The First Empire hereby makes known its severe disappointment at the decision of the Republic of Heyra to involve itself into the Merina crisis while denigrating the efforts of the Kingdom of Tytor to limit the risks posed to Merinians by a flow of foreign armaments into the conflict. As the First Empire has said before this is a conflict which the Council of Albion is best suited to address, with the native nations of Albion working with the Merinians toward effecting a lasting peace. This decision of the Republic of Heyra was taken with no consultation with the First Empire nor any forewarning that the Republic intended to dispatch the HA
Elysium to the region beyond that which was released through its Press Office.
The First Empire, which led the efforts which saw the birth of the Fair Seas Concordat, has thus far seen no cause for concern in the legality of the actions of the Kingdom of Tytor. The Kingdom of Tytor has an established history of contributing to causes of global peace and stability and a proven track record which should dissuade the concerns relayed by the Republic. Consultations with the First Empire on this matter, as opposed to the Republic's effort to impugn the Kingdom, would have yielded greater results for the Republic.
Given that the First Empire was not granted the diplomatic courtesy of the decisions of the Republic being relayed via the diplomatic channels which exist between our nations, I see no need to grant that courtesy in relaying the decisions of the First Empire to the Republic beyond the Imperial Rokkenjiman Office of the Press.

Elysium act in an aggressive manner toward forces of the Royal Tytorian Navy the First Empire will consider its obligations to the Kingdom of Tytor, through our long-standing allegiance and friendship
in addition to our joint obligations to the Cross-Straits Treaty, as taking precedence over the C.F.T. Rokkenjiman and Tytorian forces have bled together, and throughout the course of history the First Empire has known fewer friends more steadfast than the Kingdom of Tytor. As the Kingdom works with its partners in the Council of Albion to forge a resolution to the Merina crisis, the First Empire has made clear that we stand beside not only our ally, but their Albion partners in this endeavour as well.
That the Republic has taken upon itself to denigrate the Kingdom of Tytor without any consultation or advisory and is dispatching a destroyer to the region I am hereby ordering Vicegerent Ravenswood to conduct a swift review of that Treaty. The purposes of this review will be to determine whether it aligns with the values-based foreign policy of the First Empire, whether it serves the security interests of the First Empire and, finally, whether the Empress-Emerita sacrificed Rokkenjiman land and abdicated her duties to long-standing Rokkenjiman allies, friends and partners in the signing of the C.F.T. The Vicegerent shall bring his findings before Chrysanthemum Throne to present one of three recommendations: the continuation of the C.F.T. as it presently exists, the renegotiation of the C.F.T., or the withdrawal of the First Empire of Rokkenjima from the C.F.T.
The Empress Emerita was clear in her intentions regarding the C.F.T. in proclaiming that, once again, the First Empire was an Illumic power as she announced its signing to the world. This is a position which placed the First Empire on a course of opposition not only to East Moreland, but the nations of MICA and the Illumic Council who have worked tirelessly and valiantly in securing the Illumic and Mhorish in initiatives led by their respective nations. Indeed, the very signature of the C.F.T. nearly scuttled efforts by Rokkenjima and East Moreland to resolve issues and resume the path of partnership and cooperation they once enjoyed without doubt or question. While the Empress Emerita placed great value upon securing a naval base in the Illumic, perhaps a maneuver of hers to 'even the score' with the Kingdom of Seaforth, perhaps for other reasons, I do not see the sense in tarnishing Rokkenjiman relations with her long-standing, if strained, friendship with the People of East Moreland and the broader Illumic and Mhorish regions in the pursuit of that base.
Should the Republic of Heyra have a case to make why these decisions are unwarranted they may provide them for my consideration. In the mean time, the First Empire has relayed its decisions and will follow-up once the results of the Vicegerent's review have been relayed to me.
