Title: The Pharaoh Seeks Out The Flames Of The North

Emperor Peter,

I know that in the past I have made statements which have not been the most kind toward your Holy Empire, and the exchange between myself and your daughter was one I will remember for some time. Although we disagreed quite visibly she has a fire that burns within her that has earned my respect, perhaps my thoughts on that have led me to writing you.

I find myself in a difficult position. The rebels grow stronger as the days pass, my citizens in areas under their control face fates most uncertain and at the benevolence of Nekhtou, who has apparently climbed atop the rebellion as their "President" and who my father awarded for his viciousness against the Soviets. That same viciousness is now being unleashed upon my People, reaching even the streets of Khemnen, as well as upon my Armies, as brave and loyal as they are, they fight with equipment which breaks under the best of conditions. I fear, even with the support of Tamora, even if we push them from the cities, they will persist and stain the lands of the Kingdom with blood until the very last of them is slain. Nekhtou has found the confidence in him to approach the international community, which tells me he is confident in his position and, without any denial from the Rokkenjimans, I have to wonder if they truly are assisting their carnage of my Kingdom. Just as Nekhtou reaches out internationally I realize, so too must I.

It is true I have been wary of you, but it has often been our most powerful neighbours in the past who have posed the greatest threat to us. Given the present state of supplies and our morale in the Southern Lands if nothing changes I will be forced to announce a strategic withdrawal in two weeks time based on the 'optimistic' set of projections my Generals have presented me with. The "Likely" and "Realistic" projections are yet more grim. From there, the attacks on our faith, of Manists who reside in my lands and most likely Muslims as well (whom they view with such disdain, envisioning an eventual recapture of Abydos from the "Muslim hordes") I fear will only grow worse. If as to add insult to injury we'll be made to watch as our ancestors are defiled and our heritage is sold to the highest foreign bidder.

While I recognize I've given you no reason to help in this time, and the words of Nekhtou may taste temptingly sweet in comparison to my past words to your nation, he is not a man doing this for Clysperis or my People. In moments like these, I can see I have perhaps saw enemies where they may not have existed, blinding my eyes to the enemy I thought was within my ability to contain. While I cannot appear weak to my People, I can admit my errors to you and hope that my doubts in my judgement on your Holy Empire prove true. Not the best apology, though to be fair it is not a skill I employ often.

Akasha Di-‘nh-mi-Re, Sovereign of Sovereigns, Divine of Appearance, Beloved of Amun, Chosen of Ra, Lord of the Three Lands, Ruler of Justice like Ra, High Priest of Every Temple, the Eye of Horus, Satisfied is the heart of Ra.

Pharoah Akasha

I will admit this is one of the most surprising letters I have received in quite some time, a letter from a woman who has in the past decried my nation for doing the very thing that you now ask me to do. However I commend you for finding the strength to reach out before things get completely out of control.

I am not the sort of man who stands back while the innocent are slaughtered and subjected to all manner of things and I am certainly not going to risk the stability of the Northern Ocean by allowing an armed uprising to topple a legitimate government, and let's be clear a legitimate government is a legitimate government no matter how much people may disagree with it. No one should ever have to suffer the cruelty we see allegedly being used by the rebels and as a historian myself I am disgusted to see historic sites being looted for artefacts.

As such I am prepared to render assistance but I'm sure you can appreciate that further information is required, therefore I believe it would be appropriate for representatives of your military and intelligence community to provide material relating to the Confederation and what the current situation is on the ground. I would also suggest that you come up to Achkaerin to discuss in person the details of what assistance you are asking for because judging off what you describe it is going to be something in need of careful managing.

I understand that there's a rather interesting collection of artefacts from Abydos presently on loan at the Royal Museum in Valtheim if you catch my drift.

Emperor Peter Azurewind.

Akasha hugged Naser tightly before she boarded the nondescript plane, no time could be wasted in moments like these and she had set forth for Achkaerin with a representative from the Royal Clysperi Armed Forces and her intelligence service, each with information and documentation on the events which had transpired thus far. "Although it is not official yet I've left the Vizier with instructions to look to you, perhaps a test-run so to say," Akasha said with a smile. "I wish it was under better circumstances, however, I leave in your hands my precious Clysperis; look after the Kingdom and our People. The Vizier will be of great support and assistance to you."

When her plane touched down she prepared herself as best she could, knowing that recent times had left the Clysperi-Achkaerin relationship in less than an ideal state, but the letter she received in reply from Emperor Peter was perhaps a first indication that her initial positions had indeed been wrong. Weeks ago there had been projections of a bloody, but short, campaign to bring the rebellion to an end and restore order in the Southern Lands. Today, with the rebels seemingly gaining strength and assuming more functions of a traditional government, the situation was decidedly more dire.

She could appreciate the irony that she, in this moment, was without words as they disembarked the air liner to meet with the Achkaerinese.

This was unlike any meeting that Achkaerin had ever found itself involved in involving a foreign Head of State, there was no fanfare, no guard of honour, no Clysperi national anthem to greet the Pharaoh. Instead standing there waiting was Roslyn Williams (https://independentorder.net/index.php?topic=49.msg6871#msg6871) the Royal Liaison Officer. She had a relatively low profile so alone didn't really attract attention, she also had access to Cub One - the Royal helicopter which sat waiting behind her.

"Your Majesty welcome to Achkaerin, if you and your delegation would like to follow me." Alex said, she took them to the helicopter which lifted off on the short hop to the Marble Palace.

Emperor Peter (https://independentorder.net/index.php?topic=49.msg157#msg157) stood sipping a hot chocolate in the Marble Palace's small kitchen, well it was more of an open plan kitchen/living area at the back of the Palace, it was what the Royal Family and household staff used when there wasn't a formal banquet or event on. He didn't like situations like this, but he'd come to know that there were times when he had to do things he didn't like the problem was he'd been doing a lot of that lately. He looked up as the back door opened and Alex stepped inside followed by the Clysperi.

"Your Majesty." Peter said he shook her hand "If you'll come with me we're in the Round Table Room." he led the way down the corridor as he continued to explain "The Round Table Conference is essentially where myself, members of the Royal Staff and Household, members of the Military Command, Intelligence Community and Government Ministers meet when decisions on situations such as yours need to be made. Occasionally a representative of a foreign government has been invited into such meetings however during my reign I believe you will be the first Head of State invited in." they'd arrived outside two quite imposing oak doors engraved with the coat of arms of the houses of the nine sacred bloodlines in Achkaerin, Peter pushed them open revealing a room dominated by a round table in the centre and walls covered with various monitors and computer displays. Sat around the table were the rest of the Round Table Conference.

"Ladies and Gentlemen allow me to introduce the Pharaoh of Clysperis." Peter said he held a chair out for Akasha to sit at and indicated to her fellow Clysperi representatives where they could sit. Once their guests were seated Peter took his seat next to Akasha and then looked around the table "We all know what we're here to talk about. Therefore I invite Her Majesty to brief us on the situation at hand." he looked at Akasha "You have the room."

"Thank you," Akasha said as she motioned to images on the screens behind her.

"I will not waste your time with flowery words," she sighed. "Hours ago we witnessed an assault which proves the worst of my fears, that religious services would be targeted by the rebellion. Aside from the footage we have in hand of rebels removing artifacts from tombs in the South, just recently we've seen the so-called Confederacy launch an attack against one of our Temples, hanging the Priest while executing worshipers on the side of the street forced to watch him hang. In just two weeks, under present projections, my forces will be made to leave the Southern Lands to their fate under the rebels. This is not a scenario which I wish to entertain."

"With your permission my military and intelligence personnel have information on USB sticks which may be fed to your monitors. Documents, video, supportive evidence which points to crimes by the rebels in the lands they hold, including a religious campaign against the Congregation, Manists and Muslims. My forces don't have the tools to fight them, they break all too often, and I don't have the means to replace them. While Tamora stands beside us I fear that won't be enough. At this time," she paused, "the Holy Empire is the last nation we can call upon, the last line we can hold any faith in. Barbarians seek to overrun all we've built for their own ends, please, do not let them succeed."

"Sally?" Peter said looking down the table to where the Director of Achkaerinese Intelligence Sally Barkley (https://independentorder.net/index.php?topic=49.msg4575#msg4575) sat
"We have independent verification of the events described from our own intelligence." Sally said "Based on internet chatrooms, forums and social media posting before the event we're certain this shows all the evidence of a premeditated terrorist act, how much Nekhtou actually knew in advance or what part he played in decision making in relation to this we can't say."
"Ok then." Peter said "General Icerider you're the counter insurgency specialist, how do you do it?"

Sitting about a quarter of the way round the table from Peter and Akasha was Rhyth Icerider (https://independentorder.net/index.php?topic=49.msg3660#msg3660), she was instantly identifiable thanks to her more casual army clothes and sunglasses which presently sat on her blazing red hair.

