It was a sunny afternoon in Khyat, a city that was unrecognisable after the civil war, the city used to be one of the most lifeful and cheerful cities of Mundus, but then the civil war broke out and a big part of this beautiful city got completely destroyed. Iv Sorya looked to this sad sight from the balcony of the Chhoub Chakra Hotel (named after the first President of Phubra) which was one the few buildings in this part of the what was still standing, even though it had some bullet holes in it.

"They must be coming soon i think i need to go downstairs now to welcome them" Iv said to his assistent Abdullah Al Bagdhadi who walked behind him downstairs.



Minister of Foreign Affairs Christiano Abate sat in a Vaguzian humvee while he was being escorted to the Chhoub Chakra Hotel where he was about to meet Achkearinese, Phuebran and Quentelian representatives to make a interim agreement until there can be hold general elections, which was harder than it looked like, because to make that happen you first would need the Muslims and Buddhist to agree on a system and to make that happen you would need a real good plan cuz these 2 groups already triggered 2 civil wars since their independence the 2nd one being far more deadly though. Besides that Phuebra also needs to get back up again now the civil war war completely has broken their country and Christiano also realised that they would need help for because without military help and economic help Phuebra is just too fragile too survive.

The Humvee now stopped in front of the Hotel and a Tenagri Legiona opened the door for Minister Abate "Sir we have arrived at hotel, you can take off your bulletproof vest now."

Baarya was another city torn by the war. Even before the first Quintelian missiles struck the buildings, it looked like every smote the city down to rubble. Nevertheless, Quintelia still tried to turn a hellhole into some sort of safeheaven for those escaping the grasps of the Muslim extremists by setting up tents and temporary shelter, establishing regular shipment deliveries from Quintelia, and rebuilding a important structures such as schools, hospitals and roads. The port that was heavily bombed was fully rebuilt to make the city connected to the outside world and not be outcast. Almost half of the soldiers that were deployed, and 102 corpses, were sent back and only a helicopter carrier and a frigate remain guarding off the coast. Of course, this humanitarian mission cost money and manpower, which is about $500 million, and 10,000 volunteer workers were sent.

As for Lieutenant Barriga, he is still marked as AWOL, but both a medal and a court martial awaits him at home. Though for now and for him, living with a nice family and helping them reconstruct their house is the best idea. Captain Empedrad was the first Quintelian to hear about el-Kamal's surrender, before he rallied the information to Minister of Defense, Ronald Bato Dela Rosa, and to his troops. Most of the members of the militia surrendered afterwards, with the good few stubborn ones being eliminated within a few weeks. Now, that Iv has arranged a meeting with the Vaguizans and the Achkaerinese, Commander Empedrad called Bato to come with him to the meeting. He then rode a helicopter to the city of Khyat.



The helicopter landed a few kilometers from the hotel, from there, Empedrad had to meet up with Bato. Then they rode to the hotel in a LAPV Enok, still wearing some protection. When they arrived, the two took of their helmets but not their vest. "Sir Sorya, pleasure to meet you. I am Ronald Bato, and this is COmmander Empedrad, he led the assault on Baarya." He introduced in a stern and stiff manner. He looked at the Vaguizan entourage and gave a nod someone from the Fort Bonifacio slums might give someone. Empedrad just stood quietly, knowing that he will be the one talking more than Bato later.

Khyat was certainly a change of scenery from the Buddhist temple in the north of Phuebra that had served as the headquarters of Achkaerinese and Vaguzian forces in terms of their military operations in country. But the surrender of the Phuebran army had meant that things were now being run from a library in the centre of the city. The senior Achkaerinese officer was Lieutenant General Rhyth Icerider, she'd walked the short distance from the library to the hotel, sporting her synonymous sunglasses, arriving just as an armoured car pulled up and outstepped Achkaerin's Minister of Foreign Affairs Richard Chambers.

"General." Richard said as he walked up the hotel steps
"Minister." Rhyth said, she noticed the briefcase Richard was carrying "Is that what I think it is?"
"I hope so." Richard said "The sooner we get an agreement of terms here the sooner this country can get back to some form of normality."

