"Eva!" Beatrice replied in shock. "Don't do that to me, and yes Joshua, I have twins so your jokes about the double cremes, shut the fuck up okay?"" she said semi-sarcastically. "I don't give a fuck about Tamora right now, I don't care about RS, we fix this and move on ok?" Eva asked.

Beatrice looked at Josjua, "You get the massage, I'll handle alcohol for us. Don't disappoint me Andrew?"

"No excuses, the First Empire has abdicated its responsibility to the CTO," Kennsington, in his final appearance as Imperial Liaison to the CTRoO began. "CTOMM, any number of instances which followed, the ball was dropped far too often. However," he paused, "I think this Empress realizes where she has fallen short. She knows there are no manouvers to be pulled, no tricks, to abdicate responsibility to that past, and that's why I remain firm in my belief in the future of the CTO and Rokkenjima's part in that future."

"Communications are the immediate issue, followed by coordination, commitment, and indeed, conviction. You can't place the burden on a few folks and expect the system to work, can you? I've worked with the Empress on a presentation and, given the permission of the chair, I would be pleased to present it in two day's time. The CTO is wounded, but quite often a wound makes the whole better. Let us see if the prescription is up to snuff before closing the curtains, yes?"

Enterprise Strike Group Transitions South


The transitioning of the Strike Group south places it outside of missile range, placing the potential for diplomatic talks to proceed in Kravec's hands.

Pyrena Castle has provided confirmation that the Enterprise Strike Group has been issued orders to transition south for "routine exercises in the broader Kyne region. Its associated forces will be maintained should the situation demand their re-entrance to more northern waters." The announcement follows coordination between the Imperial Rokkenjiman Navy and Achkaerinese forces in the region to ensure the safety of the hospital ship Guardian and IMS Rokkenjima, both of which have been dispatched for humanitarian operations in the region. "These vessels will be atatched to the Achkaerinese mission, shall fall under their protection, and shall coordinate future operations with our allies in the region," the statement continued.

In her weekly Fireside Chat the Empress addressed President Kravec personally, stating that "the door toward diplomacy remains open, if even by a crack; I shall certainly overlook actions which have threatened that process should the President place worth in his word. Those vessels which so strongly provoked a response from him are in the process of transitioning toward more southern waters, land-based missiles activated in a move of prudence have likewise stood down, thus there is no threat which lays in the way of President Kravec from sitting down and speaking. Furthermore, in case it wasn't already perfectly clear, the First Empire supports no course of action undertaken by the Tamoran Empire to launch a military campaign which would see casualties unseen for quite some time, perhaps never seen in our modern era. Support for the whores of Bene Gesserit have also seen the proper and due application of Imperial law, and I expect that Tamora's diplomats shall soon be departing Pyrettania as I've no room for those who align their cause with that of terrorists within my lands."

"When I spoke with Emperor Abbas it was to gain insight, to prepare proper responses of this Imperial Government to see a long-term solution to the issues within Tamora, and to address their history of human rights abuses. Regardless of its cultural roots I made clear to the Emperor that slavery was an institution which stood against the very heart of the First Empire and her values. Today, his actions in recognizing the whores of the Bene Gesserit as a sovereign nation provides further proof, without question, that the foundation upon which his empire is built upon is rotten. I should have learned that lesson with Toshindai that, when given a chance to better the future of their People, one must look at the entire body of work and see that alternatives are, at best, wishful thinking."

In related developments the Empress has called on the Ministry of Foreign Affairs to "forgive any transgressions, perceived or otherwise, of Vaguzia and to focus upon the challenges raised by recent developments in Midaranye. We cannot hope to achieve anything if our house stands divided." The Empress has also postponed the LISA referendum "until the present crisis in Midaranye concludes, as this is not the proper time for such a decision to be made. Allow the worst of the fears which led to this referendum coming this far to either be proven true or false by the situation before us, then allow the decision to be cast, on fair merit."

In unrelated matters the Empress approved "a Red Legion Honour Guard and a group of Horseman of Jekar to enter the country to help with ceremonial handling of the artefacts such as swords and the Urns" as well as "ensuring any cultural artifacts are returned in due order to East Moreland. We shall also work to see where these family ties of Paul the Explorer lead, seeing whether or not any live from this eldest of lines. Truly, the team responsible for these discoveries have done fine work which the First Empire shall not impede."

Addressing Tamora Support For Terrorists

Following the announcement that Tamora has elected to recognize the so-called Theocracy of Kaitaine the First Empire gives sue notice that the Tamoran Empire shall henceforth be recognized as a state sponsor of terrorism under the Terrorist Enterprises Act. Terrorist organisations must be recognized and treated as what they are, and granting them any level of legitimacy undermines the international fight against terrorism.

Under the terms of the TEA the First Empire shall cease any trade, financial transactions or any such business activity with the Tamoran Empire as well as any Tamoran entities. Any Tamoran assets held within Rokkenjima are frozen with immediate effect. The Tamoran Embassy is to close within 48 hours, and her diplomatic staff removed from the First Empire by the close of this window. Any Staff who refuse to leave will be arrested as, at the close of this window, they shall no longer enjoy diplomatic immunity.

Further steps will be taken as deemed necessary by the Imperial Government.

