolution to this conflict, but at present the Most Serene and Celestial Empire cannot recognize the self-proclaimed Confederation.

The Water Nomads called it Ishana, it was one of the nine islands that their High Chief had claimed for them several days ago, to those onboard the floatilla the macinations of various governments around the world was a mystery all that Renten Chajon and his group of four boats knew was that Ishana was a place where you could stock up on fruit without having to venture far inland. Inland was were the evil was, it was a home to the spirits who wished to drag the harsh unforgiving rock from the life giving water. The boats stayed together as they headed through the calm crystal blue waters of the Alucard, no maps or charts just an ancient age old knowledge passed on from father to son, mother to daughter just as it had been for as long as anyone can remember.

As the floatilla rounded the headland it was there waiting for them a giant grey monster just sat there. Renten made the children get below deck as they sought to sail to the closest part of the bay. He and his brother Notsersh dropped the anchor and then untied the small kayak that was towed along by the boat similar work was being done on the other boats in the floatilla and soon the four kayaks were heading towards the shoreline, it was only when they were almost to shore that Renton produced a knife and pricking his thumb allowed some blood to drip into the Alucard an offering asking the spirits of the sea to protect them from those on land. As the men nervously began to splash onto the beach the buzz of a motor boat filled the air and a group of two inflatable assault ships zoomed in and up the beach. Six men jumped out of each one and hurried over to the group of Water Nomads who looked at the men as though they were the evil spirits they expected to find on land.

Over the next thirty minutes the men who were now surrounded by Bakkermayan Marines the women and children left behind on the boats were screaming and crying as the soldiers tried to communicate with the Water Nomad men on land in broken Morelandish, using a radio they even tried Paracambian but it was a hard process that went extremely slow. Eventually they understood that they were under arrest, the island belonged to Bakkermaya and without being citizens or having the right paperwork they would not be permitted to set foot on it. The men protested naturally, they had been coming here for hundreds, if not over a thousand years without problem. The men explained that they were aiming on collecting food and instead of being allowed to proceed the inflatable motor boats ferried them to the Frigate moored in the bay before returning to the floatilla and using ropes towing the boats over to the Frigate, with much crying, screaming and yelling the women and children along with the remaining men were escorted off and taken below deck. There they were given a meal while a man wearing a shirt and tie called Suoyei Ashaz, a 25 year old who had left the Water Nomads with his family when he was 13 years old. He was now a Bakkermayan citizen and had been recruited specially for this task. He was able to speak a dialect that these people understood so set about explaining what would happen as the Frigate began moving. As he spoke with the Water Nomads each of them were photographed and their finger prints taken.

"These island here" he showed the family a map while they didn't use them it still made sense to them, "they belong to tribes called Paracambi and Bakkermaya. That means you need their permission to enter them. If you try without permission then you will be stopped like you have been today. You can get permission by filling in these forms. I can help you if you like." he produced applications to become citizens of Bakkermaya and understood these people would be illiterate. For twenty minutes or so Souyei explained what all that meant, education for their children, health care, protection of law, a whole host of benefits.

"We can not tie ourselves to the land, the evil will find us" Renten explained on behalf of his little group. His followers nodded their agreement.

"I've lived on land for 12 years and the evil hasn't got me." He hoped to act as an example.

"But you are the evil" Renten said matter of factly. "A spirit of the deep that has betrayed the ocean instead turning to the evil of land. You are sent to try and turn us from the path of the seas and for that you can not be trusted." For another ten minutes Souyei tried to convince them but to no avail. Soon after Renten and his group were demanding to be allowed to leave and so were taken up onto deck. The island was now a tiny speck in the distance and the families boats had been towed along with them the Frigates crew helped everyone back onto their boats and Renten noticed a series of boxes on his deck.

"Those" Souyei began to explain, "are boxes of dried fruit and other things. You open the top" he picked one up and began to demonstrate by removing a dehydrated apricot from the packet. "You then just add some water" he placed it in the palm of his hand and poured some water on some of which was absorbed by the dried fruit. "Or you can just eat" he picked a new piece out of the foil pack and began eating it before offering Renten a piece, cautiously he tried it and the nod he gave his wife seemed to indicate that it was good.

"Thank you" Renten said before ignoring the Bakkermayans and checking the rest of his boat.

Souyei had one last thing to tell the Water Nomads, "The marks of your finger" he said gesturing to the ink on his own finger where he had shown them what to do. "We can use them to tell we have meet you before. Every Bakkermayan boat will know we have meet you. If we find you entering a Bakkermayan island without permission next time you will be taken to prison on the mainland." The Water Nomads looked around at each other nervously but nodded that they agreed and soon the Water Nomads and the Bakkermayan Frigate parted company.