"The first rule in a situation like this is to contain the situation and then starve the rebels of their supplies." Rhyth said "Doing that will require diplomatic work but I'm sure the Emperor will come up with something in that regard. My main concern at this point is the city of Ashsupis, Nekhtou is a military leader he'll know how to take that city Common Defence League or no Common Defence League. So first priority is getting the citizens of that city out of the conflict zone, meanwhile we deploy personnel and assets into northern Clysperis and set up a base of operations. We coordinate with other nations that are offering you their assistance. In broad terms we then start hitting the rebels to slow their advance and send special forces hunting the rebel leadership."

"On which note." Sophie Wall (https://independentorder.net/index.php?topic=49.msg2567#msg2567) said "We're going to need all the information you have on Nekhtou and the other people who are helping him lead this insurrection."

"Of course," Akasha said, "I'll see that arrangements in regards to an evacuation of Ashsupis are put into effect, a task which the CDL should be capable of assisting with. We've a host of military sites in the Midlands which would be prime locations to operate from and, if needed, my officers may provide a list to narrow that down to those most capable of perceived needs."

"Nekhtou, joined by a cartel of military officers who served in the Soviet occupation, have long been a threat to the Kingdom. Following the assassination of Ramses V I was next in line, and so strongly persuaded to secularize Clysperis and effect a program of changes they sought to make to the Kingdom. I relented, sacked many of them, yet they persevered in ensuring a handful of loyalists remained within the orbit of the Royal Clysperi Army. They seek the establishment of a secular Clysperis, one in which they may secure Clysperis' oil deposits. Why does it seem as it's always about the money with these types?" she sighed.

"They see our Faith as a stumbling block. While it may seem backwards to much of the internationali...." she paused to correct herself, "...connected world, our People have remained highly religious and still hold faith in the principle that the Pharaoh is not merely a political position of power, but one which represents the will of the gods. Indeed, as I flickered between this realm and the next the gods shared their wisdom with me as well as providing the tools and power to see Clysperis through these trying times. One such wisdom, do not look for enemies when the enemy is before you. Prior to this situation I saw enemies in lands such as yours, such folly will not be repeated."

"There is one other thing." Rhyth said from where she sat "A situation like this attracts a lot of attention on both sides of the equation. Nekhtou will inevitably have some nations throw him with him, we already know New Derusmia has voted to provide some support to his cause. Likewise I'm willing to bet that you'll be receiving offers of support from other states as well. So if we're all going to work together and coordinate then you need to tell us who is offering to help you so that we can ensure coordination in a manner where we're all working off the same page and not treading on each others toes."

"Meanwhile I along with the Minister for the Diplomatic Office will make contact with the other local nations and combine that with what General Icerider proposes." Peter said waiting for the nod from the appropriate Minister before looking at Akasha "Once we have that we'll let you see a draft of what we propose and then we'll enact it." he paused "Sally you know what you need to do."

"Yes Your Majesty." Sally said

"Naturally, the position of New Derusmia is somewhat concerning due to their SANE membership yet, thankfully, it seems the rest of SANE are avoiding the situation entirely. As for my Kingdom, we've the long public support of the Empire of Tamora while I've also received an offer of assistance from the NQF. I also believe that our regional neighbours, apart from Royal Seleucid, will be most likely supportive of the Kingdom over these rebels. Should any other offers of assistance be received I will certainly relay that information."

"I've informed the NQF that a base in the Midlands would be best for their proposed forces, while the CDL has established a zone in the Southern Lands for Tamoran forces to join up with them."

The look on Rhyth's face was priceless, the Pharaoh's words horrified her but also explained quite clearly what one of the failings of the Clysperi military was.

"Your Majesty with all due respect, we're laying out the playbook here, we're telling you precisely how we intend to defeat the so called Confederation. This is something that requires everybody working off the same playbook and you're now telling me that Tamora and NQF are in play, I don't know the composition of their forces, what their game plan is or what their rules of engagement are. So what I would suggest you now do is communicate with both of those countries and inform them that they need to meet with us and agree things such as the rules of engagement, the strategy and so on." Rhyth said

"I quite agree, perhaps Roslyn could show Your Majesty to a phone to make those calls." Peter said "Meanwhile the lawyers can quickly get their heads together with General Icerider and see what starting point they can come up with."

"Would there perhaps be a way, here, that we could invite them to our ongoing discussions?" Akasha asked. "Perhaps via video link, if that would facilitate addressing concerns and moving forward with efficiency?"
Title: Re: The Pharaoh Seeks Out The Flames Of The North
Post by: Achkaerin on November 17, 2019, 01:02:19 PM
"This isn't about addressing concerns." Rhyth said "This is about doing things in the proper manner, when decisions of this nature are taken they are taken while considering what best protects the civilians on the ground and what best minimizes as far as possible the risk to the people being sent into battle. Now not knowing what NQF or Tamora are doing or how they're operating increases the risk factor on both counts to the point where what Achkaerin would do and how Achkaerin would operate could very easily bring nations that are supposed to be helping you into conflict with each other."

"However now we know who else is involved we get them here and we hammer out a basic framework." Peter said "Cheryl contact the Tamoran and NQF embassies, tell them what it's about and ask them to have their ambassadors here in an hour please that should be enough time for them to discuss with the powers that be, do the same with Abydos, Vanora, Safraen and Lemenia. Roslyn call the hotel the Dragovah Imperator is staying at and ask him to be here at the same time."

Asef Karimi, the Tamoran ambassador to Achkaerin, was on his way to the meeting. He shared the opinion of Djerb that the Pharaoh made a mistake in approaching Achkaerin on this issue and opened the way for foreign powers to be involved in the affairs of MidAranye. The last thing Tamora wanted was for this to become a second “Celtic Protectorate” where foreign troops would be stationed indefinitely. He also wasn’t naïve, he knew that monarchs often said one thing in public when they are safe in their position but are quick to change opinions when their power is threatened. And right now Pharaoh Akasha rule had some serious opposition. So he knew he would have to thread carefully in the meeting and do a balancing act between Tamora’s interests and Pharaoh Akasha’s concerns.

He arrived at the palace and was escorted to the meeting. Once the entered the room he approached the hosts, Pharaoh Akasha and the other guests, presented himself and greeted them in a formal manner and took a seat waiting for the other guests to arrive.

Ambassador Lisa Taylor of Lemenia was a surprised by the request of the Achkaerin government as well as the proposed agenda. She didn’t expect an invitation regarding the Clysperis civil war and proceeded to notify her government immediately.
After a short talk with the President, she received the mandate for the meeting. Lemenia was in the middle of elections and the civil war in Clysperis was hardly an important matter back home that interested her government much. She would attend the meeting since refusing would be seen as an insult by their large neighbor but aside from that she didn’t expect Lemenia would have anything else to contribute.

She arrived at the meeting and greeted the host and guests. She wanted to start a conversation and break the ice but she eventually decided against it. She wasn’t among friends and all of them were either monarchs or represented monarchies and as such she expected them to be much full of themselves.

Imperator Magnus (https://independentorder.net/index.php?topic=1641.msg14498#msg14498) walked into the backdoor of the Marble Palace, being escorted through the kitchens towards the Round Table Room. He was wearing regular civilian clothes, and having arrived driving an Achkaerinese rental car. He had been advised by Roslyn that should he wish to come, he should attempt to keep a low profile. Given no one from his nation had been really seen in decades, it wasn't that difficult. Behind him, Julianos (https://independentorder.net/index.php?topic=1641.msg14511#msg14511) was following, also in civilian clothing. Being high in the Drovan Air Force, he was there to figure out their place in all this so that he could relay it to the authorities back home.

The walked into the Round Table Room and introduced themselves to each person in the room, finishing with Emperor Peter and Akasha.

"Your highnesses, it is an honor to meet you at last. Pharaoh, I am sorry to hear what is happening to Clysperis and hope that Dragovah can lend assistance however it can." Magnus said.

"Field General Daigo Saejima." The young Quywe man replied curtly, eyeing his colleagues up and down under the brim of his cap. The Haruna native's proud and aloof mannerisms played into the stereotype of the Quywe being haughty and arrogant; but the hoodlum turned officer's attitude was a matter of necessity.

Behind him, the Grand General pulled up a chair and let herself fall into it. "Grand General Ianaha Hasaenori. I am responsible for the Quywe armed forces. Though I will merely be overseeing the operation, as the 15th Shock Division is solely in General Saejima's hands." Finishing, the Grand General procured a long slim cigarette from her pocket, bringing it to her mouth with lighter in hand. "May I?"

"I assume you have information for us, your Imerial Majesty." Daigo prodded, looking over at Peter.

Peter took a moment to look around the room waiting for all of the new people to settle into their seats.

"Not so much information but rather something else." Peter said "I recently received a letter from Pharaoh Akasha in which she requested Achkaerinese assistance in combatting the so called Confederation, and trust me I was as surprised to read that letter as you undoubtedly are hearing about it. Today myself, the Pharoah as well as members of the Achkaerinese Government, military and intelligence services met to discuss that request. I have indicated my agreement to the request and I have done so because in my judgement the situation in Clysperis threatens the stability of the Northern Ocean Community just as I am willing to bet that in the Tamoran gauging of the situation the stability of Midaranye is threatened. General Icerider."