"Given the recent assessments made by General Joshua Rhodes regarding a nascent nuclear program within Slava Lavosk the First Empire believes this is a situation which changes calculations in the region considerably, especially given the actions of East Moreland, Achkaerin and Rokkenjima in the decommissioning of their respective nuclear arsenals. This is a situation which warrants the highest levels of communication and coordination of LISA. In these interests the First Empire proposes that the public dispute with Vaguzia be brought to a swift end: we're not going to press previous issues and will recognize that mistakes were made on our mutual ends. We all could have communicated better, and now we must communicate better should we hope to meet this challenge properly."

Rokkenjiman Departure From LISA Not All That Surprising


"The language from Pyrettania has relayed a message that most should not respond to the LISA referendum with any manner of surprise: an era in which Rokkenjima associates itself with traditional military alliances is in its twilight." Evanthe Rhodes

Empress Emerita Evanthe sat down with the RBC to offer her views on the situation engulfing LISA.

While some seemed surprised that a referendum on continued Rokkenjiman membership in LISA was to take place I personally saw the writing on the wall long ago. Throughout modern history Rokkenjima was a proponent of military alliances, herself forming the Cross-Straits Treaty Organisation as a response to a global campaign of hostility and aggression perpetrated by the Warsaw Powers, yet even in the later days of the CSTO a growing desire in the halls of power, Pyrena Castle and the Imperial Diet respectively, quite openly voiced their discontent with the arrangement into the modern era. These voices grew louder following the fall of the Warsaw powers; certainly the CSTO would find no threat in the CIS, and not one state or assembly of states posed a direct threat to the CSTO or any of its constituent members. If it wasn't the policies put forth by Achkaerin, only to be woefully amplified by Vaguzia, I'm confident that we'd have seen headlines of a Rokkenjiman withdrawal from LISA within the next two years regardless.

Increasingly we have seen the Empress warn of the dangers of large accumulations of military might as presently exemplified by LISA and CNN, warnings echoed by outgoing Deputy Premeir Sugano, perhaps the most powerful elected official following the vote to dismantle the Office of Premier: 'We must also review the necessity of vast accumulations of military might in alliances, such as the CNN or LISA, in an era where there is no clear adversary which poses a common threat to our People or our prosperity. Just as these institutions may be tools of maintaining peace, so too may they become tools with which to strangle the sovereign will of nations."' The Empress herself has noted, despite the lack of a threat such as Warsaw, we see before us two accumulations of military might with no clearly defined adversary. The assessment that such accumulations of military might are inherently dangerous, I believe, is not misguided.

The lack of an application of Rokkenjiman military might, indeed even the absence of motions before the CTO, when viewed through this lens, begins to make more sense to an outside observer. The Empress undoubtedly recognizes the role she played which has led us to this very situation, indeed the circumstances of the past few years must also weigh greatly upon her. When we look at a related institution, the Commonwealth Treaty Organisation, it is arguable that it no longer maintains the capability, nor the inherent authority, with which to act. With two organisations aiming to fulfill a similar role their very coexistence undermines the type of authority which would be required to mount the operations, and indeed expectations, which people look for them to provide. With a set of nations that subscribe to the CTO, another to the CMA and yet a third which subscribe to neither, the type of cohesive unifying force which makes the institutions work quite simply cannot exist, dooming them to ultimately fail.

With the breakdown of relations between Rokkenjima and Vaguzia I am left astounded that, increasingly in recent days, those in Vaguzia seem to be comfortable in the position that these decisions have been rooted in sound judgement and good cause. Regardless of the phrases employed, the terminology presented, stating that you may fire upon allied forces is as good as saying you will fire upon allied forces. When the Holy Empire implemented its "No Entry Zone" for Rokkenjiman vessels instead of first communicating with Rokkenjima the most visible of recent cracks within LISA were clearly apparent; it's not how allies have operated, nor how they should operate.

What should have happened, under normal circumstances, would have been someone picking up the phone, starting a video call, something to relay whatever concerns were held in Achkaerin and Vaguzia. From there appropriate actions could have been determined, and a coordinated path forward agreed to and followed which preserved at least the illusion of the unity of the alliance. With these developments it is clear that LISA is in fact not a united force and is willing to engage in public spectacle aimed at an allied power. When one combines the rumblings of Vaguzian officials openly contemplating the prospect of firing upon Rokkenjiman vessels, regardless of their rationale or the manner in which they phrased it, with rhetoric which sounds like it was read from a script provided by Kravec himself it is woefully guided, horribly implemented policy which undermines the foundation of any alliance. Vaguzia has in her conduct become a great benefactor for President Kravec and the ruthless regime he commands, but perhaps my husband said it best in his recent contribution to the Free Mundus Network:

Broken Alliances. Slava Lavosk is proving adept at driving a wedge between allies. Such is the case with LISA. Vaguzians have said they would fire on Rokkenjiman ships, Achkaerin has established an exclusion zone regarding Rokkenjiman ships and Rokkenjima has scheduled a referendum regarding continued membership in LISA. As LISA fractures, Slava Lavosk is actively expanding it's own sphere. Courting an ally in Socram, Slava Lavosk has provided pesticides, food and seed grain to the island. Should that relationship develop it could put the Gulf of Auraxis and all the waters in between Midaranye and Socram firmly into the hands of a Slavan/Socram alliance. As that deal is finished another arrives. Earlier this week, Slava Lavosk was invited to the Slavic Summit of Frienship and Cooperation. There is no telling what could develop in the Krimeon city of Kislev, but it merely underlines the fact that Slava Lavosk is not sitting silently or idle waiting for Tamora to attack but actively and aggressively strengthening their position while weakening the positions of others.