The Empire of Tamora has watched closely the development of the situation and hoped that the nations of Bakermaya, Lodja and Paracambi will show a reasonable attitude towards the Water Nomads and their request. Unfortunately, we have seen how one of these nations has shown “disgust” at the mere possibility that other nations would choose to recognize the sovereignty of the Confederacy of the Water Nomads over the lamentations of the three nations over how they risk losing part of their EEZ. One of these nations went so far as to compare the peaceful Water Nomads to the Borlanders in a desperate effort to gain sympathy from the international community and hoping we might forget just how rich these three nations are especially when compared to the Water Nomands. But more alarming than this is the campaign of intimidation going on against the peaceful Water Nomads. The Paracambi, Lodja and Bakermaya have mobilized their fleets against a handful of people with no weapons to even defend themselves. Lodja, with help from East Moreland, went so far as to mobilize a drone carrier against the Water Nomads. But the plight of the Water Nomads did not stop here, recently Bakermaya has announced its intention to arrest the Water Nomads for doing what they have done for countless generations: surviving of the sea. All these is done with the full knowledge that taking the Water Nomads on the mainland goes against their most dear religious beliefs effectively forcing them to go against their conscience.

The Empire of Tamora cannot remain silent as the three nations mentioned above continue to bully a helpless people and therefore has decided to fully recognize the Confederation of Water Nomads as a sovereign state, equal in rights to Bakermaya, Lodja and Paracambi. Furthermore, we ask the three nations to stop their aggressions against the defenseless Water Nomads and warn them that should they continue their actions they will find that more and more nations will show their “disgust” for their overuse of force and will decide to recognize the Confederation as mean to force them to seek a compromise with the Water Nomands. The three nations are respectfully asked to appeal to the international community for mediation with the purpose of coming to an agreement with the Water Nomads that will see their rights respected, their way of life preserved and yes also a EEZ to be given to them.

In the end we would like to express our admiration for the courage and resilience displayed by High Chief Vouto Rar in facing alone the combined forces of Bakermaya, Lodja and Paracambi. We wish the Confederacy of Water Nomads and its people a peaceful future and one that will see them preserving their way of life.

The nation of Paracambi will be immediately adopting the Bakkermayan protocol. We believe this is the correct way to balance both the rights of the Water Nomad to follow their traditional way of life as well as preserving the rights of sovereign nations and their people. By granting the Water Nomads citizenship of our nations they will not have any infringement on their way of life. There is no law that a Paracambian must follow that would restrict them from living on their boats and living off of nature. If they elect to accept visitors status they too will not be made to follow any law that infringes their way of life, save unless they leave the TUNA areas as this contains a customs agreement and certain goods may be restricted.

We reject the notions of Tamora that we are acting "aggressively" towards the Water Nomads, many have over time elected to take up a life on land and a full and respected members of Paracambian life. High Chief Vouto Rar is free to represent the voices of his people and should he feel his people need a grievance heard there already exists several avenues for this that he can take up. His initial statement talks of them finding access to their ancient fishing grounds restricted. There is no law in place that would stop an approved visitor or citizen fishing there and what the High Chief means is there is more competition for limited stocks of fish. The nation of Paracambi has signed the recent Environmental Treaty[1] which seeks to create protected Marine areas that will allow fish stocks to recover. The Water Nomads must realise that any measure designed to promote this restocking of fish must apply to them equally and so in effect we are protecting their future way of life.

We reassert our national boundaries, our rights and more importantly our responsibilities under international law.

Allow me to ask you, Emperor Benson II,[1] if I were to visit one of your homes and I were to stay for some time, say I came to fancy the woodwork, would you have any issue with me then denying you entrance, placing a fence around the fish pond and stating that which you may and may not do on the lands? Perhaps I could go further, arresting members of your family or citizenry? Your actions, as well as the policies of the spawns of Helus and his succubi, has made my decision that much easier to make.

The Kingdom of Clysperis hereby recognizes the Confederation of Water Nomads as a sovereign state, free to stand tall and proud as equals amongst those who come into their homes, steal the very waters which they depend upon, and then play themselves off as victims of "theft", as if the Peoples who came before them are nuisances. The Kingdom rejects the positions taken by the Spawns of Helus and the Heretics that they should be granting the Confederation anything; indeed, it should be they who approach the Confederation for considerations, concessions, etc.

