Multiple HRAF Expansion Projects Underway



An S-5 Nekomata of the former Himeyan Aerial Defense Service (2010)

With analysts no longer confident in receiving sufficient aircraft from New Derusmia, the Himeyan Republican Air Force is currently looking inwards.

Recently, Premier Musashi commissioned the East Moreland Aircraft Company for both AWACS birds and a testing group of F-3 'Dragonheart' fighter craft. The F-3, designated as SE-94 is expected to arrive mid-2020, along with a pair of Dragonhearts to be tested with Himeyan-produced RADAR and sensors, designated SE-94b. However, to patch holes that are immediately apparent in the Armed Republic's air capabilities, the HRAF has begun restoring old S-5 Nekomata fighters in service from 1974 to 2017. Designated as the SY-74 by the HRAF.

The S-5 airframe as it currently stands is quickly growing more obsolete, and spare parts are increasingly rare. Official figures haven't been released but is estimated to be at 160-200 airframes mothballed by the HRAF.

The Armed Himeyan Republic has put multiple proposals forth to remedy this, primarily through the modernization and domestic production of Nekomata fighters. Many of these fighters are currently being stored in Aofumiya and surrounding areas, and while few are reportedly airworthy; Himeyan officials estimate that 30% can be restored to flying condition in quick order.

Mischievously, the Brilliant Speaker smiled. A smile unlike the one she put on for other guests and the prying eyes of the world. "Ah. Ha. You know, what you just inhaled is quite revered in our part of the world. It's known as 'Gateway to the Heavenly Gardens'. My job disallows me to enjoy it on the regular, but the wait makes it all the more worth it. Perhaps you'd like some as a parting gift?" The Grand General let out a brief chuckle. "Awfully bold around our guests today, are we not?"

"In the spirit of shared cultural values. Plus the Josains seemed like the fun type." She flashed the guests another grin. "As for a free trade agreement. We couldn't possibly refuse, Josai is a haven for similar cultures to thrive and intermingle. Likewise, the introduction of Josain goods on a much larger scale couldn't hurt us either. The appeal of Bakkermayan products is niche, and our opinions on MICA are currently... diverse. Despite the free trade agreement involved." In a flash of revelation, the Speaker closed her eyes and held up a palm. "On an unrelated note. The view of the Onyx Palace is magnificent, no?" Junko asked, rising to her feet. She approached the edge of the viewing room, peering down over the low wooden wall. Silently, the Grand General motioned for the Josains to join the Speaker with an affirmative nod. "But, the Wisteria Shrine is nearby." She pointed, where she did a noticeable patch of purple against the orange and brown city could be seen; dyed by the sunset. "Himeyans from as far as Albion visit the Wisteria Shrine to practice rites. And since it's a quiet day, there won't be many there to bother us... Only if you're interested in seeing for yourself of course. We can discuss all the politics we want while we're there."

As Grand General Ianaha Hasaenori approached the Achkaerinese, she lazily tipped her peaked cap and flashed them a smirk. As the head of the entire Neo Quywe Federation armed forces, the Grand General conducted herself with a permeating haughty confidence. Compared to the typical dress uniform of her fellow NQF officers, she had opted for a thick, fur trimmed winter jacket. Her dozen or so medals strewn diagonally across the left side of her chest, along with a ceremonial knife tucked into her belt. A short and slender blade with a barely noticeable edge, meant for cutting one's skin to draw blood, in accordance with Quywe rituals. "Your Imperial Highness, Princess Serenity. Your Imperial Highness, Prince Simon. A pleasure." She began in a low, smoky voice. "Forgive my colleagues' absence. The Brilliant Speaker rarely has time for much outside of administrative duties these days."

"But. The dead must be honored, no? There is a ritual that we adhere to for this specific occasion, perhaps you'll join me for it?"

Infantry of the Nurashima Defense Force. A semi-autonomous component of the Armed Himeyan Republic's military, tasked with the safeguarding of the Himeyan islands of Nurashima. The NDF consists primarily of experienced combat veterans from the AHR and local volunteers.

THE NURASHIMA PROBLEM


The story of Nurashima, also known as Styx by the Conglomerate and allies, is a grand tale of bloodshed and the the never ending cycle of change. Its pages stretch across centuries of history, from a trader's haven to a key military objective to a thorn in the side of stability in the Mhorish; switching hands and allegiances constantly in the process. This small island chain continues to persist as an unsolved problem. The mere mention of it by certain parties is enough to draw controversy. Despite its rich and complicated history, the only question on most of the world's mind is:

What's the issue?