Sure the writing may have been on the wall, however, the actions of Vaguzia and to a lesser extent Achkaerin have undoubtedly accelerated the process. I'm quite confident that both Pyrettania and Valtheim will mend this setback in relations given time and some much needed discussion, however, I don't see a diplomatic revival so long as Vaguzia refuses to see where they have made grave mistakes, especially when the stakes are as high as they are. With the future course upon which the Empress appears to be guiding Rokkenjima toward, however, I see a much needed realignment and refocusing of energies which have, in the past, been needlessly wasted. It is in this new direction that, ultimately, a Rokkenjiman withdrawal from LISA may be seen in hindsight as ultimately inevitable.

A Private Message To King Finely

Your Highness,

I wish to recognize the contributions Rokkenjima has made to the mass of vessels presently in the region, as well as the undue difficulties this may unintentionally impart upon operations in the region. With present difficulties before us I wish to approach you and ask for the protection and cooperation of the Ui Cennselaig Navy to ensure the safe operations of the following vessels:

1. IRN Guardian, a hospital ship of the Imperial Rokkenjiman Navy, which I have dispatched to be of assistance in cases where local hospitals may be overwhelmed.

2. IMS Poseidon, which has been pressed into service for humanitarian operations. She is presently loaded as full as possible with shelf-stable foods, grains, rice, as well as cured and canned meats. These may be distributed through whatever distribution systems are in place to help in alleviating the food shortages presently faced.

In the coming hours I intend to announce a transition of the Enterprise Strike Group to more southern waters to alleviate broader concerns in the region and to ensure tensions within Slava Lavosk do not pose any further difficulties in regards to the situation within Royal Seleucid and the Protectorate. If there is any other manner in which I may be of assistance I shall look to your guidance first.

The above mentioned vessels shall be arriving in less than twelve hours time, having been dispatched with the intent of linking up with the Enterprise Strike Group. I feel, however, that coordination with Ui Cennselaig would provide for more efficient and swift operations. Furthermore, if we may explore more efficient means of delivery I have further ideas to dispatch more food and supplies.

Two Accords Signed

The First Empire is pleased to announce the signing of two treaties, one with the Holy Kingdom of Cabbagelandiet and the other with the Holy and Celestial Empire of Xaeth.


The Treaty of Friendship And Non-Aggression Between The First Empire of Rokkenjima And The Holy Kingdom of Cabbagelandiet (also known as the Pyrettania-Brasscirom Accord) forms the basis of friendship and cooperation between Rokkenjima and Cabbagelandiet. Also included in this Treaty is a pledge from the First Empire to the issuance of an International Development Grant to modernize Cabbagelandiet infrastructure. In a separate action the Empress has purchased र175.675m ($325m) of Cabbagelandiet debt in order to meet prior contractual arrangements and provide Cabbagelandiet every economic opportunity available to it.


The Treaty of Friendship And Cooperation Between The First Empire of Rokkenjima And The Holy and Celestial Empire of Xæth (also known as the The Pyrettania-Jiloola Accord) forms the basis of friendship and cooperation between Rokkenjima and Xæth. The Accord provides measures for joint economic prosperity, intelligence sharing, efficient travel for Rokkenjiman and Xæthoon citizens, as well as cultural provisions intended to lead to a stronger friendship between the two Empires. The Accord also has mechanisms for amendment so that it may "reflect the contemporary relationship between the First and Most Serene and Celestial Empires."

The First Empire looks forward to working with her new friends in building lasting relationships between our Nations and Peoples.

"Although if our ships could be granted use of these facilities at discounted rates, I imagine the politicians back in Pyrettania would be more supportive of our efforts too. I know for certain the Blue Star Line is keen to establish operations in the Alucard, and with their liners comes tourism and the profits that come with it."

"With a clean slate I feel we'll see greater things from Cabbagelandiet, and it's my hopes we shall see first-class infrastructure power Cabbagelandiet into a new era. While some may see your isolation as a hindrance I see it as an advantage, for you've access to a perspective I nor any other contemporary leader throughout Mundus has access to. We may be able to put that to use for different things in the future, too."

"Ah yes," Beatrice said at the mention of Alys. "A most difficult history there, many still have their suspicions of her, myself included. Although, in all fairness, I can't imagine she's had the most pleasant things to say of me either," she continued with a chuckle.

Empress Of Xæth Invited To Pyrettania


The Empress has invited Empress Ælirn of Xæth to Pyrettania for a formal signing ceremony.

Following passage of the Treaty of Friendship And Cooperation Between The First Empire of Rokkenjima And The Holy and Celestial Empire of Xæth, or the Pyrettania-Jiloola Accord, Empress Beatrice has extended an invitation to Empress Ælirn for a formal signing ceremony before the Imperial Diet. Speaking on the passage the Empress said "The First Empire always cherishes the opportunity for forging new friendships. During my time in Xæth I saw a nation of great promise and in their Empress a young woman with great potential, extraordinary vision, and strength I've not seen in leaders twice her age. In Xæth we have found a nation and culture with which much we share in common, and this Accord is a firm foundation upon which to anchor our newfound friendship."