"In the course of the discussion the Pharaoh of Clysperis informed us that aid had been offered to her by both Tamora and the NQF, this is something we were previously unaware of and now we are aware we realize that the methods and strategy that I would recommend be undertaken could in truth inadvertently make things more difficult for other nations wishing to support the Pharoah's cause. As such we invited you here to explain what Achkaerin intends to do in order to work out a framework under which we as the nations that are involved in this can cooperate to see the Confederation defeated." Rhyth said

"We intend to discuss this on two levels, one level involves those who are prepared for more direct involvement in the conflict while the other concerns those of us who are from nations that sit on the Northern Ocean, whether we are prepared to send troops into battle or not, whether we agree with each other on other matters or not, what I hope we can agree on is this - the Confederation of Clysperis as it seeks to call itself is not a legitimate government and must not be treated as such and that the situation must be resolved, we may not always agree but if the Pharaoh is prepared to take a leap of faith in writing to me then I believe that a bunch of nations that clearly make for strange bedfellows can take an equally significant leap." Peter said "With that said I'll hand over to Pharaoh Akasha."

"Thank you, Your Majesty," Akasha said, a manner in which would be a breech of official protocol if they were in a public setting. "I will not lie, the situation before us is most dire. In the Southern Lands alone four major cities lay sandwiched between the forces of the rebellion while, in the Midlands, two major cities are now tens of miles from the frontlines. I underestimated our adversary, just as my father underestimated Nekhtou in a mistake which most likely cost him his and my brother their lives. We cannot afford such mistakes as we move forward."

"We may not agree upon everything at the end of the day," she continued, "but one thing we can agree is that we cannot allow those who use rape and roadside executions any semblance of legitimacy; they must be defeated, and we must hold strong against those who would support them. My People suffered under the Soviets, I will not allow them to suffer under Nekhtou. We must defeat his rebellion, and he must be brought to justice for his actions against my People and my family. So long as those overriding objectives are met, and Clysperis can return to the path it was upon, let us see that they are met and peace is restored to my lands."

Saejima nodded in response. "As of now, the Neo Quywe Federation has landed her first troops in the Clysperi Midlands, with a component of armour, artillery and mechanized infantry expected to arrive soon by boat. We know not what our colleagues bring to the table in that regard.  As for units under my command, the Black Sash Corps is capable of offensive and defensive action; though we lack information on Nekhtou's forces in the region." He turned his attention primarily to Peter and Akasha, while the Grand General sat idly beside him. She was dead silent, watching the myriad of displays around the room. Saejima knew damn well she was listening in though. Any slip up would have her at his neck.

"Great Pharaoh, what the Neo Quywe Federation proposes is to wear down the Confederate advance into the Midlands. While we especially cannot guarantee Kispos will not come under heavy siege, we do believe that using it as a strongpoint against the barbarian horde will cost them dearly. And as such, we propose the evacuation of the city a matter of absolute necessity. In a similar vein, the Black Sash Corps also has orders in place to harass advancing barbarians elsewhere in the Midlands. Whether the evacuation of Bespi, Menset and Fokha is necessary is yet to be seen, but with all due respect; it should be kept in mind."

"Should the barbarian push into the Midlands fail, our staff is preparing a counterattack strategy. Including a siege of Apne. This is the Neo Quywe Federation's abridged game plan, are there any questions?"

Magnus nodded at Saejima, as Julianos was writing down everything the General had said. Magnus then pulled out a file from a briefcase he had been carrying. He flipped it open and been his offer.

"To begin, mainly to assist with protecting the legion's arrival, I'm bringing in 1 E-16 (https://en.m.wikipedia.org/wiki/Boeing_E-3_Sentry) Awe&c aircraft, 2 Squadrons of F/A-26C's (https://en.m.wikipedia.org/wiki/Sukhoi_Su-35), that's 24 planes each, 1 Squadron of SF-55 (https://www.tapatalk.com/groups/dragovah/drovan-air-force-t3.html#p3), commanded by my son here, 2 B-6 (https://en.m.wikipedia.org/wiki/Tupolev_Tu-160), and some transport and cargo planes and helicopters to bring the Legion in and assist with supplies and evacuations once that is complete." He explained, flipping a page.
"These will be backed up by aircraft from the Colosseum and Scorpio Carrier battle groups. As for ground support, I will be bringing in the 9th Legion, consisting of 40,000 troops, along with an array of armored and mechanized vehicles." He flipped the page once more.
"These numbers are what I will have mobilized and on their way to Clysperis tonight. After about 2 weeks and some Intel gathering, I can have most of these numbers doubled if needed, this time next month I can have them tripled." He now turned directly to Emperor Peter.
"As for Intel, I was thinking of sending in a group of Praetorian Guard and I assume you would be sending your legendary Justicars, It would probably be beneficial for them to work together."

“By the Prophet! 40 thousand foreign troops in MidAranye “ thought Asef. He couldn’t help but think that Akasha had opened Pandora’s box by inviting foreigners in her country and by extension into Midaranye. Worse still, she hadn’t consulted Djerb since he was told nothing of this. Was she really that scared she was losing the war that she was willing to accept whatever troop numbers the foreigners would send? Was it something else? Did Djerb knew about it and purposely withhold that information from him. It didn’t matter; he wasn’t going to let foreigners pour in troops into MidAranye just like that.

“A very generous offer of support Your Imperial Majesty” said Asef to Magnus.

“However, I believe we shouldn’t rush to send such great numbers. One of the main points the terrorists are making is that the current government relies mostly on foreign support rather than her people. As absurd as that statement is, having tens of thousands of foreign troops coming in would only give ammunition to their propaganda machine. “

“I would like to add that Her Royal Majesty Akasha Di-‘nh-mi-Re, Sovereign of Sovereigns, Divine of Appearance, Beloved of Amun, Chosen of Ra, Lord of the Three Lands, Ruler of Justice like Ra, High Priest of Every Temple, the Eye of Horus, Satisfied is the heart of Ra” he used the full name of the sovereign as it was custom “has the full support the Tamoran Empire which has plenty of troops close to Clysperis, in MidAranye. While of course, Her Majesty rightfully deserves all the help she can get perhaps it is better if most of the support provided will be given to where it is perhaps lacking like securing the gulf of Safren by sending some ships there while keeping the troops numbers sent to Clysperis to a much lower number that will not raise concerns in the region”.

He then looked at Peter:

“Your Imperial Majesty is correct in assessing that the Empire of Tamora sees the so called Confederation as a threat to the stability of MidAranye and just as we have previously stated we plan on taking the responsibility of making sure that MidAranye is safe.

As far as our troops are concerned we have recently dispatched the detachment that was publicly announced (https://independentorder.net/index.php?topic=845.msg14003#msg14003) by His Imperial Majesty Emperor Abbas two months ago. While then we had no idea that such a time will come, we thank that Prophet that it allowed as to have the troops ready. They have arrived not long ago near Ashsupes (ooc South Clysperis) and are now working together with the Common Defense League to defend the city. The Confederation cannot be allowed to capture that city as that will be a catastrophe for the local population and especially the Manist religious minority there. Evacuating the population and abandoning the city is also not an option since allowing the Confederation to control it will mean that they will erase our temples and cemeteries.” He used the word our since he, like many Tamorans, was a Manist too and the main religion of Tamora was Manism.  “It will be worse than the Soviet occupation.”

“The naval element of our detachment has yet to arrive in Clysperis and it will take some time.”

“The government of Abuqiya has allowed us to use their airspace so that we can help Clysperis and they have also set up refugee camps close to the border with Clysperis which is a great example of MidAranye solidarity.”

“As soon as we have more information regarding the enemies forces we can decide what other course of action to take in the South.”

He then motioned to Akasha and said:

"The Empire of Tamora is standing by the Kingdom of CLyperis and I would dare say that it is Nekhtou that has underestimated Your Royal Majesty because he will be defeated and Ma'at will be upheld. "

"General Icerider" Peter said "Admiral Rankin." Rhyth and Admiral William Rankin (https://independentorder.net/index.php?topic=49.msg4229#msg4229) stood up and walked to nearest wall monitor, the pair had been making notes and holding a whispered conversation while the others had spoken, being able to hear everything from everyone's point of view would enable appropriate tweaking of what Achkaerin would do "For the benefit of information Admiral Rankin is the Judge Advocate General of the Achkaerinese Military which essentially makes him the top lawyer in the Achkaerinese Armed Forces."

