MICA/AKO/COIN/Wannabe's gathering over Heyra
« on: August 10, 2021, 09:48:56 PM »

To:-

King Andrew of Seaforth
King Rutger of Altona
Queen Karin & King Jonas of Hassfurt
Prince Vincenzo, Regent of Vaguzia
Grand Duke Hugo Lascelles of Bakkermaya
Royal Overseer Stanley Keyes of Eskdale
President Binyamin Elwes of Zimalia

Over the last few hours it has come to our attention that a crisis is beginning to materialise in our neighbouring nation of Heyra. Normally as this region contains several key regional organisations I would have attempted to discuss the matter through those however with these bodies having considerable overlap I believe a more productive use of time would be to have one meeting for those nations based in the region. I am also aware that several nations among you have been discussing potential membership of one if not more of the organisations. As a result I believe it is a good moment in time to show them how well our region can work together.

Should you accept this invitation please send a delegation to Ostlake as soon as possible. Arrangements will be put in place to allow, if required, extended stay for either all or part of your delegation. Time is of the urgency as it is believed violence is spreading throughout the capital of mainland Heyra.

May The Gods Watch Over You and Your Nation Know Peace

King David III of East Moreland.

David had wanted to get Therz to the meeting, or at least someone trusted by her and so had placed a phone call to his friend Alex Redfern. It was well known that Red Legion utilised a network of veterans who had settled around the world from time to time and surely Redfern would known someone. It had taken the trusted friend of the monarch a few hours but he'd tracked down Robert Grant, a former Sergeant who 20 years ago had undertaken some missionary work in Royal Seleucid, meet the love of his life and remained. He now worked for a business based in Meybad offering advice on security for a wide variety of businesses. His work often took him to Tamora and armed with Alex Redfern's message from King David he had headed to the gates of the Imperial Palace where Redfern had told him Therz was likely taking refuge. He showed the gate guards his Red Legion veterans ID and informed them he had a message for Therz and as per instructions he left it with them hopeful it would find its way to its target.

The message was simple, it told Therz of the time and place of the meeting and had the contact details of the former Sergeant. There was a plane marked as belonging to a company called Blade Enterprises, a cover company for several Red Legion operations in the past. If anyone dug down the aircraft would come out as belonging to a company based in Ostlake and involved in mapping of resources and other associated acts. It was on paper highly successful and coming to an oil rich nation would be no surprise. In truth however it was one of the old royal aircraft Ironside One complete with all its gadgets for security. It was flown by Alice Graham from the  Joint Forces Specialist Aviation Wing with Tom Barks riding shotgun as a steward.

They had no idea if Therz would accept the ride or invitation but either way it had been a useful exercise.

At Ostlake arrangements had been made at Ostlake East. It was one of the four bases that surrounded the lake from which the area took its name. Each of the cardinal points housed a base but East was the most presitious, it was the oldest, housed the Armies Officer Training School and a building known as the Roundal it was on the surface just a circular building with beautiful oak panels and a circular table. It was used only a few times a year openly, for a Heads of Forces dinner with the King, what it also had though was the only access to a seperate labrynth of corridors and offices used only during crisis if the King was in Ostlake. It had taken a few hours for staff to come in and clean things down ready for the arrival of what could potentially be the first foreigners to enter this area.

The other advantage of this location was that from landing their aircraft the visitors could be taken by car straight across to the Roundal and then down into the briefing room where the Morelanders were waiting.

The first to arrive received no fanfare or grand welcoming, this was not a time to celebrate but instead an Air Force Squadron Leader accompanied them into a vehicle which he drove himself. Upon reaching the Roundal he scanned his ID badge and where normally a banqueting table for eight would be waiting it was full of laptop using airmen with cameras and printers. "Sorry but to ease you're stay here we need to issue some ID" each person was photographed and handed a credit card sized pass which they were asked to display on a lanyard around their neck. "These will get you through all the doors here but also if need be over in the Royal Mess if you stay this evening." As by demonstration he tapped the card and showed them down a spiral set of steps until they must have been a good 10meters underground. They moved along a long corridor and then into a huge hall full of desks but with what looked like a glass box in the centre, it was there King David and the Morelanders sat waiting. The only thing breaking up the line of sight into the glass box was a few TV screens. "Welcome to Ostlake" David greeted the first person as they walked in.

