THE CENTRAL CHARTER
By agreement between the Reenberg Family and ______________ it is agreed that in return for the land specified in the Deeds of Holding and shown upon the affixed map the Holding of _________ shall be created. As part of this agreement it is required that a minimum adherence to the following are maintained.
1. Each calendar year on the 1st January a payment determined by the size of the Holding shall be made to the Reenberg Family.
2. Each calendar year on the 1st January the Reenberg Family shall present a demand for a number of military recruits to be provided by the Holding. Once presented the Holding have six months to fulfil the demand or shall pay the Reenberg family a fine of six years soldiers wages for each recruit they have failed to provide.
3. Each Holding may not prevent any goods or materials from transiting their territory unless on the grounds of health, safety or security.
4. A Holding may charge a fee for transit so long as it does not exceed 5% of the value of the goods being transported.
5. A Holding may not prevent a citizen of another Holding to transit their territory unless they are deemed a threat to public safety.
6. A Holding may charge a fee for transiting their territory by a citizen of a different Holding. This fee may not exceed $100.
7. A Holding must provide the Reenberg family with an estate of a size agreed during the issue of the Holdings charter. This estate shall remain untaxed and all natural resources discovered on the estate remain the property of the Reenberg Family.
8. No Holding may take action that will disrupt the flow of water into another Holding.
9. A Holding agrees that 5% of all natural resources within its borders are the property of the Reenberg Family.
10. A Holding must maintain a court system which recognises the Charter Court as the final arbiter of this document.
11. A Holding must maintain a system that compensates a worker for their labours.
12. Holdings agree that should the Holdings incorporated into this arrangement be attacked by an outside body they shall do all within their powers to support them.
13. Holdings agree that they shall not give sancturory to someone who has committed a crime in another Holding.
14. Coastal Holdings agree that they shall allow access to maritime trade to all other Holdings. They may charge a fee for doing so but this may be no more than 10% of the value of the goods being traded.
15. Holdings agree that they shall not enter into an agreement that runs counter to this.
16. Each holding may maintain a militia suitable for self defence. This force must, at times of national emergency, provide the Charterlands military with additional manpower up to 40% of their own number of recruits.
17. Holdings agree that the Charter Lord may amend these rules at anytime with the agreement of the majority of those who have Holdings.
