BACKGROUND

Nya Åland became an independent nation in 2015 after splitting away from the Union of Nordic People citing a belief that the religious nature of their country and the more secular UNP were no longer compatible. The nation had been part of the UNP since 1787 and left on good terms. Since becoming independent the Ålanders have been rather big critics of several international decisions, namely an attempt by the CTO to impose on their EEZ, the mismangement of the Marseille campaign and then more recently the Uppsala Crisis.

In mid 2016 a major tragedy befell the UNP seeing tens of millions die, it was Åland and her partners (mainly East Moreland and Achkaerin) that stepped in and this lead to Nya Åland legally "annexing" what remained of the UNP in order to restore law and order. Since then the Ålander government supported by East Moreland, Achkaerin, Himeyama, Lodja and The Iwi have sought to rebuild Uppsala where around 5 million refugees live.

THE CONSTITUTION OF THE ODINIST REPUBLIC OF ÅLAND

1.1 The Odinist Republic of Åland is a sovereign Odinist state with Odinism as its religion;Nordiic is its language and Korkow is its capital.

1.2 The Republic's flag shall be a Nordic cross on a blue background with a yellow cross and smaller red cross. It shall be known as the Åland Cross

1.3 The Republic's emblem shall be The Mjölnir (Thor's Hammer), it's national animal shall be the Raven.

1.4 The Odinist Republic of Åland shall be defined as all the land contained within the recognised borders of Åland and all the seas contained within the nations internationally recognised territorial waters.

2.1 The Head of State shall be an elected official known as the Head Gothi. There powers shall be defined in Article 3.

2.2 The Head of Government shall be an elected official known as the Allsherjargoði. There powers shall be defined in Article 4.

2.3 The Government shall be formed of an Odinic Council and a Longhouse. There powers are defined in Articles 5 & 6

2.3 A citizen of the Republic shall be defined as anyone who fulfils any of the following criteria.

a) Born within the Republic to Ålander parents

b) Born within the Republic and resided here for five consecutive years.

c) An Odinist who has resided in Åland for three consecutive years.

d) An Odinist who has served in the Åland armed forces for a period of 24 months.

2.4 The Republic shall make provisions for the welfare and safe keeping of all citizens no matter where on Mundus they are.

3.1 The Head Gothi is the elected Head of State. These elections shall be determined after all those eligible have voted. The candidate who receives the greatest support of the people shall be elected.

3.2 The Head Gothi holds the nation's most senior office, and outranks all other politicians.

3.3 The Head Gothi serves a term of a maximum of five years.

3.4 The Head Gothi may only serve three terms

3.5 The Head Gothi may call an election at any time.

3.6 The Head Gothi must meet the following criteria.

a) They must have celebrated their 21st birthday
b) They must have been born within Åland
c) They must have no criminal record

3.7 The Head Gothi must ratify all laws unless they provide the Odinic Council and Longhouse with written explanation of why it is anti-Odinist.

3.8 The Head Gothi may request any law presented for ratification be returned to the Odinic Council and Longhouse. This may only be done once per law.

3.9 The Head Gothi may dissolve the Odinic Council and declare a state of emergency with the approval of the majority of the cabinet. During this time he may issue decrees to govern.

3.10 The Head Gothi is commander in chief of the armed forces.

3.11 The Head Gothi names the Allsherjargoði but he cannot dismiss him. He names and dismisses the other ministers, with the agreement of the Allsherjargoði

3.12 The Head Gothi receives foreign ambassadors and is responsible for all matters of foreign diplomacy.

3.13 The Head Gothi may grant a pardon (but not an amnesty) to convicted criminals.

3.14 The Head Gothi may be replaced if 3/4 of members of the Odinic Council pass a vote of no confidence in him.

4.1 - The Allsherjargoði is to be a member of the Odinic Council and is appointed by The Head Gothi.

4.2 - The Allsherjargoði shall direct the actions of the government and therefore must command their support.

4.3 - The Allsherjargoði serves at the pleasure of The Head Gothi

4.4 - The Allsherjargoði must meet the following criteria.

a) They must have celebrated their 35th birthday
b) They must have served a minimum of five years on the Odinic Council
c) They must have been born within Åland or lived there for ten years
d) They must have no criminal record

4.5 - The Allsherjargoði may present proposals to the Odinic Council

4.6 - The Allsherjargoði is responsible for the domestic policy of the nation.