"It is an honour to address such distinguished people. Before we address the matter of probable Achkaerinese involvement in Clysperis on a specific level, there's a more wide ranging proposition we wish to outline." William said, the monitor now showed an image of the area around Clysperis:

"As you can see we've marked out the boundaries of respective EEZ's." William said "We've done so because in Achkaerin's view action in country is greatly assisted by taking action to contain the threat and then starve the rebels supplies. This is why we invited representatives from other local nations here because we're going to make a request." he paused and then handed out copies of a Royal Seleucid news article (https://independentorder.net/index.php?topic=349.msg14564#msg14564) "Containment of the threat is to a large extent achieved through the prompt actions of Vanora, Safraen and now Abuqiya in fortifying their borders with Clysperis to prevent the rebellion spreading outside of Clysperis borders, this news article includes announcement by King Heydar that Royal Seleucid is effectively denying passage through air and water to nations supporting the so called Confederation, that move essentially means that one route into Clysperis is shut off leaving only the sea route.

To get from Southern Ardia any New Derusmian vessel will have to go either the long way round the top of Aranye or they'll have to go through the Krimeon, Mhorish, Illumic Channel and then across the Northern Ocean. Both trips are huge in distance terms and given the logistics of refuelling due to operational range of vessels lengthy in terms of time as well, geography is in this instance our ally. We are not proposing any nation here gets directly involved in the fighting but we are asking that the ambassadors sat around this table ask their governments to consider doing as Royal Seleucid have done and deny nations supporting the so called Confederation access to airspace, passage through waters and we would ask that denial of harbour and port calls be added to that, it isn't in any of our interests to create the premise for a prolonged conflict in Clysperis so please let's not create that potential by allowing those who would destabilise a legitimate government safety in our region. If anyone has questions as to the legality of such a move then I refer you to the article of the Fair Seas Concordat that deals with Innocent Passage, it is clear from that article that when intent implies military loading, unloading, deployment etc that passage can be considered to not be innocent and therefore the article does not apply."

"On that basis we recommend to Pharaoh Akasha that the Clysperi Navy be mobilized to enforce a stop and search protocol within Clysperis's EEZ, search any vessel that you don't think should be there." Rhyth said "Achkaerin will position naval assets to assist in that should Clysperis require it, you will also see a white circle on the image behind me, that is where we intend to deploy a small group of naval vessels to work in tandem with the proposed stop and search protocol to identify incoming vessels.

Containing and starving the threat is finalized with the establishment of a No Fly Zone, this is not that surprising as it is a standard measure to this situation, we have the advantage in the skies we should consolidate it and make use of it. As such Achkaerin will contribute assets to establish that zone, patrol it and support ground troops. We do however note that for such a zone to be effective Clysperis will need to ground all usual air traffic within Clysperi airspace. As for how aircraft entering the zone will be dealt with that will involve a graduated response of firstly verbal challenges and then proceeding all the way up to shooting down aircraft that violate the zone. Both these measures make it important for us to establish a clear means of communication so that each of us knows what we have in play, what they're doing and where they are because the last thing I want is for a plane claiming to be from another nation to be shot down because we weren't told that it was going to be there. By coordination of land, sea and air we can ensure this situation doesn't spread and we can make it virtually impossible for anyone to get aid to the Confederation."

"At this point I'd like to suggest that those of you who are ambassadors from other nations not contributing military aid join my Minister for the Diplomatic Office in one of the reception rooms, I'm sure Minister Holmes is capable of answering any questions you may have." Peter said, he waited for those ambassadors from Vanora, Abydos, Safraen and Lemenia to leave with Cheryl before turning back to Rhyth "General continue please."

"In terms of the ground situation, my understanding of the current situation is that the cities of Ashsupes, Nemphis, Aktudet and Medde are under threat in the south and in the midlands the cities of Sathemat and Kispos are most at risk, the first priority therefore is to evacuate civilians from those cities, based on what I have heard I believe we all have the assets to effect that. Now evacuation of civilians does not mean surrendering the cities to the Confederation on the contrary it means that we take control of the terms of battle, terrorists prefer fighting in areas where the professional soldier has more to worry about, so we remove the civilians safely and level up the battlefield, Achkaerin is prepared to commit troops to evacuating these cities and then holding them against the so called Confederation though we will given what has been said here focus on the southern cities and Sathemat to keep the corridor between north and south open. Achkaerin will also commit part of the Armoured Corp to the ground effort. All told on ground troops I estimate approximately in the region of 4000-5000 troops." Rhyth said

"Intelligence wise it will be important that we all share what we know with each other so that must form part of how we operate. In terms of how Achkaerin will work on the intelligence front we will likely work in the same manner as we did during the Marseilles crisis, use intelligence to identify persons of interest, send in special forces to get hold of them and then have them interrogated for further information which can then be acted on, afterwards we then have those we have in custody face trial for their crimes."

Rhyth and William sat back down and Peter turned his attention to Akasha, Asef, Saejima and Magnus, the room was silent.

"It's important to all of us for reasons that General Icerider has explained that though we may be unlikely allies in this that we at least behave as allies would expect each other to in a situation like this. As such I have an initial proposal in terms of a framework that can underpin this most unlikely of alliances." he put a piece of paper on the table that he'd been writing out as he'd listened to the conversation

Quote

The nations of the Holy Empire of Achkaerin, Kingdom of Clysperis, Imperium of Dragovah, Neo Quwye Federation and Empire of Tamora linked together in the cause of opposing and combating the so called Confederation of Clysperis hereby agree to the following:

1) That each of the nations named in the preamble shall have available a representative of their Armed Forces and Intelligence Communities in (location). These representatives shall keep each other informed of troop movements, intelligence and other matters as required.

2) The nations agree to coordinate their efforts against the co called Confederation.

3) The nations agree to abide by the terms of the Uppsalla Convention for this conflict. Defining the so called Confederation as a Terrorist organisation as per article 1.5 of the Convention.

4) The nations agree to the establishment of a No Fly Zone over Clysperis, this zone shall operate a graduated response challenge protocol that denies entry into Clysperis Air Space to all uncleared aircraft. If an aircraft ignores the initial verbal challenge, other measures are to be taken to force the trespassing aircraft to depart restricted air space. The shooting down of a trespassing aircraft is a final resort.

5) The nations agree that there shall be in Clysperi waters (as defined by the Fair Seas Concordat) a stop and search operation mounted by the Clysperi Navy and others as necessary, all uncleared vessels entering Clysperi waters shall be subject to this operation regardless of the flag they fly.

6) The nations agree that so called President Nekhtou and other senior leadership figures within the so called Confederation should, where possible, be taken alive so they can answer for their crimes.

"I'm open to suggestions for changes and any questions or we can simply agree this now, time is of the essence yes but it is important also that we have a working framework that we are all happy with." Peter finished

OOC Note - edited above post to get ambassadors from those not contributing direct aid out of the room before outlining the framework etc, may be a bit of a bodge job but best I can do. So any ambassadors are with Cheryl Holmes in one room (that's only Lemenia and the historics should Dave decide to jump in) while every one else is still in the Round Table Room.

OOC- I believe both Safraen and Vanora have until this point declared themselves out the conflict so assume they have zero interest in what you elect to do.

Also just as a side note on how I use NPC's in a RP. I will generally have an idea in mind for what I think they will do but before posting their responses to stuff will PM on discord at least three people who are not directly involved in the situation. If the majority green light my post I go with it. The news stuff though is just me :)

"I see no issue with the proposal thus far. I shall have a senior representative of our intelligence service available on short notice." General Saejima began, peering up from the document; he laid it back down on the round table for another to pick up.

Asef Karimi said:
“We will of course deny passage through our airspace, waters or harbors to any nations supporting the so called Confederation. I doubt anyone supporting them would use our space in the first place since our position on the matter is well known as is our support for Clysperis.”

As the second part of the meeting went on and Asef saw the proposals put before the members  he immediately saw the problem. Peter was already assuming that foreign rules applied to MidAranye:

“Tamora agrees to all expect the third, Your Imperial Majesty. The Uppsalla Convention has not been signed by Clysperis, Tamora and other MidAranye nations like Abuqiya and Pramoria. We do not follow those rules and to my knowledge neither does the Common Defense League with whom we are coordinating. While I am not an expert on the document, I am pretty sure that the Confederation does not follow it either. So I see no reason for our troops to follow those rules which were drafted without our input, are incompatible with our laws and we never agreed to follow in the first place. This tragic war takes place in Midaranye, while those outside can of course abide by their rules, let’s not attempt to impose foreign rules on the native troops of the region. ”

"Article six does raise an issue though, should Nekhtou be captured by forces other than those of Clysperis, or better said by the forces of the nations that have representatives at the table  other than Clysperis, would the members present here agree that he will be given to the Clysperi authorities to face justice? If that’s the case we can then add that to the draft "

"Ambassador Karimi," Akasha said warmly, "your concerns are wise and I am pleased that a representative from Djerb is amongst us. With that being said, we must ensure that foreign forces aiding the Kingdom are not employed as a tool of propaganda for the rebels. Apart from the proposed Achkaerinese forces, as an immediate neighbor and thus far proving itself most reasonable, and the proposed forces discussed prior to this meeting with the NQF, I feel we should keep the grand sum of foreign forces below twenty thousand. If we provide the Royal Clysperi Armed Forces with equipment in working order, and employ foreign utilization of specialist forces, I feel this path would be one which sees the best utilization of strength and capability while denying our foe the opportunity to claim that the Kingdom is propped up by forces foreign to our lands; we will see a partnership, but one which is clearly supportive of Clysperi territorial integrity."