The islands in question have been disputed by Himeyama and the Conglomerate since the 1970s, and the current situation between the Neo Quywe Federation and Armed Himeyan Republic is salt on the wound. Currently, the Armed Himeyan Republic is in de facto control of the Himeyan side of the island chain; as it is considered to be a part of the Suiseikawa province, which has remained independent from the NQF since the latter's formation. All Himeyan military personnel and assets on the island by extension, are part of the Himeyan Republican Defense Force. While Himeyan administration applies to the majority of the Nurashima island chain and most of its population, centralized in Hakae-shima; the Conglomerate maintains control over the northwest island of Voltox and all its residents, and is believed to maintain a military presence on the islands roughly proportional to the AHR's.

However, due to both nations claiming the whole island chain as their own; the sovereignty of Nurashima is controversial enough that no real conclusion can be made on its ownership. Personal convictions from both sides of the issue have to date resulted in 15 armed standoffs between the Conglomerate and the Armed Republic, sometimes spiraling into minor skirmishes with military and civilian casualties. Political analysts from both the Ardian and Alba Karinyan think tank believe that tensions in the Mhorish region could swell beyond levels seen in the past, and could flare into an active combat situation. Due in part to a third party claiming ownership of the islands.

While the Neo Quywe Federation has no known military presence on the island, and naval patrols by the Serpent's Teeth (the naval branch of the NQF armed forces) rarely come within 200km of them; their de-facto claim on all of Himeyama by extension applies to Nurashima. Consequently, Brilliant Speaker Junko Kamaejikawa of the NQF has put forth rhetoric in favor of NQF ownership of Nurashima. This in turn has led to an increase of AHR military presence on the islands, and by extension the Conglomerate's, increasing tensions dramatically in recent months.

Journalists from Free Mundus have made their way to both Hakae-shima and Voltux in order to conduct interviews.

"Life has become difficult recently." Says Lancer Masayoshi Minoshima of the Nurashima Defense Force. "The exchange of goods between Hakae-shima and Voltux has been halted, so many things have become more expensive." Lc. Minoshima continued, never taking his eyes off the treeline. Seemingly tracing shadows beyond the trees with the barrel of his rifle. "On top of that, nobody wants to fire the first shot. Neither us or the Heyrans, but I've almost had to many times. There's just so many of them now, and they're constantly in sight."

Premier Musashi to Consider Derusmian Jets



A New Derusmian MULRO-1 jet fighter.

In an unexpected announcement Friday morning, Premier Shiina Musashi of the Armed Himeyan Republic stated her intent to purchase some, or all of New Derusmia's MULRO-1 jet fighters currently for sale. Citing increased aggressive rhetoric from the neighboring Neo Quywe Federation, the Premier has pointed out the lack of serviceable jet aircraft available to the fledgling Himeyan Republican Air Force. As the aforementioned HRAF's inventory mostly consists of mothballed old aircraft with one dozen current-gen fighters also in service with the NQF, the Premier has stated the necessity of having a large and capable air force to ward off potential NQF attacks and dissuade further Quywe aggression.

As air combat veterans and ground crews of the former Himeyan Aerial Defense Service have experience with similar two-seater aircraft, consensus within the Himeyan military seems to be acquiring these jets as soon as possible.

"Read this for me. Out loud."

As he sat on his knees, the man in front of him pointed a large revolver directly at his forehead; before turning it sideways and pointing it down at his neck. "Go on. Tell me what it says." Decked with expensive jewelry, to the point of being almost gaudy; the young man ran his ringed finger across the stamped lettering on the side of the gun. "P-point 500, Arunaya Arms Magnum." He sputtered out.
"Yes very good. This caliber, this pistol, did you know it's illegal to own here? So... do you know why I have it?"

The man on the floor hesitated. "Because... you'r--"

"That's right, Himeyama's rules are irrelevant in Haruna. I am the law here. No cops, no soldiers; this city belongs to the Oda." Finishing this, Gunther pointed the gun back at the man's forehead. He flinched as Gunther imitated the motion of firing it, then quietly putting it back on his belt. "Since you've made yourself useful; we'll call this a minor slip up." The man clasped his hands together in relief. Wordlessly mouthing praise to the heavens. "I don't like underachievers, Mr. Hasekura. Make sure it's the last slip up you make." Silently, Gunther waved the man off; who rose to his feet and left the small office with haste.

"But you. You know exactly what happens next. Right?" Tearfully, the other man wailed while Gunther drew the pistol again, desperately trying to apologize through the cloth gag. "Shhhh..." Gunther whispered gently. "You had your chance already." Without turning to look at him, Gunther raised the pistol to his head and pulled the trigger. A deafening slam echoed through the office and into the narrow hallways beyond; and the man now lie face down. A visible split down the top of his head from which the contents inside now ran like a thick slush, onto the carpets and splattered onto the walls. Gunther sighed, another precious bullet wasted.