Heyran situation made the Dual Monarch nervous. The nation sat southward from them and perhaps any over border issues could spill into Hassfurt. The King Jonas was determine that the nation would not find them having to deal with violence coming however Queen Karin was more hopeful solutions could be discovered. The Diarchy however did not know who to send as they did not wish to have both King and Queen go but despite the year of King Jonas on throne the two monarchs had not still developed a relationship of mutual supporting. The two of them had managed to agree that Guido Pfaff a man who was King's Consul and former soldier would attend.

Guido arrived in Ostlake thinking he would not have had to carry out such role in his life. Heyra was viewed as a slight corrupt nation but a stable one and they would not think to be discussing them in East Moreland. Pfaff had spent many meetings discussing military issue and so was good choice. Upon arrival he thought how like Dr.Who the arrangement was, small dining room at the top but maze beneath. Upon being shown to King David he bowed despite the Morelander not being as pure blooded by the Two Gods but he was a man worth of respect because of his nations standing. "Good Morning Your Majesty" Guido took a seat as he waited for others and the beginning of the event.

Duke Stanley Keynes was experienced in politics having been around the internal struggles of the United Kingdoms since leaving the military. He hoped that the internal debates and misunderstandings between the three Kingdoms would at least give him a useful insight into the world of Mundus wide politics. He had informed the three monarchs of his intention to come to the meeting but then had to deal with each of them either wanting to come in person or send a representative. In the end Stanley made the decision to go alone. He'd meet King David before on his state visit and that had seemed to go well and so having landed and made his way into what at first sight seemed an odd location for the meeting he greeted the host. He had yet to meet anyone formally from Hassfurt and he viewed the nation with some skeptacism based on their religious oddities. This though was neither the time nor place for those discussions although Stanley expected at some point in the future he may need to.Today talks would be on peace and stability in the region and as such he gave Pfaff a formal handshake, cheery greeting before taking his own seat.

The Grand Duke of Bakkermaya had been expecting a call from King David since he had heard of the situation in Heyra. He hadn't expected a kind of "mega-conference" though but nethertheless he was more than happy to make the trip. It was though his first overseas trip with his "Lead Sword" Elliot Larkwood. Hugo was slightly relieved that Larkwood was with him as the mountain of humanity was a former soldier and then had dedicated a lifetime to policing, both fields that would likely be of use during the next few hours.

Upon arriving at Ostlake Hugo wanted to go and see the Temple of Jekar that the city was famed for but the tone of the King's letter had made it seem the meeting was urgent and it was likely everyone else would already be arriving if they hadn't done so already. That being the situation the duo thought it best to go see the Temple after the meeting and so made their way to the Roundal and down into the briefing room that seemed like something from a political thriller. Hugo introduced Elliot to King David and everyone else before taking his own seat. "Ready when you are" Hugo placed his tablet computer on the table and waited for things to start.

The Altona's new monarch knew that the outcome of this meeting would be a really important one for his nation and therefore his people. Rutger was under pressure to come back having achieved something. What he was going to achieve though was somewhat unknown, security for Altona? Some kind of concession in return for support? Closer ties to his neighbours perhaps? Anything the media could be spun would be useful. He had brought with him the Junior Minister of Defence, Eduard Schnoor, a man that his brother Lukas has recommended for a role in the government and Rutger was almost giving a test drive to.

The duo arrived and crossed to the designated building. It seemed less regal than perhaps Rutger had anticipated. He had examined lots about East Moreland and admired the splendour of Northfort Palace or even Rockhampton Castle but this seemed a little, well minuscule. That changed once the full scene was taken in below ground. He wasn't sure Altona possessed such a complex but perhaps he'd change that upon his return. The only person he recognised was King David so he started by greeting him and then settled after introducing himself to everyone at one of the few remaining seats.

Barks swore slightly, his flight as a glorified "Trolly Dolly" had been wasted but he took the oppurtunity to relax with a glass of wine on the flight home.

With the pick up required from The Defence it was Robbie Peacock of Red Legion who was tasked with getting Anginer to the ball so to speak. An East Moreland special operations helicopter was dispatched, to the unknowing eye the aircraft was not dissimilar to one that would often visit the East Moreland embassy. Once it had put down Peacock and his three man team made their way in the ambassadors car to an agreed pick up point, got Anginer in the car and headed back to the embassy and via the roof off back to East Moreland. They landed at a military base in the east of the nation and from there Anginer was put onboard a more refined aircraft. The duo of old royal aircraft had been repurposed as part of the Joint Special Forces Aviation Wing inventory should the nation ever need a small luxury aircraft. Anginer would have about an hour to relax in the luxury of the aircraft while an Air Force Corporal served tea and coffee, they'd even found a few nice biscuits for the journey. Upon landing at Ostlake Anginer was shepparded over to the Roundal and down into its corridors.

