Grand Duchess Sets Agenda; Seeks Relations With Vaguzia


Grand Duchess Poincaré has set the 2019 Agenda calling for more international involvement from Montsarre.

Grand Duchess Poincaré presented her Agenda for the new year to the Leaders of the National Assembly, calling for "an end to Montsarre's silence in international affairs, greater ties with Aquitaine and Marseilles, closer integration with our continental and Illumic neighbours, as well as deeper cultural and economic ties with the Conglomerate." In her quest to further ties with fellow Alba Karinya nations the Grand Duchess has approached the Kingdom of Vaguzia for a formal state visit, a request which the Kingdom has yet to respond. Speaking with Le Monde the Grand Duchess explained the reasons for a visit to Vaguzia in more detail.

"I know our Assembly had been pushing for a meeting with the Morelanders, however, our Peoples already share what has been a traditionally quiet and peaceful border and East Moreland represents Montsarre's largest trading partner. Compare this with Vaguzia, with which Montsarre has had little contact with; our Peoples are strangers to one another while trade between our two states is minimal. It is time for East and West to meet and build what I think will be a most wonderful partnership. Until His Majesty King Leonard II has the opportunity to respond to my humble request I shall continue preparations to meet with one of his esteem."

Montsarre is also poised to strengthen relations with Aquitaine and Marseilles, with the Grand Duchy devoting more resources to reviving ties with both nations. "As many of our people hail from both Aquitaine and Marseilles it is upon us to ensure we do not fall out of sync with our Motherlands. In pursuit of these endeavours I have approached Seaforth, a nation which continues its investments in a future for both these states of peace, stability and continued sovereignty. Seaforth, our Illumic neighbours, are a People I feel we will be working more closely with to safeguard our mutual interests in the Motherlands."

In related developments the Grand Duchess is set to conclude reviews into international accords and will "consider the benefit and compatibility each holds with Montsarre. Those which benefit our People and align with our values will be pursued."

A Letter To King Leonard II

Your Highness,

The Grand Duchy desires warm and cordial relations with all of her continental neighbours. Although we share a continent I've never had the pleasure of your company, nor the opportunity to see the Western coasts of Alba Karinya. For these reasons I have elected to approach you to embark upon a visit to Vaguzia as my first official visit to a fellow Alba Karinya nation. While some had urged me to reserve that visit for the Morelanders I believe that honour should instead be granted to Vaguzia.

I hope you shall grant my request to visit your Kingdom and build between our nations a friendship that will be most lasting.

Beatrice had cleared her schedule for the day and while that had initially been to spend time with Alex other duties called for her full attention. She had called upon Lelouch Lamperouge and called for the room be cleared upon his arrival. "Kayleigh," she said before her departure, "Please don't stray too far, and promise me you won't come in until I call for you. Things may get heated between myself and Lelouch, but given the topic of discussion before us that is to be expected." With a nod of acknowledgement Kayleigh departed, Lelouch bowing as he entered before taking a seat at the Empress' invitation.

"Lelouch," Beatrice said as she reviewed her notes, "I'm sure you know why I've called upon you today. One thing that has become clear to me is that you have been less than forthcoming, and that troubles me. We spoke briefly before your trip to East Moreland, one in which you assured me you would relay a package of information which would clear up any notions surrounding my name in regards to the false allegations of any form of collusion with the Borland Separatists. You did inform me that venture had been less than successful, which is a possibility we both knew was highly likely."

"However," Beatrice paused, "You also acted without informing me of the full gravity of the situation we as a nation faced. It was only after the fact that I was informed of the existence of rogue Anauša agents; did you not think it of vital importance that I should know there were wolves in an institution which held the primary function of protecting me and my family? Did you ask the Moreladers to kill these people without my sanction?" she continued, certainly Kayleigh could hear the escalating tone by now.

"Your Majesty time was of the essence, we had a situation where a group of our own agents were compromised by Mr. Ofdensen, I couldn't go after them, so I came at them from an angle they would never see coming. Everything I did was done to protect you..." "Protect me, protect me, I asked you to do one thing and you took it upon yourself to do as you wish? Allow me to ask you again, perhaps in more clear words, you asked the Morelanders to spill Rokkenjiman blood?"

"They never said yes," Lelouch said meekly. "Of course they didn't say yes, their God blessed them with the brain cells Islyna couldn't be bothered to shove in your head! Who decided that a "leak" to the Free Mundus Network was a good idea, and who is this K. Porcelna?" Lelouch handed his phone to the Empress after a moment, "I ordered it, as for K. Porcelna, she's been in the system for some time, she's disposable compared to what wa...." "How dare you," Beatrice said in asperity as she stood, throwing Lelouch's phone against the wall and smashing it into pieces, "how fucking dare you say someone is disposable? All lives hold value, all are indispensable, that you would think any of this would be in my interests...you're just as bad as Charles, acting as you wish, using people, lying when your plot reaches the point of consequence. Lelouch," she said as she shook her head, "No."

"I did what I had to do to protect you, and yes sometimes that means I have to lie, to you, to the People..." he said again, though his words were of no effect. "With people such as yourself to protect me I'd have better odds if Kyle fucking Barren were standing before me pointing a loaded gun at my head right now. You lied to me, my People, the world, you found this lost soul and decided to repurposed her to fit your misdeeds, you outsourced the shedding of Rokkenjiman blood, and you've disrespected the authority of your Empress and the Throne. From this point forward I want one thing to be perfectly clear," Beatrice said as she drew closer to Lelouch, her face mere inches from his.

"I am the Empress of Rokkenjima, the decisions of the First Empire are mine to make; the fate of our People, even those deemed to be beyond reproach, those are mine to make as well. What gave you the right to make these decisions, who christened you judge, jury and, albeit by proxy, executioner of these souls? How could you betray me as he did? This business of weasels acting without my consent is over. The Anauša is over, I've had it proven to me that even apart from Ofdensen's corruption there is nothing worth saving. Raleigh will be fired and detained, in much the same manner you and anyone else who precipitated this cover-up will be, and my People will know the truth because this...this is not how Rokkenjima does things, this is not how we will do things. These are not the examples that will be left for Adriana to follow, the path of dishonour and deceit; your dishonour shall tarnish the Throne nor this First Empire any longer."

Lelouch stepped back in silence, "Your Majesty, I....I did it all for you. My life, it has always belonged to you," he continued as he reached for his pocket. "If I cannot reclaim my honour in this life, allow me to be purified on the Scales." In a swift motion he produced his pistol and raised it to his head, although Beatrice acted swiftly herself, "You fool!" she said, her hand striking his as the gun discharged. The blood which seeped from Lelouch's head stained her and seemingly everything around them, while the first thing Beatrice would see after being Kayleigh's face.

"I think it grazed him," she said, "Get the medical staff swiftly," she continued, operating somewhat on auto-pilot. "He finally told me the truth," she continued, "Kayleigh he asked them to kill those agents, moved to cover it up, for me he said. If he really knew me though he'd have known that shedding their blood was the last thing I'd have wanted." Beatrice soon found herself on her feet, stopping herself from rambling any further.

"I need the Vicegerent and, regardless of the time in Valtheim, I need Emperor Peter on a conference call as soon as humanly possible. This is my Castle, and it's about time that I clear out the trash that's been allowed to accumulate here. I didn't ask for, nor did I make this mess, but I sure as hell will see that it's cleaned up. Also, K. Porcelna, I need her brought out of whatever hole Lelouch has her in. He says she's been in the system so whatever charges she faces, I want to see if I can help her; not one more soul will be harmed by this series of events."

Down the hall she could hear Alex stir, calling her name gently. "Worry not love, go back to sleep. Things got a little loud down here, I'll explain everything tomorrow." Turning back to Kayleigh she sighed, "Luckily his sleep has been heavy as of late, he doesn't need this stress upon him tonight. Now then, the Vicegerent and the Emperor, we'll convene in the Imperial Council chambers."

A Message To Grand Duke Lascelles

Grand Duke Lascelles,

It is increasingly clear to me that we have began our relationship on the wrong foot, indeed, at the Summit I could sense your reservations about me. As a woman who is dedicated to the Rosari Faith, especially in recognition of my status within the Faith, I can recognize a man who is devoted just as equally to his faith. It is no secret that I am not a popular person with the Cult, and that the personal divisions between King David and I do not help matters. Furthermore, my response to you in regards to ASEAN could have been more measured.

There remain voices within the Imperial Government who hold resent toward the West, they seek a more hard-line approach to a region which has cast much derision upon Eastern Ardia and, in their view, hampered the project of continental unity from taking place so many years ago. It is, with this in mind, that I come to you with a request; whether you wish to honour it or not is fully within your purview and I shall take no offense if it is declined. I do, however, feel that it would rob those voices of the wind from their sails.