"As for the matter of the Uppsala Convention, although our states are not signatories, we should see that we do not invite an opportunity for powers who cannot be trusted, such as the Rokkenjimans, Seaforthians or a host of CNN nations who would not waste a second thought upon seeing an avenue for an intervention of their own. It will also be necessary to ensure that Nekhtou knows justice under Clysperi law and tradition; his forces have laid waste to my People, they've trampled our temples and the resting places of our dead while selling our history as a tool to further his campaign of violence. The People will expect him to face justice just as any other criminal under Clysperi rule would, and as they have for the centuries which have preceded this time of unrest."

"As for the Royal Clysperi Navy, it will unfortunately need all the help it can get; it is not the strongest of our forces and often resorts to canibalization to keep the vessels it has afloat in such a condition. Mind you they don't burst into flames as the vessels of some, but they're not winning any competitions for firepower or pursuit speed either."

"With that in mind, I feel we are in a position to proceed, given the feedback and proposals put forth so far."

Peter looked around, the seemingly impossible or improbable accomplished or at least so it seemed, he was sure alarm bells had been ringing in a few heads at various points but those had been quietened down. Twenty thousand was a reasonable limit and definitely enough to get the job done provided that the rebels didn't suddenly get an influx of support. As for what happened to Nekhtou well the specifics of that were dependent on a variable they didn't yet know.

"General Icerider troops on standby orange flag authorisation. As for Nekhtou that ultimately depends on who captures him. Different nations have different standing policies and positions on extradition. So we’d best cross that bridge when we come to it once we know which of the forces involved has him." Peter said "Roslyn contact the Speaker's office and inform him that I'm seeking an article six statement." he paused and surveyed the room "Thank you everyone for coming."

"Thank you again," Akasha said to Peter. "I wrote to you, and came to you, with only faith and I have already been shown that my previous positions were based in ignorance. The Fires of the North, as the Achkaerinese have been known to my People in times past, have proven the righteous nature of those flames most certainly. I can only hope we may speak again in the future under much better circumstances."

"Ambassador Karimi, if we could have a moment in private I would wish to speak with you," she continued. "After which, I would wish to speak with the Emperor as well."

"Imperator Magnus, thank you for your understanding and willingness to support the cause of my People. I hope that, after the dust has settled, we may perhaps build a further friendship between our Peoples."

"Yes, thank you," Akasha said with a smile, "although please, there's no need for such formalities between myself and a Tamoran. Please feel at ease to simply refer to me as Akasha. Now then, I know there will be concerns in Djerb and beyond, that the Kingdom is welcoming foreign boots on the ground. I'll need the Empire to have faith that this is the right course, after all, we've acquired such assistance without any conditions being placed upon Clysperis, we have foreigners considering the concerns of a Midaranye state; this is progress. What has happened today, once this civil war is over, will be something we can build from. The bonds which will be formed from these developments, from Clysperi soldiers fighting alongside those of these partner nations, may perhaps move forward several plans I've had in mind in terms of years. We must look at this as laying the infrastructure for the future Midaranye needs, and that future will require us to gain friends from beyond our shores."

"I know I hold the trust of the Emperor, but naturally, other Midaranye states may not see things through the same lens. Yet, as we both know, the present international order exists to perpetuate the dominance of the privileged few, at the expense of every other nation. This opportunity to build links, especially against a common enemy, is one that serves us well I feel, and one which brings the close of this conflict to a much sooner end. I will, as always, coordinate first with Djerb and ensure that our mutual aims and objectives are best served."

"Also," she paused with a smile, "Please send word home that Prince Naser, despite not formally wearing the Crown, is already establishing a fine reputation as a King. While here he has been ruling in my place, with the guidance of the Vizier of course, and I've yet to hear a word from Khemnen. That means I've nothing to concern myself with as we move into the future together."
Title: Re: The Pharaoh Seeks Out The Flames Of The North

“Thank you, Your Majesty” said Karimi not willing to be less formal than that since it would have been seen as disrespectful to address by first name a monarch so close to the Safavid Imperial family.

“The Empire has faith in Your Majesty, it is in the foreign powers that it has very little. I would also respectfully disagree with Your Majesty regarding the preconditions even if only slightly. We are already agreeing to fight by their rules like the Uppsala convention. I would also add that the fact that they are not putting more serious preconditions is something that unsettles many in Djerb. Why would they jump in to help so generously if they do not seek to gain something? They are they spending significant resources and most likely lives only to then return home when the fighting is over? While I do not underestimate Your Majesty’s power of persuasion when it comes to dealing with foreign leaders, Djerb is of the opinion they will ask their price once the rebels are defeated. They will demand to treat the defeated rebels by their ways and will expect economic concessions from Clysperis at the bare minimum.

With the risk of stating the obvious, Your Majesty, those tens of thousands of foreign troops will be hard to dislodge once they get a foothold in Clysperis. That is a huge risk Your Majesty is taking because should those troops turn on Clyperis they will be a force to reckon with akin to that of the Soviets back in those dark days. Your Majesty is not just risking the security of the kingdom by having those troops in Clysperis but also the entire security of MidAranye. Should those troops turn on Your Majesty then Safrane and Vanora will quickly defect to the foreigners, they are hardly too thrilled with us now and they jump at the opportunity if given the chance. We also expect Abuqiya to move closer to them if not switch entirely to their side. That means the Northern half of MidAranye would fall under foreign influence and control in a matter of weeks, completely changing the geopolitics of MidAranye. The Empire sees these foreign troops as a Trojan horse and has begun preparations for this scenario. We will not be caught unprepared.   “

Karimi then switched topics “ I pleased to hear that Your Majesty, and I also that Djerb looks forward to seeing the wedding of Your Majesty and His Royal Highness. “

"Your concerns are heard and recognized," Akasha said with a nod. "It was not without great thought and consideration that I embarked on this path, however, the potential rewards outweigh the risks considerably. There was a reason I reached out to the Achkaerinese Emperor first; my fear of Achkaerin was irrational, if you look at their actions they are a power which stands by their convictions and, even if they are beholden to treaties which mean little to us, they apply them fairly to friend and foe alike. While I may lack the authority to see these foreigners depart once the mission is completed, the word of Emperor Peter has that authority, and I do not believe he will be one to quash the threat of Nekhtou only to welcome a competition of foreign powers in a post-crisis Clysperis. I trust, in any case, that we shall all pray that my wisdom isn't betraying me," she said with a chuckle, "we've embarked upon the path with no turning back. We shall see it to its destination."

Some time later...

A Personal Message To Emperor Peter
This message meets the highest of encryption standards and is intended for your eyes only.

Peter,

Ever since the news broke of the attack which took Isaac's life I have thought of nothing except for your family. I am so terribly sorry to receive this news and, should Serenity and your family require anything, I shall do all that is within my power to be there for you. I remember how I felt as I stayed by Alex's side following the hotel bombing, the uncertainty, the fear, all these emotions weighing upon me at once. I cannot imagine how I would have reacted, or how I would have held up, had I lost him, and I cannot begin to imagine what Serenity is facing in this moment.

I do know that she is strong and will ultimately persevere, however, that is a long road and one which I will be ready to support. Alex, Adriana, Lucius and myself send our love and condolences for this most tragic loss.

With that being said, despite the best of my efforts, I can no longer stand by as Nekhtou's long arm strikes those I love. Hunting Girl is presently in the Great Northern Ocean with a compliment of 50 special forces ready to deploy within Clysperis to join in the hunt for Nekhtou. I understand that the Pharaoh may not be fully trusting of me, what, with rumours of Rokkenjiman support for the rebels, however I hope that our recent moves on sanctions against the Kingdom, as well as clear allowances for nations aiding the Kingdom in its fight against terrorism, will show where our intents lay. I may not support the policies of the Pharaoh, but I would not recognize a monster as Nekhtou as my ally when he has shown most clearly that his principles are completely and utterly abhorrent. I certainly would not recognize him after this.

I have dispatched a copy of this message, apart from personal matters, to the Pharaoh and hope that we may discuss this situation at the earliest conveniences of your Governments.

Solemnly,

Empress of Rokkenjima
Princess of Littlebrook

"Naser, is this the work of Djerb's cyber squad?" Akasha said as she handed him a tablet, "the Rokkenjiman Empress, sending me a message? Another foreign nation wishing to place boots on Clysperi soil....but," she grinned. "I shall meet with her, so long as Emperor Peter is present, and we may be able to extract something from this unexpected communication. She wishes to get the man responsible for hurting her friends, I can relate to the feeling, but if she thinks that I'll simply allow her forces to touch foot on Clysperi soil, she may well be surprised."

Pausing, she handed him a glass of water, "How do they say 'concessions' in Rokkenjiman? Do you think she knows how to accept them?"

