A Message To Phuebra
Greetings,
The First Empire has long believed that, through friendship, the nations of Ardia may share jointly in the fruits of prosperity. Our region of Ardia has been an engine for economic growth for quite some time yet the prosperity this brings with it has not benefited Phuebra or her People. Indeed, Phuebra has been a nation which has been struck by many issues and challenges, and one which the First Empire has not reached out to. I would like to rectify that by visiting with the Government of Phuebra to establish a firm friendship with our Southern neighbours, to see where Rokkenjima may be of assistance, and to see Phuebra embark upon the path of prosperity and plenty which I feel it is most deserving of.
For these purposes I look forward to a visit to your nation at your convenience so that we may lay the foundations for a new partnership between Phuebra and Rokkenjima. Knowing which areas are in greatest need of attention prior to this meeting will assist me in drafting a plan to work from. I look forward to your reply.

A Message To Phuebra
I have seen, first hand, turmoil in my lands, suffering, strife and grief and all the things they bring with them. That we have been blessed to eradicate such things from our lands through much blood and sweat, and many tears, is a hard lesson to learn. It is my hopes that, through the experiences Rokkenjima faced, we may be best positioned to aid Phuebra in this era of your own grief and turmoil; to see a day where peace confers her blessings upon each and every Phuebran and your People know the bounty of prosperity that we have known since the conclusion of the Second Patriotic War. Despite our distance in past times I shall be honoured to join you in Khyat to chart our path forward and see the Phuebrans finally know the peace, safety and stability they have long been so deserving of.
Until I shall be able to speak with you in person I send only my best of wishes.

The Imperial Ryūsei landed carrying the Rokkenjiman delegation consisting of Empress Evanthe and Princess Kyōko. "Look at the trees," Kyōko said as the plane lowered, which brought a grin to Evanthe's face. "What?" she asked as she noticed, which left Evanthe to smile. "Your sister often pointed out the most mundane of things, those things that brought joy to a child like ducks in a stream resting upon rocks or a cloud that's shaped like a familiar character or animal, and just stay in that moment in awe. It's...I've missed that part of her, and even with wholly different lives no one can say you're not an Anselmo." Kyōko stayed silent for a moment before noticing a tree that seemingly made the shape of a heart with its neighbour, immediately pointing it out to Evanthe before turning away briefly, "...and this confirms it, doesn't it?" she said with a chuckle.
As the two waited for their welcome Evanthe hugged Kyōko before departing the plane. "I'm so happy you're home, once Asuna returns I'm sure you two will have much to speak of. As for today when you wish to give your opinion please do so, you're not some lackey here with me. You will be respected." Kyōko responded with a nod as the two walked down the staircase of the aircraft.
Kyōko shared her smile, handing Choriya a tablet. "I took the liberty of drafting something as we spoke, give it a look over and let me know what you think?"

Treaty of Friendship, Cooperation and Mutual Security Between The First Empire of Rokkenjima And The Free Republic of Phuebra
The Pyrettania-Khyat Accord
Rokkenjima and Phuebra;
Desiring to strengthen and formalize the bonds of peace and friendship existing between them, and to uphold the principles commonly shared between them,
Desiring further to encourage closer diplomatic, cultural and defensive cooperation between them and to promote conditions of tranquility and prosperity in their countries,
Reaffirming their faith in the purposes and principles of the Fair Seas Concordat, and their desire to live in peace with all peoples and governments,
Recognizing that they have the inherent right of individual and collective self defense,
Considering that they have a common concern in the maintenance of international peace and security upon the Ardian continent and abroad,
Having resolved to conclude a treaty of friendship, cooperation and mutual security,
Therefore agree as follows:
ARTICLE I
The Parties undertake to settle any international disputes in which they may be involved by peaceful means in such a manner that international peace, security and justice are not endangered and to refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any manner inconsistent with international law and norms.
ARTICLE II
The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being.
ARTICLE III
The Parties will consult together from time to time regarding the implementation of this Treaty and, at the request of either Party, whenever the security of the Parties or international peace and security upon Ardia is threatened.
ARTICLE IV
Each Party recognizes that an armed attack against either Party in the territories under the administration of Rokkenjima or Phuebra would be dangerous to its own peace and security and declares that they would consider action to meet the common danger in accordance with their existing domestic and international commitments.
Each Party shall host annual military exercises, held in Rokkenjima and Phuebra on an alternating schedule.
Each Party shall agree to share military intelligence that is believed to be in the interest of the safety and security of the other signatory.
Each Party shall agree to consult upon matters of common security and interests, when they concern Eastern Ardia, directly or abroad.
For the purpose of contributing to the mutual security of Rokkenjima and Phuebra, as well as the maintenance of international peace and security in Eastern Ardia and the Strait of Shaw, both parties are granted the use by its air and naval forces of facilities, ports and air fields in each nation.
The terms of this Treaty shall not supersede those commitments already existing to other international accords.
Phuebra shall be recognized as a Major Non-CSTO Ally of the First Empire of Rokkenjima, allowing for the transfer of Rokkenjiman military equipment and other associated hardware to the Free Federal Republic of Phuebra.
The First Empire of Rokkenjima and the Free Federal Republic of Phuebra agree to open their naval bases to vessels of their respective navies for replenishment and maintenance.
ARTICLE V
This Treaty does not affect and shall not be interpreted as affecting in any way the rights and obligations of the Parties under the Charters of international institutions.
ARTICLE VI
This Treaty shall be ratified by the First Empire of Rokkenjima and the Free Federal Republic of Phuebra in accordance with their respective constitutional processes and will enter into force on the date on which the instruments of ratification thereof have been exchanged by them in Pyrettania and Khyat.
ARTICLE VII
The Treaty shall create an annual Rokkenjima-Phuebra Cultural Festival, celebrating the unique cultures of Rokkenjima and Phuebra. The Pyrettania-Khyat Association will organize an annual festival to be held in each nation in turn annually.
The Treaty shall also also allow citizens of the other nation to apply for a fast track visa aiding in travel between the nations for purpose of trade, recreation and business.
ARTICLE VIII
To promote joint economic prosperity between Rokkenjima and Phuebra the two parties shall agree to a staged elimination of tariffs imposed upon goods transported between the two nations, to be reduced respectively at a rate of 25% over the next four years.
Taxes upon corporations or other business entities originating from either nation shall be granted a reduced tax rate when constructing offices or operations in either nation, so long as construction contracts of manufacturing and production in such properties are granted to corporations or business entities in the two nations.
The Treaty shall seek to promote the establishment of a student exchange program, allowing Rokkenjiman and Phuebran students more expansive and diverse educational opportunities at both the secondary and university levels.
ARTICLE IX
This Treaty shall remain in force until such a time either Party views it as no longer serving their best interests.
However, after the Treaty has been in force for ten years, either Party may give notice to the other Party of its intention to terminate the Treaty, in which case the Treaty shall terminate one year after such notice has been given.
IN WHITNESS WHEREOF the undersigned Plenipotentiaries have signed this Treaty.