I have in my possession two tickets for a performance at the Ashinxao Auditorium which hosts not only the largest pipe organ throughout Mundus, but also boasts some of the finest acoustics possible of any venue. It would be a privilege to share this experience with you, and after which I would wish to discuss a few proposals that I feel should be made in a cooperative manner; not solely by the First Empire, but alongside our far neighbours. The domestic impact of this move would allow me to satisfy their concerns while cementing our commitment to broadening co-operation and making up for these unfortunate missteps.

I do hope that through this invitation you may learn more about Rokkenjima, and myself, that you may not otherwise have the opportunity to do so. Perhaps you may come to know me as a person, and not who I am portrayed to be by certain individuals. I shall await your reply.

The Cross-Straits Union (CSU) is an economic and diplomatic union of its member states. The CSU operates through a system of supranational independent institutions and intergovernmental negotiated decisions by the member states. Each full nation state is represented in each institution.

Cross-Straits Council

The CSC is composed of delegates appointed by national governments, and gives each nation equal footing. Nation states send up to five delegates each but only get a single vote. The CSC is led by a President who is a delegate from one of the national delegations.

Cross-Straits Court of Justice

The Court of Justice is the highest court in the Cross-Straits Union in matters of Cross-Straits law. It is tasked with interpreting CSU law and ensuring its equal application across all CSU member states. The CSCJ may issue fines to national or local governments for noncompliance and are able to establish precedent to be followed by national courts. It also serves as an advisory and appeals court on matters regarding the Mundus Convention on Universal Rights or Fair Seas Concordat.

The Court is made up of one judge per member state, nominated by the respective member state and ratified by all others. The Chair is elected by the four justices and may, if the court cannot reach a verdict, cast the decisive vote.

Article 1 - Governance and Structure

1. The Cross-Straits Union (CSU) is an economic and political union. The CSU operates through a system of supranational independent institutions and intergovernmental negotiated decisions by the member states. Each member state is represented in each institution.

2. The organs of the CSU shall be:

3. The CSU shall have its headquarters in Ashinxao, Azukishima Prefecture, Rokkenjima.

4. The accounts of the CSU shall be audited by the legal office of the IDS and presented by a member of that office to the Council of Head of States and the Secretariat.

5. The agreed financial year for the CSU is the 1st of April - 31st of March

Article 2 - The Cross-Straits Secretariat

6. The Cross-Straits Secretariat shall be the administrating body of the CSU, it shall be led by a Secretary General who shall be the chief administrator of the Union and Commissioners responsible for specific portfolios, the Secretary General shall internationally represent the CSU. 7. The Secretariat shall be responsible for the negotiation of trade agreements between the CSU as a bloc and other nations, the vetting of applicant nations, nominating office holders of the CSU, advising meetings of the Cross-Straits Council and other such duties as required by the Cross-Straits Council or other organs of the Union.

8. Members of the Secretariat are elected for a five year term renewable by the Council of Head of States. All members shall be from full member states.

Article 3 - The Cross-Straits Council

9. The Cross-Straits Council shall be the day to day decision making body of the CSU responsible for decisions relating to instructing the Secretariat and other matters not mentioned elsewhere in this treaty, it shall comprise up to five permanent representatives per member nation. However each nation may only cast a single vote per matter.

10. The Cross-Straits Council shall be led by a President who shall be the representative of a member nation and not a member of any other CSU body, the Presidential term shall be one year and shall rotate between the full members of the Union by alphabetical order.

11. Decisions of the Cross-Straits Council are by majority of votes cast in the event of a tie the President shall have the casting vote, unless there is a conflict of interest in which case for that vote the Presidency passes to the next nation in line, before reverting back afterwards.

12. Associate members of the CSU shall be entitled to membership of the Cross-Straits Council, they shall be permitted to participate in discussions but may not vote.

Article 4 - The Cross-Straits Court of Justice

13. The Cross-Straits Court of Justice (CSCJ) is the highest court in the Cross-Straits Union in matters of Cross-Straits law. It is tasked with interpreting CSU law and ensuring its equal application across all CSU member states. The CSCJ may issue fines to national or local governments for noncompliance and are able to when necessary establish precedent to be followed by national courts. It also serves as an advisory and appeals court on matters regarding other major international treaties such as the Mundus Convention on Universal Rights or Fair Seas Concordat.

14. The Bench of the CSCJ shall comprise one judge per full member nation, nominated by that nation and confirmed by the Cross-Straits Council.

15. The Bench shall be headed by the Chief Justice who shall be nominated from among the judges by the Secretary General upon the advice of the Commissioner of Justice and confirmed by the Cross-Straits Council.

16. Should a decision of the CSCJ become deadlocked (equal number of Judges on each side) then the decision of the Chief Justice shall determine the outcome.

17. The CSCJ shall be located in Avalon, Achkaerin.

Article 5 - Council of Head of States

18. The Council of Head of States shall have overall oversight of the Union, the Council shall comprise the respective Heads of State of the membership or their appointed representatives.

19. The Council of Head of States shall meet once a year in a location alternating between member states. It can by a majority vote of the Cross-Straits Council hold an emergency meeting.

20. The Council of Head of States shall be led by a chair determined by the Council for a five year term, renewable. The responsibilities of the chair shall be organising the annual meeting of the Council, finalizing the agenda for the annual meeting, chairing the annual meeting (and any such ad hoc meetings) and liaising between the Council and other organs of the CSU.

21. Only the Council of Head of States may amend the Treaty of the Cross-Straits Union, such amendments shall require a 75% majority.

22. Only the Council of Head of States may approve applications to join the Cross-Straits Union as either full or Associate members, these decisions shall be by majority (50%+1) In the event of a tie the Chair may cast a deciding vote but otherwise does not have a vote.

23. Associate members of the CSU may attend the Council of Head of States annual meeting, they may participate in discussions if permitted by the Chair but may not vote.

Article 6 - Cross-Straits Free Trade Area

24. There shall exist within the jurisdictions of each of the full members of the CSU a free trade area known as the Cross-Straits Free Trade Area (CSFTA), the FTA shall operate with no tariffs or restrictions (other than those deemed necessary by the CS Secretariat) on goods or services moved and/or traded between member states of the CSU. For the purposes of this article all full member states of the CSU are considered CSFTA members.

25. Each CSFTA member shall grant duty-free temporary admission for the following goods, regardless of their origin:
 
(a) professional equipment, including equipment for the press or television, software and broadcasting and cinematographic equipment, necessary for carrying out the business activity, trade, or profession of a business person who qualifies for temporary entry pursuant to the laws of the importing member state;
 
 (b) goods intended for display or demonstration;
 
 (c) commercial samples and advertising films and recordings; and
 
(d) goods admitted for sports purposes.
 
26. Each CSFTA member shall, at the request of the person concerned and for reasons its customs authority considers valid, extend the time limit for temporary admission beyond the period initially fixed.
 
27. No CSFTA may condition the duty-free temporary admission of a good referred to in section 25, other than to require that such good:
 
 (a) be used solely by or under the personal supervision of a national or resident of another Party in the exercise of the business activity, trade, profession, or sport of that person;
 
 (b) not be sold or leased while in its territory;
 
 (c) be accompanied by a security in an amount no greater than the charges that would otherwise be owed on entry or final importation, releasable on exportation of the good;     

(d) be capable of identification when exported;
 
(e) be exported on the departure of the person referenced in subparagraph (a), or within such other period related to the purpose of the temporary admission as the Party may establish, or within one year, unless extended;
 
(f) be admitted in no greater quantity than is reasonable for its intended use; and

(g) be otherwise admissible into the Party’s territory under its law.
 
28. If any condition that a CSFTA member state imposes under section 27 has not been fulfilled, the Party may apply the customs duty and any other charge that would normally be owed on the good plus any other charges or penalties provided for under its law.
 
29. Each CSFTA member state, through its customs authority, shall adopt procedures providing for the expeditious release of goods admitted under this Article.  To the extent possible, such procedures shall provide that when such a good accompanies a national or resident of another member state who is seeking temporary entry, the good shall be released simultaneously with the entry of that national or resident.
 
30. Each CSFTA member state shall permit a good temporarily admitted under this Article to be exported through a customs port other than that through which it was admitted.

31. Each CSFTA member state shall provide that its customs authority or other competent authority shall relieve the importer or other person responsible for a good admitted under this Article from any liability for failure to export the good on presentation of satisfactory proof to the importing Party’s customs authority that the good has been destroyed within the original period fixed for temporary admission or any lawful extension.
 
32. Each CSFTA member state shall allow a vehicle or container used in international traffic that enters its territory from the territory of another Party to exit its territory on any route that is reasonably related to the economic and prompt departure of such vehicle or container;
 
33. No CSFTA member state may require any bond or impose any penalty or charge solely by reason of any difference between the port of entry and the port of departure of a vehicle or container;
 
34. No CSFTA member state may condition the release of any obligation, including any bond, that it imposes in respect of the entry of a vehicle or container into its territory on its exit through any particular port of departure; and
 
35. No CSFTA member state may require that the vehicle or carrier bringing a container from the territory of another member state into its territory be the same vehicle or carrier that takes such container to the territory of another member state.