A pair of shadows, a desolate East End residential area and the sound of an approaching vehicle. Not a particularly quiet one either. A black Lancer Evo shot out from around a corner and slid to an abrupt stop on the sidewalk, opposite to the pair of shadows in the rain. The car went silent and a couple stepped out. A shorter young man with a pair of round sunglasses and a slim bulletproof vest over a black dress shirt and slacks; his accomplice wearing a white athletic hoodie open with a sports bra underneath, a black facemask covering everything below her eyes. "You're going to the Tencom headquarters?" The man inquired, crossing the street with a tablet out. With trained discretion, his partner brandished an old carbine of some sort and kept watch by the car. Rivets and matte plates of armor adorned the hood and panels of the car, some with chipped paint and dents.

One of the foreigners nodded silently. "Right. Few things to get out of the way. We're taking the fastest route possible, it's not gonna be smooth and no matter where you are in this city; someone's got a gun pointed at you. We're scraping by Ikari-Togura along Yoneda freeway, biggest cesspool in the city." He explained, pointing the pair through the route on the tablet. "Try not to worry though, nobody can clear that route like I can. It's what you paid for." A proud little smirk curled on the end of his lips. Tilting his head towards the car, the man paced back towards it and stepped inside; the Nythymn following suit in the back. "They look about the same weight." The woman remarked quietly. "Makes my job easier."

"Anyways. We can't guarantee your safety, but someone out there paid top dollar to get you close to the Onozuka Clan so we'll sure as hell try." The woman in the passenger seat explained, a pistol in hand and the lever-action rifle protruding up from by her thigh. The turbocharged sedan roared to life, the exhaust loudly backfired as it left the desolate street and advanced into rain and darkness. Between police snipers strung up to the heavens on stimulants and the occasional machine gun highwayman, riveting bulletproof plates to a fast car made more sense than most people had in Haruna.



A rocket on wheels, the armored car blasted through empty street after empty street with ease. Between the squealing of the engine and the constant rush of being at over 100kmh. Sensory overload, the driver made no attempts to focus on anything other than driving while his partner's head followed any object of interest. When she did look back at the Nythymn, they were similarly quiet; a bit of tension between them even. Better than some loudmouth kingpin trying to talk over the sounds of a race engine, she considered it a blessing. "Detour coming up!" The driver shouted just loudly enough. "Bushranger activity has been bad. Stop for nobody, not even those in your way." The woman replied coldly. "And you. Keep your heads down if you see something."

The urban sprawl grew thin as the car slid onto a narrow road and accelerated back above 100. Ahead looked to be nothing but trees, a glance from the back towards the front seats showed a particularly convoluted and twisty road between them and whatever the next step down this rabbit hole was, highlighted blue on the tablet screen. Slowly and anxiously, the woman raised the pistol to her shoulder and cocked it. "Kogara. Let us be safe." She muttered.

As the Grand General lead her Josain counterparts out of the elevator and onto the open-air balcony, the Brilliant Speaker greeted them with a slow, dignified bow. "The pleasure is mine, Your Excellency." Behind her, a hand-crafted silk banner fluttered with the warm summer winds; elaborately fusing the Josain crane and the Quywe lotus into a single design. "Please make yourself comfortable. If there's anything you lack, you have but to ask." She finished with a tilt of the head and a smile.

"And we do mean anything." The Grand General added. "Indeed. They're called 'party favors' in some places, it's all part of business here." Junko said with a sly wink and a mischievous smirk. From under her cushion, she slid out a small brass box. With trained discretion, she popped it open and pulled out an ornate pipe and a glass jar. "Remember, business." Promptly she took some contents from the jar and dropped it into the pipe. Striking a match to light it. A pungent but familiar smell wafted by and blew out into the open skies. "Now, first order of business." She began, taking a puff from the pipe. "The Quywe chooses friends sparingly. We feel it'd only make sense that when we want friends, we make it worth their while." Taking a second puff, she held the pipe out across the table for someone else to take; wearing a look that said 'only if you want to.'

"What we propose first, easing up visa restrictions on our end. A cordial gesture as the vanguard to a prosperous relationship."

Tracers whizzed by overhead, their numbers were dented but these golden masks were on the warpath. Whatever warranted shooting some Five Rings dead in police controlled territory, they were also applying to the police it seemed. "You, sniper." Yua said quietly between gaps in the gunfire. "Reposition on them, I'm going in." She finished, taking a stun grenade from her waist. "Won't be too hard." The sniper called back. "Be quick then." Her squadmates looked over to her, unsure of what to make of the situation. Curtly she responded to their silence. "Cover your ears." Flicking the safety pin free, Yua waited a moment before tossing it over her piece of concrete. Realizing just too late, Enforcer Ohmura tried to physically stop her only to feel the effects of the stun grenade, slumping back down into cover. "Ambush this, you pricks." Yua growled to herself, shouldering a UMP45.