Empress Ælirn will also receive the honours of being the first foreign leader to enter the Imperial Diet, where a formal signing ceremony will take place. "After the Treaty is signed I'm preparing some exploration of the Tri-City Megalopolis which includes Pyrettania, Exuperia and Ashinxao as well as accommodations for her stay at Pyrena Castle. It is my pleasure to welcome Empress Ælirn to Rokkenjima, to return the hospitality shown to me, and to begin our walk as friends. At a time where Mundus looks increasingly dangerous and hate between states increases ever greatly, today is one which may be celebrated as one of friendship."

A date has yet to be formally set, although Pyrena Castle stated it would release a statement once arrangements were made with the Xæthoon government.

Ambassador Achariya was led to Bostaph's office, "Please, have a seat," Bostaph said as he heard the door without looking up from his notes.

"I'm not one like the Empress to use more words than are required for the task at hand so I'll keep things brief: allies don't state their intent to fire upon their allies, period. There's no room for debate, no arguments to be made in favour of such language, it's one of the few things that really are that simple. That neither Vaguzia nor Achkaerin utilized the ample diplomatic channels between our nations to discuss concerns, and also to discuss a mutal strategy forward, is likewise unacceptable. That your Foreign Minster has yet to be sacked is baffling."

"I take no pleasure in meetings like this, so I'll relay those actions we'd like to see to place this situation behind us. Vaguzia will make a committment to utilizing diplomatic channels to resolve future disputes while not putting on such a display of disunity between allies in public; it's not professional and does yourselves no favours. We'd also like to see your government distance itself from the notion of firing upon allied vessels as well as painting the First Empire in such adversarial terms, perhaps the Foreign Minister misspoke, for example.  The Imperial Government will work with Vaguzia to mutually improve communications, and we'll move on and not speak of this sorry affair again."

Empress Addresses Kravec, LISA Challenges


The Empress gave her remarks from Rishiri, where she is working with Governor Lucretia Marino on a series of projects.

"It was my sincerest of hopes that President Kravec and I could sit down and talk about the issues our nations are presently facing, however, he has destroyed that process through a bastardization of the facts. The First Empire stated that, upon acceptance of the offer of the removal of vessels from the immediate vicinity of the Auraxis that I would be pleased to meet with him at a time and place of his choosing; not once was he invited to Rokkenjima, nor would he have been under the circumstances. President Kravec further states that he asked for both "fleets" to be withdrawn beyond missile range; this is another lie as he did in fact state his desire for Rokkenjiman vessels "to not only leave the vicinity of the Gulf of Auraxis but return to its home waters, either your base in Dartfordia or Rokennjiman waters."

"Despite his calculated stymieing of the diplomatic process I have, in good faith, accommodated the immediate concerns stated by President Kravec by in regards to missiles, while ordering Task Force Steady Aim to resume operations more toward the Southern Sea of Kyne, although they will remain vigilant should the Slavans act in any aggressive capacity toward Rokkenjiman forces in the region. The Enterprise Strike Group, which shall be holding a position in international waters, will remain on hand should the Morelanders require their assistance. This shall include two Blue Star Line ocean liners carrying provisions of food which may be distributed through whichever channels are best decided by ongoing international operations. Despite every effort I have taken, including making it absolutely clear that Slava would be fired upon only if she first fired upon Rokkenjima, President Kravec has said no to the process of diplomacy, using every excuse and convulted logic in his arsenal to lay that failure at the feet of the First Empire."

The Empress also addressed the Achkaerinese-Vaguzian no-entry zone.

"It's unfortunate to see this type of behaviour from allies, most notably the Vaguzians stated intent of firing upon Rokkenjiman vessels. Instead of approaching their ally through proper diplomatic channels to air concerns while coordinating a response to these challenging crises they have instead opted for a path which closes off cooperation, attempts to paint the First Empire as the problem and, in some occassions, makes liberal use of President Kravec's talking points. Few could be blamed if they believed Achkaerin and Vaguzia were allies of Slava Lavosk instead of Rokkenjiman allies. It is because of these actions that a referendum concerning Rokkenjiman membership in LISA saw its support grow from just shy of tens of thousands to meeting the threshold for national consideration."

"The Vaguzian Foreign Minister stated that Rokkenjiman vessels would "eventually" be fired upon; no context nor rationale can frame that statement in a favourable view. Allies air disagreements between themselves in their established diplomatic channels, they do not present a front which is not united as we've seen from both Vaguzia and Achkaerin. We shall see if these states take the steps to make things right and rectify this situation or if the Holy Empire will revert to its poor habits of blaming every ill upon the First Empire and making each situation about Rokkenjima instead of the critical matters at hand. I certainly hope that we shall not return to that era and they will approach us, properly, as allies have done so up until this unprecedented point."

LISA Referendum Scheduled For February 20


A referendum to leave LISA is due in the coming weeks.

A referendum to determine Rokkenjma's future in LISA has been scheduled for Februrary 20th according to a statement by Pyrena Castle. The statement provided the date and times for the referendum but was clear to not take a position either for or against the measure, stating the decision must be made "by the Rokkenjiman People without the influence of any party. Once the results are in and verifed the Imperial Government will convene to determine what steps are necessary to implement those results as policy."