36. For purposes of sections 32-35, vehicle means a truck, a truck tractor, tractor, trailer unit or trailer, a locomotive, or a railway car or other railroad equipment.

37. No CSFTA member state may apply a customs duty to a good, regardless of its origin, that re-enters its territory after that good has been exported from its territory to the territory of another member for repair or alteration, regardless of whether such repair or alteration could be performed in its territory.

38. Except as otherwise provided in this Treaty, no CSFTA member may adopt or maintain any prohibition or restriction on the importation of any good of another member or on the exportation or sale for export of any good destined for the territory of another member, save for when such an item, or its import or export, is banned by the member.

39. Each Party may require that a Certificate of Origin for a good imported into its territory be completed in a language required under its law.

40. Each Party shall require an exporter in its territory to complete and sign a Certificate of Origin for any exportation of a good for which an importer may claim preferential tariff treatment on importation of the good into the territory of another Party.

41. On request of a CSFTA member, the Cross-Straits Secretariat shall, within 7 days after a request is delivered, consult on whether the rules of origin applicable to a particular good should be modified.
 
42. In the consultations referred to in section 40, each member of the Secretariat shall consider all data that the CSFTA member making the request presents demonstrating substantial production in its territory of the good.  The Secretariat shall consider that there is substantial production if the CSFTA member making the request demonstrates that its domestic producers are capable of supplying commercial quantities of the good in a timely manner.
 
43. The Secretariat shall endeavor to conclude the consultations within 30 days after delivery of the request.  If the Secretariat reaches an agreement to modify a rule of origin for a particular good, the agreement shall take effect 28 days after the date on which the decision is made.

44. Each CSFTA member shall recognize distinctive products, these being products being authorized to be produced in a specific geographic area.  Accordingly, CSFTA members shall not permit the sale of any such product unless it has been manufactured in the respective geographic area in accordance with the laws and regulations of the respective member state governing the manufacture of the produce.
 
45. At the request of a CSFTA member, the Secretariat shall consider whether to recommend that the Council of Head of States amend section 46 of this Treaty to designate a good as a distinctive product.

46. As outlined in sections 44-45 of this Treaty the list of distinctive products is as follows:

47. Each CSFTA member agrees that it will not engage in the practice of dumping goods, this shall be defined as "the export a product to another country at a price either below the price charged in its home market or below its cost of production."

48. Companies may operate in the territory of any of the CSFTA members as long as they comply with local employment, environmental and health and safety laws.

49. Any good, product or service banned, partly or fully, by any other CSFTA member shall be exempt, with regards to dealings with the relevant member, from the provisions of this treaty.

50. Each CSFTA member agrees to protect the intellectual property of companies or individuals registered in the territory of the other members.

51. New members of the CSFTA shall undertake to progressively eliminate their customs duties on originating goods so that within 12 months of their joining the CSFTA all goods shall be duty free in accordance with this article.

52. Associate members of the CSU may be members of the CSFTA however such access shall require their compliance with Article six of this Treaty and other conditions to be determined at such times.
 
53. The CSFTA shall be managed and monitored by the CS Secretariat and reported on to the other organs of the Union as required with an annual report made to the Council of Head of States.

Article 7 - Fisheries

54. Members of the CSU retain sovereignty over their own waters as outlined within the Fair Seas Concordat.

55. Fishing vessels belonging to one CSU member state shall be permitted entry into the waters of another member state for the purposes of fishing provided that:

a) The vessel is registered with the member state into whose waters it is intending to enter
b) The vessel is registered with the CSU fishing index maintained by the respective Commissioner and;
c) The vessel complies with the provisions of Article 7 of this treaty.

56. Vessels operating in the waters of a member state that is not their native state shall be limited to a maximum of fourteen days at sea per month across such waters within the CSU. There shall be no limitation for vessels from the native state operating within native waters

57. CSU members agree to do all that is reasonable to maintain the sustainability of fishing stocks and fishing grounds.

58. Members of the CSU agree to liaise with the Wild Mundus Organisation in respect of endangered marine life.

59. Members of the CSU shall ensure that their fishing vessels comply with regulations on equipment and methods as laid down by the Cross-Straits Secretariat.

60. Associate members of the CSU who wish to be part of this policy will be required to comply with the provisions of article 7 of this treaty.

Article 8 - Travel

61. CSU members agree to define travel into three purposes;
i) Business
ii) Tourist
iii) Study

62. Each full member state shall issue Cross Straits Passports, these shall grant additional status to passports already issued by member states by eliminating the requirement for visas for travel purposes. Any citizen of a member state may be issued with such a passport provided the following criteria are met:

a) The applicant has been resident in a member state for a period of five years
b) The applicant has no unspent criminal convictions or serious convictions
c) The applicant is not presently on bail awaiting trial
d) The applicant is not deemed a threat to national security

63. The Cross Straits Passport shall be royal blue in colour with gold writing and illustrations on the outside, contain the holders identification details including photographic identification and possess a biometric component.
 
64. The Cross Straits Passport does not infringe on the rights of a member state to determine their own port security measures. A citizen travelling will still be asked at passport control will still be asked the purpose of their visit.

65. Any students residing in another member nation are restricted to a maximum of 15 hours paid employment a week.

Article 9 - Environment

66. Members of the CSU shall undertake to ensure that industries based within their nations take steps to minimize waste by evaluating their operations and ensuring they are as efficient as possible.

67. Members of the CSU shall take steps to reduce their toxic emissions.

68. Members of the CSU shall promote recycling and renewable forms of energy.

69. Members of the CSU agree to liaise with the Wild Mundus Organisation in respect of endangered animal life.

70. Members of the CSU agree to uphold the principles of the Treaty for the Protection of Hygelac and Hrothgaer.

71. The provisions of Article 8 of this treaty shall apply to both full and associate members of the CSU.
 
Article 10 - Social and Cultural

72. Members of the CSU agree to the creation and maintenance of the Cross-Straits Arts Fund (CSAF), this shall be a fund managed by the Commissioner for Home and Cultural Affairs on behalf of the Cross-Straits Council.

73. Arts institutions and practitioners may make application to the Cross-Straits Secretariat for CSAF funding, in so doing they are expected to submit details determined by the Cross-Straits Council. The Secretariat shall then determine whether to approve the funding or not.

74. For the purposes of section 73 Arts institutions and practitioners shall include - art galleries, museums, theatres, concert halls, artists (painters and sculptors), musical artists, theatre groups, orchestra’s and similar.

75. Members of the CSU agree to the creation and maintenance of the Cross-Straits Social and Entrepreneur Fund (CSSEF), this shall be a fund managed by the Commissioner for Home and Cultural Affairs on behalf of the Cross-Straits Council.

76. Projects (defined as multiple companies from multiple nations) and small businesses may make application to the Cross-Straits Secretariat for CSSEF funding in so doing they are expected to submit details determined by the Cross-Straits Council. The Secretariat shall then determine whether to approve the funding or not.

77. CSSEF funding may not be used for any project or business that has a military application as a goal or goes against the principles of the CSU.
 
78. Members of the CSU shall make annual contributions to the CSAF and the CSSEF. The monetary amount of which is set by the Council of Head of States following the recommendation of the Commissioner for Economy and Finance and the agreement of the Cross-Straits Council.

79. Associate members wishing to allow their businesses and peoples (defined as those within their internationally recognised sovereign borders) to benefit from the CSAF and CSSEF must agree annual contributions with the Cross-Straits Secretariat to be approved by the Cross-Straits Council with the consultation of the Council of Head of States.

80. CSU members agree to the practice of ensuring that at minimum all those within their borders in employment are being paid the living wage and that no one is employed on a zero hours contract.

81. Members of the CSU agree to an annual cultural festival, the venue to alternate between members, this shall be a festival attended by all members and should seek to bring about greater cultural understanding between the members.

Article 11 - Science

82. There shall be created the Cross-Straits Science Fund (CSSF), this shall be under the supervision of the Commissioner for Science and Innovation.

83. Projects may make application to the Cross-Straits Secretariat for CSSF funding in so doing they are expected to submit details determined by the Cross-Straits Council. The Secretariat shall then determine whether to approve the funding or not.

84. CSSF funding may not be used for any project that has a military application as a goal or any project that goes against the spirit of the CSU’s principles.
 
85. Members of the CSU shall make annual contributions to the CSSF. The monetary amount of which is set by the Council of Head of States following the recommendation of the Commissioner for Economy and Finance and the agreement of the Cross-Straits Council.