The glint of gold veiled by black hoods, these guys had crawled up real close to the police. Seeing them stunned and stumbling into each other, Yua put a pair of bullets into the one's neck and a single round to the other's head as he fell to the ground. The pained gurgle of a man choking to death on his own blood barely registered in her ears as she passed. "I see you now, let's drop these bastards." Promptly, a bullet whizzed by her and slammed into a nearby car. A man screamed out in pain, a second shot rang out to silence it. "That's one." The sniper reported. As she advanced, a man's head poking out from behind another car. "I see two." The sniper called. "Left."

Tucking her UMP in under her arm, Yua pointed it at the head. "Now." She called. In unison Yua shot her target dead and a second kill was made apparent by an explosion of blood and gore. Without stopping, she rushed past the parked cars further down a dark road full of neon lights and murderous gunmen. "More up ahead." "Keep them down." Beyond another set of parked cars, a golden mask peeked his head out for just a moment, which was promptly removed with a bullet. Whoever this sniper was, he was on the exact same page as Yua. "Sweeping these guys up." She reported, sprinting towards the set of parked cars, her UMP dangling from the front of her vest.

Hearing her get close, another mask popped out of cover to take a shot. You could see the exact moment the sniper's bullet hit him, removing everything above the nose and causing him to collapse into the ground in a heap. "Street cleaners are in for one hell of a morning." The sniper said, chuckling. At the back line, the rest of Yua's squad advanced slowly behind her; away from the gunfire. "Doubt some of these cops are sleeping tonight."

"You're right on top of them." The sniper announced as Yua neared a pair of cars. Without hesitation she hopped onto one and launched herself off, unholstering her pistol just as she got airborne. Too afraid to peek out, the four golden masks watched as Yua flew above their heads with a gun pointed at them. Bang bang. Before she hit the ground, two of the masks dropped dead with holes between their eyes. A third one slammed his head back against the car door, having been shot in the neck. Before the last one could point his FAL at the enforcer, one more high-powered bullet came down. Screaming in pain, the mask clutched his shoulder.

"Think that's all of them. See if you can't get some answers from that guy, I'll keep watch. Out." "Hey, can I get some backup over here?" Yua called into her earpiece, then promptly removing it. Slowly she approached the mask clutching his shoulder in pain. "Give me answers." She growled. Desperately the golden mask tried to clamber away, in response Yua pointed her handgun at the other dying mask and shot him dead. "Now!" Breathing fast and ragged, the man continued to crawl away. Now looming right over him, Yua crouched down and prepared to strike him.

Boom.

Like so many others, the Golden Mask now lay with a small pool of blood on the pavement where his head once was. Instinctively Yua dove for cover and put her earpiece back on. "The he-" "It wasn't me." The sniper interrupted. "Someone else shot 'em." Groaning in frustration, Yua turned back to meet the rest of her squad. "These are the same guys who clapped those Five Rings?" Enforcer Ohmura inquired, looking at a nearby body. "They definitely are; this is some seriously quality gear, too. These guys look more like paramilitary than gangbangers."

"Body armor, rifles and smoke grenades. These guys didn't come to party." Yua noted. Nobody they've dealt with in Haruna had this kind of equipment. Who the hell were these guys?

Haruna’s tendency to be grey and wet played into its depressing situation like a fine garnish. Another night back at the office praying nobody else got shot before the night team took over.

“And I’m relieved to report that no officers were injured on duty today, despite the firefight that took place in Hexa.” Injured. Never mind the fact that busting guns and shooting angry kids who know little better takes a toll on you that your body is incapable of showing off. But if there’s a way the higher ups will try to keep morale stable, they’ll try it.

“Anyways, I think we may have caught a lucky break.” The Chief continued, a stocky Ahkabnilian man named Tlizi. “The Five Rings sent a messenger to us half an hour ago. They want to meet us on our own territory, as far east into military police territory as we’ll allow.” Murmurs. “They say they’re willing to broker valuable information in exchange for protection.” A man raised his hand, a recent transfer.

“Isn’t Five Rings at the bottom of the Haruna food chain?” He inquired, Tlizi nodded in acknowledgement. “Not quite, someone has the graces to let them keep that territory. They’re not the most dangerous group in that city but they’re strong enough to control more than a couple alleys. That being said, tomorrow night we’ll give them an audience. Get some rest and try to clear your mind, this could be a break we need.”
 
“Dismissed.”



“Otsuka Rd. coming up, look fresh ladies and gents.” The driver called, clanging the metal wall between him and the passenger compartment. The armored van slowed to a halt in the middle of the road, the constant threat of gunfights made traffic in Haruna scarce. Even in the police-controlled East End, few were willing to take risks anymore.

The back door swung open, and a dozen cops in ballistic plating poured out. Geared up like they were about to drop straight into Ardia. “Just around this corner.” Tlizi called. The enforcers followed, rifles in hand. As Yua neared the corner, an uproar began. “The hell!?” One cried. As she passed the brick wall, she felt the same outrage.

