It has come to my attention that the Empire of Daitō may be considering the sale of its remaining AS E/A-9s to a foreign power. I understand that the Empire may have concerns regarding my Kingdom that would weigh upon discussions regarding their sale to the Kingdom of Clysperis, however, that is a discussion which I would be willing to hold with you if you would be interested in hearing what I have to say with an open ear. My Kingdom walks a path which my father, Pharaoh Ramses V, envisioned a Clysperis which is rich in its tradition and culture while also recognizing for any culture to be considered living it must grow, learn and evolve with the times. My time with Emperor Peter and his Empire have been productive and helpful in helping to lay the foundation for that path to be followed.

There remain challenges to the security of my nation and the responsibility of ensuring the security and safety of my People falls upon me. I believe that these planes could go a far way in enabling the Royal Clysperi Air Force to be more capable in exercising these duties, and look forward to the opportunity to discussing this possibility with you in the near future. A year ago I would not have written you, may we both sow a seed of faith and potential trust and see just that which grows from it.

I come before the Mundus Atomic Energy Agency today in regards to a dangerous relic within my lands: the Nemphis Nuclear Station (NNS). Constructed by the Godless Soviets during their occupation of the Kingdom it houses two RBMK-1500 water-cooled graphite-moderated channel-type reactors. During my studies in Rokkenjima we learned of such reactors and the inherent dangers in their designs; thankfully the units in question are not in active operation, however, a great deal of nuclear materials remain at NNS and the site has been maintained largely as the Soviets left it prior to their eviction from the Kingdom. While my scientists have maintained the site as safely as possible I fear that we are nearing a time where our abilities will be at their limit; it's not as if the Soviets left with good intentions or the best of instructions regarding their abomination of a creation.


For these purposes I would wish to invite a team from the MAEA to assess the condition of the Nemphis Station, to devise a plan as to the removal of nuclear materials and their safe storage, decontamination of the Station and, eventually, its safe demolition. During this time I would also wish to discuss the construction of new, modern, nuclear power stations to provide power for the Clysperi electric grid. I look forward to any assistance the Agency is capable of providing in these crucial areas of concern.

I do find it interesting that, even without knowing of his visit with you, it was the Holy Empire I reached out to in our hour of need and I can say without reservation that you and your Holy Empire have proven themselves time, and time, again. The Holy Empire is a nation which we can trust, and one with which I hope one day my Kingdom may have the closest of relations with.

I know you have a passion for history and foreign cultures so it would please me to invite you to Khemnen before my marriage to Prince Naser for a formal state visit to the Kingdom where we may chart our path forward, as friends. During your stay I would wish to take you within the Great Pyramids of Nafir as well as visiting the Sphinx where we may both view the progress in its restoration. To cap off our visit, I would wish to share with you the monument to our time, the City of Setri, and show you what my People and Nation are capable of.

Recognizing the spirit of respect which has been emerging between the Imperial Rokkenjiman Navy and its Centralian counterparts I would wish to extend to the Centralian Government an invitation for discussions between our governments. We have seen great efforts and energies devoted to a Kyne which is largely free of piracy and instability and, given the size of the Kyne, the undertaking involved in maintaining that status is quite involved. While the Imperial Government holds concerns regarding practices of the Centralian Government, I believe these are issues we could discuss as we explore any potential partnership. Naturally, the First Empire would wish to see Centralians capable of accessing foreign information more freely, as the free exchange of information across borders is one of the foundations which allows different cultures and socieities to better understand each other, promoting a culture of peace between the nations.

Initially, the First Empire will be looking toward ways in which we may expand our capacity and capabilities in the Sea of Kyne. This would include the utilization of Centralian bases by vessels of the Imperial Rokkenjiman Navy for semi-long term forward deployments geared toward anti-piracy and anti-terrorism efforts as well as those designed to maintain the general peace and tranquility of the Sea of Kyne. Furthermore, operations targeting suspected slaver operations in the region would likely be undertaken by the Imperial Rokkenjiman Navy given the proximity of Centralia to Midaranye. Finally, the Imperial Government would be interested in renting a site within Centralian borders which would be utilized for the purposes of installing radar installations to be utilized by ICON, increasing its ability to cover the majority of the Kyne.