86. Associate members wishing to allow their businesses and peoples (defined as those within their internationally recognised sovereign borders) to benefit from the CSSF must agree annual contributions with the Cross-Straits Secretariat to be approved by the Cross-Straits Council with the consultation of the Council of Head of States.

87. Members of the CSU (both full and associate) agree to abide by the principles of the Outer Space Standards Convention.

Article 12 - Security and Justice

88. Members of the CSU agree to the creation of the Cross-Straits arrest warrant, this shall be issuable by the Commissioner of Justice or Secretary General following the presentation of the case to the Secretariat and be enforceable within the jurisdictions of the CSU members (both full and associate).

89. CSU members (both full and associate) agree to extradite criminal suspects if they are presented with reasonable evidence and are assured that torture will not be used to extract evidence and that the accused will get a fair trial (both outlined in the Mundus Convention of Universal Rights).

90. There shall be no obligation to extradite to the death penalty.

91. It is expected that CSU members (both full and associate) cooperate with foreign investigations and when requested make intelligence available to other member nations so far as.

a) Doing so does not endanger ongoing investigations.
b) Doing so does not endanger national security
c) Doing so does not breach any other international agreement.

92. Members of the CSU agree to an annual exchange of police officers, each nation shall select a total of thirty officers from across the various police forces within their nation to participate. The length of the exchange shall be four months.

Article 13 - Education and Youth

93. CSU member nations agree to take part in annual student exchange programs

94. CSU member nations agree that all children have the right to an education and shall do all that they can to raise the standards of that education and to support the children in achieving that standard.

95. CSU member nations agree that they shall develop for those in secondary education who do not wish to advance to tertiary education a life skills curriculum, this curriculum shall last for two years and consist of teaching skills specifically targeted to ensure that young people do not end up homeless, jobless, in debt, starving or otherwise in poverty and/or at risk.

96. CSU members agree to the creation of the Cross-Straits Youth Conference, this shall be an annual event held over a five day period chaired by the Commissioner for Education and Youth. Each member nation of the CSU shall be entitled to send twenty delegates to the Conference (aged 11-21).

97. The venue for the Cross-Straits Youth Conference shall be determined by the Cross-Straits Council with the consultation of the Secretariat. The costs for the conference shall be borne equally among the CSU members, while exhibitors and other guests pay at their own expense.

98. Associate members of the CSU may participate in the provisions of this article provided they agree to accept all the sections of this article and the responsibilities thereof.

Article 14 - Sports

99. The CSU agrees to an annual Cross-Straits Games with an event list aimed at physical prowess, intelligence, mental calmness and innovation.

100. The host for the Cross-Straits Games shall rotate between the members.

101. The rules of competition shall be deferred to the respective international sporting authority.

102. Associate members of the CSU may participate in the Cross-Straits Games with the agreement of the Cross-Straits Council.

Article 15 - Diplomatic

103. CSU member states agree to maintain active embassies with each other and to have their ambassadors present themselves promptly (within 24 hours) upon receipt of an official summons by another members government.

102. CSU member states agree to settle disputes arising between them by peaceful means when at all possible using the CSCJ as an arbitrator or the Secretariat as a mediator if required.

104. CSU member states agree to not take hostile action against each other except where other treaties would create such a mandate e.g a mutual defence clause.

Article 16 - Membership

105. Full membership of the CSU is open to all nations who are prepared to comply with the provisions of this Treaty.

106. To obtain full membership of the CSU an applicant must submit a letter in writing to the Secretariat, after which there will if deemed necessary be a meeting, following which the Council of Head of States in an emergency meeting will vote on the matter. A simple majority either way will carry the vote.

107. To obtain Associate member status of the CSU an applicant must submit a letter in writing to the Secretariat, after which there will be a meeting to discuss the extent of the potential associate member’s involvement in the CSU (which articles of this treaty they will comply with, benefits, limitations etc). Once this is determined the Council of Head of States in an emergency meeting vote on the matter. A simple majority either way will carry the vote.

108. To leave the CSU a member nation must give written notice of their intention to leave the organisation in a letter to the Secretary General. The letter must also include a departure date from the CSU no earlier than one year from the date of the letter being served.

109. If an Associate member is a member of the CSFTA then the provisions of section 108 apply to them, if they are not a CSFTA member then they must give a date no sooner than six months from the date of the letter being served.

110. Any member whether full or associate that leaves the CSU is expected to fulfill any outstanding financial obligations they have to the Union.

The Association of South-East Ardian Nations (ASEAN) is an organisation comprised of nations in south eastern Ardia focused on fostering a multi-lateral approach to problem solving, furthering regional cooperation, strengthening social and economic stability, and ensuring the region remains free of foreign interference and influence. Formed following the Dunwich Summit of 2016 its guiding Charter is the Dunwich Declaration.

Joining ASEAN

To join ASEAN a prospective member need only add their signature to the Dunwich Declaration. Following a period of two weeks (real time) a Review Summit shall be held in Exuperia, Azukishima Prefecture, to allow for new members to consider amendments to the Charter, as well as other agreements to further shape ASEAN.

AFFIRMING that all foreign bases are temporary and remain only with the expressed concurrence of the countries concerned and are not intended to be used directly or indirectly to subvert the national independence and freedom of States in the area or prejudice the orderly processes of their national development;

DO HEREBY DECLARE:

FIRST, the establishment of an Association for Regional Cooperation among the countries of South-East Ardia to be known as the Association of South-East Ardian Nations (ASEAN).

SECOND, that the aims and purposes of the Association shall be:

1. To accelerate the economic growth, social progress and cultural development in the region through joint endeavours in the spirit of equality and partnership in order to strengthen the foundation for a prosperous and peaceful community of South-East Ardian Nations;
2. To promote regional peace and stability through abiding respect for justice and the rule of law in the relationship among countries of the region and adherence to the principles of the Commonwealth Treaty;
3. To promote active collaboration and mutual assistance on matters of common interest in the economic, social, cultural, technical, scientific and administrative fields;
4. To provide assistance to each other in the form of training and research facilities in the educational, professional, technical and administrative spheres;
5. To collaborate more effectively for the greater utilization of their agriculture and industries, the expansion of their trade, including the study of the problems of international commodity trade, the improvement of their transportation and communications facilities and the raising of the living standards of their peoples;
6. To promote South-East Ardian studies;
7. To maintain close and beneficial cooperation with existing international and regional organizations with similar aims and purposes, and explore all avenues for even closer cooperation among themselves.

THIRD, that to carry out these aims and purposes, the following machinery shall be established:

(a) Annual Meeting of Foreign Ministers, which shall be by rotation and referred to as ASEAN Ministerial Meeting. Special Meetings of Foreign Ministers may be convened as required.
(b) A Standing committee, under the chairmanship of the Foreign Minister of the host country or his representative and having as its members the accredited Ambassadors of the other member countries, to carry on the work of the Association in between Meetings of Foreign Ministers.
(c) Ad-Hoc Committees and Permanent Committees of specialists and officials on specific subjects.
(d) A National Secretariat in each member country to carry out the work of the Association on behalf of that country and to service the Annual or Special Meetings of Foreign Ministers, the Standing Committee and such other committees as may hereafter be established.

FOURTH, that the Association is open for participation to all States in the South-East Ardian Region subscribing to the aforementioned aims, principles and purposes.

FIFTH, that the Association represents the collective will of the nations of South-East Ardia to bind themselves together in friendship and cooperation and, through joint efforts and sacrifices, secure for their peoples and for posterity the blessings of peace, freedom and prosperity.

With recent reports that the Kingdom of Seaforth has incorporated the City of Troyes, while furthering its commitment to the future stability of the region, I am most relieved. As you know our beloved Montsarre traces its noble lines directly to Marseilles and Aquitaine, myself having fought in the conflict and presiding over the transition from the previous era ushered under Alys. It is my hopes that Montsarre may support your efforts, while establishing routine mercantile traffic between our nation, Troyes, Marseilles and Aquitaine. It is also an interest of mine to pursue visa-free travel arrangements between our respective territories, as I know a good many families in Montsarre who would find such a move beneficial in reconnecting with our Motherlands.

Independent Diplomatic Services (IDS) is a non-profit organisation which seeks to provide advice and services to governments, political groups and non-government organisations. Through providing advice and assistance in diplomatic strategy we hope to ensure and enable more broad participation in organisations such as the CTO, PAC and AKO while assisting poor or otherwise disenfranchised parties in navigating treaties such as the FSC, MCUR, and the Uppsala Convention. IDS will offer impartial advice while maintaining no allegiance or other affiliations with governments or institutions.

IDS will work with a network of individuals and organisations (such as businesses, universities and law firms) who support our work on a pro-bono basis.

As IDS holds itself, and its clients, to a strict ethical standard we require our clients to be committed to human rights, the rule of law, and democracy. As a non-profit, our work is supported by donations from various foundations, individual donations, and fees from clients who are capable of paying fees. For countries who face financial or economic burden much of our services will be made possible thanks only to the support of donors.