5.1 The Odinic Council is the elected assembly of the nation.

5.2 A person may vote in the elections as long as they fulfil the following criteria.

a) They have celebrated their 18th birthday.
b) They are a registered member of an Odinic Order.
c) They are not currently serving a sentence passed by a court
d) They have never been excommunicated from the Odinic Order.

5.3 Elections for the Odinic Order will take place every five years or at the pleasure of the Head Gothi, whichever is shortest.

5.4 Each shrine registered to the Odinic Order will elect one representative.

5.5 To put your name forward to be a candidate in the election for the Odinic Council a person must.

They have celebrated their 18th birthday.
b) They are a registered member of an Odinic Order.
c) They are not currently serving a sentence passed by a court
d) They have never been excommunicated from the Odinic Order.
e) Have the support of two Gothi.

5.6 The Odinic Council shall debate and vote of legislation presented by the Allsherjargoði

5.7 The Odinic Council may amend this constitution with 3/4 vote and approval from the majority of voters via a referendum.

5.8 The Odinic Council is charged with defending the constitution and the nations Odinic heritage.

5.9 The Odinic Council may pass a vote of no confidence in any elected offical, including the Allsherjargoði and the Head Gothi.

5.10 All legislation approved by the Odinic Council shall be passed to the Longhouse for further debate and approval.

Spoiler: Article 6- The Longhouse • show

6.1 The Longhouse is the upper assembly of the nation. It has no head.

6.2 Any person shall be a member of the Longhouse as long as they fulfil the following criteria.

a) They have celebrated their 30th birthday.
b) They are a registered member of the Odinic Order
c) They have no criminal record.
d) They have completed one of the following.
i) Served as Head Gothi
ii) Served as Allsherjargoði
iii) Served as a Gothi for a period of 15 years.
iv) Been granted a title of nobility
v) Have served as a Minister/Head of Government/Head of State in another nations government and since converted to Odinism and resided in the nation for 24 months.
vi) Served on the Odinic Council for a period of 10 years, this need not be consecutively.

6.3 The Longhouse may expel any member should 3/4 of members agree.

6.4 The Longhouse shall debate and vote on legislation passed to it by the Odinic Council.

6.5 Legislation successfully passing the Longhouse shall be passed to the Head Gothi for ratification.

Spoiler: Article 7 - Judicial Branch • show

7.1 The Judical Process shall be applied to all people inhabiting or visiting the nation equally.

7.2 All judges are invested with the power of the Head Gothi.

7.3 Supreme Court Judges are appointed directly by the Head Gothi for life.

7.4 All court cases are to be determined by jury. This jury is to be made up of people randomly selected from the register of the Odinic Order.

7.5 The use of the death penalty shall only be permitted for the crimes of murder and treason.

Spoiler: Article 8- Rights and Responsibilities • show

8.1 - The Articles of this constitution apply to all residing in the nation regardless of age, gender, sexual orientation, race or nationality.

8.2 - The only religion recognised by the state is Odinism. Other religions may practice but must do so in private at a private residence or authorised place of worship. No religious symbols other than those associated with Odinism may be visible in public.

8.3 - Schools run by faith groups other than Odinism are banned.

8.4 - Marriage is to be defined as follows "The pairing of two willing individuals who are not related by blood and have celebrated their 18th birthdays."

8.5 - The state is to provide health care to all citizens with no expectation of profit.

8.6 - All Odinists, regardless of nationality, are to register with a shrine of their choosing. This must be done within 2 weeks of the birth of a child. Should a person convert to another religion they must cancel their registration. Anyone found not doing so shall be guilty of perjury.

8.7 - All people must carry an ID card at all times. This may be demanded by the Police only once they have a reasonable suspicion an individual has committed an offence. The ID card must contain, name , date of birth, current address and a photograph and fingerprint. It must also in the case of Odinists show which Shrine you are registered at.

8.8. All citizens will take an oath of loyalty either at school, shrine or work everyday. The oath shall be as follows.

"I pledge myself to The Odinist Republic of Åland and the constitution on which it is based. I shall do my best to uphold the Nine Noble Virtues in my words, my deeds and my thoughts."

8.9 - It is illegal to not help a visitor to our nation as long as their request is reasonable.