If held today, according to recent polls from RBC Analytics, the Leave campaign would win with 52% of the vote. Public perception of LISA has taken massive hits following statements from the Vaguzian Minister of Foreign Affairs and Achkaerinese stymieing of Rokkenjiman operations. "The two have most certainly taken steps that undermine any sense of faith or trust in the alliance, and that has not gone unnoticed. This referendum is a direct result of the actions of these two nations, as well as the lack of respect shown toward an allied state."

Beatrice followed Brassicus into the palace, taking her designated seat. Partaking of the tea she smiled at the notes present in its taste. While not comparable to a Rokkenjiman tea directly, it was certainly an experience worthy of appreciation.

To begin their meeting with a treaty signing caught her by surpriset, though she smiled as the pen was set down. "Very well," she said, affixing her signature to the document as well. "I knew my initial instinct was correct," she said as she sat the pen down, "and I am only sorry that we had to experience such quarrel between us. Now, I understand you're indebted to the tune of some $325m, would I be correct?" she asked.

Taking from her purse a document she affixed yet another signature before handing it to Brassicus. "I've never been a fan of holding nations in debt, thus I figured my first act as a treatied partner of Cabbagelandiet should be to see that your nation has before it a clean slate. From here, together, let us make decisons which enrich our Peoples mutually, and sees that our Peoples are on a path of mutual prosperity." The document which she presented him would provide र175.675m ($325m) to meet prior contractual arrangements. "I believe this should help Cabbagelandiet to begin herself on a path which sees economic opportunity explored at its maximum."

Breaking Brief: Imperial Diet Passes Legislative Package

The Imperial Diet voted earlier today to pass the legislative package presented by Teikokutō, formally abolishing the Office of the Premier and returning those powers granted by the Empress to the Office to Chrysanthemum Throne. While the package saw near universal opposition from the Centre Party Teikokutō was joined by members of the Socialist and Green Parties to pass the legislation 501-349, with all members of the Commons present and voting. Passage through the House of Councillors was possible only through the defections of Centre Party Councillors.

With the successful vote the Empress is set to bring the present session of the Imperial Diet to a close, allowing for new elections to shape the new government.

"Economic affairs need not be cause for concern, after all, I doubt either of us would consider such open economic union of any sort, especially at this stage. Treaty drafting has long been a hobby of mine so, on my voyage here, I wrote something up for your review and consideration. We can get together later before my departure to adjust anything that needs to be fine tuned, but this should serve as a road map so to say. I've made some adjustments as we've talked and, from the language employed, you can see my high hopes in this Treaty representing our friendship," she replied with a smile.

The presence of the Vaguzian Ambassador is hereby requested by the Ministry for Foreign Affairs in regards to recent comments made by your Minister of Foreign Affairs before the Vaguzian Senate.

The Ministry for Foreign Affairs cannot recall any parallel to the statements made by the Minister of Foreign Affairs in which he raised the prospect of firing upon Rokkenjiman vessels. Both the First Empire and the Kingdom are members of LISA and, to my knowledge, I can't recall a time where treatied allies threatened the use of force against one another as we witnessed on the floor of the Vaguzian Senate. These developments are unprecedented and undermine cohesion, trust and respect within LISA. Furthermore, the position of the Minster of Foreign Affairs to echo talking points of the Slavan regime and paint a treatied ally as a "warmonger" are equally unprecedented and further damage continued faith and trust throughout LISA.

I feel perhaps our best path forward should be a Treaty of Friendship, from which we can use as a foundation for diplomatic, cultural and economic ties between our respective Empires. As time passes we may review the Treaty as necessary, including deeper ties should they be warranted. Prior to my departure, we can put something in place and run it through our respective ratification processes and let the bureaucrats work out the finer details. If we produce something to your liking it would be no greater honour to invite you to Pyrettania to return the gift of your hospitality, and conduct a joint signing ceremony."

Statement On Conflict In Midaranye

The execution of Dilara Highaghi, combined with the tens of thousands of Slavan Tamorans being held throughout internment camps within Slava Lavosk continues to be a matter of grave concern. Rightfully, when one of your People is subjected to such barbaric treatment one can understand that a nation would respond with anger. As leaders it is our most solemn duty to ensure the safety and security of our Peoples no matter where they may be throughout Mundus, and I reflect upon the time when in Transvaal 15 Rokkenjiman nationals were held on false charges, some of them faced execution and only five returned home.

In those times I approached the international system in place and, through that course of action, five Rokkenjimans returned home from their unjust imprisonment in Transvaal. Obviously, and most unfortunately, that is not the case with Dilara Highaghi, and no actions may bring her back. I certainly recognize the stakes are undoubtedly high with tens of thousands still in camps throughout Slava Lavosk, and that there is justified anger within Tamora. Having spoken with the Emperor in the past I would most certainly implore him to not perpetuate a vicious cycle of violence and retaliation, as yet more blood would be spilled and countless innocent lives lost in the carnage of conflict.

There are many avenues and methods available in response to this situation, many of which should be employed before undertaking the march to war which is so often difficult to reverse once undertaken. While the First Empire understands your anger, we cannot condone a campaign which would see hundreds of thousands, if not millions more, brought into danger by what would be a most vicious conflict on any measure. Most in the world are expecting such a conflict, show them that the Tamoran Empire is capable of pursuing justice without the spectre of deadly war.