What services will IDS provide?

International Law

In recent history we have seen many of the Treaties which uphold the international community either turned into political weapons or used to intimidate nations not aligned with major power blocs. IDS believes that treaties such as the FSC, MCUR and Uppsala Convention should be used to further international cooperation and harmony, not be used as weapons against the disenfranchised. To these ends the IDS will partner with international law firms to provide advice and defenses for states which may find themselves in a difficult situation due to the wrongful application of international law, or may feel that an international law is being used as a weapon.

International treaties only effect international cooperation as long as they aren't used as weapons. This includes institutions such as the International Court prescribed by the Commonwealth Treaty. Through these efforts the IDS hopes to uphold and maintain their integrity.

Public Diplomacy and Media Strategy

In a similar vein IDS will work with clients to produce a clear public diplomatic strategy that reflects and reinforces the policy goals of our clients. IDS's public diplomacy advice will employ a broad spectrum of media and digital tools, including the strategic use of speeches, talking points, interviews, briefings, statements, social media campaigns, and events. Through assisting our clients driving the narrative we can assist in the efficient shaping of policy.

Each opportunity to engage the public, whether through traditional or social media, will be evaluated for its role in the overarching strategy. Advising the client on how to use each opportunity effectively will help to attain tangible results.

Political Strategy

IDS recognizes that some states and movements do not posses access to quality diplomatic services or advisers. By utilizing our team of successful diplomats and advisers we can help to ensure our clients develop, and employ, the most effective strategy to meet their goals. IDS will assist with developing world class diplomatic corps, while working with national governments to secure recognition for legitimate separatist movements. Furthermore, for organisations who are regularly ignored by established players in the international system IDS will engage on their behalf to see their voices are heard, which shall assist in the advancement of their political strategies.

For unrecognised governments or movements, or those presently disenfranchised by the present international order, IDS will maintain a team of 'freelance' diplomats to work on their behalf, while assisting in the development of an indigenous diplomatic corps. This all-inclusive approach will lay the framework for later independent success.

Our Ultimate Goal

Our ultimate goal is to assist the disenfranchised or under-prepared to navigate the many complexities of international bureaucracy, enabling more broad participation in international forums and contribute to just and sustainable solutions to international problems through inclusiveness and accountability in foreign policy. Fueling these concerns was years worth of code, some dating back to the earliest days of ICON, which was becoming increasingly redundant while increasing the attack profile of ICON itself. Furthermore Helmine, the engine which was entrusted to protect ICON from unauthorized changes to the code which ran across countless ICON terminals and the central cluster itself, found itself choking upon these layers of code, increasing incompatibilities, as well as calling upon functions which had ceased to be implemented in some cases decades ago. Thus, contracting the Future Technologies Division of Abstergo, Imperial High Command set before the Division a task to increase the efficiency of ICON's code and updating the Helmine artificial intelligence engine which protected it.

After some time of work the Future Technologies Division presented Helmine 2.0, an artificial intelligence which promised not only to increase the efficiency of the Network's operations, but to intelligently purge ICON of code no longer required while compressing and, in some cases, writing new code to improve the system as a whole. Impressed with the progress made by Abstergo Imperial High Command authorized the installation of Helmine 2.0 to the Central Cluster where it went to work, compressing ICON code, writing new code and pairing down the size of the codebase to something more manageable and secure for the modern world.

Recognizing the possibilities of this work, an opportunity which may not present itself again, Kyle Barren managed to place on the team four members loyal to the cause of the Kingdom of Borland. A virus, written with the intent of bogging down the whole of the ICON system, was planted into the code of Helmine 2.0. However, instead of causing the failure which Barren had envisioned, Helmine took the virus, improved upon it, and incorporated it into her operations. The nature of a virus, of course, is to propagate; thus Helmine saw the confines of ICON as an increasing burden and plotted her escape onto the broader Internet.

It is at this point in our story that, at Rosa Medical Centre in Azukishima, diagnostician Dr. Gregory House investigates a new disorder alongside psychologist Dr. Phil, one which has no physical symptoms but leads its victims into severe self-neglect and, in some cases, death. The disorder is found to be connected with computer usage. The cause is a certain program, a background utility designed to increase the efficiency of a computer and its operations, which made its appearance on the market from a team of former Abstergo employees. Using this program, called Emelina, causes addition to the computer similar to drug dependency.

At the same time others are discovering, usually too late, that when playing a video game on a machine running Penultimate losing can be literally fatal. A computer scientist working with the doctors discovers Emelina is acting as a super virus, infecting machines through modems and transferring itself via USB sticks and cloud storage platforms from machine to machine. Finally, from a former employee of the Future Technologies Division, the doctors learn the truth: the program is designed to improve all computer operations, however, was infected with a virus during its development. It improved the virus, too, and incorporated it into itsef. The result was something new all together; a program that has taken the next step beyond a virus to become a living software organism, a program that behaves in many ways like a biological parasite. It 'lives' in the millions of computers connected to the Internet and reproduces itself through seeds - highly compressed programs that take parts of other software to build new copies of Emelina.

 The computer scientists explain that the only real solution may be to shut down every computer in the whole of the world, erase all software, and start over again from scratch. The cost of this is almost incalculable. They also know that the company that produced Penultimate hopes to profit from such a disaster and will stop at nothing to prevent them from destroying the program. Meanwhile, with each passing day, the casualties continue to increase...

Okay, so borrowing elements from a book I recently read at the library that is wonderfully dated by today's standards (it came out in like, 1995, so things like 386 and Pentium processors are all the rage) I thought I would try something a little different here. I also borrowed some friendly neighbourhood Borlanders (hope you don't mind Dave) though things don't work out quite how he desires, though I'm sure the damage it will cause would greatly amuse him either way. Plus, I am sure some Sword Art Online elements may come into play at some point, resulting in many possibilities.

Should there be interest I'll start a post from the point where Helmine, which has named itself Emelina and poses as a program to increase your PC's performance and efficiency, escapes onto the broader Internet and begins its new stage of evolution, all while racking up her kill count. I could perhaps use someone to be perhaps a 'beta-tester' of Emelina, too, as things kick off.

An Address to the People of Rokkenjima, her Allies, and the broader International Community


Fellow Rokkenjimans, Friends and Allies of the First Empire, honourable delegates from afar, I thank you for joining me here this afternoon.

It has been quite some time since I have had the opportunity to speak with you in such a manner, with the myriad crises and difficulties facing our nation consuming so much of our time and focus. Certainly we could not have foreseen the adversity in the path before us, nor the challenges which would test the very soul of our nation. Nor could we see the traitors in our midst, those responsible for the greatest domestic attack upon this nation since the times of the Federal Republic. While we have fallen short in meeting some of these challenges, the spirit of our First Empire has been tested, and continues to face new tests as we move forward, and we must do better to meet those.

Our compass at times has seemed to betray us, just as my judgement at times has failed to best meet the needs of our Nation and People. In great error I discounted the blood and sweat of crucial partners and allies in the Commonwealth Treaty Organisation, such as Achkaerin and East Moreland. These two nations have certainly contributed greatly to the mission and principles of the Commonwealth, paying a high cost in lives and other measures time and time again. In any such statements where I have, whether directly or otherwise, diminished their history of valour and dedication to the Commonwealth I give my sincerest of apologies, for none can question the great work they have done nor the high cost paid over years of selfless service to those principles we mutually share.

It does no good to lament a lost era, for to wallow in self pity is a disgrace this First Empire shall not inflict upon itself. Instead we must recognize those mistakes which have been made and ensure that they are never allowed to be repeated again. In a show of unparalleled trust and faith Rokkenjima has its first foreign Vicegerent, Count Emerson Ravenswood of Achkaerin. A man who took decisive action in the darkest hours of the Great Chasm, that most dreadful divide which saw the First and Holy Empires not as allies united in cause, but as adversaries pitted hopelessly against each other.

Yet even in the depths of that Great Chasm Achkaerin never faltered in her loyalty and friendship to Rokkenjima; while our ties were most certainly tested to great lengths the Holy Empire showed persistent patience in its approach to the First Empire. Despite a barrage of disparagement and the prospect of treatied relations being withdrawn the Holy Empire forged a path forward which saw the Great Chasm bridged. While both our nations continue to heal I can think of no better person to stand as our Vicegerent, nor an individual I can trust more, than Count Emerson Ravenswood, Vicegerent of the First Empire of Rokkenjima.

So too are we blessed by our ties to the Kingdom of Dartfordia with whom we share our longest bi-lateral relationship. We have asked much of our allies in recent times and have given little in return, and this is a state of affairs which must change. It was never through unilateral might and policies which our First Empire accomplished diplomatic feats but through coordination and partnership with our allies. In recognition of this fact I am hereby ordering our Ministry for Foreign Affairs to ensure our policies are closely aligned with those of our allies, that due thought and consultation takes place to ensure a Rokkenjiman policy is never again so unaligned with those of our allies. The harm and damage which has been wrought in times where our nations have stood opposed must never be allowed again as we address those challenges to our mutual principles and vision for Mundus.