I would prefer to discuss these matters in person with the Centralian Government. The means and method of that visit may be undertaken aboard the Imperial Yacht Austrana, which shall visit Centralia with the blessings of your Government.

Fellow Rokkenjimans, Friends and Allies of the First Empire, honourable delegates from afar, I thank you for joining me this morning.

With the formation of the Mundus Atomic Energy Agency we find ourselves at the beginning of an age of broad and expansive international cooperation in the nuclear field. What was once our most potent and destructive of weapons has been removed from the field of battle through the collective and mutual disarmament of the Rokkenjiman, Achkaerinese and Morelander nuclear stockpiles while the knowledge accrued during the course of our nuclear programs has opened doors and pathways for peaceful and constructive utilization of atomic energy. The mutual disarmament ranks amongst the most significant international developments in the history of Mundus, one which has seen each former nuclear power take the most destructive of their blades, weigh the price of their continued existence against the future of their nations and the world around them, and instead of maintaining them and the great power they conferred, they broke them into plowshares.

Yet the greatest of tests and challenges remain before us. While each destructive arsenal was consigned to the pages of history the knowledge, materials and methods to construct them remain with us, a risk which may always hang above the community of nations as we continue our joint venture in this post-atomic weaponry age. One pillar in preserving the collective security of Mundus against that threat is the Agency I spoke of not moments ago, the MAEA, which our nations have entrusted with perhaps one of the most vital duties of any international organisation in the modern age. The success of the MAEA, moreso than broad international institutions such as the CoN or the CTO, is most crucial to ensuring a future of humanity which is free of some of the greatest risks we are capable of inflicting upon ourselves.

The second pillar which supports our collective security, a most necessary partner to the MAEA, is the International Non-Proliferation Agreement. This Agreement will see both former nuclear weapons states and non-nuclear weapons states enter into a solemn accord which will reduce the risk of the re-introduction of nuclear weaponry to Mundus, a development which would certainly threaten the sovereignty and security of all states. Yet we must also recognize that the peaceful expansion of nuclear technology and energy is not something which we need fear. Nuclear energy is certainly a component in forwarding a transition from fossil fuels and transitioning the energy economy of Mundus to a more green and sustainable path, which itself may assist in bringing upon Mundus a lasting peace for all nations.

I can say to you that the Rokkenjiman People share my belief that the existence of these challenges and potential dangers are not the burden of one nation, but they are those which are shared by all. Equally, where hope may exist in one nation that hope should most certainly be shared by all. The proposals I am laying before you today shall go a long manner to ease even the slightest manner of concern or tension which may exist in today's world and, if we are all equally committed to the path set before us by the mutual disarmament and the formation of the MAEA we may yet secure the safety, security and very future of Mundus for generations to come.

The First Empire desires to be constructive, not destructive or divisive, on this most crucial of issues. We seek accords and understandings, not strife and conflict, amongst the Peoples and Nations of Mundus. The First Empire wishes to exist in freedom and peace, and in the confidence that just as outer space has been established as a common heritage of humanity, that peaceful development and access to nuclear energy may be established as the second common heritage. Thus the purpose of the First Empire in this equation, recognizing the past contributions of the Federal Republic to the nuclear arms race, is to help move us forward from the darkest of horrors into the light, finding a way through which we may preserve a Mundus where all Peoples may enjoy peace and well-being without the prospect of complete and utter annihilation hanging above their heads at perhaps a moment's notice.

We must not lack patience for, in a world which is divided such as ours, we cannot hope to attain salvation by a handful of dramatic acts. We must follow the intent which is in our hearts with many meaningful steps taken over the course of many months, and perhaps years, before we may look at the world and realize that a new atmosphere of mutually peaceful confidence is abound in the world. With that being said, with that first act of the mutual disarmament to the establishment of the Agency, we must not rest on our laurels and must continue to take the necessary steps here, in the present in which we exist. Now and today must be recognized as our rallying call in very much the same manner as never again.