A dozen Five Rings lying on the ground, dead. Blood splashed over their van and a couple shell casings littering the road. “I see a live one.” Enforcer Ohmura said grimly, approaching the Five Rings member carefully. Delirious, the gangster pleaded for help, surrounded by her dead friends. “What the hell happened!?” Ohmura growled. “W… We were ambushed, it wasn’t the cops. They were wearing gold masks…” She blubbered.

Yua’s earpiece rung to life. “I see some dickheads with assault rifles and golden masks. I’ve got a good shot; shall I engage?” “I think they’re the guys who ambushed these poor fools. When I say so.” Tlizi responded, signaling the cops to take cover. “Where?” “Hiding behind the cars, looks like they’re waiting to hit you.” The sniper replied.

“Go for it.” The sniper grinned, placing his crosshair just above a golden mask’s head. He squeezed down the trigger, a thunderous boom rang out over the Eastern district and the mask’s head disappeared in a rain of red chunks and mist. “FUCK!” Another mask shouted. Patiently, the sniper cycled the spent round out and slammed a new one into the chamber. The golden masks began clambering around. Boom. Another fell to the ground with his head shot clean off. “Fucking cops have a sniper!”

“They’re on the move, I can’t see them anymore.” The sniper said coldly.

"Ritual scars and tattoos." Junko responded, pointing at an eight pointed star comprised of arrows near the back of her neck. "Being of noble blood, scarification begins at the age of three. Our duties aren't merely administrative. As a sign of devotion, the most powerful of the Himeyan nobles etch prayers into their skin with a burning knife." She finished, holding her right arm out for Wrex to examine. Strings of calligraphic text running down her shoulders and upper arm in both Ahkabnilian and Himeyan script; punctuated and divided by holy symbols tattooed in black ink. Phoenixes, talismans, men and women in robes. "The foreigners..." She began, looking around the room with eyes of mild disdain. "They may call it zealotry. Judging cultures not their own behind closed doors and false smiles. But conquest and meaningless pieces of paper, as they're so fond of, didn't reunite the Quywe people."

"This scar, the mark of Kogara, is the sign of divine mandate. In Her name, the broken empire of Quywe has been restored." Junko finished, pointing to a scar on her face. Precisely cut lines crossed on her cheekbone.



The Grand General looked on, listening intently as Velkin explained. Typical pleasantries aside, the odd outcast child of the Hasaenori family had a personal interest in the occult. Books lined her chambers back home, texts considered unholy in the many religions of Mundus. "Then, if there's nobody to offend..." She began, looking at the Advisor with a cruel grin. "May I ask what other sorts of rituals are your people partial to? All but the most fanatic and noble of Shishin followers need only to pray." As a black suited member of the NQF staff passed, Ianaha whispered something in his ear and sent him off. He promptly returned with a cup of plum-colored liquid. Pulling out a match and preparing to strike it, she looked over at the Nythymn. "This is hashiru, high in alcohol. Lighting it shortly before drinking brings health of the mind. May I?" She inquired.

The Quywe Delegation appeared in a group of three. The Brilliant Speaker, the Grand General and the new Chief Financial advisor. Choosing for once to remain somewhat inconspicuous against a whole battalion of foreign diplomats. As unpleasant as the ritual had been, the trio held their tongues... and stomachs through the whole ordeal; scarification and missing fingers were common in Shishin. A whole arm lopped clean off, however. Incredible, the rituals of the Quywe dealt in blood and human sacrifice in the days of old, but the practices have long been considered outdated. Like a time capsule to an older age, those macabre practices persisted in the Nythymn.

"I'm amazed." Grand General Ianaha Hasaenori mused out loud. "By what, may I ask?" Advisor Masaharu Taera whispered back, struggling to process the last couple minutes. "All of it, I don't wish to witness such a ritual ever again. Though the Krimeonites put on an amusing show." Ianaha chuckled, watching the pair of black suited and black gloved Phoenix Guards stare down the Krimeonite security detail. "I shall ensure they aren't a threat, by my own hand if need be." The stocky Ahkabnilian guard mouthed to the Grand General. "They won't be." She mouthed back. "We'll see."

Mercifully, they were cordoned away from the scene of the ritual; the combined scent of burning flesh and bodily fluids came as a thick pungent breath of warm air. The Quywe delegation could only pretend to be comfortable for so long. Noticing Velkin and Arre’a at a table, the Grand General forcefully took the Advisor's arm and dragged him over to them. "Time to prove your worth, Taera." She muttered into his ear as she pushed him along. Uncomfortably, Taera complied, not wishing to make a scene all over again. The next group of foreigners to slip up, he wanted little for the NQF to be them, especially with himself at fault.

