It is with a great honour that we at the Office of the Secretary General of the Federal Republic of Jiāyuán invite your Divine Majesty to the capital city of Zhēnzhū. It is with hope that this opportunity would be used to normalise relations between Jiāyuán & Lijiang. We hope the meeting will prove to be most constructive. The Agenda will be as follows:

•   Drafting up terms for a potential FTA
•   Drafting up terms for a potential Extradition Treaty

To start with, however depending on how relations are later down the road we can talk about other possible means of building a more solid foundation for further relations. The Meeting will be at the Executive Blue Manor. However, a delegation will be meeting your Divine Majesty at Zhēnzhū International Airport at Terminal 5 which will be privately booked for both of our delegations to meet and be briefed.

Secretary General Guamin Cheng and Secretary of State Wen Yi-Mai wearing conservative business suits. Both surrounded by the Secretary Generals Secret Service. They booked terminal 8 for a private arrival which was away from the other terminals. They had black bullet proof cars parked at front side section of the airport away from the public. Both of them waiting for their guests.

Even from above it was clear that other than racial similarities there would be little to connect the two worlds of Lijiang and  Jiāyuán. The vast array of planes beneath them as they came into land was a stark contrast to the ones back home. Tielin II would have imagined that there were enough aircraft here for the airports back home to see business for days yet here they were gathered in one place. He had brought with him his wife Jing, the Dragon-Empress who sat on the opposite side of the small private jet they had used for the reasonably short trip. The only person comfortable on the flight and with little nerves about the meeting was the new member of Tielin's staff, Jin Odinsson, the former Prime Minister of Nya Aland. He had agreed to act as a kind of adviser to the Dragon-Emperor while also acting as a kind of mentor to young Prince Chun who about now would be sitting an exam on maths at his school. His father was getting concerned, schools in Lijiang ranked students, and at the end of the year students from across the Imperial Academies would all be ranked and Chun currently sat in the lower mid-table, not a place a future Dragon-Emperor would be in an ideal world.

The aircraft touched down and Tielin was followed by his wife and Jin as they made their way towards the welcoming committee.

They saw the the Dragon-Emperor and his staff and family walk own the terminal He walked up and greeted the Emperor with a customary bow. "You Highness. It's an honour to receive you. I trust that the journey was a pleasant one? I'm Guamin Cheng Secretary General of the Federal Republic of  Jiāyuán, and this woman next to me is Secretary of State Wen Yi-Mai."She replied "It is a pleasure Your Imperial Majesty. Empress Jing, its and honour to receive you as well. Welcome."

The Dragon-Emperor returned the greeting of the Secretary General with a bow of his own but not quiet as deep. "The journey to your nation was thankfully short. I am not a tremendous fan of air travel yet." He knew it was going to be something he'd have to get used to but having seen how some leaders across Mundus had luxury aircraft, essentially floating offices he would perhaps have to invest before long. "I look forward to seeing some of your nation today."

Jing meanwhile found herself with the Secretary of State, "Thank you for your warm welcome." The Dragon-Empress replied. "I hope you and my husband can make great strides today."

Tielin waited for his wife to finish talking to Yi-Mai and then spoke to both hosts, "Shall we head somewhere and begin talks?"

Secretary General smiled "Of course". They were directed outside to their transport and were driven through the city. Traffic was busy. The capital Zhēnzhū was a very busy city always building many things under construction with skyscrapers, and people always in a rush. However they took the quicker routs and pulled up to the front entrance to the governmental residence of the Executive Blue Manor.


They were then directed to the meeting room.


The Secretary General replied "Again your majesty, welcome. Before we begin, we have outlined the agenda that our government wishes for this meeting in the initial communique, however is there anything that you want out of this meeting?"

The difference between the two nations was getting ever more clear. Lijiang was a land where the cities were not hustling and bustling. Anyone fortunate enough to own a car would sail through the streets with ease. They'd been designed to allow the military to ride through on horse-back in wide phalanx's. Over the centuries the structures may have changed by the streets themselves didn't too much. Meanwhile Jiāyuán was a blur of hectic goings on. It just illustrated to Tielin how far apart their two lands were.

As they moved without too much pomp and ceremony to business it highlighted another stark difference between the two nations and Tielin prepared to get things underway. "For ourselves I think we would be interested in looking at ways of making sponsored travel between our two nations simple. We have a number of families who are likely to have moved here during the period of mourning, some two generations ago. Meanwhile we will in the coming years have people move the other way. I think it is important we have mechanisms in place that would allow this process of people visiting family, especially extended families, with ease. I also would like to explore a possible trade route idea, but this would be determined by your own first point, so perhaps that is the best place to start and should the conclusion of that point be agreeable then I can present our own idea."