The Agency, with its responsibility for the storage and protection of nuclear materials, combined with the ingenuity of our scientists shall provide safe and certain conditions from which we may all move forward in this new relationship we find ourselves in with nuclear technology. Devising methods whereby nuclear material will be allocated to serve in the peaceful pursuits of humanity remains another crucial task of the Agency, one which the First Empire is prepared to assist with through the continued successful development of ANEEL fuel and its related technologies, providing not only a safer fuel in the standard operations of nuclear plants across Mundus but one which makes it prohibitively difficult from which to devise a nuclear weapon from. This, I feel, may prove to provide the third pillar in this new age: expanding access to this shared heritage and all the benefits it may confer while preserving the safety and security of all Peoples and Nations from the specter of nuclear weaponry revisiting our world. We may see the expansion of abundant nuclear electricity to even the most power-starved areas of Mundus alongside the deployment of experts to apply atomic energy to the needs of medicine and other peaceful endeavours, the atom serving only the peaceful pursuits of humanity.

Together, both former nuclear weapons states and non-nuclear weapons states shall dedicate their strength not toward the collective fears of humanity, but toward our collective needs. This most certainly requires a responsible expansion of the peaceful use of atomic energy, a pursuit which the First Empire is endeavouring to empower through the proposal of these two subsequent pillars.

ANEEL allows us to diminish the destructive potential of the expansion of nuclear materials and generation capacity across Mundus while allowing the Peoples of all nations to see that, in this enlightened age, it matters not whether one is a great power, in this endeavour we are all equals in our pursuit of a peaceful atomic age, and that we seek to build up the best of human aspirations rather than the tools for war and intimidation. It is not a presentation of strength that our nations pursue the power of the atom, but our shared desires and hopes in peace and the advancement of humanity. The foreseeable future will be shaped by our past history with atomic weaponry yet, I am confident that as we move beyond the shadow of that fearful era we shall see a Mundus devoted to the path which sees that our miraculous inventiveness shall be put to the task of improving lives all across Mundus as opposed to our destruction and demise.

I have dispatched a copy of the Nuclear Non-Proliferation Agreement to capitals across Mundus so that we may begin the process of adopting the second pillar in our joint strategy for a more safe and secure Mundus, one which ensures Atoms of Peace, not Atoms of War. I shall furthermore authorize the Imperial Energy Administration to work with the MAEA and national governments regarding ANEEL fuel while providing the necessary funding in the form of grants for the construction, pending their joining of the Agency, of new reactors in emerging nuclear markets so that we may ensure that no state is left without safe, ample and reliable power. May we all work together in this new era of a peaceful atom, and may the generations which follow us never again tread down the path which empowered us with the means to ensure our own demise.

Visiting a new school was always an experience to raise stress levels, even moreso when one is the Crown Princess of Rokkenjima. Adriana knew that, on some level, she could never truly enjoy the company of peers unless she was in the company of royals and, despite the best efforts of her mother, she would never truly enjoy her youth as wholly normal. She hoped, however, that her time at Anson Preparatory Academy could perhaps be more normal than her experiences in Rokkenjima and Dartfordia where the expectations were that much higher, due to the fact that one day she would sit on the respective Thrones of both nations. If being a teenager was not stressful enough, having the expectations of your future to be so great only placed another layer atop that which was, to be honest, nothing she wished for at this stage in her life.


Walking the halls of Anson Preparatory Academy with her guide, Professor Horace Campbell, was a pleasant enough experience. Naturally there were curious looks, the girl walking the halls with a security detail never far from her side, there would be no opportunities to lead a life in the background here. Finding their way to the library her face lit up, impressive in its appearance and rows of books, she felt a little closer to home. "And if you'll watch your step here," her guide spoke, pointing out a spot which wasn't quite so level due to settling, it happened: Adriana lost her footing and was most certain to enact a faceplant into the floor beneath her. Not only to be known as Crown Princess, now she would be known as the girl who, despite her security detail, met the floor with her face on her first pre-day at the Academy. Only it wasn't meant to be.

When the expected pain didn't grace the entirety of her face Adriana looked up to see a boy's eyes looking into hers, before being torn from his supportive arms by her security detail. "You may calm yourselves, I'm sure he's less a threat than the floor just was," she would say with a chuckle and a motion of her hands to indicate they should step down. Stepping forward she bowed slightlty, "I should thank you for your quick reflexes, they saved me from a good deal of pain and countless stories I'm sure. I'm Crown Princess Adriana, and what would the name of my hero today be?" she said playfully.

