Membership Charter of the Oil Producing Export Nations (OPEN) Organisation
OPEN was founded in Tamora following a meeting between His Imperial Majesty Emperor Abbas Safavid of The Empire of Tamora and His Majesty King Akakois of Royal Seleucid. As such these nations are the founder members of OPEN.
This organisation exists to ensure the continued reliable supply of gas and oil to all nations of Mundus. To ensure this is possible nations who are members of OPEN agree to work together to co-ordinate international production and exports. By working together it is believed that both the customer and exporter can benefit. As such OPEN shall adopt the following practices.
1.A permanent OPEN HQ shall be established in Ipsus, Royal Seleucid. It shall host regular meetings of a committee made up of one voting member per nation. A nation may attach as many advisers or experts to their delegation as possible but only the appointed delegate may vote.
2.The organisation will employ a team of analysts to give detailed reports on a range of topics including but not limited to.
a.Forecasts of Global Demand
b.Forecasts of Global Supplies
c.Forecasts of Shipping Prices
d.Technological Advances
e.Safety Advances
3.OPEN shall meet every three months in order to allow each nations delegates to discuss matters arising from information presented by analysts.
4.An Extraordinary meeting may take place should three or more nations request it.
5.All members of OPEN agree to abide by the price for oil per barrel or gas by MMBTU set by the committee +/- 10%. This is to ensure all nations are able to find customers for their products.
6.Members agree to stick to limits set by the committee for production. This is to ensure the stability of the prices set.
7.Member nations agree to not stockpile oil or gas in order to influence the international market.
8.Members agree to establish internationally approved safety practices.
9.OPEN members agree to invest 0.1% of their profits into research for renewable energies.
10. OPEN members decisions will be determined by a majority decision. Any changes to this charter require 65% of voting members to approve them.
11.OPEN shall grant membership to any nation that has a substantial net export of crude petroleum and natural gas, which has fundamentally similar interests to those of Member Countries, if accepted by a majority of of Full Members, including the concurring votes of both Founder Members.
12.Nations with oil production who do not fit the criteria of Article 11 may become Associate Members if accepted by a majority of of Full Members, including the concurring votes of both Founder Members. Associate Members are permitted to access information generated by staff of OPEN as well as receive support on safety matters. They are bound to abide by prices set by OPEN. They may contribute to debates but may not vote individually. Associate Members have a single block vote.

Although the production of gas and oil does not constitute the overall majority of the Ecclesiastical State's exports, it does by a large margin totalling 9.4% (fuels and mining) and relative to other nations it is quite large and forms a part of the global trade regarding these resources, especially within the Albionite continent itself.
Which is why the Ecclesiastical State hereby files its application to OPEN, with the wish to aid the maintenance of oil and gas supply to the rest of Mundus while coordinating vital production and exports. To the Founding Members of OPEN,
I am pleased to announce my desire to join the OPEN Organisation. Quintelia began producing and refining oil since a large oil reserve was discovered off the coast of Lungsod in 1976. Since then, more than fifty oil extracting and refining companies were established, with most prominent few being Seaoil, Dizon Oil, Bataan Oil Refinery and Co., and San Juan Oil. An estimated $259,890,000,000 (adjusted for inflation) were spent on building the necessary infrastructure for oil production by private companies alone, with the government spending about $56,768,000,000 on infrastructure. With this, oil has become Quintelia's fourth largest industry with only food production, plastics, and electronics above it. We wish to be included in the organisation, even if oil and natural gas production only constitutes 18.5% of Quintelia's exports as it is expected that more oil will be exponentially pumped as time moves on. Honorable members of OPEN, as I am sure many of you are aware, the current relations between the Empire of Tamora and the Republic of Slava Lavosk have currently broken down and the path towards war seems more and more likely. The representatives of Slava Lavosk have shown an unwillingness to cooperate that has frustrated not only us but many other nations of Mundus. It was never the intention of Tamora to weaponise this great organization that it helped found and it has no plans to do so in the future. There is no article in the charter regarding the issue of embargoing other countries. However, I ask the members of the organization to each vote and proceed to embargo all sales of oil and gas to Slava Lavosk. I would like to emphasize that this measure is not aimed to punish the Republic but is instead a desperate effort to pressure Slava Lavosk to seek peace rather than war.
Motion: Members of OPEN agree to embargo all sales of oil and gas to the Republic of Slava Lavosk until any of member of OPEN requests to suspend the embargo and the majority of members vote to cancel the embargo.

The nation of Royal Seleucid has seen the way Slava Lavosk have flouted internationally accepted decency and that they have also made it difficult for nations to conduct a humanitarian option. They are a nation that are weaponizing shipping and therefore we have no hesitation in supporting Tamora in their claims.