Breaking Brief: Second Petition Reaches Referendum Threshhold

A YourVoice.rk petition to "withdraw the First Empire of Rokkenjima from LISA" has reached the 2%(3,244,942)  threshold for the measure to be put to a national vote. Should the measure pass the Imperial Government would be directed to begin the process for withdrawal "within 30 days of an affirmative vote."  The Imperial Government has thirty days to put the measure to vote.

The measure will place before the Rokkenjiman electorate the following question:

The petition has been on the platform for some months now, however, following a Vaguzian statement in which it threatened to fire upon Rokkenjiman vessels, as well as the declaration of a no-entry zone by the Holy Empire, support for the petition has skyrocketed.

"The position of the Holy Empire could have been better communicated, however, the statements released by Vaguzia are unprecedented, reckless and have shown that the First Empire should perhaps reconsider just how much faith it can put in its so-called allies," a Rokkenjiman official shared with the RBC anonymously. "For an allied state to even hint at firing upon the vessels of a fellow ally is foolishness of the finest degree. For them to show support for a nation which has executed a young girl and holds tens of thousands of Slavan Tamorans in internment camps across their nation over an allied power is absurdly foolish. For them to not convey concerns via proper diplomatic channels, of which many exist between the nations due to their shared LISA membership, it becomes an exercise of amateur levels of stupidity. The message has been received; we can't trust you, and should this referendum return an affirmative vote we won't have to worry about that any longer."

Exuperia, The Diverse Jewel Of The Empire


The Tri-City Megalopolis has long played a crucial role in Rokkenjiman history, with key events centred around this region from the earliest days of the Rokkenjiman nation. From the port city of Ashinxao, to the capital city of Pyrettania and the economic centre of Exuperia the Megalopolis sees the most diverse population anywhere in the Empire. The 28.6 million people whom call these metropolises home represent a metropolitan economy of र1.081t ($2tn), a reflection of the domestic and foreign business interests which converge upon the region. Today we look at Exuperia, perhaps the most diverse of the cities, and examine what lessons its history may hold for a nation which increasingly looks toward increased diversity throughout.

As the Capital of Azukishima (the name of the nation at that time) prior to 1247 Exuperia was a centre of politics, culture and commerce which grew to a population of 875,000 by the year 1215. It was during this era which the monarchy held its principle residence in the city before formally transferring the capital to its present location, Pyrettania, a move which followed the Ardian occupation. Some historians point to the occupation as the event which changed the course of Exuperian history as many of the Ardians who remained following the resumption of sovereignty settled down in Exuperia where they would go on to contribute to broader Rokkenjiman society. This is best marked by the Thoresen Family, an Ardian family which came to gain equal standing with the noble families of the era.

It would not be until the Imperial Restoration that Exuperia would be recognized as the cultural melting pot of the Rokkenjiman nation when, due to the various foreign projects undertaken by the First Empire its foreign population expanded ever greater. Exuperia to this day boasts a large population of Elpidian, Ndambian, Quinntopian, Tytorian and Bechsteinen peoples, who have called Exuperia home following the demise of their homelands in addition to foreigners who work at the International Trade Centre in one capacity or another. It is thus of little surprise that Exuperia is projected to be the first Rokkenjiman city in which Rokkenjimans will not form the majority of the population by 2027.

While some areas of Rokkenjima have seen difficulties in assimilating with foreign populations, the troubles which have long simmered with the "Wayward Cousins" of Toshindai, Exuperia has taken a different approach, embracing the strengths which many Peoples bring to it. Whereas in Victoria foreigners were often the targets of discrimination, with some businesses designating separate facilities for people of Toshindai ancestry, Exuperia had elected its first mayor of foreign ancestry. It was also in this same year that the Multicultural Museum of Shared History was opened in Exuperia.

"Change is inevitable," said Mayor Janice Thoresen, "Exuperia has long recognized that standing against it is to deny the opportunities it brings with it. We're proud of the city we share and here, whether one is Elpidian, Dartfordian or Rokkenjiman, we're all Exuperians. Through our diverse population we've built Exuperia into the economic heart of the Empire, working in tandem with our sister cities of Ashinxao and Pyrettania to forge a vibrant local economy. Embracing diversity and finding strength in those differences that compliment each other is a model which can be replicated throughout Rokkenjima as our Empire as a whole grows more diverse."

Enterprise Strike Group Will Remain, Says Grand Marshal


Grand Marshal Cole announced that the Enterprise Strike Group would be holding its position despite escalating threats issued by Slavan President Kravec. "Quite simply, Kravec doesn't tell the IRN where to go or when to return to port, nor does he determine what appropriate Rokkenjiman operations are. The original offer presented to Kravec remains on the table, whatever he decides it will not impact Rokkenjiman support for the Cultists within Royal Seleucid, nor that shown toward friends and allies who are also present. Allow me to also be clear that Rokkenjiman forces will not be in the Gulf as part of this support mission. Only should Kravec be foolish enough to initiate an aggressive encounter with the First Empire will our guns be turned upon his nation in anger."