"Make a good impression, Taera." Junko called, to his further displeasure. "I'll be watching." In a hurry, the Grand General and Advisor appeared before the Matriarch and Ionia Maar. "O Matriarch Arre'a, O Ionia Maar Velkin; no pleasure is greater." Masaharu Taera greeted them, putting on his friendliest face. He took a deep bow then seated himself across from the Maar. "I am Chief Financial Advisor of the Neo Quywe Federation, Masaharu Taera." He went on, consciously trying to avoid gaze with his superior. "And I am Grand General Ianaha Hasaenori of the Neo Quywe Federation, the day is blessed." With that, the Grand General also took her seat, across from the Matriarch.

Refusing to reference the events having taken place minutes prior, the mid-20s Chief Financial Advisor struggled to bring up a talking point with the Nythymn. Seconds felt like minutes before the Grand General decided to break the brief silence. "Please, pardon my morbidness." The Grand General began, grinning slightly. Taera looked over, was she toying with him? "But, that ritual. How old is it?" Casually, Hasaenori removed her peaked cap and set it down. "My people were once partial to the same kind of rituals, hundreds of years ago. Men sacrificed to appease the deities of Oqantel."

Waving off her retinue of Phoenix Guard, Junko set off to Wrex's table. Her dress was a modified Himeyan one, designed to show off the Speaker's shoulders and arms, covered in tattoos and ritual scars bearing religious symbols of the Quywe Theocratic Cult. "Brilliant Speaker, Junko Kamaejikawa of the Neo Quywe Federation." She introduced herself proudly, taking a seat at the table.

Hexa; the closest thing Haruna had to trendy and modern. School kids gathered in droves to luxury stores, buying up the newest and trendiest boxing gear and streetwear as it cropped up. All those giant LCD screens and neon signs made it look like something straight out of a cyberpunk movie. Worse yet, it was the latest casualty in the police's war against organized crime in Haruna.

Yua Ashikaga, famous in the NQF for her exploits in Shidarekawa and Haruna during the days of the Syndicated Confederacy; and a little-remembered incident in Alexandus Prime. Now an enforcer in the NQF's elite military police; the Theocratic Guard.

"Nearing Azai Square now, how far out is backup?" She whispered into her earpiece, pulling the pump on her shotgun ever so slightly back. Seeing a familiar glint of brass, she slammed it forward; peeking out against a wall. "Fifteen minutes, Ashikaga. Hold tight." A man's voice responded, unnaturally cool under the pressure. "No time, more vans full of Five Rings are rolling in." The man on comms groaned. "Better not come haunt my ass, Ashikaga."

"No promises!" She exclaimed, bolting out of cover with her shotgun level at her waist. One hooded man spotted her moving and held a machine pistol out, only to drop to the ground with a loud bang and an arm missing. Waist high planters with trees and LCD display posts were the only source of cover. Running past one, Yua slammed her pump back and forth and continued to charge forward. "Shit, it's that cop!" One more gangster called; spraying bullets in her general direction. Pieces of electronics and concrete fell to the floor where the bullets hit. Coming across a thick tree, Yua backed up against it; adequate cover for now.

"The Guard!?" Another replied, amidst an uproar of voices at the mention of her. "Yes, the goddamn Guard!" Hearing wet footsteps against the rain soaked concrete, she popped out of cover and squeezed down her trigger. Two more masked gangsters dropped, causing a small splash of water and blood as they hit the pavement. Hastily she cycled out the spent shell and loaded another in; pulling the gun against her chest and squeezing the trigger as she passed a display post. Another one down.

"Keep her pinned! Don't die, we have more coming." A young woman called angrily just nearby. On instinct, Yua tossed her shogun up and grabbed it by the barrel, gripping it like a club. "Shit! She's close to me!" She called, only for Yua to rush out and whack her over the head with the butt end of it, knocking her out cold. Looking back and forth, she hurriedly handcuffed the female gangster and continued to push forward.

Another rushed out of cover only to be similarly hit unconscious. Panting, Yua rushed up against a nearby building, ejecting the used shell and loading three more in. "Six suspects down." She whispered into her earpiece again. Her brief respite was immediately interrupted by the sounds of a vehicle approaching, loud music blaring out. "More on the scene, control! Would really appreciate some backup now." She growled, preparing to ambush them.

The Grand General chuckled to herself and leaned back against the wall. "You know, I'm actually quite fond of the formalities. Getting to where I am now has been my life's work. And the effort has paid off." She bragged, wearing a sly grin. "When the Brilliant Speaker said her mission was done, everyone came back in droves, all the royalty scattered over the world returned, hoping for a position of power. Birthright didn't guarantee anything anymore." She paused to take a tiny sip, the burning liquor too hot to drink comfortably. "It begged for treachery. And it could be found at every dark corner. I won't tell you how, but I made it to the top."

She mused for a second. "Below only the mastermind of the NQF herself, and above everyone else in it. That's where I stand now. Those damned old men never expected that one." Raising her glass to her face, she rested it against her cheek. As if to only feel the heat. "Anyways, the drink; it's not so much about a secret technique. This is hashiru. It's a bit overproof; but lighting it before drinking is said to bring health of the mind."