Moments later the Pharaoh sent a message to Emperor Peter indicating she would be willing to meet with Empress Beatrice, so long as it was in his presence.

A Reply to Empress Beatrice

Beatrice,

I thank you for your words and I'm sure Serenity will take them to heart.

While I appreciate the offer of Rokkenjiman support in the hunt for Nekhtou, I do not believe that the addition of 50 Rokkenjiman personnel is necessary at this time as I have said I appreciate that Rokkenjima wishes to assist however there are as you I'm sure will appreciate numerous concerns not just on my part but likely on the part of the Pharaoh as such at this time I feel I must respectfully decline your offer of military help and suggest you look at other ways of showing support.

I am prepared to facilitate a meeting between yourself and the Pharoah, come to Briarwood Lodge in three days time.

Peter.

"Sure about this?" Nettie asked after Peter had sent the response
"I'll facilitate them talking to each other but  I'm not about to give any impression that the locals can't handle this." Peter said

Beatrice would arrive first, electing to utilize the Imperial Concorde over one of her Yachts for this meeting. Shortly thereafter the Pharaoh of Clysperis would arrive, to this point the two being kept separate by their hosts. With the two remaining separate for now Akasha took the opportunity to send a message home, "Meeting starts soon, I'll keep you updated. We'll see what happens."

OOC: We'll redact the Rokkenjiman move to involve itself and move on to Nekhtou.

Another trip to Valtheim, Pharaoh Akasha made the travel arrangements and arrived in short order. Presenting herself to the designated location she awaited being taken to those she would be discussing Nekhtou's fate with, as well as to ensure justice would be conducted in a manner guided by Clysperi law and tradition. This man, if he could be called that, had upset every tenet of Mayet, to allow him the afterlife would be an offense against the very soul of the Kingdom.

Kurt Ayanami (https://independentorder.net/index.php?topic=49.msg207#msg207), was the head of the Marble Palace Household, or to put it another way essentially the butler but with a fancy title. He approached Akasha after being called by the duty officer at the Palace entrance.
"Your Majesty if you would like to come with me I'll be escorting you to your meeting." Kurt said, he led Akasha into the palace and into the library, it was one of the larger rooms in the Palace and had quite the collection "The Pharaoh of Clysperis Your Highness."

"Thanks Kurt." Crown Princess Serenity (https://independentorder.net/index.php?topic=49.msg170#msg170) said, Kurt nodded and left the room. Serenity turned to Akasha "Your Majesty this is our junior royal counsel Eve Acheson (https://independentorder.net/index.php?topic=49.msg260#msg260) and our Royal Nurse Zoe Croft (https://independentorder.net/index.php?topic=49.msg221#msg221)." both of the other women waved to indicate who they were. "I know you're here to discuss Nekhtou but if I may ask your indulgence in you assisting us with the matter of the other complication first, I speak of Ramose and we'd like you to agree to Nurse Croft taking a DNA sample from you, I know it's an unusual request but better for us to ask while we've got you here than have to wait until we're dealing with a ticking clock scenario."

Akasha chuckled a bit, "If you wish, though the records of the Church are infallible; if he were legitimate he would be in one of the Books; his name is not recorded there, nor are those of his ancestors, but I will amuse your modern technology."

After granting the sample Akasha turned her attention directly to Nekhtou. "I know you are bound by Uppsala, but I also know that sentences are determined by the laws and practices of the nation where the crimes took place. As such, I may agree to a trial by Uppsala Court," she paused, "but for his sentence to be carried out properly a Priest of my Church must be present to oversee the execution of the sentence. Furthermore, his remains must be granted to us so we may disperse of them accordingly: I cannot risk the afterlife being tainted by his perverse nature, and there can be no room for error in matters of Ma'at. If these terms are agreeable, I will give the sanction of the Kingdom to his trial under an Uppsala setting."

"No offence Your Majesty." Zoe said as she took the sample "But written records can be manipulated, DNA is a lot more robust." she smiled and left the room.

Serenity sighed after Akasha spoke, why did everyone always get Uppsalla wrong?

"Let's be clear it's not for me to say what Nekhtou's sentence will be if he is convicted under the Uppsalla Convention, though if I were assigned the case that would be a different matter. It is true that the Uppsalla Court may use the laws of the accused's home nation as a guideline when determining sentence, so it's likely that the Court would in the event of Nekhtou being convicted consider what the penalty would be under Clysperi law." Serenity said "Now in the event of conviction and such a sentence being handed down I believe your conditions in terms of the Priest and the remains are acceptable."

"Then it is settled," Akasha replied, "We will accede to your process with that understanding. I cannot stress enough the importance that Nekhtou meets the flame; his offenses are of such a great extent that any risk of him being allowed the afterlife would cause lasting and permanent harm to the Kingdom, and as the guardian of my Kingdom and People it is my responsibility to see that his sentence is carried out as prescribed by our forefathers."

"I can only pray that one as accomplished as yourself is assigned to this case," Akasha continued. "While I have previously been critical of you, do understand it was under a misguided notion of the Empire which you represent. I am pleased that my previous understandings have been proven wrong thus far, and I've never held anything personal against you. Let us thus pursue justice," she paused, looking to Serenity's eyes, "together."

Akasha once again found herself in Achkaerin, this time to discuss a multitude of regional issues. This time she would be meeting with Crown Princess Serenity. While the two had complications in their past the Achkaerinese Princess had earned her respect and she hoped that could form a foundation for a new relationship between them.

She awaited the welcoming party and prepared herself for what hopefully would be productive discussions.

Midvale Castle

Midvale Castle was one of the smaller castles in Achkaerin, situated nicely in the countryside a little way inland from the coast. It was a place that Serenity herself held the land title of as Countess of Midvale, she sadly didn't get to spend as much time at the castle as she'd like. And now here she was in between holding the fort and prosecuting Nekhtou about to talk again to the Pharaoh of Clysperis. Stepping outside she smiled as she saw Akasha waiting.

"Your Majesty." Serenity said "We have a lot to discuss, I wonder as it's such a decent day weather wise would you like to join me for a little horse riding? We can talk as we go."

"Your Highness, first may I say I hope your father enjoys a swift recovery from his operation absent of any complications." Pausing, she continued, "It is certainly a fine day for a ride and I would be pleased to join you, though the last time I rode was during my education in Rokkenjima. Let us keep a gentle pace, yes?"

"I can't do much else than that these days." Serenity said tapping her artificial leg before showing Akasha to the stables. Once she'd gone through providing the Pharaoh with all the necessary safety equipment Serenity brought out a good looking brown grey horse "This is Spartacus, he's a trail horse and your ride." she handed the reins to Akasha before she went to get her own horse, a white mare called Roslyn. Once they were on horseback they rode out side by side hitting a trail out into the Achkaerinese countryside, once they'd broken clear of the woods surrounding the castle, Serenity glanced across at Akasha.

"So tell me where would you like to start?" Serenity asked "I don't mind but perhaps we should deal with the more live topics first."

Akasha enjoyed the ride, slowly but certainly it seemed as though she was getting the hang of things again. It wasn't what she expected on her way here, but the atmosphere allowed for relaxed conversation, especially considering the issues they would certainly approach. Once Serenity had glanced over one topic rose to the front.

"It may be best to start with the topic that seems to have everyone talking these days, Parbhani," Akasha replied. "The conflict is one thing, the secrecy surrounding who is being brought in is another. I am certain that I may be called a hypocrite, seeing that I invited the Holy Empire and other nations to the Kingdom when we were fighting against terrorists, yet that entirely different as the process was transparent. There are too many questions with Parbhani, and their insistence upon secrecy raises my suspicions as to what is truly transpiring."

"Of course the situation's different." Serenity said as they rode along "When it was the crisis in your country all the nations involved were open about it, we had an agreement worked out and we got every ambassador from a northern ocean nation in a room and notified them about it." she sighed "The secrecy is something unhelpful, based on existing agreements and treaties that Achkaerin has I'm fairly confident that I know who these nations aren't, and that list includes practically every nation with experience in this sort of thing. In fact the lack of information coming out on this calls into question if these nations even exist, whether Parbhani is in fact simply manufacturing a narrative to suit its own purposes." she paused "But the crux of the matter is simple let's suppose these nations exist, the odds are Parbhani is inviting outside influences into the region to negotiate, in all seriousness what effect do they imagine, especially given all the implications that talks might bring, that inviting for example Rodina or worse Kaitaine would have on their fellow nations in the area?"

"It's an exercise in insanity," Akasha replied. "I'm going to be honest with you, I've probably rang alarm bells across Midaranye by coming here to discus matters with you. I'm almost certain Djerb will be unpleased, even moreso that Ispus will be preparing propaganda against me, both are inconsequential," she continued. "Achkaerin has proven itself to me, it has proven itself above petty politics, this is why I am discussing with you the situation in Parbhani and not Emperor Abbas. I hope that faith is not misplaced, and I am not making a mistake in showing this level of trust in Valtheim."