The room was getting rather full but there was plenty of space for them still. The underground lair was a buzz of activity as outside the soundproof glass walls uniformed military staff moved back and forth carrying piles of paper between stations. David looked at his watch and figured nobody else was about to arrive and so checked his phone for the last few messages from various agencies who may be getting in touch but his entourage of the junior and senior Yacobs, Sir Harry Samuelson, Brigadier Kelly of Red Legion and Quinn Germaine his Chief of Staff. "Welcome everyone..." David began but was interrupted.

"Sorry....sorry" A large bearded man followed by a duo of  khaki uniformed Seaforthians entered. "Sorry David, we had a bit of a delay taking off." King Andrew Rhodes from Seaforth held up an apologetic hand as he slid into one of the empty seat. "Sorry I missed the champagne reception." He smiled as his duo of what were clearly army officers took seats next to him. "Hope I didn't miss anything."

"Not a thing" David was rather pleased Seaforth had turned up they had a long history of supporting East Moreland in the region and they'd carried out more combined operations than David cared to remember but as of late Seaforth had been going a little introspective. "As we all know the situation in Heyra has become one that is rather unpredictable and could lead to a rather disastrous military and humanitarian situation. I'll hand over to our representative from Heyra who I suspect can fill us in on the ongoing situation. Before I do that though I'd like to thank all of you for coming, it will send a message that we as a group of nations will not permit such instability in our region. I hand over the room." David motioned that he Anginer was free to take control of the meeting for the moment and took his own seat, his notebook open and pen in his hand.

David did not respond directly to the assessment by Anginer instead turning and having a few whispered conversations with the advisers that he had brought with him. "We have a similar issue here with that which is happening in Lodja, it will be difficult for our nations to distinguish between those who remain loyal and any who may be either switching sides or are caught up in the chaos. As such East Moreland will take up responsibility in the Heyran reaction area, it would be preferable if we could divide it with Hassfurt, we take the East, Hassfurt the West." David glanced across at t Guido Pfaff from Hassfurt to see if they'd accept.

"In regards to this arrangement I would suggest you inform your Navy that any of your Navies ships coming within 30km of a Morelander one will be considered hostile. As such for the time being it will be expected Heyran navy stay within you're territorial waters, any need for that arrangement to change we will only take communication from yourself." David hoped to minimise the risk to his own navy. "These measures should effectively prevent any rouge elements of your Navy doing any damage."

General Yacobs slid tapped a few keys and a map appeared on the screen. "This map shows how several years ago during the Academica Civil War the East Moreland missile defence system was able to intercept a missile aimed at Heyra. It was intended to try and spark a continent wide conflict. Following that attempt an agreement was reached that East Moreland would provide missile defence coverage over Heyra. This arrangement still exists and as such we have ensured that our systems give us pretty clear coverage over Heyra's urban areas." The map was left on the screen as King David began again.

"What we propose is that we turn Heyra into a no fly zone. We can utilise our missile defence system to engage if need be. Plus if ourselves and Hassfurt patrol we can again keep military aircraft out of the scenario. Again should there be a need for a flight Anginer here can contact us, we shall issue a callsign, a transponder code and a flight route, anything other than those flights will be considered hostile. With two of the three branches of military out of commission then we can see what path those attempting to take control of Heyra select. Does anyone have any other suggestions or comments?"

While King David had consulted with his underlings Rutger and his junior Minister of Defence did likewise, as the Morelanders ruler began to address the room they listened. It was only at the end that Rutger spoke. "I have a question." He felt himself almost raising a hand like a schoolboy requesting permission for something before stopping the almost invoulentary movement. "The East Moreland plan puts quiet a lot of focus on the role of Anginer here as representing the government of Heyra. Can we be sure though that the government they represent is also the one wanted by the people of Heyra? I confess I have less contact with Heyra than East Moreland but it is still a concern. With the intrigue and secrecy that Heyra has around parts of its business world can we be confident such issues haven't headed into their political circles. Before I commit to supporting no fly zones, imposing naval limits on a people and the like how can I be sure its the correct decision for Heyra?"