In a brief release the Empress confirmed the original offer remained on the table. "President Kravec has the offer I relayed to him days ago, that offer still stands today despite essentially being rejected twice now. The Enterprise Strike Group will remain focused upon its present mission which takes it nowhere near Slavan waters. Only at such a time Slava Lavosk fires upon, or otherwise acts in a hostile manner toward Rokkenjiman forces, shall I recognize a state of conflict between our states. I would implore the President to take the opportunity for diplomacy instead of sabotaging it as he appears hell-bent upon doing at this point."

The Empress had time for a few questions, one of which involved Rokkenjiman-Tamoran coordination following the crucifixion of Dilara Haghighi. "Just as Rokkenjima condemned the brutal methods of execution utilized by the Iwi, we have spoken out equally against those employed by Slava Lavosk. Of concern are those remarks made by Slavan officials, especially with the vast numbers of Slavan Tamorans held in camps throughout the nation. I met with the Tamoran Emperor once to gain insight into a nation and culture which perhaps no one outside of Tamora truly understands, in order to forge wise and prudent policy decisions in the future. This did not result in a relationship as termed by the President and is but another tool being utilized to thwart efforts toward diplomacy. Rokkenjiman forces will remain focused upon supporting a campaign Slava Lavosk itself has noted its support for and, perhaps, President Kravec will act upon my offer instead of rejecting it thrice."

As if by instinct Beatrice produced a package of tissues from her handbag, offering one to Ælirn. "Do forgive me," she said gently, "it was not my intention to bring distress upon you. It's understandable though, with what has happened and looking into the future what is before you, I can't understand your exact situation, but I can certainly relate. I may either remain or wait elsewhere, whatever you need though I will certainly understand. Just don't keep emotions bottled for anyone's benefit, even your own; much like milk sours if kept beyond its expiration so too do emotions if they're held onto too tightly.

"I remember, the day I found out I wouldn't see them again," she found her mind settling upon thoughts of her parents, "I don't think anyone asked the questions that needed to be asked. Sure I would be alright, because that's something a child can quantify upon such news, I said yes. Truth is, the world that I once knew as unquestionable in existing forever, that world came down and there was no way I could be 'alright' for a good while. It's bittersweet, carrying memories, each day forth one absent of their presence, things I wish I could share with them," she felt the warmth of a tear trailing her cheek, growing cool as it slowed.

"Forgive me, now it seems we're both in tears," she continued, somewhere between a chuckle and a snivel. "There's strength in sharing emotion," she said after a pause, "and as before I'm still not judging. When we've both collected our thoughts some, may we continue?"

Empress' Address To Imperial Diet


Honourable Members of the Imperial Diet, fellow Rokkenjimans, Friends and Allies of the First Empire, honourable delegates viewing from afar, I thank you for joining me here this evening.

Late last month this First Empire held a referendum at the request of her People which called for the abolition of the Office of the Premier and see those powers held by the Office executed by the Crown from this point henceforth. In a vote of 65% tao 35% the Rokkenjiman People have given me not only a mandate but a solemn bond of trust which I will honour each and every day I sit upon the Throne behind me. When I worked with our Government to re-institute the Office of the Premier public trust was increasing in our elected officials and, as I worked with the Honourable Hartnell, we saw more powers granted to the Premier. Sadly, the Rokkenjiman People now believe that course is not the best approach forward for the First Empire, despite the best of our mutual efforts to repair the damage caused by the Republican Era upon our democratic foundation.

With the results of the Referendum now in our hands the onus is now upon the Imperial Diet to execute the wishes of the Rokkenjiman People. In the coming days the Imperial Diet is set to take up legislation prepared by Teikokutō which shall abolish the Office of the Premier, return those powers granted to the Office to the Throne, and establish a new relationship between the Crown and the Imperial Diet. This change does not bring about an end to the Diet as an institution of the Imperial Government, nor does it set this First Empire upon a course of unbridled power being executed from Chrysanthemum Throne. Teikokutō has worked into its legislation to bring into effect the results of the Referendum a relationship between Chrysanthemum Throne and the Imperial Diet a series of checks and balances, restoring the Imperial Government to the arrangement which was prevalent prior to the creation of the Office of the Premier.


Following the passage of this legislation the present session of the Imperial Diet shall be brought to a close, with new elections being called which shall see the People shape the Imperial Diet which shall lead us into this new era. A Speaker of the Commons shall then fulfill the Constitutional requirements of breaking ties as called for of the Premier in the Constitution presently. Furthermore, Chrysanthemum Throne will engage actively with the Imperial Diet, ensuring that it remains an active and important institution of this Imperial Government. Just as Rokkenjima enjoyed democratic principles prior to the Premier, so shall it again in its abolition.

While some, including voices from afar, have noted concerns I can only state that I did not request this Referendum, nor did I desire to see the Office of Premier abolished so shortly after its creation. Since my earliest days upon the Throne I have taken every action I can to restore powers to elected hands as public trust in those hands increased. Should such a time come again I am confident we may have a national discussion to again determine just which course is most appropriate for this First Empire. For now, however, the People have spoken, and it is upon us to honour their voices and ensure their democratic will is carried out.

As the Diet conducts the work required of them so too shall I be working with the staff of Pyrena Castle to ensure a smooth transition takes place. We will be inviting Members of the Diet and those presently working on behalf of the Premier to Pyrena Castle for a series of meetings to provide for ongoing programs and initiatives which will carry forth under the new Government. I trust that the Imperial Diet will take up this legislation and see to its passage in the coming days, after which we shall work together in charting the next chapter of our nation. Thank you all for your time, and Islyna guide us through these times with grace and wisdom.