"I walk a thin line," she continued, "I hold sway in wide swaths of Midaranye, yet there are those who would view me being here as subservience to the Occident. I'm wiling to take that risk though, because your Empire didn't ask questions when the Kingdom needed help. You didn't ask us to change, you didn't impose upon our culture, and that is why to Clysperis the Empire will be one which serves the greater good. There is much to be gained in the Kingdom working with the Holy Empire, and I will always do what is best for my People."

"So, quite simply, where do we go from here?"
Title: Re: The Pharaoh Seeks Out The Flames Of The North

"That's the big question." Serenity said "It's a heck of a choice to be faced with isn't it? To turn the ships around and bring them home is to abandon a position of principle and send a message that should never be sent. To continue to have the ships approach probably keeps the outlanders out of the region but does so by likely triggering the offensive which means we can keep the outsiders out but it will sacrifice Topri. Neither is a good choice, neither is an acceptable choice, so we need a third option."
Title: Re: The Pharaoh Seeks Out The Flames Of The North
Post by: Beatrice on February 12, 2021, 08:12:26 PM
"I'm uncertain as to what that third option looks like. Your Empire is already being painted as an aggressor in this situation, with nations such as Fleur shouting as loudly as they can that the Achkaerinese deployment is making the situation worse and is a move made with ulterior motives behind it. Then we've the situation on the ground which, having witnessed conflict in my own cities and their streets, those are sights which not one person wishes to see. We've a situation before us where all the apparent options are less than ideal, while instead of focusing on solutions we're seeing your Empire being labeled as the problem."

"This is one of those times I hate." Serenity said getting off her horse to let the animal drink from a stream they'd been riding along the bank of, her eyes darted all over the landscape as she thought for a moment "Maybe we should let Fleur's paranoia do the running for us." she said turning to Akasha "I can't turn the fleet around because all the variables scream not to, however with the right circumstances I could be forced to divert them."

Akasha was diverted by the hum of her phone, "Heh," she said as she handed it to Serenity, "Only the Gods could play such foolish games," she continued. "I've a submarine that's seemingly lost its mind, some nutter with a gun and a few ears of the crew to sway it to the failed cause of Nekhtou, if you needed an excuse it's seemingly presented itself." She sighed, "It was an old boat anyway, do with it as you see fit."

Serenity at first was a little bit surprised but as she continued to listen to the details being handed out her mind cleared and the look in her eyes changed, this wasn't the young woman Akasha had been speaking with a moment earlier no this was woman who would one day wear the Achkaerinese crown. Taking out her own phone Serenity dialed a number and looked at Akasha "I was always taught never to overlook a gift the God's present you with." she said before the person she'd called picked up the phone "Admiral, I need you to divert the Seonaid Ayanami east...Yes east the situation in Parbhani is concerning but there's a rogue Clysperi sub out there with the potential to be more troublesome especially if it gets in amongst this. Find it and sink it." she hung up and looked at Akasha.

"Can't say I'm used to having divine intervention or luck like that." Serenity said with a wry smile "I usually get all the bad luck. So shall we talk about Kopsje next?"

"I believe it would be best to discuss the matter of foreign forces still lingering in the Kingdom," Akasha would reply, "naturally I am eternally grateful for the assistance which has been rendered, however, I believe it is best for all involved for them to return home. I do understand there may be some contention as to the matter of Tamoran forces, however, I would wish to assure you that their presence has been welcomed under a previous arrangement reached between the Kingdom and the Empire in a cooperative scheme geared toward preserving the security of Midaranye. The Royal Government believes that maintaining this arrangement with the Tamorans is critical to the Clysperi-Tamoran relationship, as well as our mutual aims for Midaranye security from foreign meddling."

"Thus, while I will be pleased to review any concerns regarding the Tamorans you may hold, their presence is one which Clysperis welcomes continuing, and one which polls well with the common Clysperi populace. As we saw with the Common Defense League the brotherhood our Peoples share grants great trust and fond feelings for the Tamorans."

Serenity sighed "And there we have the problem you view it from one side and don't consider the whole board." she said quoting her father's maxim, the maxim she'd been raised on, prepared for her time on "Your flaw in that is quite simple you say that the presence of Tamoran presence takes steps towards the security of Midaranye from foreign meddling, however from where I stand that Tamoran presence is foreign meddling in the northern ocean just as much as Tamoran troops in Merina is meddling in an Albion matter, your nation sits as both a nation of Midaranye and a nation of the northern ocean, and there's no escaping that. So if you want me to be able to bring those troops home then you need to remove the Tamoran troops as well, I believe we're both intelligent enough to know that you're probably not going to do that so I'm not going to demand you do that, I'm not going to ask you to do that because I'd rather spend this time finding the path which works both ways. So make me an offer I can consider."

"If the Kingdom is to move forward and place the actions of the Disgraced behind us fully it is crucial that foreign forces return home. You're aware of my intentions there, as is Emperor Abbas I imagine, that I am confident in the capabilities of the Royal Clysperi Armed Forces," Akasha said before thinking for a moment. "I  shall offer a compromise: once the process has been initiated for your forces to return home I shall inform Emperor Abbas that the continued presence of Tamoran forces in Clysperis is no longer necessary as the Royal Clysperi Armed Forces are capable of fulfilling any broader regional concerns which prompted their original deployment. This sees Achkaerinese concerns resolved, Tamoran interests satisfied, and the Clysperi requirement that the only armed forces operating within our borders are our own."

"Emperor Abbas and I view each other very much as family," Akasha continued, "he will understand well that Clysperis needs to be trusted to stand on her own two feet. I'll make clear that their presence is appreciated, but given the change in circumstances that they are no longer a necessity."

Serenity half smiled "Your compromise has the right intent and it will work however I would like it fail safed." she said "My starting the process is essentially me calling my father and him issuing the order to the Ministry of Defence to begin the preparation for the withdrawal, that's planes flying to Clysperis and getting ready to pack things up. However in the interests of ensuring that this is done in the spirit of fairness and to everyone's satisfaction not one Achkaerinese soldier will be withdrawn until you have informed Emperor Abbas and we have a timetable for the withdrawal of Tamoran forces, once we have the timetable Achkaerin will match it. This way we ensure that both Achkaerin and Tamora remove their troops at the same time to an agreed schedule and we have something that both are accountable to. This must also be final, as you say if Clysperis is to stand on its own feet then I don't want to see Tamoran troops withdrawn only to see them return a few months later."

"Do excuse me," Akasha said as she reached for her phone.

"Abbas.....I hope all is well with you as well!.......Yes, I'm going to need Tamoran forces withdrawn from Clysperis. I feel we both knew this day would come, perhaps not so soon, but I need you to have faith that the Royal Clysperi Armed Forces are capable of the mission entrusted to your forces here.......naturally, I'd expect a manner of coordination between our Commands to ensure those ends.......by the end of the month, the first troops to leave within three days.......thank you for understanding, we'll catch up once I've returned to the Kingdom.......you too."

"I do believe we have an understanding and a timetable," she said with a smile.
Title: Re: The Pharaoh Seeks Out The Flames Of The North

"All right then." Serenity said "Once there is parity on numbers and assets between Achkaerinese  and Tamoran numbers and assets we will begin our withdrawal, you and I both know there are a greater number of Tamoran troops in your country than there are Achkaerinese, we won't go faster than Tamora but we won't go slower either we'll make sure that we finish at the same moment thus allowing all concerned to hold each others feet to fire."

She paused and ran a hand down Roslyn's neck, the white horse nuzzling against her as Serenity looked out towards the horizon you could see the ocean from here and beyond that although not visible Hrothgaer. "If I can give you some friendly advice before we head back." she said "You spend an awful lot of time speaking about nations outside Midaranye threatening your sovereignty, denouncing interventions and the like and yet the actions don't match the words, interventions that are in response to a humanitarian crisis and a genocide aren't threats to sovereignty, an intervention in response to a nation developing a nuclear weapons program isn't a threat to sovereignty. In every instance of intervention when the situation has been resolved and subject to any further agreements everyone has packed up and gone home. No one has been treated any differently than that. Contrast that with Emperor Abbas's words "Any foreign government intervention by a non MidAranye country in the internal affairs of a MidAranye country will be seen an aggressive act by our Empire and any military intervention by a non MidAranye country will be interpreted as a hostile act against the Empire." So let's say a Safraen type crisis happens in Midaranye tomorrow, apparently an Achkaerinese humanitarian response becomes an aggressive act and a hostile act because it involves the military.  Think about it, something is damaging to Tamora just because it's happening in another Midaranye state, isn't that saying that Tamora alone is Midaranye? Clysperis is a sovereign state in its own right, you're not a fiefdom of Tamora, and you're not a puppet of Djerb you're the Pharaoh of Clysperis, you're the head of state and your solemn duty is to lead your nation and guide its people according to what is in the best interests of Clysperis not what someone else wants you to do. No one among those nations you've sought to critique, those you've labelled the Occident has sought to tell you what to do, they've taken stands on principles but that is to be expected." she half smiled and climbed back onto Roslyn "Villain's who twirl their mustaches are easy to spot, but those who clothe themselves in good intentions are not. I have no argument if you want to hold nations feet to the fire and make sure they stay true to that which they sign and agree to, we do it all the time, but consider this carefully please - what if the greatest threat to Midaranye isn't foreign but domestic? Of the Orient and not the Occident?" She spurred Roslyn on and started to ride back to the Castle, Akasha not far behind her.