Rutger hadn't expected quiet such hostility from a simple fact gathering question. "You sit around a table a monarchy who literally fight to determine their ruler, a Kingdom of three rulers, a Dukedom where leadership is gathered from a select pool and several monarchies, including our host who did not even use democracy as any form of their government until relatively recently. You also sit around a table with a group of nations who were willing to help. If, in my role as King, I'm potentially being expected to send my military to another nation then I want reassurance that those men and women are not being used as some sort of pawn in a political game. You've made a request for Commando's, something we could have seen our way towards approving, yet instead of giving me assurance that our people would be acting in the best interests of Heyran's you choose to try and give me a lecture in politics." Rutger believed he had made his point, "I will naturally support the decisions of our regional partners but I am yet to be convinced that committing Altonan forces if required is a step I'd take."

Guido listened to the words of monarch from East Moreland. David had approach Hassfurt in friendship and Queen Karin in particular believe that he was someone who would try and make the Illumic better. Heyra meanwhile remain a enigma to many in Hassfurt. "The idea of no go zones is I believe a one of sense. What concerns me is we have no past of co-ordination between East Moreland, Heyra and us. We will provide, if Heyra request, planes for our side of the agreement. As for naval areas too we can support. It sound to me however that Heyra wish mainly East Moreland Red Legion for a building. If this is the case do we require such measures?"

Hugo had sat tapping his pen silently upon a blank notepad and looking at the maps on the far screen as the group had spoken. They stood likely to break down over the line of questioning and the rather undiplomatic response. Without looking at anyone in particular Hugo spoke. "In this scenario elections are pointless. All an election does is gauge on any single day in history which of possibly several choices the people find least detestable. One wrong move, one badly selected word or one misinterpreted gesture and even a day later the outcome of any election could be very different. All elections do is put someone in a position of power for four, five, ten, however many years and for the majority of that term the general population may regret their choice. What we need to remember though is it was the people that made that choice and they understand they have to live with it until they get that chance to change their mind. That can be by waiting out the governments term of office, or triggering whatever legal means that nation has." He spun his seat now to look at Anginer, "To my knowledge there have been no anti-government protests, no petitions, no calls for a change in government. All things I would expect to see if the people wanted a new leadership. As such we must take the stance that whoever has seized the Defence is doing so for some kind personal, maybe financial gain. As such each of us around this table must support the restoration of the good order Heyra once enjoyed. Now should Heyra wish international support in that restoration then they must accept that those giving it do so for the good of the Heyran people, so they have every right to question the idea of on this day would Heyran's support that restoration. My answer would be clearly they do as the lack of prior protests or outburst by the general public indicate no dissatisfaction. Should Bakkermaya be able to support an operation we will do our best to try."

David exited the room and motioned for Brigadier Kelly to follow. Through the perspex walls the others could see the King perched on the edge of a desk while looking at a screen that Kelly was pointing things out on. After around five minutes they returned and without anything being said by David the Red Legion commander took over. "No disrespect to the other nations here but I think this is a scenario that we need less nations involved in. As such what I propose is that Altona and Hassfurt help enforce the naval zones we've discussed, Hassfurt help enforce the no fly zone. I have a proposal however for both Heyra and the Grand Duke Hugo Lascelles. To Heyra we need specifications of the building, details of security, materials used in construction, utilities and the like. We also need as much detail of what's been happening there as possible. Now Grand Duke Hugo." Kelly turned to the leader of Bakkermaya. "I'm confident that Red Legion can carry this off unaided, however I'd like to see your Horseman of Jekar unit involved. They're a highly mobile light armoured force. I'd like them to make a thrust into the areafrom the west at the same time as a small Red Legion force gives the impression of a airbone landing via parachute in the area to the East. Then the real assault will come from a force that has covertly infiltrated the ground hours before hand and from the air via a masked helicopter incursion. That is what I would like but it depends on the Grand Duke here agreeing and also to what intel we get on the building."

It would take at least 48 hours for the Horseman to get their equipment for this operation into position to even begin this operation that the Morelanders had described. "There are two issues I see. The first is a question for our Heyran friends. That is how quickly you need this doing. We would take at least 48 hours to get into a position to begin. If time is of the essence then we may be out of the equation. The second issue is where we can get aircraft into. If we're heading into East Moreland then we've a drive across, if its somewhere in Heyra then we need to factor that in. The question therefore comes down to time. How critical is it?"