The Royal Clysperi Armed Forces have long been in need of a modernization effort, one which I have announced with the closure of our conflict with terrorists. To these ends the RCAF is looking for partners from which we may source a variety of vehicles and armaments including aircraft, various a current generation main battle tank, as well as naval vessels to enhance and expand the Kingdom's capabilities at sea.

The Kingdom has already determined that the best source for its aviation needs may be best met by Tamoran industries, such as Kadyrov Industries, and looks forward to the development of a procurement program with them. We shall consider offers from other sources for the other items sought with preference being shown first to Midaranye states.

As I am certain you have noticed the Rishiri Imperial Overseas Dependency has enacted a series of revisions to the Rishiri Government. Abolishing the role of a Governor appointed by the Empress of Rokkenjima, my Administration has seen that the chief representative of the RIOS is decided by the Rishiri People, an important first step in our young democratic movement. I am honoured that the People of Rishiri have empowered my Party, allowing me the opportunity to serve as their inaugural First Minister while guiding Rishiri into this new era. While RIOS remains a possession of the First Empire, we have long held the right to engage in foreign affairs independent of Chrysanthemum Throne. A crucial piece of my agenda is establishing ties with republics across Mundus, those states who may best assist the Rishiri People in their chosen path as a democratic society.

Establishing such ties will allow Rishiri to maintain its right to self-determination, now and long into the future. While at present Rishiri is content in its present relationship with the First Empire I cannot predict that it always shall, nor can I ensure that the People of Rishiri hold onto their rights a century from now. I feel that a Rishiri which stands with an association of republics, which are vastly outnumbered by more autocratic forms of government throughout Mundus, has a much greater chance at maintaining within her hands the keys which shall control her destiny. As perhaps the most outspoken proponent of democratic values and the freedoms of peoples, I approach you first in this quest.

It would please me to meet with a delegation from Fleur at Urakawa Port, so that you may see the society we are building. I truly hope that our people, those of Fluer and Rishiri, shall become sisters in democracy. As you may be aware Rosa Shipyards was recently forced to terminate a contract with the Republic of Heyra following the fallout of the diplomatic differences between the First Empire and the Republic. Having a project in hand, with some of the vessels destined for service in the Imperial Rokkenjiman Navy, it has been decided that Rosa Shipyards will reach out to establish an allied partner for the remainder of the vessels which would have been destined for service in the Republic's naval forces. As this project remains in an early enough stage we feel that it would be possible for Rosa to work with the Tytorian Royal Navy in tailoring these vessels to suite your needs and specifications.

Should this project, which we are moving forward under the name Project Ryūjō, be of interest to the Tytorian Royal Navy I would be interested in working out the terms of a deal while receiving specifications which the TRN would wish to be included in the vessels.

Recognizing the ongoing situation within the Heyran Republic I have consulted with the Imperial Council and wish to offer my support to Morelander and MICA efforts toward the clean-up and recovery. It is truly regretful that the situation reached the point which it did, however, Imperial High Command felt there were too many risks in leaving QAMB intact. Systems which the Imperial Rokkenjiman Armed Forces and those of our allies could, in the wrong hands, threaten our security not only in the present, but long into the future.

I have authorized the transmission of schematics of QAMB to Morelander officials which may be of assistance in these ongoing operations. Furthermore, I have authorized the transit of supplies from Rishiri should East Moreland need them in response to the clean-up operations presently ongoing in the Republic of Heyra. These supplies may be distributed as soon as notice of their need is received. The First Empire believes that the sanctions it has put into place upon the Tamoran Empire are a sound response to the continued maintenance of slavery within Tamora. As we have seen in times past when the Union works together in a unified manner on such endeavours results are achieved and the effectiveness of the sanctions become enhanced. As we have done so on occasions past, the First Empire hereby requests that the Union joins Rokkenjima in adopting these sanctions upon the Tamoran Empire.

As I recognize that there may be some concerns regarding the sporting aspects of the Rokkenjiman sanctions package I would be willing to work with our foreign colleagues in addressing those prior to a Union adoption of the sanctions package.