"Very well," Akasha said with a nod, "it shall be so." The presence of foreign forces had become an issue of contention within her Government. Even if these views were held and shared away from the public it was best to see it resolved by any means necessary. With Clysperi forces being in a stronger position than they had been when the Tamorans originally were welcomed granted her the position to effect their withdrawal with minimal consequences, if any.

The Crown Princess' next words were met with a measure of caution. "You must respect that Emperor Abbas, for all intent and purpose, welcomed me as family following the assassination of my father, that he has stood by my side without question, that the Peoples we lead view each other as brother and sister. Thus for many Clysperi, myself included, it would be difficult to find any malicious intent behind their actions, or any intent which would be dishonest; they're very much like our kin. Clysperis is closing the gap in our relative capabilities, I've devoted great efforts in modernizing our Armed Forces, and there's been few people to show me the sort of kindness and support that Abbas has. I cannot speak of your words on Tamora at this moment," she said trailing off, as they began their ride back to the Castle.

"I love Prince Naser, and I know he loves me," Akasha continued, ruminating on her thoughts further. "Why would Naser deceive me and, for that measure, why would Abbas deceive me, welcoming me as a daughter?" Her horse sensed the tension in her, bucking her off and onto the ground below. "Are you tempting chaos between our nations, Princess? Is this what you wish, to ferment chaos between the nations of Midaranye because I assure you..." she paused, seeing the horse calmed before her chewing on a bit of clover.

"Why do you seek this chaos in my heart?" she said calmly, dusting herself off and petting the nose of the horse before her. "Naser has proven himself as my King, several times over, Abbas has proven himself, he could have easily taken advantage of the situation to expand his borders. Why would he wish any ill designs upon my Kingdom or her People? Why would he send the souls of his young men to die in my desert if he were anything but my friend?"
Title: Re: The Pharaoh Seeks Out The Flames Of The North

Serenity got down off her horse and sighed a split second after hitting the ground "I've always spoken the truth to you, my father has always spoken the truth to you. I don't need to tempt chaos between the nations of Midaranye because honestly you and Heydar do such a good job of that yourselves without any comment or encouragement from the outside." she took something out of her pocket a photograph and handed it to Akasha "Kinda weird right? Taken in 2013 just a matter of weeks before he was assassinated." the photograph was of Akasha's father Pharaoh Rameses with Serenity's father Emperor Peter to date still the only official state visit of the Clysperi monarch to Achkaerin. "I've got the minutes of the meeting as well back at the castle it describes a positive meeting and several ideas, a shame they never saw the light of day, you ask why Abbas would act as he has? My question is why would he need to take advantage by occupation or more overt means when he can play the long game with Nasser?"

Taking a deep breath Serenity reached around her neck and undid the necklace she was wearing it was a little unusual for her in that it was closer to a cartouche in style than a normal pendant, on one side written in Achkaerinese was her name and then flipped over was her name in old Clysperi she showed it to Akasha "Your father gave me this on that visit, "let the old world meet the new" he said I guess he was trying to remind me to honour the traditions of Achkaerin while understanding the relationship to the world around me. That's how I view Achkaerin, that's how I view Mundus, I see one world not two, it's not us or them it's them and us. It's you and me right now the old world and the new as it were. We can stand here and debate all day or we can go and get something to eat and talk some more about the future, both our nations are on the journey here, you took the first step when you came here and asked for our help in your civil war something I doubt even Djerb saw coming I can only imagine Abbas's reaction to it, we took our first step in agreeing to help you. Step by step we've come to this point so..." she extended her hand towards Akasha "Will you take my hand and join the two or are we going to stand here with the metaphorical chasm between us?"
Title: Re: The Pharaoh Seeks Out The Flames Of The North

"I can see the hope shine in his eyes, do you see how brightly they shine? I admit, I am intrigued as to what words were exchanged, what ideas they discussed, it's clear that they left on good terms." She thought on Heydar for a moment, "Heydar sadly suffers the ego of a young boy and is incapable of doing one simple thing, something which need not be made public even, yet he refuses to relent. Sadly his choices preclude any progress until he's capable of swallowing his pride and it will not be I who relents first. Men who lead in Midaranye seem to believe they are the blessing of the Gods upon each nation they rule, that they know what is best. I cannot perpetuate that false notion, he must learn a lesson."

Upon Serenity showing her the necklace Akasha would reach for her cartouche, known to her to be worn only by pharaohs; to see that her father had gifted something such as this to the Princess gave her pause for consideration. "Certainly he would not speak lightly, nor make such a gift lightly...and just as our fathers stood together here we find ourselves standing together today." Akasha then took Serenity's hand while producing her phone in the other, capturing a selfie in the process. She showed the screen to Serenity, "looks good for an impromptu picture, and now we've one of our own. Where we go from here I must trust that it is ordained," she said smiling to the sky, "my father, amongst the gods, seeing the seeds he planted sprouting after a long winter."

"Then I say we make sure they grow in the springtime and flower." Serenity said with a smile "Come on let's take this back to the Castle."

The ride back to the castle carried a different tone to the ride out, the weight had gone, what they'd needed to solve had been solved and now this was about something more than that, something different. Midvale Castle was one of the smaller castles on the list of properties the Achkaerinese crown owned but to Serenity it had its homey appeal, cosey, warm, it was at times her escape from stress, a place where she could be who she was without having to think about all manner of other things. They stabled their horses and headed inside, once there Serenity showed Akasha into what was essentially the living area of the castle before opening a drawer in a hand carved cherrywood desk and taking out a black leather bound notebook, tied with a red ribbon around it.

"Go on." Serenity said holding it out for Akasha to take "See for yourself what they talked about."

Akasha thumbed through the pages, taking notes on comments made as well as proposals which seemed to receive warm reception from both sides. "Here I thought I was making ground," she chuckled, "my Setri is impressive, but if it were backed by the trade arrangements which our fathers discussed it could be so much more, indeed, the entire economy would see a dramatic transformation especially if the Shat had been preserved and pegged to the Iso. We could have easily subdued Nekhtou with the military modernization and cooperation proposals here, and," she pointed, "repairing the damages to our cultural treasures, like the Sphinx, were even highlighted by your father. Seeing the North more closely tied, they were indeed on to many things. Though in some ways it makes what I've accomplished look as child's play in comparison."

"I do note that my father indicated his willingness for what I would call concessions but here, he calls them evolutions? "The Kingdom would agree to evolve beyond indentured servitude in entering a covenant with the Holy Empire, after which the Clysperi Shat shall be pegged to the Achkaerinese Iso. Furthermore, by evolving on the enslavement of prisoners of war the Kingdom shall see benefit in coordination to modernize the Royal Clysperi Armed Forces, ensuring that no foreign power holds sway over Khemnen by taking up the tools for defense, and in the service of Ma'at."

"Why would he have not have spoken of these moves with me? He did say that I could place my faith in Tamora, without reservation. What was transpiring behind the curtains that he could not share with me the larger picture? I can see nothing before me which would have served at the detriment of Clysperis, we could be in a much better position as a nation and people had these initiatives moved forward..."

Serenity smiled slightly "My father has moments when he's doing his duties, when he's making decisions where he says the father in him wins out over the Emperor." she said "It strikes me that your father cared greatly for you, you got an education in Rokkenjima at a fine university, you were prepared step by step to sit on the Clysperi throne. I don't know why he wouldn't tell you but I can make a guess." she took a few steps and sat down opposite Akasha "Consider how this would have been viewed in Djerb, maybe not by the Emperor but certainly by certain factions, would Tamora have stood for it? What would they have done? What did your father suspect they might do? Suppose he suspected they might kill him, making sure you have a relationship with Tamora without knowledge of this meeting sounds a good strategy for a loving parent to protect their child.

Now regardless of our speculations as to motives, the proposals are there. And now I'll make one of my own." Serenity took a deep breath "There's a lot in there for you to process and a lot of things you might want to consider. I can say with certainty that these things are still on the table, the relationship our fathers wanted is still there and it's still going to be there until it's taken up or ruled out. So when you go home after this meeting, think about what's in there, think about what you want for your nation and then if you want to we can take the next step together, we can fulfill the promise of that meeting."

"Thank you," Akasha said warmly, "There is much to be considered and much to be done in the days and weeks ahead. Having seen what my father was working on before his death I know I want to see his vision become a reality. Even as our neighbours in Midaranye wished to see your Empire in one light, and even when they criticized me for making efforts outside of Midaranye, I knew in the response of your father when I first came here that my instincts were correct. Let us see now where this road takes us."