IC: Tamora would like to propose that OPEN have a formal Head and deputy Heads of the organization. They would be responsible for the daily running of the organization and not vote for our nations during the meeting. They would also meet with other representatives of other organization in order to set up meetings and further OPEN’s agenda.
Since Royal Seleucid is the HQ of our organization we propose that the Head by named by Royal Seleucid while other member countries have a deputy head of the organization. In practice the head and the deputy heads will have the same powers but for purposes of representation, precedence will be given to the Head above the deputies.

The Kingdom of Clysperis seeks admittance to the Oil (and Gas) Producing Exporting Nations. Clysperis has been a producer of petroleum, its associated by-products and natural gas since times prior to the Soviet occupation, with crude representing 12.4% of our exports. Despite our efforts this number remains below the 15% level seen before the Soviet occupation, a situation we would wish to remedy in part through joining OPEN.
A majority of Clysperi oil production is extracted and processed by the Clysperi Oil Corporation, and the Clysperi Refining Group (COC and CRG, respectively). The Kingdom has made consistent investments in its infrastructure and presently meets OPEN standards toward renewable energy targets.
If there are any questions or concerns in regards to our application to join we are prepared to address them in swift and efficient order.

The Second Imperial Chinese Republic requests membership into the Oil Producing Exporting Nations. While the majority of the exportable SICR fuel supply is mainly synthetic, we hope that we may boost the Chinese economy by once again joining the world in trade.
As the SICR’s third largest industry, right below chemical production and heavy metalworks, the infrastructure accompanying the industry is fairly extensive, with well over 6,900,000,000 (adjusted for inflation) Imperial marks being spent on development in the last decade alone. The extraction and refining of crude is maintained by Heisenberg National Fuels, while synthetic fuels are fabricated by Heisen-Dumingjia Synthetic Petrol, both companies government-controlled.
We hope that the member nations of OPEN will review our case. If there is debate over our admission, we will address them as needed.

We have carefully reviewed your application to join OPEN and have decided against it since the charter of OPEN states as one of the conditions for membership that “OPEN shall grant membership to any nation that has a substantial net export of crude petroleum and natural gas”. The Republic of Sinsu expresses its deep, sincere request to attain membership in the Oil (and Gas) Producing Exporting Nations. Sinsu is well-endowed with natural resources in areas such as agriculture, forestry and minerals. It is an exporter of natural and agricultural resources, the most valuable exported resource being petroleum, which is of major significance in the Sinsic economy representing 15.2% of our exports in the international markets. Sinsu currently holds proven oil reserves of 25 billion barrels whilst also holding 5.5 trillion cubic meters (tcm) of proven natural gas reserves. A majority of Sinsic oil and gas production is extracted and processed by the company PetroGas, wholly owned by the Government of Sinsu and is entrusted with the responsibility of developing and adding value to these resources.
We hope that this pertaining information alongside a commitment to a well-developed infrastructure and a desire to increase our export capacity will make Sinsu a prospective candidate for membership. The government on Royal Seleucid are keen to ensure the stability of oil and gas products produced by this organisation. In the past we have rejected applications from nations advocating "synthetic" products as we feel these could negatively impact the price. In order to therefore keep oil and gas prices for this organisation stable we propose only to admit Sinsu on what I will refer to as a "conditioned entry". By this I mean once they have resolved the current disagreement with their Northern neighbours they shall be admitted as full members until such a time they will be Associate Members if they accept this proposal. Should they fail to do so then Royal Seleucid can not in good faith support their membership at this time.
As for the application by "Alta Califronains" we require more information about this entity before being in a position to make an educated decision. OPEN is for nations however our impression is that Alta Californians does not fit that criteria. We are however more than happy to discuss this application if King Aurelius would provide us with more details.

This refinery is designed to meet present fuel needs while supplementing additional Clysperi capacity in the Gulf region of the Kingdom. I would like to formally present the application of the Holy Kingdom of Samantra to join OPEN as an associate member.
The Holy Kingdom is a country that has deep economic ties with the members of OPEN. All of country’s oil and gas are imported with 65% of the imports (https://independentorder.net/index.php?topic=2424.msg22157#msg22157) coming from members of this organization. Our country uses 6 million barrels of oil per day meaning the total annual imports of oil alone account for almost 216 billion roubles/USD per year (ooc: assuming the price of oil is 100 USD, so adjust according depending on the price), 65% of which, as previously stated, comes from OPEN countries. The data I believe speaks for itself and makes the Holy Kingdom one of the largest clients of OPEN.
While our country lacks oil and gas reserves, and as such has no upstream sector (https://en.wikipedia.org/wiki/Upstream_(petroleum_industry)), it does have a significant oil and gas sector that handles the downstream sector (https://en.wikipedia.org/wiki/Downstream_(petroleum_industry)). Our major companies have some of the largest refineries in the Rus’ world since we import so much crude oil that we have to refine and ship across the country. The Samantran government understands the importance of the oil and gas for the Samatran economy and is a partner for the industry. We are helping the industry to further develop the infrastructure such as to increase capacity for the liquefied natural gas terminals in our ports, to construct new gas powered plants and to further develop the pipelines (gas and refined oil) as to be able to export it to our neighbors such as the Grand Duchy of Belgravia and others.
Lastly, the Samantran economy according to forecasts and barring any major economic downturn, will continue to increase its imports of oil and gas at least until the end of this decade. Furthermore, I believe the Samantran government has shown interest to work with many of the members of this organization for the betterment of the oil and gas industry and our people’s wellbeing.
It is for the reasons presented above that I believe the Holy Kingdom of Samantra will be a valuable associate member of the organization, further increasing the visibility and influence of the organization in Mundus and its role in the stability of the global economy.