Following the speech Premier Koizumi confirmed that the Imperial Diet would take up the legislation "and provide for a fair and open vote. I may disagree with the results, however, I will not see the Office of the Premier deny the democratic will of the People as its last actions. I will also look forward to continuing my work on behalf of the Rokkenjiman People once elections have concluded and a new session of the Diet is convoked." Further questions from the Premier were not taken as he returned to the Diet Chambers for that work remaining in its present session.

Statement From The Empress To President Kravec

As originally offered Rokkenjiman vessels shall be pulled back from the Gulf, whilst those deployed in support of Morelander operations will hold their present positions. These are operations you have stated your strong support for. I will not allow for developments between Slava Lavosk and Tamora to distract them from that purpose.

Furthermore, those missile assets readied shall stand down as to allow for discussions to proceed. They will not be activated so long as provocations do not take place between our nations.

As stated those forces positioned in support of Morelander operations shall not act in a manner to jeopardize those operations. Furthermore, should we host such talks, Rokkenjiman forces would not act in a manner which would place me in an untenable position.

Breaking Brief: Rokkenjima Votes To Abolish Premier


A referendum to abolish the Premier has passed, empowering Empress Beatrice in her work on behalf of the People.

With a majority of locations reporting results the RBC can confirm that the Referendum to abolish the Premier has passed. In a vote of 65% to 35% the Rokkenjiman electorate voted to abolish the Office of the Premier and formally grant Empress Beatrice full executive powers. An amendment to the Constitution will be minimal, as the Office of the Premier is mentioned just once in the document. Overall Azukishima, Austrana, Kavania, Estvua and Ecskana Prefectures supported the measure, with Arovium Prefecture preferring to keep the Premier 78% to 22%. Popular suppor has remained high for Empress Beatrice who, to most, is the mother of modern Rokkenjima.

Premier Koizumi, who is to formally end his term once the Empress brings the current session of the Diet to a close, noted his disappointment in the results. "Empress Beatrice spoke so often of empowering Rokkenjiman democracy, ceding more power to her elected officials as the public trust was restored. She has yet another opportunity to ensure those gains are not lost: deny any manner of Assent and assure the People that our system, while not perfect, is making great strides and is worth preserving. We cannot allow the crimes of the Republicans to stain those hard working men and women of today's Imperial Government. Your Imperial Highness, I implore you to give full weight and consideration to my proposal."

Pyrena Castle has informed us that the Empress would be making a speech regarding the results, as well as announcing major policy initiatives. Questions as to whether the Empress would refuse to honour the results of the Referendum as proposed by the Premier were quickly struck down. "The Rokkenjiman People have spoken, granting the Empress a mandate which the Premier has been incapable of building himself. The Empress will not rule the democratic voices of the Rokkenjiman People invalid and will act on the mandate She has been granted to work on their behalf."

"Ælirn," Beatrice calculated the risks in dropping formalities at this point, "I, perhaps more than any other soul here know the pressures you face at this moment. After all, I faced them myself, and just as I you will make it through just fine, okay?" she continued with a reassuring smile. "I faced the challenge of rule when I was a teen, not far removed from my schooling, and I know that look upon your face. Just as it was my day years ago I proclaim to you today is your day, you determine how it will go, and if you meet it head strong I know the path you forge will serve you and your nation well; you are a strong woman, and anxiety is most human to feel at this point, but it will pass and you will show all of Mundus that strength I know resides in your heart. Until then, until that point you stand before them, all you need to worry about is me, and I judge not anything you present me," she continued, offering Ælirn a hand of comfort on her shoulder.

Beatrice smiled at the question, "I apologize Your Majesty," she continued, referring to Ælirn in a manner she would no other monarch upon Mundus. The Rosari did view her as being above all other monarchs as the Blessed of Islyna, however, in such a setting she held no reservations in empowering another woman, especially as she faced challenges as she once did, "but I jumped the gun and laid them before you. There is a side of me you bring out, younger than the woman you see before you, with such hope as to light a thousand flames across Mundus. If we can harness this energy between us, well, I know great things are before us."

"And don't you worry about disappointing," Beatrice continued, "perhaps, to be honest, I see a part of myself in you. If I can advise you, and be an ear you may rely upon, personally I would have no complaint. I sat where you sit today, I know the questions in your heart and no, the answers are few and far between before you ask," she continued with a chuckle. "I had no one from beyond my own circle to guide me so, if you should wish, I would wish to serve as a voice without bias; that voice I never had in my early days upon the Throne. If I may be of service to you, while building bridges between our nations, I shall be happy. While I had no guidance, learned what was required of me as each day passed, if I can make that experience pass more quickly for you and provide you with sound guidance, I shall be most happy. After all, service is the highest office of leadership."

Following the brief interlude Beatrice continued, "Girl to girl, just you and I, have any caught your eye? I must admit, if I were not married, there are a few good prospects for fun in this field. As a proud woman each advantage is yours, and remember that always. Not only an Empress to your People but a woman of strength; pursue, but recognize that ultimately, you are the master of the pursuit. The more you make them work for it the greater the reward, I assure you," she said with a giggle.