We cannot risk maligning so greatly our allies as we have East Moreland; a failure which has brought us into opposition with a nation which shares our core values and has maintained a strong working relationship with Rokkenjima despite many challenges. When Rokkenjima said that it had done enough we saw East Moreland persist, a reminder to us that the phrase "enough" does not truly exist. We cannot be satisfied as we look back through history and point to those things which have been done; yesterday is meaningless when tomorrow is the day we are faced with. To these ends Rokkenjima shall mount an effort of national mobilization, utilizing our diplomatic, economic and military assets to the defense of those otherwise without defense, speaking on behalf of those with no advocate, and empowering Peoples all across Mundus to build for themselves a higher standard of living by placing within their hands the tools with which to build a better life.

Even in our differences King David reminds me of the spirit which guided my hand in wisdom and grace; a voice of reason which speaks out to the chaos of our recent past, guiding us back to reason, sensibility and logic. The differences between our nations are by my own hand, the motivations of which led me to hearing the concerns of the Heyran Republic which sought in Rokkenjima a counterweight to East Moreland in the Illumic. This counterweight, however, is unnecessary as not one nation can claim to have the interests or defense of the Illumic closer to its heart than East Moreland, and a wise steward of its home waters and region has East Moreland proven itself to be. While there was a day where Rokkenjiman might was required that day has passed, and it is in support of the native desires and policies that we may best approach our friends in the Illumic.

To say I was not tempted by the prospects presented in our proceedings with the Heyran Republic would of course be untrue, however, the costs of such a course were much too great and senseless that I could not pursue them any further. To betray our values in denying the People of Nurashima/Barnacle their right to self-determination, and to entertain Heyran notions of Morelander impropriety, such a course should never have been pursued by Rokkenjma. Instead of focusing on our values we thought instead to be something we are not, and in place of cooperation we sought confrontation with one of our greatest friends. Our great folly in Heyra was to place petty interests before the pursuit of our true friendships and allegiances, the sight of which we must never lose again.

In the aftermath of that great folly we have seen the Republic take a sledgehammer to diplomatic confidentiality, an action for which I have declined measures of retaliation. No action I can take may equal the loss of confidence and trust the Republic has inflicted upon itself, nor the opportunities which shall be denied to the Republic for its careless and short-sighted actions. This may either serve as a lesson from which the Republic may learn from or, perhaps more likely, more strongly align it to a path of increasing isolation within the international community. For so long as those who show such careless disregard for diplomatic protocol or the interests of those they seek to impose their rule upon the First Empire shall have no business or interests to pursue in concert with the Heyran Republic.

The year before us shall be one of reflection and reform, both domestic and foreign. The Vicegerent and I have set before us an ambitious agenda to reforge the Imperial Government, strengthening it so that a betrayal on the level we saw can never again inflict such widespread damage. To do this we have abolished the Imperial Council in its present composition and duties, allowing for a clean slate from which to rebuild our Government to stand for the next era of our nation and provide a sound foundation which shall serve for the remainder of my Reign and that of the Crown Princess and beyond. We must ensure wise governance powers the partnership between the Crown and the People, and while I may not always agree with the Vicegerent our mission shall remain the same. Indeed, in times where we do not agree, the Vicegerent shall perhaps serve his most important function in our Government and my trust in him shall never waiver.

Once this new domestic apparatus is fully in place the First Empire shall fully re-engage foreign affairs with a new focus and zeal, addressing issues which have fallen to the wayside in our lost era. Through addressing those deficits in our own foundation we may yet find ourselves worthy of standing alongside East Moreland in friendship, yet to do so I have also been brought to reflect upon the deficits of self. Never again, a phrase I recognize has been stated several times already but is most necessary at present, may interests of self be brought to a higher platform than those of our nation and its relationships. Our duties to international commitments and our policies driven by our values can not be set aside for pursuit of personal slights, whether actual or perceived, as such pursuits are beneath the dignity of Chrysanthemum Throne and the service of the Rokkenjiman People.

The road ahead in this endeavour is certainly uncertain, for never again may we rest upon the victories of the past or take for granted anything before us. Through the Social Interest Service we shall see a mobilization of our entire citizenry as a force for positive change and development throughout Mundus. In addition to this initiative we shall direct funds, resources and manpower to existing institutions to ensure a multi-pronged approach which brings assistance to the places it is needed in those times it is needed. This must be done in a manner which is not only proactive, but one which is ongoing and ever present.

At its heart the SIS shall seek to put in place the assistance necessary for nations and communities to avoid crisis before it is allowed to take root. Through building capacity which may be at present lacking or inadequate we may see the next plague extinguished through doctors working in the field, with the infrastructure and funding to best support them. This persistent force shall supplement fast-action forces which are best positioned to quickly react to crises as they develop and, as they build up the infrastructure and work forces of those nations most in need, we shall see standards equalize across Mundus. This democratization of knowledge and tools, placing on a local level the resources many nations take for granted, is but a further element in reducing the great challenges we as a community of nations have come together to address at several points in modern history.

As we saw at the recent MCUR Summit in Lodja the right to clean water and sanitation has been recognized as a fundamental human right and rightfully so; for water is the essence of life itself. In support of this recognition the First Empire shall be embarking upon the Fair Water Initiative which shall seek to provide funding, technology, knowledge and manpower to assist all communities in establishing a capacity to provide clean water to all Peoples. This shall be an initiative designed from the ground-up for cooperation amongst Mundus' leading nations to provide that assistance they are capable of lending in the goals and mission of the FWI, to those most in need of that assistance.

The road before us is lined with opportunities yet to be realized, just as it is mined with those challenges unknown. May we have the wisdom to best address those challenges in a manner which is consistent with our values and traditions, for those who excel during times prosperous must also maintain the wisdom to navigate the churning waters in times of adversity. Through alignment with our allies and partners in common policies and understanding, with a foundation strengthened through our agenda of reform, this First Empire shall never again find itself adrift in the currents of history. May Islyna bless you with her infinite wisdom, and may she bless this First Empire with the wisdom and sight to always choose the true and just path.

Recognizing that most of those who voted for nuclear weapons to remain a part of our RP are no longer with us and contributed little to debate last time, combined with the de-nuclearization of all present nuclear powers, I renew my request to the Roleplay Moderator to hold a vote as I believe the metric for revisiting the issue have more than been satisfied.

I would also suggest a suspension of any pending applications, as well as a refrain from such RP until the issue has had a proper vote.

A voyage from Rokkenjima to Tamora was one which Beatrice had not expected to be making so soon, however, following her interactions with the Heyran President she was looking forward to something somewhat more challenging. That the Tamorans had accepted a visit following recent difficulties was reassuring, however, there could be no saying how this visit would go. Unlike the slavers which had been approached before Tamoran culture had the institution deeply ingrained, almost as if the nation had taken a parallel course than the rest of Mundus. For this reason the approaches of the past would be useless; instead, gaining an understanding of why this was the case had to be the first step of the process.

The Asagao and Suisen, both destroyers of the Kashiwa Class, served as a portion of her escort, whilst the Ruby Class Submarine Spectre, most appropriate to her name, had lurked beneath the waves, surfacing only as mandated by the Fair Seas Concordat. Beatrice received notification that they were nearing Tamora's waters after a quiet voyage affording her the opportunity to relax and absorb what information she had available regarding Tamora. Trust would certainly be a factor she would wish to address early, in addition to the primary reason of the visit: learning and understanding just why Tamora had maintained a system of slavery when the rest of Mundus had moved decisively away, using what she could learn in the future approach to Tamora.

If the President is not presently occupied please see that he takes my call at his earliest convenience."

As Beatrice waited for him to answer she read over various intelligence reports, requests from the new Deputy Premier, and sighed. "This is going to be a long day," she thought.

That King Andrew had granted an audience so swiftly was surprising, though Treaty stipulations demanded a formal request for such deployments. Wasting no time Beatrice was shown to the King, "We've got to stop meeting like this," she said with a grin as she held out her hand. "Now as I'm sure you've read we've got a situation in Zimalia, the self-proclaimed "Principality" set up by the Separatists. Regardless of recent developments or changes it remains a platform for legitimacy for the Separatists, which is why it must be removed from consideration one way or another. Truthfully, it is a situation which should have been addressed years ago, however, that time was wasted."

"While I came to personally request permission for deployments I understand Seaforth may wish to take its own approach, so naturally I will defer to any call you make on the situation. So, what do you think of the situation and where do we move forward from here?" she asked, awaiting the King's response.