The Kingdom of Clysperis finds itself concerned by the treatment of natives by Imperio de la Bahia del Norte and recognizes in them our own past under the yoke of Soviet rule. It is clear to us that Emperor Antonio has a an opportunity, but more importantly a responsibility, to forge a path which sees better conditions for the Native Peoples, many of whom have been driven from their ancestral lands as settlers expanded their presence. As these responsibilities have not been met and conditions for the Native Peoples appear to be dire, the Kingdom formally proposes that OPEN suspend sales of petroleum products to Imperio de la Bahia del Norte until such a time they take concrete steps in addressing these issues.

While it is clear the Kaqam tribe of Bahia have faced the wrath of the Bahia government we shall not at this time be supporting this measure suggested by the Pharoah of Clysperis. It is clear that the Kaqam are one of a number of tribal groups, many of whom are victimised by the Kaqam. Furthermore as the Kaqam actively engage in kidnapping to support slavery and also tolerate murder and rape as part of this process we can not take action to support their cause. We find the fact tha the Pharoah has used this latest round of action against the Kaqam to label that all Native people there are mistreated. More must be done to ascertain the treatment of the Native as reports suggest that the behaviour of the Kaqam has created a scene where the group "are not well liked by the other tribes.".
Royal Seleucid will not prevent the people of Bahia from defending themselves against kidnapping, rapists who practice human sacrifice and fund this by selling drugs using child soldiers to protect their interests.

I find the disingenuous remarks of the Republic to be less than helpful, especially given the Republic's troubles when it comes to matters such as transparency and the international controversy we've seen in regards to Elysium. I need not remind my counterparts from the Republic that when Clysperis declared a path independent of Tamora I was cautioned against doing so. Cited as concerns by my counterparts were the division of the Manist Faith as represented in the establishment of Contemporary Manism as well as my declarations against slavery because Emperor Abbas is "most fond of" as it is an integral part of Tamoran culture. As such I shall not be chided by a Heyran on matters such as slavery and human suffering when they walk around with egg upon their face to this day due to their myriad controversies.
Until further notice Heyran diplomatic staff which remain within Clysperi borders are being given due notice that they are to shutter their operations and depart the Kingdom within 48 hours. Once the attitude of the Republic has improved I may revisit this decision at my leisure.
I shall state that the sources we have at this time may be biased; as such I shall be determining how to best proceed on this issue and will update OPEN once those pursuits have been explored. I am not closed to information which may shed light beyond the sources which have been available on this matter thus far, and I shall remain amendable to information which would change the calculus of the Kingdom.

The Holy Empire of Achkaerin provided to Clysperis the nudge of a friend which is being followed up by communications in private. Nowhere in their communications did the Achkaerinese suggest that the Kingdom should be sanctioned, nor did they impinge the dignity or standing of the Kingdom in their response as the fair Governor has in theirs.
The Kingdom considers the conduct of the Republic, as an Associate Member of OPEN, as unacceptable. Should the Heyran Republic apologize for its slights against the Kingdom I shall be willing to open my house to Governor Anginer to discuss the present matters at length. If Governor Anginer is incapable of this, however, I shall move to see that the Republic face some manner of consequence for its attempts to disgrace the good name of the Kingdom.

During recent discussions surrounding the Kaqam Tribe of the Bahia we saw concern from the Emirate of Royal Seleucid over "kidnapping to support slavery". I feel this exchange brings to light a most large elephant in the room: OPEN counts amongst its members the largest supporter of the institution of slavery in perhaps the entire history of Mundus: the Empire of Tamora. If we are to assume a position of concern in regards to the institution of slavery I would suggest now, perhaps above any other moment in the history of this organization, is most appropriate to address the issue of slavery.
While the Empire of Tamora is a founding member of OPEN I do not feel that excuses it from the consequences of perpetuating an institution which itself is an abomination against human nature and decency; an affront to human decency itself. If we are to continue as an organization I feel we must address the continued existence of slavery in the Tamoran Empire and work together to see that slavery is either abolished, or this organization disavows slavery fully and brings the Empire to account for the continued perpetuation of slavery. It is for these purposes that I call for a summit of the leadership of OPEN to discuss these issues, to bring about a resolution on the matter, and make a firm decision on whether we, as an Organization, are comfortable with harbouring the largest supporter of slavery amongst our ranks.