8.10 - Each adult upon reaching the age of 18 shall be required, so long as physically possible, to serve a term of 24 months in the Armed Forces. Upon completion they are then eligible for active duty for a further period of five years. They shall be required to maintain a firearm provided to them by the government for use in times of war.

8.11- Each citizen is expected to contribute 10 days a year to a charitable cause. A charitable cause is one defined by the Odinic Order.

Spoiler: Article 9- Responsibilities of the State • show

9.1 The Supreme function of the Republic is to promote the general welfare of the people. For this purpose, the Republic shall provide for the provision and maintenance of law and for the protection of moral, Odinist and economic interests of the people.


9.2 The Republic shall provide all citizens with access to education.

i) Education will be compulsory and free between the ages of 4 and 18.

ii) The following subjects will be classed as core subjects and will be compulsory until the age of 18.

Norse, Mathematics, Physics, Chemistry, Biology, History, Citizenship, Physical Education, Odinism and a foreign language.

iii) Private education is permissible as long as it conforms to the legal requirements of curriculum, duration of education and standards laid down by applicable laws.

9.3 Students meeting minimal standards of education as set down by Universities will be, if deemed necessary, given grants to allow them to study beyond the age of 18.

9.4 The Republic shall be responsible for Public Health systems.

9.5 The Republic shall safe guard the right to work. Laws will be enacted to ensure equality for all in terms of opportunities of employment.

9.6 All workers must, if requested, be permitted to not work on Odinist holidays.. If they do not follow Odinism workers may work on religious feast days but shall be granted a day of paid leave in return.

9.7 To promote trade and industry the Republic shall be free to enter into treaties with foreign states.

9.8 The currency shall be the Krona, abbreviated as Kr. The Republic shall regulate both the currency and banking systems.

9.9 The Republic shall establish an equitable system of taxation. This must be agreed upon by the Odinic Council and the Longhouse.

9.10 The Republic shall administer for relief of the poor and those in need. In particular the Republic shall grant assistance to those living in poverty, the old, the mentally handicapped and people suffering from incurable diseases and conditions. Furthermore the Republic shall establish and maintain orphanages

9.11 The Republic shall provide a rapid procedure for legal actions and the execution thereof, under conditions that will safeguard material rights; it shall also provide for a system of administrative law based on the same principles.

THE ODINIC COUNCIL

The Odinic Council is the lower house of the Nya Åland legislature. It is elected every five years, unless someone calls an election earlier. To stand for election to the 500 seat council you must fulfil the following criteria

b) They are a registered member of an Odinic Order.
c) They are not currently serving a sentence passed by a court
d) They have never been excommunicated from the Odinic Order.
e) Have the support of two Gothi.

There are currently 7 political parties in the Council.

Currently the Riksdag is home to 6 political parties.

The Odinic Rite

A religious nationalist party focused on ensuring the principles of Odinism permiate through all aspects of life within the nation.

People's Rights Party (PRP)

The PRP are committed to limiting the impact of government on everyday life. They stood at the last election on a pro-choice, pro-drugs and pro-LGBT rights ticket.

NA Socialist Party (UNPSP)

The NASP stand for the removal of social inequality and the introduction of social reforms to make a fairer and more equal community. The party promote a brand of what they call Social Odinism.

Conservative Future (CF)

The CF stands for traditional family values and supports a Pro-traditionalist agenda. The Party also takes a hard stance on crime and punishment.


Liberal Nord Alliance (LNA)

The party promotes freedoms in all parts of society and believes it is the only purpose of government to protect people's rights. They have a commitment to use referendum more than is currently the case.

Nords First (NF)
A far right nationalist party keen to preserve the nations traditions and culture

THE LONGHOUSE

he Longhouse is the Upper house of the Nya Åland legislature. It has no term length and a person may be a member for life once they fulfil the following criteria


a) They have celebrated their 30th birthday.
b) They are a registered member of the Odinic Order
c) They have no criminal record.
d) They have completed one of the following.
i) Served as Head Gothi
ii) Served as Allsherjargoði
iii) Served as a Gothi for a period of 15 years.
iv) Been granted a title of nobility
v) Have served as a Minister/Head of Government/Head of State in another nations government and since converted to Odinism and resided in the nation for 24 months.
vi) Served on the Odinic Council for a period of 10 years, this need not be consecutively.