She narrowed her eyes, an idea. Using a small hand gesture, she waved over the same Phoenix Guard. Out of the crowd, the Vesian approached; a quick bow to the pair. "Perhaps she'd like to try hashiru." In her mind, she wasn't sure what to think of the Crown Princess. Rather touchy, even for a foreigner. Though she seemed to lack the ulterior motives of so many people back home. Figuring she'd continue entertaining Jagwida, she waved off the Phoenix Guard to get her acquaintance some liquor.

It is unfortunate that I personally may not attend the festivities in Tytor. My schedule has been filled for the foreseeable future. However, to ignore your invitation entirely would be an insult to your people and my own.

General Hasaenori tilted her head to the side once more. Giggling impishly. "You know, I'm something of an anomaly even back home. My presence is requested in many places, but I make myself rare. When they see me present in the great halls of the Quywe government, it's an omen. But." She said, turning her head to look Jagwida dead in the eyes. "Perhaps today isn't such a day, instead one to indulge myself in the ways of the other world leaders. Before I return to the Temple of the Voice, endlessly scheming to myself."

With her free hand, she took a match from her pocket and struck it, running it against the rim of her glass in a single fluid motion, igniting the drink into a blue flame. "Though." She said with force, redirecting Jagwida's attention away from her glass and back to her. "I suppose I can't always escape work. Call me a trump card; I tend to draw the eye of foreign dignitaries. This is helpful practice indeed, to draw people in. The Brilliant Speaker does like it when she has personal means to the rich and powerful of Mundus." She finished with an impish grin; tossing the spent match into a nearby bin when the trail of smoke died down.

"And what of you, Your Majesty? What do you seek here?" Ianaha inquired, blowing out the flame.

Having made herself known to the Seaforthians, the Brilliant Speaker took off again in search of someone else.

At the highest tier of the Onyx Palace, an open air balcony on a classical Himeyan-style castle, 200 meters above the ground. The Brilliant Speaker's home in Myoudai, in all its extravagant glory. The elevator button rang, interrupting her casual browsing of foreign news outlets. Looking up, she saw Grand General Hasaenori emerge from the shaft at the far end. The General greeted her with a tip of her peaked cap, taking a seat on the cushion in front of the Speaker.

"General. I am surprised you actually showed for this. Glad, but surprised." Ianaha tilted her head, smiling widely. "The Josain delegation, they in particular interest me. They present a unique opportunity." She said with muffled enthusiasm, removing her cap so her long hair may blow in the wind with the white petals of spring. "Do you wish to divulge?" Junko inquired. "I think not, it can wait for when the time comes." Junko nodded in acknowledgement.

"I see. Regardless, they'll be arriving shortly. Onibi International Airport, your ride there and back awaits, General. I trust you'll entertain them plenty before they arrive." Ianaha stood up and turned her back. "Admittedly, there are many things I am incapable of. Attracting the interest of foreigners is not one." Ianaha responded, flashing a grin while turning her head to the side. "Less foreign than most. Remember that General."



Spring in Myoudai, the ghost trees let their petals fly in a blanket just above the heads of those walking among its streets. A single twin-hull boat advancing down the Muratsukei River, all others moored into place or sticking to the sides in both directions. The riverside Onibi-Hida district was famous for its Bohemian lifestyle; even after stricter entry requirements were put into place following the rise of the new Federation, tourism in the district hadn't slowed in the slightest.

Perhaps the food, nightlife and street markets of such a place were still worth the hassle of a visa application months in advance. All that was known for certain is that it kept foreigners coming back for more indefinitely.



While the NQF made it a point that timing was kept immaculately adhered to; the General's appearance anywhere she went announced her presence as effectively as any clock ever could. In a uniform matching the jade green of the national flag, she entered the terminal casually with a sword on her back, flanked by the ubiquitous but secretive Phoenix Guard in groups of five on either side. Perhaps more strikingly, a ceremonial gauntlet of gold and silver on her left arm and hand; imitating the great gauntlets of old Himeyan warriors in form, if not function.

A small jet, bearing the crane insignia of Josai touched down just in time for the General to step out onto the tarmac, holding her peaked cap in her hand as she approached them. With haste the Phoenix Guard formed a line on either side of the door when the plane finally slowed to a rest; placing their fist against their right pec in the NQF salute. The door opened slowly, the Grand General following suit with her sword in hand and her other hand behind her back.

"Your Excellency, Kumoya-sama of Josai. The southern winds bring auspice! And with it, your presence. Truly, the day is blessed!" She said, lowering her head in respect as the Josains approached.