With the Heyran's feeling time was critical there was no time to wait for the Horseman of Jekar to make their way over with their equipment from Bakkermaya. A detachment of  Horseman however had been on exercise with the East Moreland Royal Marine Commando's and they would be making a very unique contribution to the operation. There had been twelve hours of intense briefing and a few drills before things would swing into action.

It was around 7am when things began to role. A group of four Jekar's Cloak tanks made their way across the border accompanied by five mobility vehicles and a handful of Roboguards The party crossing the border would look like a light thrust into Heyra but nothing too serious, the nature of the Jekar's Cloak tank's hidden missile system would hopefully give them more flexibility should they need it however they had orders to bug out at the first sign of any heavy resistance, this was merely a distractionary force.

About fifteen minutes later a flight of Dragonbreath fighters accompanied , Dragonbane II strike aircraft and a electronic warfare aircraft soaking in a range of intelligence while also playing out messages to fictional military units making advancements of their own. This show of aviation assets moving in to enforce a no fly zone was also giving cover to the group of Lifter helicopters flown by the Joint Special Forces Avaition Wing (JSFAW) who were today acting as taxi drivers for Red Legion. Over the previous twelve hours ten Red's had already made their way covertly into Heyra and taken up positions overlooking the target buildings. In their ear-piece they heard the calls of the incoming helicopters. Team Alpha and Team Bravo flew to positions to the East and West of the building and fast roped down to street level. As they did the cities emergency warning system came on as arranged. "Abi domum. Hoc non est exercitium" rang out in the area around the building. As the group made their way towards the ground floor entry points a third helicopter deposited Charlie Team on the roof via fast rope. Upon landing the first man was thankful they hadn't landed as had been discussed as there were signs of the roof having been tampered with. They'd have to get off the roof quickly and a pre-prepared shape charge against an access door secured that. As the boom from that explosion filled the air similar ones at ground level could be heard.

Delta team now waited eagerly overhead, they were the back up force ready to swing into action should the situation require it. The teams inside moved from room to room following the blueprints that they'd been provided with. Each room received a similar treatment, a flashbang thrown in through the door and then swept by teams anyone throwing down their weapons was swiftly handcuffed to something with plastic cuffs and their position called out on the radio, anyone wanting to make a fight of it got exactly that and as the teams began moving through the area was filled with the sound of gunfire. A few calls of Red Legionnaires being hit came in and the team working their way down found themselves getting bogged down in fire-fights and so from his remote HQ in Northfort Brigadier Kelly ordered Delta team to put half their troops on the roof top and soon the fresh 15 Legionnaires began to swing things back in their favour. The covertly inserted Red's providing overwatch from buildings opposite helped pick off people within the building when they could and after about thirty minutes of intense fighting the last remaining resistance was pinned down on one floor. It was time to end things and the troops took up positions to prevent escape but stopped fire. A radio kit was slid into area a group of those resisting had been defending and was set to broadcast. "We have you pinned down, we're giving you five minutes to put down your weapons and come out we'll not be asking again." It repeated several times. One or two Heyran's did exactly that and were quickly cuffed and taken away. A hard-core still occupied the remaining floor as the five minutes came to an end. At that point Delta teams Lifter helicopter descended to that floor its rear ramp down and facing the floor. WIth a flick of the switch a roof mounted mini-gun opened up spraying the floor with intense heavy fire. With perfectly trained co-ordination as the gunfire stopped more flashbangs were thrown into the corridors along with tear gas. The Red's moved in swiftly following and eliminated the remaining threats.

It had taken now close to an hour and with Delta Team now on the floor a defensive perimeter had been set up. Those who had been handcuffed to objects through the assault had been gathered together and had been lifted out by the various helicopters, they would be taken back to East Moreland for now where they could be questioned and then handed over. Meanwhile the injured had been airlifted out by a second wave of helicopters. Six Red Legionnaires were flown out on a separate aircraft heading not to Ostlake but to Aldfield having died on the operation. They had expected some casualties going in and now Brigadier Kelly hoped it would be worth it and that the neighbours could get their own nation back under control.

In a control room in Ostlake Anginer had been able to watch the whole operation alongside East Moreland's Minister of Defence, Sir Harry Samuelson. "So what do we need to do now?" The Minister asked the Heyran.