Currently the Longhouse has 72 members, mainly members of the former UNP Longhouse.

The Longhouse building sits on the opposite side of the river from the Odinic Council in Krokom.

CABINET

Spoiler: Head Gothi- Daniel Stenberg • show

The Head Gothi is the Head of State. They are elected from within the ranks of the various Shrine Priests across the nation.

Daniel Stenberg (aged 60) is the first person to hold the title after being elected immediately following the vote for independence. He is a former carpenter from Krokom who built up a family business building household furniture. He is firmly commited to the notion of self reliance and self discipline. During his reign he has overseen many issues in which the nation feels it has been victimised as well as the handling of the disaster in Uppsala.

Addressed as:- Chieftan

The Allsherjargoði is the equivalent of a Prime Minister. They lead the largest party within the Odinic Council.

Jin (Aged 43) replaced the assassinated Magnus Bakke after a leadership election within the Odinic Rite Party. Originally from Toshikawa his family converted to Odinism when he was 2 years old and then at the age of five he moved to Krokom where his father had a small metal work company.

Before entering politics Jin worked as a journalist and sports agent.

Spoiler: Minister for Home Affairs - Birgit Strand • show

One of the nations most respected politicians, she was originally the Foreign Minister of the Union of Nordic People before taking over as CTO Secretary General where she established the Refugee Council and Health Organisation. She was close friends with UNP leader Willa Sunbrek who died during the great disaster that befell her country. As a dual national she was asked to work alongside the cabinet and took on Home Minister to support efforts to rebuild.

Emanuelle (Emma) (age 48) is a former Junior Minister in the UNP, she has extensive business background and has stated several times her ambition to establish a strong trading foundation for her new nation.

Responsible for ensuring the judiciary carries out its responsibilities as well as over seeing prisons and rehabiliation programs.

Philip (age 44) is a former member of the military police who was responsible for carrying out investigations, while in the military he trained as a lawyer and became a member of military tribunals. He joined the Odinic Rite party in 2014.

Kris (aged 63) is a Professor of Lingustics and served as Foreign Minister of the UNP from 2006-2010 in what was only intended to be a short term capacity following the death of the incumbent. He was previously a member of Nord First who changed allegiance when the Odinic Rite party was formed.

Marita (aged 40) is a former Flt.Lt in the UNP Air Force, she flew helicopters as part of a Search and Rescue squadron. More recently she has worked for the Joint Emergency Team and entered politics in 2014.

ARMED FORCES OF NYA ÅLAND

The Armed Forces of Nya Åland can trace its history back to the 1300's when Åland formed it's first national rather than feudal army. This was done under the reign of King Gustav the Ravenwing in order to begin a conquest of the other Nordic Kingdoms that went on to form the UNP in the early 1800's.

The Åland armed forces became part of the UNP military in 1856 and in 2015 regained their independence following the referendum that saw the nation leave the Union of Nordic People. Since being independent the military have operated in Marseille where they fought terrorist rebels, and then in Uppsala where they annexed the old Union following a great disaster. With the collapse of the UNP the nation inherited what was left of the UNP military making it in some ways overblessed with military materials.

Government powers	Head Gothi is both the religious leader of the Odinist faith and the Head of State. He is responsible for ensuring compliance with the nations constitution and has the final say in matters of foreign relations.
Government elections and/changes in government	Elections take place at least every four years in compliance with the constitution.
The judiciary	The nation has a three tier system, Jarl's Courts, Thane Courts and Supreme Court. Jarls Courts feature only for crimes which do not carry a jail term of longer than three years. Supreme Court judges are appointed by the Head Gothi.
Establishment of religion	Odinism is the state religion and the only one which may be practiced publically. Other religions may not publically display emblems, worship or preach in public. Acts seen as purposely disrespectful to the Gods are not permitted
Gender rights	The nations laws are all gender neutral.
National service	Not utilised. Every person over the age of 18 however is required to possess a draft card in case of national emergency. This must be kept until the age of 40

Freedom of the press	All newspapers are privately owned. The nation does maintain a public broadcasting channel but this is only one of many sources the nation has.
Guns laws	Any citizen over the age of 21 who has passed a criminal background check, has a reference from a doctor and attended a 14 hour gun safety course may apply for a firearms licence. They are entitled to own four weapons per licence. Any individual with a licence may carry a weapon so far as it is not visible.