Junko hesitated at Lapu extending his hand, but took it regardless. Foreigners were much more partial to casual skin contact, after all. She then folded her arms back into her dress. "The day is blessed, you shall be joining us in Awaji, the Scarlet Palace for a day and night of indulgence before the talks begin."  With an umbrella still being held over her head, the Brilliant Speaker joined King Lapu's side while the Phoenix Guard turned their backs. "To keep you standing out in the rain is an insult not only to you, but to my people as well! I simply won't allow it! Come, the motorcade is just down these stairs." She exclaimed, leading slightly ahead of the Quintelian delegation.

The train station had been entirely closed off in anticipation of King Lapu's arrival, though the myriad of electronic displays were intentionally left on. Printed against the glass walls of the shelters was a map tracking in real time every civilian train in the Himeyama Administrative Zone. In the usual late night mist of Rokkou, holographic flower petals danced overhead. On the tiled street below, a line of jet black cars sat; a pair of sedans awaited the delegation with doors open.

"Not my preferred method of transport, but it's a quick drive. I promise." The Speaker grinned, motioning Lapu towards one car, Miguel and the other Quintelians being directed to the other.



Being a residence to Rokkou's own administration as well as catering to foreign and other domestic officials, Awaji is alive at all hours of the day. While the kitchen at night was a skeleton crew meant to fix up snacks in a hurry, all hands had been summoned to prepare a feast in the Quintelians' honor. Many of Ahkabnil and Himeyama's most famous dishes were being pushed out at blinding speeds; along with Quywe renditions of Quintelian classics like adobo and crispy pata, to varying degrees of authenticity.

"Is it worth it, do you think?" Grand Treasurer Renji Yokoshima inquired, turning his head only slightly towards Grand Auditor Honoka Tatsuhira. "Which? The pursuing of foreign relations or staying up this late for it?" Renji grinned, as though Honoka had just told a joke. "Having a feast this late into the night, have you never been told it puts on weight?" The Grand Auditor scowled in response. Renji chuckled to himself. "These Quintelians will help fill our coffers nicely with the floodgates of trade opened! With that, you could buy yourself a whole gym!"

Still not turning to face each other, Honoka raised a hand to the Grand Treasurer's mouth. "You seem quite proud of your tongue. I'd suggest you learn when not to use it if you value it. You are, after all, the least of the Four Serpents." Renji laughed. "That can change, what of the Azure Dragon of Haruna? He's already making waves in the Temple of the Voice." Glancing down at her watch, the Grand Auditor motioned for Renji's silence once more. "The Brilliant Speaker's arrival is nigh; let us go out to meet them."



Under the great arch of the Scarlet Palace, with a large shrine bell suspended by thick ceremonial ropes; the motorcade slowed to a halt. The black sedans carrying the delegates were promptly vacated while the rest of the motorcade drove off. "Welcome to my home in Rokkou, Your Majesty." The Brilliant Speaker said proudly, rallying the Quintelians towards her with a wave of her finger. The Grand Auditor and Treasurer descended the flight of stairs to meet their counterparts. Renji put on a wide grin, his thick ponytail swaying to the sides as he walked.

"Your Majesty, King Lapu of Quintelia himself! It is the greatest pleasure." He finished with a deep bow. With a haughty grace, he reached for something behind his back and presented it to King Lapu. A fountain pen of gold, with inscriptions made in Baybayin and inlaid with onyx. "The first of many gifts for you, Your Majesty." Renji said with a proud smile. "And you as well, Mr. Ibañez." Honoka glared at Renji disapprovingly, having audaciously taken the initiative. "Come, let's get back out of the rain. And worry not, Your Majesty. We have enough liquor to bring down even the hardiest of men!" Junko said, leading everyone inside.

Being lead through the Scarlet Palace, everyone the Quintelians passed fell to their knees in respect. With the exception of Grand General Ianaha Hasaenori, who exchanged a brief greeting with them before disappearing out the front door. "Strange woman, where is she off to now!?" Honoka quietly hissed into Junko's ear. "Hasaenori has been busying herself with much as of late, it's truly unfortunate she could not join us. I believe she has business in Shidarekawa." The Grand Auditor groaned dramatically. "But of course."

Through a curtain of crimson silk and silver thread; the Quintelians and their Quywe counterparts were met with the sight of a grand table, sitting low against the ground but easily as long as a small house. The scent of a kitchen hard at work overwhelmed them. "The feast will begin shortly. Please take the near side of the table." Junko said, motioning the Quintelians towards a set of cushion seats on the ground. Overhead, countless paper lanterns and abstract sculptures carved out of wood dangled at varying lengths. The room itself had a warm, dim glow to it that would make any feel welcome.

With the Quywe seated at opposite sides of the table from the Quintelians, the Brilliant Speaker summoned a steward and sent him off with a few words. "Now, we can't blame you if you don't wish to do business now. After all, it's a long flight all the way up here. But, if there is anything you'd like to ask now, feel free to do so." Junko said with a warm smile, the Grand Auditor and Treasurer making small talk with the other delegates.