I shall be considering all options to ensure the Confederation and its People are not made to suffer these unwanted guests who have overstayed their welcome and now wish to make the rules. The Confederation, having fished those waters for generations, undoubtedly is more in harmony with the ecosystem than those who came after and who bear ultimate responsibility for any disruptions in fisheries in the region. Statement from the Kingdom of Tytor

The Kingdom of Tytor views the current crisis with some apprehension.  There is potential for abuse from every side, and with the aggressive stance taken by some nations there seems to be risk of full-on war.  It would be the worst possible outcome for this to devolve into violence, but that appears to be the path some nations desire to take.  It is with great caution, therefore, that the government of the Kingdom of Tytor urges calm in this potentially dangerous situation.  We will not be taking a side in the disagreement; rather, it is our hope that things may still be resolved peacefully without resorting to arms.  To that end, His Majesty the King has authorized me to offer the use of his private yacht, HTMY Witch of Endor, as a neutral meeting place for talks between those involved in this crisis, if such are decided upon.  It is against the policy of the Kingdom of Tytor to meddle in other nations' internal affairs; we desire merely to help those involved come to a mutually-beneficial agreement without resorting to the bloodshed that has so marred the history of this world.

The nation of Bakkermaya once more reaffirm our claims on the territory we currently occupy as well as those waters granted to us by the FSC.

Furthermore we believe that there is nothing to discuss at this time. The Water Nomads have lived within Bakkermayan borders for centuries with no claims of sovereignty before now. It is well known that this group range on the islands between Paracambi, Bakkermaya and Lodja yet seemingly they only claim the islands located within the waters of Bakkermaya and Paracambi. The sole reason being for causing political mischief and this is something we shall not engage in. The Water Nomads claiming land is also something that the international community should also look at as a ploy. This is a group of people who firmly believe that setting foot on land is evil yet now seek to claim it once more demonstrating that this land grab is merely designed to try and somehow earn them concessions from international law. It is interesting to not that no nation has yet condemned members of this group for being involved in Environmental terrorism. There is a significant number of this group taking part in "Cyanide Fishing", the process of spraying the chemical into rock and coral crevices to force out tropical fish that can then be sold to the pet market. This process kills the coral and therefore destroys the marine ecosystem that this group profess to be connected to. Both our nation and Paracambi seek to protect the environment while the leadership of the Water Nomad have taken no action. Legitimising a "nation" willfully destroying nature while crying for them to be permitted to protect their "way of life" is naïve.

Should the Water Nomads have legitimate concerns about their treatment at the hands of Bakkermaya they have avenues open to them for these matters to be addressed already. There is no need to allow nations such as Clysperis, who refuse to recognise international law, to grandstand with their grandiose statements of people "overstaying" welcomes.

While we thank Sir Gregory Major for his offer there is no need for a neighbours foreign secretary to get involved in an internal matter. We firmly believe a solution already exists in the way that ANY Water Nomad may claim Bakkermayan citizenship and sail, fish and forage in our waters within the law. As a TUNA member nation citizen they would also be able to do this in Lodja or Bakkermaya for a period of 30 days. This solves the issue in our view.

The LMV Persephone was heading towards Wellow out of a Lodjain port, it was a routine run for the vessel containing LPG. It was a journey it had done hundreds of times before and the crew were looking forward to a short stay in Wellow once they docked where they would no doubt spend a fair bit of their weekly wages. As the ship made its turn to pass between two of the Central Alucard Islands they spotted a few other ships, again this was nothing unusual. The crew settled down for lunch with just the usual handful keeping watch as they pressed onwards through the crystal blue ocean.

A cracking sound filled the air as a small motorised boat approached from the rear, then a ping as a bullet hit metal. It wasn't an aimed shot as such, just a wild aim towards the giant metal ship. Soon the air filled with more as the boat got closer. This time they were aimed up towards the bridge where the helmsman and his collleague instinctly ducked as the glass shattered. For the next two minutes the sound of metal on metal filled the air as the ships made a circle around the merchant ship. The Helmsman found the captain come hurrying in and threw himself on the floor alongside them as more gunfire racked the bridge. In his dive he managed to grab the radio and from the relative safety of the floor put in an emergency distress call.

The Doomgiver sat only twenty miles away and was soon zooming towards the attack site. By the time they reached the vessel it was clear the small gunboat was gone but they'd been given a rough heading and a diverted maritime patrol aircraft. Soon they'd got the ship in their sights and began calling for it to stop. It refused and instead headed towards one of the small islands, the Doomgiver gave pursuit and soon found itself with the ship trapped in a bay the horns of which were flanked with cliffs. As Marines prepared to board a inflatable to deal with the gun toting Water Nomads rifle fire cracked from the cliff tops, they were extremely wayward and soon the Marines were firing back with added support from the Doomgiver's main guns. The whole firefight lasted twenty minutes and ended swiftly when helicopters with more Marines arrived. The Bakkermayans had two wounded Marines while this Water Nomad group had sixteen dead, including three children lying holding AK-47 rifles.