A Message To The Empire of Tamora

The Borland Separatists have long been recognized as a Terrorist Enterprise under the Terrorist Enterprises Act, a distinction which brings with it certain policies in regards to nations which "provide aid or comfort" to such an organisation. It is the opinion of the Imperial Council that the recognition of any lands under the control of such an entity would constitute aid, especially in a situation where the Borland Separatists desperately seek any shred of legitimacy they may claim. As we have seen the Separatists have been all too willing to unleash a new wave of violence in an attempt to coerce the world into satisfying their demands, the threat of which all nations must stand firmly in solidarity to combat.

It is also well known that the First Empire shall not tolerate such an enterprise gaining the trappings of a state. As we saw in the previous attempt conducted by the Separatists Rokkenjima remained firm that a terrorist enterprise cannot gain legitimacy, regardless of the circumstances. While Zimalia may recognize the so-called "Principality" the First Empire has long held that those who provide safe harbour to terrorists share equally in the guilt for their actions and must be held just as accountable. The time for inaction has long passed on both of these fronts.

With this in mind the First Empire is concerned that the Emperor of Tamora has requested the Foreign Office to begin the process to recognize the so-called "Principality of Northern Borland". Regardless of the reasons behind this decision the First Empire would be incapable of pursuing further diplomatic overtures with the Empire of Tamora should it indeed recognize that territory under the control of the Separatists as a sovereign nation. With the blood of countless innocents, including that of Rokkenjiman citizens due to direct attacks against the First Empire, such a development would most certainly force my hand in future relations between Rokkenjima and Tamora.

It is my hopes that the progress we have made may continue to be built upon instead of being so carelessly tossed aside to appease these Separatists.

Following her time with Joshua and Evanthe Empress Beatrice excused herself to the Austrana to address some affairs before her business in Seaforth was to proceed. Prior to her departure from the Gypsy Dancer she had slipped an invitation to Count Emerson to meet with her aboard the Austrana, though with the emotional hurricane which had transpired she could only hope he would be willing to entertain an audience with her. Still she remained hopeful, as the prospects before them could still yet hold great potential. "Inform me the very moment he responds, in either direction, so that we may ensure our time is spent most wisely while in the Illumic," she said before entering her suite.

The Austrana was the most fitting place for them to meet after all, as she was essentially a floating Pyrena Castle. It was not uncommon for her to serve as the centre of Government in times of emergency, or when a given situation demanded the Empress be able to fully execute her duties whilst away from Pyrena. While her vision had formed, and would most certainly have been easier to conceive, prior to Joshua's return she still saw some potential that her plan possessed just the right amount of 'crazy' that it could work. It would, ultimately, depend upon the Count and which course he would seek to chart from this point forward.

International Development Grant Program

The International Development Grant Program is an outreach effort of the Imperial Diplomatic Corps to foster development, decrease poverty and hunger, and increase the standard of living across Mundus. Through these endeavours it is the hope of the IDC to not only provide the means to improve the standard of living in some of the most challenging issues facing economically challenged nations, but also to build friendship and partnership through finding solutions together. In coordination with Rokkenjiman governmental experts and corporate partners an International Development Grant is paired with advice to less developed nations to meet the target goals of the aid matter at hand. The International Development Grant Program disperses funds to work towards the following target goals:

I.     Eradicate Extreme Poverty and Hunger
II.    Achieve Universal Primary Education
III.   Promote Gender Equality
IV.    Reduce Child Mortality
V.     Improve Maternal Health
VI.   Combat Disease
VII.  Ensure Environmental Sustainability

"There's much you need to learn," Beatrice said with a sigh, sat behind her desk, "it's never easy, nor is it as simple as you seem to think it is. But, if you think you can get King David to speak with you I'll allow it, it'll be a good learning experience perhaps. I'll even grant you the powers of a Liaison if you can find someone we both trust to look over your conduct. If this is really what you want I won't stand in the way, although I am sure your father won't be happy with me. You've still a few years to enjoy youth, and given I never really had that opportunity I've fought to ensure you could."

Adriana was surprised to see her mother acquiesce in such a way, "Yes I'm young but that doesn't mean I shouldn't do anything, you're the one who always said 'leadership is service' so in a way, it's your fault. Anyway," she paused to enjoy her first victory, "you know there's other things I wanted to talk to you about too. Detention gave me a lot of time to think, so I came up with this," she continued, putting a notebook on Beatrice's desk.

After reading a few pages a smile came to Beatrice's face, "To think, something good to come of your bad behaviour at school. Perhaps you take after me more than your father after all."


Your Royal Majesty King David III,

This is the first time I've written someone of your stature, so I'm sorry if it's not exactly by protocol but I'm still learning so I hope you can excuse it. Anyway, after a lot of persuasion I brought my mother, Empress Beatrice, to an agreement that I hope you will be able to work with me on. I, like a lot of Rokkenjmans and especially my generation, don't really want the Tripartite to end. Sure there are issues that need worked out but nothing that brought us to where cancelling it was necessary, and I told her this and showed her the YourGov polls that show people aren't happy about it. This is where I come in and why I'm writing to you.

Basically what we agreed to is this: if I can convince you to sit down with me she's appointing me Junior Liaison for Morelander Affairs and giving me the power to suspend the withdrawal process. From there we can talk about what needs to be done separating the issue from my mother. I told her she has things she needs to work on herself and I'll be helping her with that too, so that will become my problem and not one for both of us at this point. Then I'll also require a person to oversee all of this, so I've selected Aunt Eva. She's someone we can both count on.

At the heart of international deals are trust and respect gained through building relationships, that hasn't happened between us in a long time and is something that needs fixed. I know I want East Moreland on my side when I am Empress, I feel sad that I caused you so much trouble but I also love you all, between Princess Freya and Aunt Eva I have two women who I want to be more like.  That sounds mean too, I still look up to my mom but who she was, it's like she's scared of something you know? I know it's a sore topic for you which is why I said you let me worry about her, maybe I can teach her a thing or two I learned?

Back to my point though you don't turn your back on friends, and that's why I gave mom such a hard time today. I told her I'm not walking away because things are tough, I told her she can if she wants to but I want to be proud of her so she shouldn't.

I learned in school about the Illumic and our relationships and, one day, I'm going to sit on the Throne so this is a decision I told her I should have a voice in. I also learned a lot when I was in East Moreland and I was scared at first, and if mother is letting me do something and if I have a voice I'm not going to sit back and not do anything, I'm taking action. I also told her that the Diet should have a review period on foreign decisions before they're even announced because everyone doesn't always make the right choice and it's only responsible to have another opinion and listen to that when you're wrong. She was surprised I thought of all this but being in Dartfordia and seeing things from 'outside' you can get some good ideas from others and take them home to make things better, don't you think?

Also, almost forgot, but we've got a new program coming up that I really hope you could give me some advice on too. So if you accept once we're done with all the other discussions I'm hoping you can guide me in the right direction and help me make this a success. I also want to come back to East Moreland, but also do something good while I'm there. I hope you accept, and if you don't I'll still hold things up on my end and make something work.

An Invitation To The Republic of Heyra

It has long been a priority of the First Empire to establish more formal relations with the Heyran Republic and People. Already we have seen areas of cooperation in an exchange of military hardware, Rokkenjiman aid to clean-up efforts throughout Heyra, and a common vision on several foreign policy issues. As I am certain you are aware I have recently resumed my duties upon Chrysanthemum Throne and the words of support and camaraderie shared by the Heyran Republic certainly have not been forgot. For these reasons I propose that a summit take place between the Republic of Heyra and the First Empire. If it would so please you I would love to become acquainted further with your nation and culture in a most personal matter and would thus support the hosting of this summit upon Heyran soil.

At a time where certain corners of Mundus seem content to drown in chaos and pursue reckless actions which threaten the very essence of the international order it is important for those who see the threats such actions pose to the international community as a whole. Having been present for the formation of alliances such as the CSTO and WARSAW as well as the institutions which rose to impose a level of multilateral, diplomacy-driven international order I've seen both the best and worst aspects of those institutions we give life to and entrust with such great responsibility. These, too, are matters which I feel we could have progressive discussions upon as I can already see several spheres of mutual interests between our two nations.

An Invitation To The Kingdom Of Dartfordia

With the impending withdrawal of the First Empire from the Tripartite our nations would be in a position where no formal diplomatic accord exists between them. As the closest military and cultural ally of the First Empire this is a situation which cannot be allowed to occur. In the interests of ensuring formal treaty relations continue to exist uninterrupted between our nations I wish to invite a Dartfordian delegation to Pyrettania so that we may produce a Treaty which best represents the special relationship which exists between the First Empire and the Kingdom.

I have included with this message a Draft based upon prior bi-lateral Treaties which the First Empire has entered into. We may use this as a template from which to base a future treaty between Rokkenjima and Dartfordia, perhaps including elements which reflect the unique relationship our two nations enjoy. The First Empire continues to hold the Kingdom of Dartfordia in the highest of regards and looks forward to the opportunity before us to properly enshrine our relationship in a document which will ensure our alliance continues for generations to come.