The pair stepped inside the hotel

"Mr Sorya." Rhyth said now removing her sunglasses, well shifting them up to rest on her flame red hair, she most likely looked underdressed compared to most of the people present, well perhaps not counting the Quintelian soldier she could see "Nice to see you again." Richard had kept quiet this was primarily his job Rhyth was there because some of it concerned her but Richard was the politician, the diplomat and this was primarily a diplomatic issue.

"Lt. General Icerider, it is so nice to see you, also very nice to see you Minister Chambers" after he greeted the Achkaerinese delegation, he also greeted the Vaguzian delegation and the Quintelian delegation. Then Sorya lead everyone to the meeting room and started a speech "So you all probably saw how the situation in Khyat is right now, the once so flourishing city has been torn apart by the civil war, and that counts for the whole country, but i hope you have also seen that this country also has a potential, my organization is one of the proofs of that, in the Free Phuebran Army, both Muslims and Buddhist have fought alongside each other like brothers to defeat extremists, but we cannot build rebuild the country on this alone, the truth is that we will need help for that, both economically and military, and i understand that before we get that help, we will need to have a good interim agreement until we have elections, so i am very happy to hear your opinions"

Richard said getting straight down to business "As everyone here knows it's quite simply the case that we now need to talk about what happens next for Phuebra, normally we would be sat here with the legitimate government talking about an investment package, but of course that government is presently being dealt with in relation to involvement in crimes against humanity, so there exists no government or political party with a mandate to govern hence why the country needs what you've termed an interim agreement, to establish who's in charge right now so that the respective process's can take place." he opened up his briefcase, took a piece of paper out and put it on the table "This is what we think is a good foundation."

Draft Interim Agreement

1) The Parties agree to the appointment of (NAME) as Governor who shall serve for a minimum period of 10 years from the date of this agreement, they shall for this period be required to sign off on all legislation passed by the Phuebran Parliament and the use of the armed forces. At the end of the 10 year period the Phuebran Parliament may vote to extend this period by another 10 years or to not renew it.

2) The Governor shall be instructed to sign on Phuebra's behalf the Uppsalla Convention, the Fair Seas Concordat, apply for membership of the Assembly of Ardia and seek a package from the Mundus Development Bank.

3) The Governor shall appoint within one week of this agreement coming into force a Committee to agree a new Constitution for Phuebra. This Committee shall report back to the Governor once every month.

4) Within three months of the Committee mentioned in article three finalizing the Constitution there shall be Parliamentary elections, which the Assembly of Ardia with the exception of Gowu, shall be asked to observe.

5) Coalition Troops shall remain in Phuebra by agreement until February 2022 and after that only by invitation of the Phuebran Government. They shall retain responsibility for counter insurgency and peacekeeping operations whilst also training the new Phuebran military forces.

6) All allegations of war crimes shall be investigated and those responsible prosecuted under the Uppsalla Convention or other law as appropriate. The Network for Genocide Awareness (as established under the Assembly of Ardia) is recommended for this role.

"So Mr Sorya how does that read to you?" Richard asked, well aware that time was of the essence but also knowing that there could be some questions.

Iv Sorya took a look at the agreement and started discussing with each other with mixed Khmer and English, it was clear that there were some disagreements but nothing that could not be solved, they asked for a moment in private and went to a different room to discuss the matter further. After 2 very tense hours, they finally returned to the meeting room, while everyone was looking at them for their answer. While everyone sat down, Iv Sorya took the word

"After long discussing this agreement, i am very happy to announce that we shall see this agreement, this is a historic moment for Phuebra and i have the fullest hope that this agreement will help us to get over the civil war, now the question only remains, who is going to be the Governor?"

Richard smiled and took another piece of paper out of his case which he handed to Sorya

"That's the name of the governor and the name of an envoy assigned to the office to assist." Richard said "Both highly experienced and both more than capable of doing the job required of them. We'll ask that when you take the agreement public you don't name them because there are domestic media outlets back home that are going to want to get first dibs on that so to speak."