Secretary General Guamin Cheng replied "Ah. It's rather nice you say that your majesty. I had a conversation with my Secretary of Commerce concerning such a proposal last week. " Secretary of State Wen Yi-Mai replied "Yes that was a comittee meeting with the Commerce Secretary as well with the Secretary of Immigration and Citizenship." Guamin Cheng responded "Yes, we agreed that a possible visa free program or some specialised visa access program?"

"For the part of the Majestic Empire we are not looking for total visa free travel. You see what we do not want is huge numbers of people flooding the nation. It is our desire that the Empire welcome back its lost son's and daughter's, not open fully for every person on Mundus to come in unannounced. As such what I am proposing is a sponsered visa system. Should a person produce evidence of ancestry of Lijiang then they will be granted a visa automatically so long as they have no criminal record. This will allow our diaspora an easy route home. Now if you're nation should elect to open up visa free travel from Lijiang to yourselves then that is an issue for you. I believe though a minimum should be that should any citizen of your nation invite a Lijiangian to your nation then they should be permitted to enter Jiāyuán without the need for a formal visa, so long as their trip lasts no longer than 90 days. May I get your thoughts." Tielin asked.

Secretary General Guamin Cheng Replied " Of course we can agree to that your majesty, so long as treatment is reciprocal. We can have a shared visa between us if that is the case we can let our immigration authorities working on that. If you wish. What about matters of trade, we have a framework in mind, that of free trade eventually, but as of now I wish to talk about matters of possibly lowering tariff and non-tariff barriers to trade, however the details of that policy we wish for input from your nation of course. "

"In terms of tariff free trade we don't at the moment think that is something in our favour. Our two economies are not equal in either value or capacities. We do not want our nation to become some tool to be manipulated by foreign powers. We can though agree to reductions in certain fields. Those that we do not yet posses much capacity in. For example high tech manufacturing is not something we are akin to at the moment so that would be an area where we would be interested in removing tariffs to ensure our people are capable of accessing goods like say laptops at as cheap a price as possible, however there are other areas such as food where such a move would not be in our interests."

Secretary General Cheng replied "Well I'm sure we can arrange something with our tech companies. Of course the agenda today is a kind to dipping our toes in water, so to speak. Lijiang is an untapped market, so sending laptops over wouldn't be a problem, however if we want to ensure that your nations manufacturing base is solid then the best thing to do would be to set up manufacturing plants in Lijiang which I can probably bring up with my meeting with the Secretary of Commerce and can arrange a meeting with the Chamber of Commerce as well, and there is no need to worry your majesty Agriculture is not on the agenda, we understand that agricultural policy is a sector that is too vital for this type of discussion. Back to tech manufacotring however we must gage what the economic policies and conditions that would effect Foreign Direct Investment and setting up manufacturing plants Lijiang, issues such as educational levels of possible workers? Any wage concerns? Tax Concerns? Any regulations on how the laptops would be made? Anything at all really."

" This is not soley about laptops but just an example of a product. My idea was to see a removal of tariffs in such a manner that we complimented each others economies. I imagined a deal where we would have seen things like agriculture being granted a low tariff on yourside while electronic consumer goods of many kinds would come the other. Now if you are saying agriculture is not open for discussion then how do you suggest we proceed?"

"Allow me to clarify" Tielin cleared his throat before continuing. "The issue with a total reduction in tariffs across the board is we put some of our economy at risk. You're a nation with access to more modern farming techniques, machinery, chemicals etc, your nations agriculture has seen lots of development over the last century. While in isolated pockets we see innovative farming in Lijiang much is still rather labour intensive done by family units. Therefore it is likely you can undercut our farmers on many prices. Seeing as the majority of Lijiang work in the fields allowing these cut price food products across the border without a tariff to level the playing field hamstrings our economy to your benefit. Meanwhile food produce going the other way is perhaps likely to be of a lesser standard in some ways, perhaps more diverse but our labour is much much cheaper. We though will not be mass producing and much of our export will be focusing on Midaranye. On the flip side you're manufacturing industry are likely to find little if any competition in Lijiang, so it is of no consequence to us if we remove tariffs on many types of manufactured goods. I however would not be willing to see tariff reduction going one way. So what this comes down to is if I am to allow tariff free, or reduced access to Lijiang for products manufactured in your nation what do I get in return? My choice would be that you remove tariffs on all processed and unprocessed food and drink from Lijiang. But I am open to suggestions."