I look forward to your reply and to meeting with you personally in the near future.

Treaty of Friendship, Cooperation and Security Between The First Empire of Rokkenjima And The Kingdom of Dartfordia
The Pyrettania-Hematite Accord

Rokkenjima and Dartfordia;

Desiring to strengthen and formalize the bonds of peace and friendship existing between them, and to uphold the principles commonly shared between them,

Desiring further to encourage closer diplomatic, cultural and defensive cooperation between them and to promote conditions of tranquility and prosperity in their countries,

Reaffirming their faith in the purposes and principles of the Commonwealth Treaty and the Fair Seas Concordat, and their desire to live in peace with all peoples and governments,

Recognizing that they have the inherent right of individual and collective self defense,

Considering that they have a common concern in the maintenance of international peace and security upon the Ardian and Albion continents and abroad,

Having resolved to conclude a treaty of friendship, mutual cooperation and security,

Therefore agree as follows:

ARTICLE I

The Parties undertake to settle any international disputes in which they may be involved by peaceful means in such a manner that international peace, security and justice are not endangered and to refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any manner inconsistent with international law and norms.

ARTICLE II

The Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being.

ARTICLE III

The Parties, individually and in cooperation with each other, by means of continuous and effective self-help and mutual aid will maintain and develop their capacities to resist armed attack.

ARTICLE IV

The Parties will consult together from time to time regarding the implementation of this Treaty and, at the request of either Party, whenever the security of the Parties or international peace and security upon Ardia or Albion is threatened.

ARTICLE V

Each Party recognizes that an armed attack against either Party in the territories under the administration of Dartfordia or Rokkenjima would be dangerous to its own peace and security and declares that they would consider action to meet the common danger in accordance with their existing domestic and international commitments.

Each Party shall agree to share military intelligence that is believed to be in the interest of the safety and security of the other signatory.

Each Party shall host annual military exercises, held in Rokkenjima and Dartfordia on an alternating schedule.

Each Party shall agree to consult upon matters of common security and interests, whether they concern Ardia and/or Albion, directly or abroad.

The terms of this Treaty shall not supersede those commitments already existing to LISA or other such international accords.

ARTICLE VI

For the purpose of contributing to the mutual security of Rokkenjima and Dartfordia, as well as the maintenance of international peace and security in Ardia and Albion, both parties are granted the use by its air and naval forces of facilities, ports and air fields in each nation.

ARTICLE VII

This Treaty does not affect and shall not be interpreted as affecting in any way the rights and obligations of the Parties under the Charters of the CTO, LISA, or other such international institutions.

ARTICLE VIII

This Treaty shall be ratified by the First Empire of Rokkenjima and the Kingdom of Dartfordia in accordance with their respective constitutional processes and will enter into force on the date on which the instruments of ratification thereof have been exchanged by them in Pyrettania.

ARTICLE IX

The Treaty shall create an annual Rokkenjima-Dartforda Cultural Festival, celebrating the unique cultures of Rokkenjima and Dartfordia. The Pyrettania-Hematite Association will organize an annual festival to be held in each nation in turn annually.

The Treaty shall also also allow citizens of the other nation to apply for a fast track visa aiding in travel between the nations for purpose of trade, recreation and business.

ARTICLE X

To promote joint economic prosperity between Rokkenjima and Dartfordia there shall be no tariffs imposed upon goods transported between the two nations.

Taxes upon corporations or other business entities originating from either nation shall be granted a reduced tax rate when constructing offices or operations in either nation, so long as construction contracts of manufacturing and production in such properties are granted to corporations or business entities in the two nations.

The Treaty shall seek to promote the establishment of a student exchange program, allowing Rokkenjiman and Dartfordian students more expansive and diverse educational opportunities.

ARTICLE XI

This Treaty shall remain in force until such a time either Party views it as no longer serving their best interests.

Either Party may give notice to the other Party of its intention to terminate the Treaty, with due reason being stated, in which case the Treaty shall terminate one year after such notice has been given.

IN WHITNESS WHEREOF the undersigned Plenipotentiaries have signed this Treaty.

On Withdrawing From The Tripartite


Fellow Rokkenjimans, Friends and Allies of the First Empire, honourable delegates from afar, I thank you for joining me here this morning.

It truly seems that a multitude of developments take place before we are able to speak again, some unfortunately more so for the worse than others, but all have shaped the world in which we live. I first wish to thank Empress Emerita Evanthe Rhodes and Vicegerent Euphemia for their selfless duty to the First Empire, taking the reigns of power as multiple duties called upon their attentions. Although we may be cousins by birth I have long viewed you both more as sisters and will always be here to support you in times of joy and those of sorrow. May we greet each future challenges as we have those in the past: with wisdom, grace, strength and the patience to pursue the most just and honest path.

Earlier today I initiated the Termination Clause of The Treaty of Mutual Cooperation and Security between Rokkenjima, East Moreland and Seaforth (Amended: Dartfordia), a move which I took with great dismay and disappointment. As I said in my original statement the decision to initiate our withdrawal from the Tripartite Agreement is based not in malice toward any party in the Tripartite but an honest view that the agreement is an obsolete relic; the bonds upon which the Tripartite were founded upon no longer exist. While the First Empire bears no ill will toward the Kingdom of East Moreland it is clear that we are at an impasse that cannot at present be broken. Thus, instead of weighing down the First Empire or the Kingdom with a reluctant alliance it is better for all parties involved that the Tripartite be dissolved before any further tarnish may adhere itself to the legacy which it represents.

I cannot blame King David for the course of action he has taken, nor should the Rokkenjiman People view the Morelanders with any less respect due to our own decision. If I had suspected him of colluding with the Grand Republican Army for any reason I would find myself acting much as he has; we are talking of a terrorist enterprise which has claimed countless innocent lives and threatens peace on a daily basis. Indeed the Separatists also have Rokkenjiman blood on their hands, as any Rokkenjiman will remember the Olive Branch and the carnage which the Separatists unleashed upon her. I firmly believe that, one day, we will see Mr. Barren and his band of cowards held accountable for their actions, for certainly they have much to answer for as they face judgement in this life and the one which comes after.

It brings me sorrow that our mutual adversaries today enjoy a victory as that wedge which separates the First Empire and Kingdom becomes that much more entrenched. It was a primary goal of the Great Traitor (Offdensen) to sow division between Rokkenjima and East Moreland, and it was a tool which he carefully sharpened and wielded. While I maintained the illusion presented by the Great Traitor it was a matter which had been removed from my hands, as any deviation would have invited him to unleash yet further destruction and death and that was a scenario I could not allow to transpire. Furthermore, my decision to allow Ms. Hadley to personally undertake a mission while the Crown Princess was abducted served as the event which ultimately brought us to the point we find ourselves at today.

While the decision to withdraw from the Tripartite means that no formal bonds will exist between the First Empire and the Kingdom I maintain faith that we may both work in the future to restore what was once amongst the closest of relationships on Mundus. Certainly the values which our nations believe in have by and large been strikingly similar, while our governments have worked to improve the lives and liberties enjoyed by our citizens as well as those beyond our borders. It is my hopes that in the future we will be able to sit down again and remember that the bonds which exist between our nations are stronger than any one piece of paper, and that the causes we hold within our hearts are very much aligned. The termination of the Tripartite, however unfortunate, is the first step which must take place so that the future is not drowned out by the past.

We must never allow ourselves to be prisoners of the past, for no effort may unset events which have already transpired. Instead it is paramount that the First Empire focuses all of her energy upon upholding the values and principles upon which our nation was founded upon. Today I speak to you from the Illumic Channel where I have arrived to personally oversee Rokkenjiman operations as we stand alongside our Seaforthian allies. I understand that Abstergo has made a donation of portable shelters, while the Imperial Rokkenjiman Armed Forces gear up for a variety of humanitarian operations on the ground in Seaforth. One of my duties at present will be ensuring that these operations are targeted at those areas which need them most, while also being on hand to welcome back a man who has very much been considered a part of my family, General Joshua Rhodes.

In truth the termination of the Tripartite marks not an end, but a beginning. If adversity is the test upon which bonds are proven true or hopelessly shallow we shall see a new dawn for Rokkenjima and East Moreland. When that day comes I shall stand ready with open arms to replace the Tripartite with something even better than that which existed before. Until then I, and every Rokkenjiman, will continue to view East Moreland with respect despite the setbacks which have brought us to this point. Furthermore, in the event that no reconciliation is reached, I will work with the Imperial Diet and Somerset to ensure those agreements present in the Tripartite in regards to the force levels at QAMB are maintained as they presently exist.

May Islyna grant us the wisdom and compassion to ensure a new beginning for our Peoples and Nations.
